The final day for survivors to register for FEMA recovery assistance or to apply for a loan from the U. S. Small Business Administration is Thursday, Aug. 27.

The DRC, operated by the State of Texas and the Federal Emergency Management Agency and supported by other agencies, has remained open to meet the needs of area residents. The center has served as a one-stop shop for information and guidance about disaster assistance.

AUSTIN, Texas – As Texans rebuild or repair their homes damaged by the May 4 through June 22 storms, the Federal Emergency Management Agency and local home improvement stores have teamed up to provide free information, tips and literature on making homes stronger and safer.

FEMA mitigation specialists will be on hand in Brazoria, Harris, Travis, Walker, and Van Zandt counties at in-store information centers to answer questions and offer home improvement tips and proven methods to prevent and lessen damage from future disasters. Most of the information is geared for do-it-yourself work and general contractors.

Also, if you’re thinking of building a storm shelter or safe room, literature is available about the best options. Safe rooms built to FEMA specifications have saved thousands of lives.

FEMA Advisors at Texas Home Improvement Stores Help Survivors Prevent Damage from Future Storms

DENVER – State and federal officials have scheduled meetings with local governments and other entities in Adams, Boulder, Park and Denver Counties to help them apply for federal assistance for this spring’s storms.

The Colorado Division of Homeland Security and Emergency Management (DHSEM)  in cooperation with FEMA has scheduled Applicants’ Briefings August 25 to August 27 to help local governments, state agencies, and certain private non-profit organizations navigate the federal Public Assistance application process relative to this spring’s declared disaster.

On August 12, Adams, Boulder, Park and Denver Counties were added to 11 other Colorado counties that had already been declared eligible for damage reimbursement as a result of the severe storms, tornadoes, flooding, landslides, and mudslides that occurred between May 4 and June 16, 2015.

Applicants’ Briefing Schedule:

Park County: August 25, 1:00 p.m., Park County Emergency Operations Center, 911 Clark Street, Fairplay, CO 80440

The disaster declaration issued by President Obama on July 16, 2015 for Baca, Elbert, El Paso, Fremont, Logan, Morgan, Pueblo, Saguache, Sedgwick, Washington, and Yuma counties made state, county, and local governments, as well as certain non-profit organizations, eligible to receive reimbursement for repairing infrastructure damage caused by the storms, as well as the cost of responding to them.

Qualified organizations in these counties and the four newly declared ones will receive no less than 75 percent of their eligible costs incurred as a result of the disaster.

SEATTLE – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Grizzly Bear Complex Fire burning in Wallowa County, Oregon.

FEMA Region X Regional Administrator Kenneth D. Murphy determined that the fire threatened such destruction as would constitute a major disaster. Murphy approved the state of Oregon’s request for a federal Fire Management Assistance Grant (FMAG) at 12:15 a.m. PDT on Aug. 21, 2015.

At the time of the request, the fire was threatening 150 homes in and around the communities of Troy and neighboring areas. Nearly all of the threatened homes are primary residences. The fire was also threatening high value timberland, cultural resources, camp grounds, wildlife areas, power lines and community infrastructure in the area. Mandatory and voluntary evacuations were issued for approximately 200 people. Additionally the communities of Grouse Flats, Eden Bench, and Bartlett Bench are also threatened. 

The authorization makes FEMA funding available to pay 75 percent of the state of Oregon’s eligible firefighting costs for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

FMAGs are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

BILOXI, Miss.– In the last 10 years, FEMA’s Hazard Mitigation Grant Program has obligated more than $159 million from Hurricane Katrina recovery to build community safe rooms throughout Mississippi to protect people during storms. HMGP provides grants to state, local and tribal governments to implement long-term mitigation measures to reduce the loss of life and property from a disaster.

Safe rooms can be built as multipurpose shelters to protect communities from tornadoes, hurricanes and floods. These community safe rooms are built to FEMA 361 specifications, which include hardening of walls and roofs to withstand 200 mph winds.

Mississippi Emergency Management Agency officials have made the construction of safe rooms a priority since Katrina. A recent study from the Centers for Disease Control found that safe rooms are the best option to reduce the number of deaths during tornadoes.

“We always tell folks to get out of mobile homes and manufactured homes, and to consider going to a more substantial structure to wait out the storm,” said Robert Latham, executive director of MEMA. “By providing a secure place for them to go, we make our communities safer. Citizens need to incorporate safe room locations into their plans, or know where a substantial structure is located.”

“In so many cases, the death toll would be much higher were it not for safe rooms for people to take shelter in,” said Acting Director of FEMA’s Mississippi Recovery Office, Loraine Hill.

To date, 42 public safe rooms have been added to schools; 34 have been built as stand-alone structures for general use, and 9 constructed for first responders. Populations served by these safe rooms include approximately 44,000 students and staff; 28,000 citizens in the general population, and 3,500 first responders.

During the threat of an outbreak of tornadoes in the state earlier this year, 70 residents sought shelter; in a community safe room in Rankin County, built to FEMA 361 standards.  

Another $205 million in HMGP funding was made available to Mississippi for mitigation projects, such as elevating buildings, flood control, sirens, generators and grants to individuals to retrofit areas of their home or build stand-alone safe room units.

More than $159 million Obligated for Safe Rooms from Katrina

OKLAHOMA CITY –There is only one week left for Oklahomans who sustained damages from the May 5 through June 22 storms to apply for state and federal disaster assistance.

Residents and business owners in the 45 counties approved for Individual Assistance have until August 26 to seek assistance from the Federal Emergency Management Agency and the U.S. Small Business Administration (SBA).

The designated counties are Adair, Atoka, Beckham, Bryan, Caddo, Canadian, Carter, Cherokee, Choctaw, Cleveland, Coal, Comanche, Cotton, Delaware, Garvin, Grady, Hughes, Jefferson, Johnston, Kiowa, Latimer, Le Flore, Lincoln, Logan, Love, Marshall, Mayes, McClain, McCurtain, McIntosh, Murray, Okfuskee, Oklahoma, Okmulgee, Ottawa, Pittsburg, Pontotoc, Pottawatomie, Pushmataha, Rogers, Seminole, Stephens, Tillman, Tulsa and Wagoner.

To date, more than $47.5 million has been provided to Oklahoma disaster survivors. This assistance includes $16.9 million in funding for disaster related housing needs and other disaster related expenses, more than $19.9 million in SBA loans, and more than $10.6 million in payments to policyholders with the National Flood Insurance Program.

SBA has issued 1,546 applications for low-interest disaster loans to homeowners and businesses. More than $18 million has been approved for homeowners and more than $1.8 million has been approved for business owners rebuilding after the storms.

Oklahomans Have One Week Left to Register for FEMA Assistance

DENTON, Texas — Fire departments in Arkansas, Louisiana and New Mexico have been awarded more than $2.4 million in preparedness grants from the Federal Emergency Management Agency (FEMA).

In Arkansas, the grants total $413,524 and cover firefighting equipment for the Lake Village Fire Department and the Lone Rock Volunteer Fire Department in Norfork.

In Louisiana, the grants total more than $1.8 million and pay for:

•    Firefighting equipment for the Church Point Volunteer Fire Department, the Forest Volunteer Fire Department in Oak Grove, the Plaucheville Volunteer Fire Department and the West Baton Rouge Fire District 1 in Port Allen; and
•    The hiring of 17 firefighters because of attrition for the Shreveport Fire Department.

The grant in New Mexico totals $169,000 and pays for tuition and educational assistance plus several other programs for the Mayhill Volunteer Fire Department.

The federal grants are part of the Assistance to Firefighters Grants (AFG) program and the Staffing for Adequate Fire and Emergency Response (SAFER) Grants program. SAFER awards provide funding directly to fire departments and volunteer firefighter interest organizations to help them increase the number of trained, front line firefighters available in their communities. Arkansas, Louisiana & New Mexico Receive More Than $2.4 Million in FEMA Preparedness Grants

FRANKFORT, Ky. — Specialists with the Federal Emergency Management Agency are reaching out to survivors in Kentucky’s storm-ravaged communities of Carter, Johnson, Rowan and Trimble counties to help individuals register for assistance. Survivors may meet a specialist in their neighborhood or speak to one on the phone.

FEMA disaster survivor assistance specialists and FEMA Corps members are canvassing affected areas to provide on-site registration assistance, address immediate and emerging needs, and answer any questions about the registration process. Specialists can also provide referrals to additional resources.

FEMA crews are visiting homes, businesses, local organizations and churches in the four counties, which were declared eligible for federal assistance. Using wireless tablets, FEMA crews can help a survivor fill out an application for assistance on the spot. FEMA representatives wear FEMA clothing and will provide FEMA photo identification. Kentuckians should ask for this federal identification before providing personal information.

Survivors may also receive a phone call from FEMA specialists after they have registered for disaster assistance.

If called, applicants could be asked to verify their identity with some of the following information:

  • The last four digits of their Social Security number.
  • The address of their damaged home.
  • The applicant’s current mailing address.
  • The applicant’s current phone number.

If applicants receive a phone call from FEMA representatives and question the validity of the caller, they can contact the FEMA Helpline at 800-621-3362 to verify the source of the call. FEMA will not call applicants to request any banking information.

FEMA Specialists Reach Out to Survivors in Kentucky Communities

SAIPAN – FEMA housing inspectors have been assessing damaged homes of applicants who registered with the Federal Emergency Management Agency (FEMA) for damage sustained in Typhoon Soudelor. Once the inspection process is complete, your case will be reviewed by FEMA and you will receive a letter, or email if you signed up for E-Correspondence, outlining the decision:

  • If you qualify for a FEMA grant, FEMA will send you a check by mail or deposit it directly into your bank account. You will also receive a letter describing how you are to use the money.  You should only use the money given to you as explained in the letter and we suggest that you save receipts on how you spent the money.
  • If you do not qualify for a FEMA grant, you will receive a letter explaining why you were ineligible and will be given clear information on how to appeal the decision*. Your appeal rights will be described in this letter. Appeals must be in writing and mailed within 60 days of FEMA’s decision.
  • If you are referred to the U.S. Small Business Administration (SBA), you will receive an SBA application from SBA. The application must be completed and returned in order to be considered for a loan or for additional FEMA grant assistance. SBA representatives are available to help you with the application at local Disaster Recovery Center, at Pedro P Tenorio Multi-purpose Center in Susupe.  Normal hours of operation are Monday-Saturdays 8 a.m. to 5 p.m.; Sundays 10 a.m.-4 p.m. Completing and returning the loan application does not mean that you must accept the loan.

*An appeal is a written request to review your file again with additional information you provide that may affect the decision.  You may appeal any decision provided by FEMA regarding your Individual Assistance. 

Appeals may relate to your initial eligibility decisions, the amount or type of assistance provided to you, late applications, requests to return money, or a denial of Continued Temporary Housing Assistance.  Prior to requesting an appeal review, you should review your file with a FEMA helpline agent at 1-800-621-3362 (FEMA), or (TTY) 1-800-462-7585, or request a copy of your file from FEMA so you can understand why you received the decision you want to appeal.

Follow these steps to appeal the decision.

  1. Explain in writing why you think the decision about the amount or type of assistance you received is not correct. You, or someone who represents you or your household, should sign the letter and have it notarized.  If the person writing the letter is not a member of your household, there must be a signed statement saying that the person may act for you.
  2. Include the FEMA registration number and disaster number (shown at the top of your decision letter) in your letter of appeal.  You should also include the last four digits of your social security number, your full name, your address, and your date and place of birth.
  3. You may also want to include a copy of a government-issued identification card or include the following statement “I hereby declare under penalty of perjury that the foregoing is true and correct”.
  4. If you have supporting documentation for your appeal, include that in your correspondence to FEMA.

IMPORTANT: To be considered, your appeal letter must be postmarked within 60 days of the date of the decision letter’s date. Remember to date your letters.

  • All appeals are reviewed.
  • Decisions usually are made within 30 days of receiving the request. 
  • Additional information may be requested from you if FEMA does not have enough information to make a decision.
  • You will be notified by mail of the response to your appeal.
