LINCROFT, N.J. — The devastation Superstorm Sandy left behind changed the face of many New Jersey communities, perhaps none more so than along the Shore. With individual homes and businesses and even whole communities swept away, many people were left wondering if it’s even possible to live at the Shore.

But also along the Shore are homes that stand like lone sentinels, a testament to mitigation techniques that make structures stronger and safer. Mitigation construction practices such as elevation, berms and use of damage-resistant materials help reduce the risk of future damage. More and more, buildings throughout the country, and along the Shore, are constructed with these techniques.

Photo by Liz Roll/FEMA When Mantoloking resident Ed Wright built his home 30 years ago, he used a classic mitigation technique: elevation. Last October, that decision proved to be a good one. The storm surge from Sandy swept away five neighboring homes and left his standing alone at the end of the Mantoloking Bridge.

Wright had seen photos of debris washing down the street and elected to elevate the home rather than build on a standard foundation. He built it on 35- to 45-foot pilings sunk into the ground and later enclosed the ground level with breakaway walls, which are designed to collapse in flood waters.

Elevation is a tried-and-true mitigation technique. After a major disaster declaration, the Federal Emergency Management Agency makes Hazard Mitigation grants available to the designated state for projects that reduce or eliminate losses from future disasters.

Projects eligible for hazard mitigation grants include retrofitting buildings to minimize damage from high winds and flooding; elevation of flood-prone buildings; minor flood-control projects; and the purchase of property at risk of repetitive flooding for conversion to open space. The state works with local communities to determine the focus of the Hazard Mitigation program.

Hazard Mitigation grants cover up to 75 percent of approved project costs. State and local governments pay the remaining 25 percent (in-kind donations of labor and materials can contribute toward this share). A project’s potential savings must be more than the cost of implementing the project.

Through successful mitigation efforts years before, this home survived the floodwaters that destroyed many homes in the surrounding area with minimal damage. While the state sometimes pays for mitigation projects through FEMA grants after a disaster, Wright paid for his home’s elevation as part of the construction cost. It was an investment in the future.

The day after Sandy struck New Jersey, a friend called Wright to tell him his home was the only one standing. When he returned home, he didn’t know what to expect.

“We had no clue,” he said. “It was very emotional to see it standing there all by itself.”

The home experienced minimal damage, losing the furnace, air conditioning unit, washer and dryer, and vehicles.

“We’re very fortunate,” Wright said. “We’re very happy to be here.”

One Year Later: Mitigation Technique Applied 30 Years Ago Survived Sandy

NEW YORK More than $2.1 billion in federal aid has been approved to reimburse state, local and tribal governments for Sandy-related response and recovery efforts in New York one year after the devastating storm.

Public Assistance grants from the Federal Emergency Management Agency reimburse local, state and tribal governments and eligible private nonprofits for eligible costs of emergency response, debris removal and repairing or rebuilding damaged public facilities. In New York, more than 2,700 grants have been approved so far.

FEMA’s cost-share Public Assistance program reimburses 90 percent of eligible costs. The remaining 10 percent comes from nonfederal funds. The state forwards the federal reimbursement to the eligible local governments or organizations that incurred costs.

The largest single Public Assistance project to date is nearly $402 million to the New York City Department of Environmental Protection for the Rapid Repairs program that allowed survivors to remain in their storm-damaged homes while repairs were made. The work also included infrastructure repairs at the Rockaway, North River and other wastewater treatment plants, pump stations, drinking water facilities and sewers.

Other major Public Assistance obligations include:

  • Nearly $325 million to the Long Island Power Authority for repairs to overhead lines and emergency work;
  • Nearly $180 million to New York University Langone Medical Center for emergency work, including the evacuation of more than 250 patients, the restoration of critical services and facilities, the removal and disposal of asbestos-containing materials and wastewater, debris and mold, repairs, and replacement of its information technology network.
  • $130 million to the New York City Health and Hospitals Corporation for emergency work, cleanup, temporary relocation, repairs and replacement of contents at various HHC facilities, including Coney Island Hospital;
  • Nearly $128 million to the New York City Police Department for evacuations, search-and-rescue operations, distribution of critical equipment, door-to-door checks, the removal of fallen trees, traffic regulation and monitoring of fuel rationing during the gas shortage caused by Sandy;
  • More than $119 million to the New York City Department of Sanitation for debris removal;
  • Nearly $115 million to Nassau County for debris removal throughout the county;
  • Nearly $58 million to the state of New York Department of Transportation for debris removal;
  • More than $31 million to Long Beach for emergency work and repairs to waste water pump stations and fire hydrants;
  • More than $31 million to the town of Hempstead for debris removal and emergency work;
  • More than $13 million to the New York City Fire Department for coordinating more than 500 swift-water boat rescues, conducting more than 1,000 evacuations, extinguishing fires, searching 3,100 homes and businesses during Hurricane Sandy’s immediate aftermath, and temporary generators for Manhattan fire stations;
  • Nearly $7 million to Long Beach Public Schools for emergency protective measures and repairs at school and administrative facilities;
  • More than $2.1 million to Long Beach Memorial Nursing Home for emergency protective measures, demolition, cleanup and flood-related repairs.

A Year After Hurricane Sandy, More Than $2.1 Billion In FEMA Public Assistance Grants In New York Helps Clear Debris, Reopen Public Facilities

CIRCLE, Alaska – Four months ago, this small native village in northeastern Alaska was left devastated by some of the worst Yukon River flooding seen here in years. Floodwaters had inundated many homes, while mammoth missiles of river ice, known in Alaska as “ballistic ice,” had driven others hundreds of feet from their foundations. Debris and enormous chunks of ice littered the streets.

Today, Circle is steadily working its way back to normalcy, thanks in large part to a united effort among the local villagers, Mennonite Disaster Service volunteers from across the United States, the State of Alaska and the Federal Emergency Management Agency (FEMA).

Circle is a small community of about 90 people, predominantly Athabascan Natives. Employment for residents is provided primarily by the tribe, health clinic, Circle School and a few local businesses, including a telephone service and a general store. With a limited cash economy and the high cost of imported food, subsistence hunting, fishing and gathering is a way of life, a tradition for Athabascans dating back thousands of years.

Like other remote Alaskan communities, Circle is very close-knit and self-reliant. However, First Chief Jessica Boyle welcomed the faith-based group’s aid with rebuilding, opening the door for acceptance of volunteers from the Mennonite Disaster Service into the community.

Over six weeks in August and September, the volunteers lived in the village, repairing and rebuilding flood-damaged homes by day and sleeping on cots in the local community hall by night. Known for their skilled carpentry and meticulous workmanship, the Mennonites often worked nine-hour days, six days a week ― and sometimes well into the evening ― to accomplish their goal of completing work on eight homes before winter.

“It was unique that we were right in the center of the community, and we’d stop to talk and visit,” said Mennonite Disaster Service Project Director Wilbur Litwiller. “They either lived next door or nearby, and we learned to know the people we worked with.”

As a result of a major disaster declaration on June 25, FEMA is aiding the community in its recovery, including shipment of building materials to Circle and funds to cover the cost of transportation and meals for the 27 Mennonite volunteers who worked in Circle.

In addition, FEMA has awarded over $265,000 to eligible residents to help pay for the home repairs as well as other disaster-related needs, while FEMA’s Public Assistance program has obligated $520,000 toward repair of the tribal center, campground, youth camp, medical clinic and the establishment of a temporary clinic. Also underway are $151,000 in hazard mitigation projects designed to prevent future flood damage in the village, including elevation of eight buildings.

“As the federal partner in this effort, it’s extremely satisfying to see the progress that has been made in Circle.” said Federal Coordinating Officer Dolph Diemont of FEMA. “Perhaps more significantly, the Mennonites built relationships with the community that will last well beyond this recovery mission.”

Logistically, recovery in Circle ran smoothly. A two-lane, partially gravel road that connects Circle to Fairbanks, 160 miles south of the village, allowed supplies to be brought in more readily and dependably than other flood-impacted communities that lack roads to the outside.

As the work was wrapping up the last week in September, the Circle community hosted a ceremony, known as a potlatch, to dedicate the rebuilt homes and celebrate the new friendships created as a result of the cooperative effort. The festivities included performances of traditional dances by school children in Athabascan attire and the sharing of customary Native dishes, such as moose stew.

“The community gave us the potlatch in appreciation for what we did, which was very special and the best thank you I’ve received in quite some time,” Litwiller said.

AURORA, IL—For many affected by the severe weather and flooding of this past spring in Illinois, recovery is well underway or complete.  But others will need additional support to recover. When needs exceed federal resources, voluntary agencies step up to the plate. These nonprofit, faith and community based organizations arrive before FEMA does and remain long after FEMA’s mission ends.

“Voluntary organizations play a key part in FEMA’s mission to provide support and guidance to states recovering from disasters,” said W. Michael Moore, federal coordinating officer for the Illinois disaster.

Once an emergency requires the attention of the state and the disaster has been declared by the president, FEMA Voluntary Agency Liaisons (VAL) located at the disaster site coordinate with voluntary organizations to support engagement of the whole community in recovery.

One of these voluntary organizations is the American Red Cross. The Red Cross is chartered by Congress to provide relief to victims of disasters and help people prevent, prepare for, and respond to emergencies. Because of this relationship and its long history of providing assistance, the Red Cross plays a unique leadership role in major disasters.

This year, an opportunity for partnership in another aspect of recovery was provided through new provisions of the FEMA Disaster Case Management Program, a program developed to help identify unmet needs and coordinate them with voluntary organizations that may be able to provide additional assistance. The partnership will ensure that those with unmet needs have access to a coordinated network of social service resources and leverage the ability of recovery groups to provide a continuity of care.

Survivors do not have to apply for or qualify for FEMA assistance to be eligible to receive support through the Disaster Case Management program. The only requirement for the Illinois disaster is that the recovery need was caused by the declared disaster of April 16-May 5.

The Disaster Case Management program in Illinois is built around a 90-day timeline that began in late July and will include screening and referrals to governmental and nongovernmental assistance programs. FEMA is not authorized to provide additional financial assistance to survivors through the Disaster Case Management program.

Those with unmet needs arising from the disaster of April 16-May 5 may reach the American Red Cross by calling 312-854-9870, seven days week, 24 hours a day.

The American Red Cross is not a federal entity; it relies on donations, the generosity of the American public to support nearly 100 percent of its disaster relief activities.

“A FEMA-Red Cross partnership in Illinois provides increased flexibility and service to residents in ways that extend disaster support beyond what’s normally available,” Moore said. “They are one part of the whole team in place to ensure disaster survivors in Illinois are provided optimum support in recovery.”

FEMA and American Red Cross: Partners in Illinois Recovery

The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Government Flats Fire Complex, burning in Wasco County, Oregon.

FEMA Region X Administrator Kenneth D. Murphy approved the state’s request for a federal Fire Management Assistance Grant (FMAG) on August 18, 2013 at 9:17 PM EDT.

The fire started on August 16, 2013 and has burned approximately 1,500 acres of federal, state and private land. At the time of the request, the fire was burning south of the City of The Dalles, Oregon. The fire is burning within the municipal watershed area and is threatening the municipal water treatment plant and major power transmission lines. The fire is also burning in critical habitat for several threatened species. Firefighting resources including 4 air tankers, 3 helicopters, 11 hand crews, 30 engines and 6 dozers are committed to this fire suppression activity. There are several other large fires burning uncontrolled within the state.

The authorization makes FEMA funding available to pay 75 percent of Oregon eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

FEMA authorizes funding to help fight Government Flats Fire Complex

ANCHORAGE, Alaska – Yukon River 2013 flood survivors who had disaster-related damages have until midnight Aug. 26, 2013, to register with the Federal Emergency Management Agency.   

“Registering with FEMA is essential, even if survivors have already registered with the State,” said State Coordinating Officer Bryan Fisher.

The major federal declaration, signed by President Obama on June 25, authorizes assistance to individuals and households in the following Regional Educational Attendance Areas (REAA): Alaska Gateway, Lower Yukon, Yukon Flats, and Yukon-Koyukuk.

“Registering is an important first step on the path to a variety of recovery programs,” said Federal Coordinating Officer Dolph Diemont.

  • Those with losses due to flooding between May 17 and June 11, 2013, in the declared REAAs can register by telephone or online through Aug. 26, 2013.
    • By telephone: call 800-621-FEMA (3362). Those with speech disability or who are deaf or hard of hearing can call 800-462-7585 (TTY). Multilingual registration can be done by telephone.
    • By mobile device: at m.fema.gov.
    • Online: go to DisasterAssistance.gov.
  • After registering with FEMA, some survivors will receive an SBA low-interest loan application.  It is important to return the application because SBA is a primary source of disaster recovery.  Also, a denial from SBA may lead to additional FEMA assistance and other referrals.  There are two ways to apply: go online to SBA’s secure site at disasterloan.sba.gov/ela or call 800-659-2955 (the deaf and hard of hearing can call 800-877-8339).

Applicants registering for assistance should be prepared to provide basic information about themselves (name, permanent address and phone number), insurance coverage and any other information to help substantiate losses.

When you register, be sure to have the following information on hand:

  • Your Social Security number
  • Current and pre-disaster address
  • Block and lot number
  • A telephone number where you can be contacted
  • Insurance information
  • Total household annual income
  • A routing and account number from your bank (only necessary if you want to have disaster assistance funds transferred directly into your bank account).
  • A description of your losses that were caused by the disaster.

FEMA disaster assistance may include awards to help pay for housing, replace personal property and other serious disaster-related expenses not covered by insurance.  Assistance may also include low-interest federal disaster loans from the SBA.  The deadline to register for an SBA disaster loan is Aug. 26, 2013.

SBA offers disaster loans to homeowners, renters, businesses of all sizes and private, nonprofit organizations for their uncompensated losses.  Homeowners can receive loans up to $200,000 to repair or replace their primary residence.  Homeowners and renters can receive loans up to $40,000 to replace personal property.  Businesses and private, non-profit organizations may borrow up to $2 million to repair or replace their disaster-damaged property and/or economic losses.  Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure Web site at disasterloan.sba.gov/ela.  Disaster loan information and application forms are also available from SBA’s Customer Service Center by calling SBA toll-free at (800) 659-2955, emailing disastercustomerservice@sba.gov, or visiting SBA’s Web site at www.sba.gov/services/disasterassistance.  Individuals who are deaf or hard-of-hearing may call (800) 877‑8339.  For more information about SBA’s disaster assistance programs, visit www.sba.gov/disaster.

Alaskans have until Aug. 26 to register for FEMA assistance

LINCROFT, N.J. — When Superstorm Sandy barreled through New Jersey last October, she left behind the kind of wreckage often dreamed up by Hollywood for big-screen disaster films.

The largest tropical storm ever to form in the mid-Atlantic basin tore up utility lines, flooded sewage treatment facilities, disrupted transportation links, downed trees, washed out roads and bridges and pushed hundreds of shorefront homes into the ocean.

Wide swaths of the state were without power for weeks. Traffic signals were down. Phone lines were out. Train, bus and ferry services were out of commission.

Recovery efforts began immediately, and nine months later, the work of rebuilding and restoring is still under way.

In dozens of New Jersey communities, dredges, cranes, utility trucks and construction crews are now familiar parts of the landscape.

And as the recovery progresses, the costs mount. 

A disaster of this magnitude could potentially bankrupt the budgets of many of New Jersey’s 565 municipalities and result in unprecedented tax increases for property owners.

But thanks to the support of the state and federal government, New Jersey taxpayers don’t have to bear the enormous costs of this catastrophe alone.

As authorized under the Stafford Act, when a major disaster such as Superstorm Sandy occurs anywhere in the United States, the governor of an impacted state may determine that the nature and extent of the emergency exceeds the state’s ability to respond effectively and ask the president to declare a disaster.

A governor’s request is relayed to the president through the regional office of the Federal Emergency Management Agency after the governor has established that the state has taken appropriate action under state law and has executed its emergency plan.

The provisions of the Stafford Act also apply to the District of Columbia, Puerto Rico, the Virgin Islands, Guam, American Samoa, the Commonwealth of the Northern Mariana Islands, and tribal nations.

Once a governor makes a request for federal assistance, state and federal officials conduct a Preliminary Damage Assessment to estimate the extent of the disaster and its impact on individuals and public facilities.

Once made, that declaration authorizes the Federal Emergency Management Agency, which is part of the Department of Homeland Security, to mobilize its resources to assist the state in recovery.

FEMA assistance is tailored to the character of the disaster. Assistance may include outreach to individuals and families through FEMA’s Housing and Other Needs program, and Public Assistance, which provides supplemental Federal disaster grants for distribution by the state to eligible applicants such as local governments and certain private nonprofits.

These grants can be applied to the cost of disaster-related debris removal, emergency protective measures, repair, replacement, or restoration of publicly-owned facilities as well as those of eligible nonprofits such as medical, educational, utility, emergency and custodial care agencies.

The Public Assistance Program also provides grant assistance to eligible applicants for hazard mitigation measures designed to reduce the risk of damage in a future disaster.

The Federal share of assistance is not less than 75 percent of the eligible cost for emergency measures and permanent restoration. When the cost of disaster recovery exceeds a certain amount, as it has in New Jersey following Superstorm Sandy, the federal government may increase the federal cost-share to 90 percent.

FEMA awards its grants to the state of New Jersey, which distributes federal eligible funding to the applicants. FEMA provides 90 percent of the cost of eligible projects. The remaining 10 percent of eligible costs is borne by state and local government.

To date, nearly $800 million in federal grants has been disbursed by FEMA’s Public Assistance division to pay for the cost of emergency response, debris removal, dredging, replenishment of engineered beaches eroded by Sandy, reconstruction of public boardwalks and streets, restoration of sewage treatment facilities and rebuilding of taxpayer-supported infrastructure.

Among the projects presently under way is the replacement of the Belmar boardwalk, which is funded by a $9.2 million FEMA grant, $26.1 million to the Passaic Valley Sewerage Commission for the repair of one of the largest wastewater treatment facilities in the nation, $17.3 million for the reconstruction of the Atlantic Highlands Marina and $2.2 million for costs involved in the restoration of sand and dune grass on Strathmere Beach in Upper Township.

Federal Dollars At Work: Fema Is Helping To Restore New Jersey

SEATTLE, Wash — The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Brimstone Fire burning in Josephine County, Oregon.

FEMA Region X Administrator Kenneth D. Murphy approved the state’s request for a federal Fire Management Assistance Grant (FMAG) on August 1, 2013 at 11:01 PM PDT. 

The fire started on July 25, 2013 and has burned approximately 1,711 acres of land under state jurisdiction. At the time of the request, the fire was threatening 110 primary homes near the town of Merlin and Sunny Valley, OR. Approximately 300 residents are under evacuation notice. The fire was also threatening two railroad trestles and multiple utility lines. At least 700 staff are supporting fire suppression efforts. There are multiple other fires and complexes burning uncontrolled within the State and across the region. Lighting has ignited multiple new fires across the region since the time of the request, forcing resources to be redirected to initial attack.

The authorization makes FEMA funding available to pay 75 percent of Oregon eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.
