JACKSON, MS – Mississippians engaged in agriculture or aquaculture who sustained damage from recent tornadoes or storms might be eligible for financial assistance for damage or losses occurring during that period.

Along with residents of the 12 counties named in the presidential major disaster declaration for tornado and storm damage April 28 through May 3, they may be eligible for federal help to repair or replace their primary residence.

Additionally, there are federal programs directed specifically at some categories of farm and ranch disaster losses. Those benefits do not require a presidential disaster declaration and thus could be available for storm losses in any Mississippi county.

FEMA grants to help repair damage to a primary residence are available from FEMA’s Individual Assistance program. Additionally, long-term, low-interest disaster assistance loans may be available from the U.S. Small Business Administration (SBA) to help repair or replace their primary residence. The starting point for both funding sources is registration with FEMA.

Individuals and households in those counties can register for FEMA’s Individual Assistance program online at DisasterAssistance.gov, via smartphone or tablet at m.FEMA.gov or by calling the FEMA helpline at 800-621-FEMA (3362). People who are deaf, hard of hearing or have a speech disability and use a TTY should call 800-462-7585. Lines are open 7 a.m. to 10 p.m. (central time) and assistance is available in multiple languages.

Producers who suffered production agriculture losses, including loss of livestock, honeybees, farm-raised fish, orchards, bushes or vines, may be eligible for federal disaster program assistance as well as low-interest farm loans from the U. Agricultural and Aquaculture Businesses May Be Eligible for Disaster Aid

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to assist the state of California combat the Cocos Fire burning in San Diego County, in the San Marcos community.

On May 14, 2014, the State of California submitted a request for a fire management assistance declaration for the Cocos Fire.  The authorization makes FEMA funding available to reimburse up to 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At the time of the request, the fire was threatening 1,500 homes in and around the community of San Marcos with a population of 86,752.  Mandatory evacuations due to the Cocos fire are in effect for approximately 6,000 people. The fire started on May 14, 2014 and has burned in excess of 200 acres of state and private land.

The President’s Disaster Relief Fund provides funding for federal fire management grants made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible costs covered by the grant can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

FEMA Provides Federal Funding to Assist Cocos Firefighting Efforts in San Diego County, California

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to assist the state of California combat the Poinsettia Fire currently burning in Carlsbad, Calif.

On May 14, 2014, the State of California submitted a request for a fire management assistance declaration for the Poinsettia Fire.  The authorization makes FEMA funding available to reimburse up to 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At the time of the request, the fire was threatening 2,500 homes in and around the community of Carlsbad, Calif., with a combined population of 105,000. FEMA Provides Federal Funding to Combat Poinsettia Fire in San Diego County, California

CLANTON, Ala. – State and local governments and certain nonprofit organizations in thirteen additional Alabama counties may now apply for federal disaster assistance under the Public Assistance program for eligible response and recovery expenses.

Blount, Butler, Covington, Crenshaw, Dale, DeKalb, Etowah, Franklin, Geneva, Lamar, Perry, Pickens, and Tuscaloosa counties were added Tuesday to the May 2 major disaster declaration for severe storms, tornadoes and flooding that overwhelmed parts of Alabama from April 28 through May 5.

The thirteen additional counties are now eligible to apply for all seven categories listed under the Federal Emergency Management Agency’s Public Assistance program.

Categories A and B cover debris removal and emergency protective measures, while categories C through G include more permanent work on infrastructure, such as roads, bridges, public buildings and contents, as well as water facilities, public utilities and parks.

The five counties previously designated for Public Assistance for categories A and B are now eligible to apply for all seven categories. These counties are Baldwin, Jefferson, Lee, Limestone and Mobile.

Under the Public Assistance program, FEMA reimburses applicants a minimum of 75 percent of their eligible expenses. The remaining 25 percent non-federal share comes from state and local sources. The state manages the grants for all projects.

The eighteen total counties in Alabama now eligible for Public Assistance categories A through G are Baldwin, Blount, Butler, Covington, Crenshaw, Dale, DeKalb, Etowah, Franklin, Geneva, Jefferson, Lamar, Lee, Limestone, Mobile, Perry, Pickens, and Tuscaloosa.

Additional Alabama Counties Now Eligible for FEMA Public Assistance

TALLAHASSEE, Fla. – Survivors in Okaloosa and Walton counties whose homes were damaged during the recent storms, tornadoes and flooding in the Florida Panhandle are now eligible to apply for Individual Assistance from the Federal Emergency Management Agency.

Federal Aid Programs for State of Alabama Disaster Recovery

EVERETT, Wash. – One month after the State Route 530 Slide claimed the lives of at least 41 people, recovery continues. Local, state, tribal and federal partners have all collaborated in response to this tragedy.

The response of local community groups has been robust from the start. Immediately following the tragedy, the American Red Cross (ARC) began mobilizing response vehicles and trained disaster workers. To date, five ARC vehicles have been active in response and recovery, and a total of more than 400 trained workers – about half of them from Washington State – have responded. ARC has distributed more than 23,600 meals and snacks (in partnership with Southern Baptist Disaster Relief); 1,000 comfort and relief items; and more than 6,800 mental health or health-related contacts have been made. Additionally, ARC shelters have provided 140 overnight stays. The nonprofit has also provided transportation assistance to those who are experiencing significantly-increased commuting times due to the slide.

“From the very start, we’ve remained committed to supporting Snohomish County as survivors continue in the recovery process,” said State Coordinating Officer Kurt Hardin. “Our work has only just begun. We’ll stay focused on every disaster survivor for as long as necessary.”

On April 2, 2014, President Obama issued a major disaster declaration for the State of Washington.The declaration made federal funding available to survivors in Snohomish County – including members of the Sauk-Suiattle, Stillaguamish, and Tulalip tribes – through the Individual Assistance program. Assistance may include funding for increased commuting costs and other disaster-related needs. To date, nearly $300,000 has been distributed in disaster assistance to eligible individuals and households through the Individual Assistance program. Additional funding is forthcoming.

Twenty-eight state agencies, as well as the Washington Conservation Corps, and the Washington Service Corps have provided assistance throughout the past 30 days in response to the disaster. Assistance provided to date includes search and rescue, and fatality extraction; security; emergency response and incident management personnel; environmental monitoring and hazardous materials recovery and disposal; aviation services; donations management; and administration of disaster assistance programs, among other services and activities.

All along, federal agencies have joined forces with and supported state and local search and rescue teams. Under a mission assignment from FEMA, the U.S. Army Corps of Engineers constructed a temporary structure to hold back water and help dry out areas where search teams can complete their work. The barrier – which is called a berm – is 3,000 feet long and made from 20,000 tons of rock, gravel and earthen materials.

Local, state, tribal and federal support of tribal response and recovery needs remains a top priority. Since the slide, there has been a coordinated partnership among tribal and local charitable organizations and other groups. One example is the ongoing work of the Sauk-Suiattle tribe and ARC as they manage direct distribution of food and other resources to tribal members.

FEMA Disaster Survivor Assistance (DSA) teams continue to provide in-person, tailored information and services. DSA has been in contact with 382 survivors and have already registered 102 survivors for FEMA assistance. They have provided 19 case inquiries (looking up information upon request), 35 case updates (updating information, as needed), and 139 whole community referrals. The teams have visited 17 community locations and 18 business locations.

Approximately 29 local voluntary organizations, Washington Voluntary Organizations Active in Disaster (WAVOAD) members, and National Voluntary Organizations Active in Disaster (National VOAD) have provided multiple services to survivors of the SR530 Slide. These disaster specific services include emergency financial assistance, financial assistance for transportation, emergency feeding, children’s disaster services, hospitality, spiritual and emotional care, and funeral assistance.

Local, state, tribal and federal agencies also continue to use the best resources to support survivors. Experts have been brought in to provide geologic monitoring of the site, incident management and hazardous materials recovery.

Under the Public Assistance program, federal funding was made available to state and eligible tribal and local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and debris removal. The Federal Emergency Management Agency (FEMA) will cover 75 percent of eligible costs.    

Public Assistance funding will cover eligible costs associated with search and rescue operations. The Washington State Patrol deployed air support, chaplains, perimeter security, traffic control and provided regular records to the medical examination team. Additionally, nearly 600 National Guard soldiers were deployed to assist with the search.

The National Flood Insurance Program (NFIP) is processing mudflow damage claims. FEMA is working with “Write Your Own” policy partners to pay eligible filed claims as soon as possible. FEMA encourages all homeowners that sustained damage as a result of SR530 Slide to file claims with their insurance company as soon as possible.

In addition to the Individual Assistance and Public Assistance programs, low-interest disaster loans are available to eligible homeowners, renters, businesses of all sizes and private nonprofit groups through the U.S. Small Business Administration (SBA). As of April 23, nearly $400,000 has so far been approved in SBA loans for survivors of the SR530 Slide.  

“We will continue to work with local, tribal and state officials to ensure that every survivor of this tragedy receives all of the disaster assistance for which they are eligible,” said FEMA Federal Coordinating Officer Michael Hall. “We remain committed to the mission, and we are looking ahead to a rapid recovery.”

One Month after the SR530 Slide, Recovery Continues

DENVER – In the past six months, more than $284 million in federal funds has been provided to Coloradans as they recover from last September’s devastating floods.

More than $222 million has come in the form of disaster grants to individuals and families, flood insurance payments and low-interest loans to renters, homeowners and businesses. More than $62 million has been obligated to state and local governments’ response and recovery work.

At the same time, long-term recovery efforts are underway, staffed and funded by federal, state and local governments, and by volunteer agencies dedicated to helping those most in need.

The $284.9 million breaks down this way: (All figures are as of COB March 3, 2014.)

  • $60,418,419 in FEMA grants to more than 16,000 individuals and families for emergency home repairs, repair or replacement of essential personal property, rental assistance, and help with medical, dental, legal and other disaster-related expenses;
  • $98,750,000 in U.S. Small Business Administration low-interest disaster loans to more than 2,440 homeowners, renters and businesses;
  • $63,641,332 in National Flood Insurance Program payments on 2,071 claims, and
  • $62,055,973 in FEMA Public Assistance reimbursements to state and local governments for emergency response efforts, debris cleanup, repairs or rebuilding of roads, bridges and other infrastructure, and restoration of critical services.

“The flooding disrupted the lives of thousands, changed the course of streams, isolated mountain communities, and left major roadways impassable in many places,” said Tom McCool, federal coordinating officer for the disaster. “More than 1,200 men and women from FEMA were mobilized from all over the country to this disaster. We’re proud to be part of the team as Coloradans recover, rebuild and renew their lives.”

Over a five-day period last September, historic rainfall swept through the Front Range, with some areas receiving more than 17 inches of rain. The flooding killed 10 people, forced more than 18,000 from their homes and destroyed 1,882 structures, damaging at least 16,000 others. Some of the hardest hit communities included Jamestown, Lyons, Longmont, Glen Haven, Estes Park and Evans.

At the request of Gov. John Hickenlooper, President Obama signed a major disaster declaration for Colorado on Sept. 14, 2013.

The 11 counties designated for Individual Assistance under the major disaster declaration are Adams, Arapahoe, Boulder, Clear Creek, El Paso, Fremont, Jefferson, Larimer, Logan, Morgan and Weld.

The 18 counties designated for Public Assistance are Adams, Arapahoe, Boulder, Clear Creek, Crowley, Denver, El Paso, Fremont, Gilpin, Jefferson, Lake, Larimer, Lincoln, Logan, Morgan, Sedgwick, Washington and Weld.                 

Other federal recovery activities and programs include:

Hazard Mitigation

  • Approximately 50 percent of Public Assistance permanent repair work and nearly 65 percent of large (more than $67,500) Public Assistance projects contain mitigation measures to lessen the impact of similar disasters on publicly owned infrastructure. These mitigation measures have been approved for 123 projects with a cost of $3,439,200.
  • FEMA hazard mitigation specialists have provided county and local officials with technical assistance and reviews of existing flood control measures and challenges, helping revise hazard mitigation plans, and providing advice and counsel on numerous mitigation and flood insurance issues.
  • FEMA flood insurance inspectors assisted county officials to assess substantial damage at identified sites.
  • National Flood Insurance Program specialists as well as the state NFIP coordinator and state mapping coordinator met with the City of Evans to discuss floodplain management and the city’s recent adoption of the Weld County preliminary maps. The State and FEMA will continue to work with city officials by providing additional training and technical assistance to support their floodplain management program.

Disaster Case Management Program

  • FEMA has awarded a Disaster Case Management Grant of $2,667,963 to the State of Colorado. Under this state-administered program, case managers will meet one-on-one with survivors to assess unmet disaster-related needs that have not been covered by other resources.

Disaster Unemployment Assistance

  • $302,795 has been dispersed to 151 applicants in this federally funded, state-administered program.

Crisis Counseling Grant Program

  • Colorado Spirit crisis counselors have talked directly with 18,178 people and provided referrals and other helpful information to more than 88,000. Counselors met with nearly 1,200 individuals or families in their homes. The counselors are continuing door-to-door services and community outreach counseling programs. In mid-March, the longer-term Crisis Counseling Regular Services Program grant will be awarded to the State to continue the program.
  • The grant will provide an additional nine months of crisis counseling outreach services to survivors.

Voluntary Agencies

  • At the height of the disaster there were 53 agencies that ultimately provided a total of 275,784 volunteer hours. Survivors received shelter, food, water, snacks, muck-out, and debris removal.
  • Long Term Recovery Groups have been established in Larimer, Weld and Boulder counties, and Longmont and Lyons.
  • El Paso and Fremont counties are offering case management through El Paso County Voluntary Organizations Active in Disasters.

Disaster Legal Services Program

  • Through the Colorado Bar Association/American Bar Association  program, 284 State Bar-Licensed volunteer attorneys assisted 619 survivors with disaster-related legal issues. The program completed operations at the end of February.

Federal Disaster Recovery Coordination

  • The Federal Disaster Recovery Coordination group has brought together federal and state subject-matter experts to advise local and state decision-makers on the best methods to achieve an effective recovery. The FDRC focuses on how best to restore, redevelop and revitalize the health, social, economic, natural and environmental fabric of the community.
  • The group’s recently released Mission Scoping Assessment lists recovery-related impacts and the breadth of support needed, as well as evaluates gaps between recovery needs and capabilities. Its soon-to-be-released Recovery Support Strategies document outlines state recovery priorities and discusses how federal agencies can support those efforts.
  • The State of Colorado, FDRC and other federal agencies are:
  • assisting Lyons and Jamestown with long-term community planning and recovery organization;
  • facilitating a survey to gauge impacts of flooding on business communities;
  • helping identify housing options for disaster survivors, and
  • helping local governments identify stream channel choke points so local communities can prioritize limited hazard reduction in streams.

  • By clicking the “like” button on the COEmergency Facebook page, Coloradans can get detailed posts with useful information and photos. The Colorado Division of Homeland Security and Emergency Management’s (DHSEM) Twitter account COEmergency has more than 23,000 followers and offers disaster recovery information, links to news products and other information that disaster survivors may still find useful.
  • More than 1,000 tweets have provided response and recovery information. Since the September floods began, more than 1,200 new participants have started following FEMA Region 8.

Colorado Flooding – Six Months Later

LINCROFT, N.J. — The third annual National Severe Weather Preparedness Week, led by the Federal Emergency Management Agency and the National Oceanic Atmospheric Administration, will be held March 2-8, 2014.

This year’s theme is “Be a Force of Nature: Take the Next Step.” The nationwide effort is designed to increase awareness of severe weather and encourage individuals, families, businesses and communities to know their risk, prepare ahead of an event, and be an example to others wherever they may be.

Every year, people are injured or killed due to natural disasters. There were seven weather and climate disasters in the United States in 2013 that had losses of more than $1 billion. Overall, 109 people were killed in these events, which included five severe weather and tornado events, a major flood, and the drought/heat wave in the western United States.

A family emergency plan lays the groundwork for you and your family to protect itself if a disaster strikes without warning. Collect information from FEMA and your local emergency management offices and gather your family members to create your plan. After the plan is in place, you and your family should exchange contact information and make sure that it remains current. Putting together a disaster supply kit also is essential to making sure that your family has the provisions needed for each individual. Some kits may need additional items if there are seniors or infants in the house or those with access and functional needs.

The “Take the Next Step” theme has two focuses. The first is getting people to be proactive and understand their risks so they can be prepared to take the appropriate action before, during and after severe weather events. The second is to improve the way people respond to severe weather threats. NOAA service assessments and social science studies have shown that people are more likely to take preparedness measures and actions for an event if they have observed others take similar actions.

To that end, NOAA suggests that everyone not only be prepared but inspire others to do the same. NOAA’s “Be a Force of Nature” toolkit offers a variety of ways you can help spread the word among your friends and neighbors to always be prepared for severe weather.
