WASHINGTON – The Federal Transit Administration (FTA) and Federal Emergency Management Agency (FEMA) today signed a Memorandum of Agreement (MOA) that outlines the roles and responsibilities of both agencies in providing federal assistance to repair and restore public transportation systems in areas the President has declared a major disaster or emergency.  FTA’s newly authorized Public Transportation Emergency Relief Program was established by the Moving Ahead for Progress in the 21st Century Act (MAP-21) and the MOA is required to establish the relief program.

“After disasters hit, our federal, state and local partners must be able to move quickly and make the necessary repairs to our nation’s transit systems, roads, rails and bridges,” said U.S. Transportation Secretary Ray LaHood. “Today’s announcement makes it easier for them to get to work, and DOT will continue to work closely with FEMA and our partners to ensure that emergency relief funds are available as quickly as possible to rebuild from Hurricane Sandy.”

The MOA is a key requirement that must be in place before the bulk of the FTA’s disaster relief funds for Hurricane Sandy aid can be released, as prescribed by the Disaster Relief Appropriations Act of 2013 for the victims of Hurricane Sandy.

“We can only be successful in responding and recovering from disasters if we work as a team,” said FEMA Administrator Craig Fugate. “That means bringing together government at the federal, state, tribal and local levels, along with our partners outside of government. This partnership with FTA builds on an already strong relationship to ensure that our transit nationwide is more resilient.”

“More than one-third of our nation’s transit riders were directly affected by Hurricane Sandy—triggering the worst transit disaster in history,” said FTA Administrator Peter Rogoff. “FTA and FEMA worked quickly to get this agreement in place in order to bring much needed relief to transit agencies that were hit hardest by the storm, to ensure that transit riders have the reliable service they need, and so that agencies have better resources to plan for and mitigate the impact of such disasters in the future.”

FEMA will continue to have primary federal responsibility for emergency preparedness, response and recovery in major disasters and emergencies.  The new emergency relief authority provides FTA with primary responsibility for reimbursing emergency response and recovery costs after an emergency or disaster that affects public transportation systems and for helping to mitigate the impact of future disasters.

FTA continues to work collaboratively with FEMA to conduct damage assessments and cost-validation work in the hardest-hit parts of New York and New Jersey, as well as other regions where transit was impacted.

The Disaster Relief Appropriations Act of 2013, which President Obama signed into law on January 29, required the FTA to make available no more than $2 billion in disaster funds within 60 days of enactment of the disaster relief appropriation, which the agency is currently doing.  The remaining funds required a MOA between FEMA and FTA and the establishment of emergency relief program regulations by FTA.

With the MOA complete, the remaining disaster relief funds will be made available after FTA issues interim regulations, which is expected to occur in April.

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for the Eastern Band of Cherokee Indians.

Assistance for Tribal Governments Can Include as Required:

Federal Aid Programs for Eastern Band of Cherokee Indians

PEARL, Miss. – Feelings of loss after a disaster can be compounded by frustration – frustration in dealing with insurance claims, home repair contracts, or drawing up legal documents to replace those lost.

Disaster Legal Services provides legal assistance to lowincome individuals who, as a result of the disaster, are unable to secure adequate legal services. The Federal Emergency Management Agency, through an agreement with the Young Lawyers Division of the American Bar Association, provides free legal help for survivors of a presidentially declared major disaster if they are unable to pay.

Disaster legal assistance that local lawyers typically provide covers:

  • Help with insurance claims for doctor and hospital bills, for loss of property, loss of life.
  • Drawing up new wills and other legal papers lost in the disaster.
  • Help with home repair contracts and contractors.
  • Advice on problems with landlords.
  • Preparing powers of attorney.

The Young Lawyers Division of The Mississippi Bar has provided a toll free number, 877-691-6185, that is staffed Mon.-Fri., 9 a.m. – 4 p.m. When staff steps away or during all other hours of the day, a caller may leave their name, and a good daytime contact number. A legal representative will return an applicant’s call as soon as possible.

Legal help in any area of law is only available if the legal issue is directly related to a declared major disaster. Disaster legal advice is limited to cases that will not require a fee.

WASHINGTON – The Federal Emergency Management Agency (FEMA) and its federal partners, including the National Weather Service, continue to closely monitor severe winter weather impacting the Central United States.  FEMA’s regional office in Kansas City, Mo., is in contact with state emergency management counterparts and with tribal emergency managers in the path of the storm. In coordination with state partners, FEMA pre-positioned state liaisons in Iowa, Missouri, Nebraska, and Kansas. FEMA’s National Watch Center in Washington, D.C., continues to monitor the situation and hold regular operational briefings with regional and federal partners as the severe winter weather continues.

According to the National Weather Service, the major winter storm will continue across much of the Central U.S. today, with heavy snow falling at times over the Central Plains, with accumulation of more than a foot expected in some locations.  Snow, sleet and freezing rain are spreading across a large area of the Central and Southern Plains into the lower and middle Mississippi River Valley.  Winter storm warnings and winter weather advisories are in effect for a large area of the Central and Southern Plains into the upper Midwest, while ice storm warnings are in effect for portions of Northern Arkansas, Southwestern Missouri and the Mississippi River Valley. In addition to winter weather across the Central and Southern Plains, severe storms are also possible across portions of the South this evening and overnight, with a risk of tornadoes and hail.

FEMA echoes the warnings issued by the National Weather Service and local, state and tribal officials in the affected region, and asks citizens and visitors in areas impacted by severe winter storms to avoid all travel both during and immediately following the storm. Individuals in the path of the storm should monitor NOAA weather radio and local weather forecasts or www.weather.gov for the latest information, including additional or changing weather watches and warnings.

Individuals in areas affected by the storm are reminded of these safety tips:

  • Stay indoors during the storm.
  • Walk carefully on snowy or icy walkways.
  • Avoid overexertion when shoveling snow.  If you must shovel snow, stretch before going outside.
  • Keep dry.  Change wet clothing frequently to prevent a loss of body heat. 
  • Use generators outdoors, away from doors, windows and vents.
  • Older adults and individuals who are dependent on life-sustaining medical equipment or other assistive devices, such as a ventilator or mobility devices, may need additional support in areas that have lost power.
  • Check on your neighbors or friends nearby who may need assistance or extra support.

FEMA, Federal Partners Monitoring Major Winter Storm in Central and Southern Plains

WASHINGTON, D.C. – The Federal Emergency Management Agency (FEMA) urges citizens and visitors to the Northeast or New England states to prepare now for an intense and potentially dangerous winter storm forecast for the area.

FEMA’s partner, the National Weather Service, is warning of a major winter storm and blizzard for areas of New York, Connecticut, Rhode Island, Massachusetts, and New Hampshire from Friday morning through Saturday afternoon. Areas of Vermont and Maine are also under winter storm warnings.

Blizzard conditions are extremely hazardous for travel and include sustained winds or frequent wind gusts to 35 miles per hour or greater, reduced visibility, and considerable snowfall and blowing snow. This snow will be wet and heavy and could lead to downed trees and power lines. Accompanying winds with this storm will be from the Northeast at 40-50 mph for many areas, with a potential for wind gusts up to 75 mph on Cape Cod and the offshore islands. Coastal flooding is possible along the Maine and Massachusetts coastlines and beach erosion is anticipated across the entire region.

Residents or visitors to these areas should follow guidance issued by emergency officials and check with their local weather forecast office or www.weather.gov for the latest information, including additional watches and warnings. Wireless Emergency Alerts (WEAs) are currently being sent directly to many cell phones on participating wireless carrier networks. These alerts are sent by public safety officials such as the National Weather Service and are designed to get your attention and provide brief, critical instructions to warn about imminent threats like severe weather. Now is the time for residents and visitors to the area to prepare for intense cold, limited travel options, and the possible loss of electrical power. Prepare an emergency kit for your home and car with supplies such as a NOAA weather radio, plenty of clean water, and non-perishable foods.

FEMA Urges New England Residents to Prepare Now For Severe Winter Weather

TRENTON, N.J. — Hurricane Sandy survivors in New Jersey live in one of the most culturally diverse states in the country and communicate in numerous languages. The Federal Emergency Management Agency works to reach all of them.

People with disabilities and/or access and functional needs are now the focus of the first full-scale operation by FEMA to offer ready access to valuable disaster assistance and recovery information in all disaster recovery centers.

Survivors can visit any disaster recovery center to connect with American Sign Language or Signed English interpreters either face to face by requesting it ahead of time, or in real time using Video Relay Services or Video Remote Interpreters.

Assistive listening devices, amplified phones and caption phones for survivors who are deaf or hard of hearing are available in the centers, as well as magnifying devices and printed information in Braille and large print for people who are blind or have low vision.

Teams of FEMA Community Relations specialists – armed with publications in English, Spanish, Chinese, Italian, Korean, Polish, Portuguese, Russian, Urdu, French and Braille – canvassed communities affected by Hurricane Sandy. The teams are going door to door to deliver valuable recovery information and to encourage residents with damaged property to register for assistance.

To date, FEMA has translated more than a dozen disaster assistance fliers, brochures and pamphlets into 23 different languages.

Since the major disaster declaration for Hurricane Sandy, more than 650 Community Relations specialists have been in New Jersey, including more than 220 FEMA Corps members. Four dozen of these specialists were bilingual or multilingual, speaking a combined total of 24 languages including American Sign Language.

Multilingual specialists also maintain contact with media outlets whose audience consists mainly of non-English-speaking readers, listeners, or viewers. Spanish-speaking public information officers from FEMA have given dozens of interviews to Spanish-language media, appeared on radio talk shows and spoken with community groups across the affected area.

Hurricane Sandy recovery updates are available in English and Spanish on the agency’s website, which is also designed for use by people with sensory disabilities. Spanish-speaking survivors can choose to follow FEMAespanol on Twitter to receive recovery updates.

Groups, associations and businesses that have non-English-speaking members who sustained damage as a result of Hurricane Sandy and who want to know more about federal and state disaster assistance can contact FEMA’s Speakers Bureau for presentations in 13 languages, if needed. Sign language interpreters are also available.

Multilingual telephone operators are available to help non-English-speaking survivors register for disaster aid and to get their questions answered. After dialing FEMA’s helpline at 800-621-3362 or TTY 800-462-7585, callers can choose Option 3 for other languages. FEMA can provide interpretation services in 250 languages. FEMA Breaks Down Communication Barriers On The Road To Sandy Recovery

WASHINGTON – Federal Emergency Management Agency (FEMA) Administrator Craig Fugate released the below statement following the President’s signing of the Sandy Recovery Improvement Act of 2013, which includes a provision to amend the Stafford Act allowing Tribes direct access to federal disaster relief.  

“FEMA has strong, long-standing relationships with Tribal governments, and they are essential members of the emergency management team. We commend the efforts of Members of Congress, Tribal leadership and their organizations, the Department of Homeland Security, and the President who have made this change a reality. This legislative change to the Stafford Act will provide federally recognized Tribal governments the option to choose whether to make a request directly to the President for an emergency or major disaster declaration, or to receive assistance, as they do presently, through a declaration for a State. This amendment to the Stafford Act follows on the President’s commitments to Indian Country, strengthens the government to government relationship between FEMA and federally recognized Tribes, and will enhance the way FEMA supports Tribal communities before, during, and after disasters.”

Fully implementing this historic provision will require consultation with Tribes and other stakeholders, particularly as FEMA develops the administrative and programmatic requirements and procedures necessary to execute the law.  FEMA will provide interim guidance in the coming weeks explaining how and when Tribal governments may seek declarations, while more comprehensive consultations and administrative procedures are undertaken.

DULUTH, Minn. — State agencies, local governments and certain private nonprofits in Aitkin, Carlton, Cook, Crow Wing, Dakota, Goodhue, Kandiyohi, Lake, Meeker, Pine, Rice, Sibley and St. Louis counties along with the Fond du Lac Band of Lake Superior Chippewa, Grand Portage Band of Lake Superior Chippewa and the Mille Lacs Band of Ojibwe have just a few days remaining to file their official requests for federal public assistance to help recover from severe storms and flooding on June 14-21, 2012.

 

The deadline to file a Request for Public Assistance (RPA) is August 5, 2012.

 

Filing such a request with the State is the first step in the process of applying for federal reimbursements under the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program. Applicants must file RPAs within 30 days of a presidential disaster declaration. President Obama issued a major disaster declaration for public assistance on July 6.  

 

PA grants are obligated to the State to reimburse applicants for expenses they incurred while taking emergency measures to protect lives and property such as debris removal, search and rescue operations and sandbagging. Expenses for repairs to flood-damaged facilities such as roads, bridges, utilities and other public infrastructure may also be covered.

 

Although the program is oriented to public entities, private nonprofit organizations may apply directly to FEMA via the RPA for uninsured costs of debris removal and emergency protective measures. Additionally, nonprofits may qualify for FEMA assistance to make infrastructure repairs if they provide critical services such as communications, power, water, emergency response or medical treatment.

August 5th is the Deadline for 13 Minnesota Counties and Three Tribal Nations to Request Federal Public Assistance

NEW YORK – Of the more than 161,000 low-interest U. S. Small Business Administration disaster loan applications sent to New York’s Hurricane Sandy survivors, fewer than 34,000 have been completed and returned.

SBA loans represent a major source of federal funding for disaster home repair and reconstruction. Applicants are urged to complete and return their applications as soon as possible.

Most SBA disaster loans go to individuals and families, and interest rates may be as low as 1.688 percent with terms up to 30 years.

The deadline for New York’s Hurricane Sandy survivors to apply for both FEMA assistance and an SBA loan is Jan. 28, 2013.

Some of the top reasons for submitting an SBA application by the deadline include:

  • Your homeowner insurance settlement falls short. You may find out that you were under-insured for the amount of work it will take to repair or replace your damaged home. An SBA low-interest loan can cover the uninsured costs. By submitting the loan application, you may have loan money available when it is needed most. SBA can approve a loan for the repair or replacement of your home up to $200,000. Once your insurance settles, you may apply those funds to your disaster loan. However, the opportunity for an SBA disaster loan may be lost if you wait past the application deadline.
  • SBA can work with an applicant to shape a loan that fits your personal budget. If you already have a mortgage on the damaged property, SBA specialists can work with you to come up with an affordable low-interest loan package. In some cases, SBA can refinance all or part of an existing mortgage when the applicant has sustained significant damage to their house.
  • SBA can help renters replace their essential items. Renters, as well as homeowners, may borrow up to $40,000 to repair or replace clothing, furniture, cars or appliances damaged or destroyed in the disaster.
  • By submitting your SBA loan application, you keep the full range of disaster assistance available as an option. If SBA does not approve a loan for you – or approves a small loan that doesn’t cover all of your needs – you may be referred to other programs that can provide grants to replace essential household items, replace or repair a damaged vehicle or cover storage expenses, among other serious disaster-related needs. But if you do not submit the loan application you received from SBA, the assistance process may stop.

Montgomery County Added to Hurricane Sandy Disaster Declaration

HARRISBURG, Pa. — Montgomery County has been added to the Public Assistance (PA) declaration for Hurricane Sandy recovery in Pennsylvania, according to officials from the Pennsylvania Emergency Management Agency (PEMA) and the Federal Emergency Management Agency (FEMA).

This announcement makes categories A-G of the federal Public Assistance program available to eligible local governments and certain private nonprofit organizations in Montgomery County.

FEMA manages the PA program, approves grants and provides technical assistance to the Commonwealth and applicants. The Commonwealth educates potential applicants, works with FEMA to manage the program and is responsible for implementing and monitoring the grants awarded under the program. Local officials are responsible for identifying damage, providing information necessary for FEMA to approve grants and managing each project funded under the program.

Through the PA program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit organizations. The PA program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process.

The addition of Montgomery County brings the total number of counties in Pennsylvania eligible to apply for federal assistance for Hurricane Sandy recovery to 17. The 16 counties in the major disaster declaration when it was signed by President Obama on January 10 include: Bedford, Bucks, Cameron, Dauphin, Forest, Franklin, Fulton, Huntingdon, Juniata, Monroe, Northampton, Pike, Potter, Somerset, Sullivan and Wyoming. 

All counties within the Commonwealth of Pennsylvania are eligible to apply for assistance under the Hazard Mitigation Grant Program. Mitigation may lessen the impact of disasters.
