WINDSOR, Conn. — More than $283 million in federal disaster assistance, loans and insurance claims paid to date is funding Connecticut’s ongoing recovery from Hurricane Sandy. The huge storm devastated portions of the eastern seaboard and drenched most of the state six months ago.

The Federal Emergency Management Agency and the Connecticut Division of Emergency Management and Homeland Security provide this summary of assistance to date.

The Hurricane Sandy disaster declaration made federal Individual Assistance (IA) available to the residents of Fairfield, Middlesex, New Haven and New London counties, and the Mashantucket Pequot Tribal Nation and the Mohegan Tribal Nation located within New London County.

Assistance to Individuals, Households, and Businesses

To date:

  • 12,452 Connecticut residents registered with FEMA for federal disaster assistance;
  • 6,417 damaged properties have been inspected statewide;
  • More than $13.7 million in Individual Assistance grants were approved:
  • Over $12.6 million has been approved for housing assistance, including short-term rental assistance and home repair costs;
  • More than $1.02 million has been approved to cover other essential disaster-related needs, such as medical and dental expenses and lost personal possessions;
  • $42.8 million in low-interest disaster loans for homeowners, renters, businesses and private nonprofit organizations has been approved by the U.S. Small Business Administration; and
  • $22,196 in Disaster Unemployment Assistance was provided.

Assistance to Help Rebuild Infrastructure

Public Assistance (PA) was made available under the Sandy disaster declaration in the counties of Fairfield, Litchfield, Middlesex, New Haven, New London Tolland, and Windham, as well as the Mashantucket Pequot and the Mohegan tribal nations located within New London County.

Public Assistance projects include repairs to roads, bridges, utilities, and other public infrastructure, as well as emergency protective measures taken during and immediately after the storm. FEMA picks up 75 percent of the cost and the remainder is paid for by the state and local government.

To date:

  • More than $76 million in storm-related damage to publicly-owned infrastructure has been identified. The federal share of that portion of the recovery is $57 million, or 75 percent;
  • 220 eligible PA applicants have submitted 425 of an estimated 660 projects; and
  • More than $7.04 million in federal PA grants has been obligated

FEMA’s Hazard Mitigation specialists counseled more than 1,800 individuals on lessening the impact of future disasters. The mitigation teams met with individuals on 11 separate occasions at home supply stores throughout the disaster area. 

Additionally, 5,902 flood insurance claims totaling $220,124,212 have been paid to date, representing more than 96 percent of total National Flood Insurance Program claims in the state of Connecticut following Hurricane Sandy.

There were 407 FEMA and 359 state and/or other federal agency employees working fulltime and overtime during the height of the recovery.

As of close of business March 20:

  • 12,380 Connecticut residents in the counties of Fairfield, Middlesex, New Haven and New London, and in the Mashantucket Pequot and Mohegan Tribal Nations located within New London County, signed up for federal disaster assistance during the registration period which ended Feb. 12;
  • $12,068,937 was approved for housing assistance, including short-term rental assistance and home repair costs;
  • $997,312 was approved to cover other essential disaster-related needs, such as medical and dental expenses and lost personal possessions;
  • $40,829,200 in low-interest disaster loans for homeowners, renters, businesses and private nonprofit organizations has been approved by the U.S. Small Business Administration;
  • $10,969 in Disaster Unemployment Assistance has been approved as a result of Sandy;
  • $3,529,608 in Public Assistance grants has so far been obligated to municipalities statewide for Sandy-related expenses. Under the PA program, FEMA expects to reimburse the state, local governments and tribal nations more than $52 million in storm-related expenses, which represents the 75 percent federal share of such projects. FEMA continues to obligate funding for approved PA projects; and
  • 4,939 flood insurance claims totaling $195,555,764 have been paid to date, representing nearly 90 percent of total National Flood Insurance Program claims in the state of Connecticut following Hurricane Sandy.

WINDSOR, Conn. — Hurricane Sandy survivors may now be able to use temporary rental assistance funds to help pay for a security deposit, the Federal Emergency Management Agency reported today.

Survivors may use up to one month of FEMA rent money to cover required security deposits. Those who need more help with rent can show a security deposit receipt to support a request for additional assistance. Survivors must also show a continuing need. Don’t Wait on Insurance to File For FEMA Aid or Apply for an SBA Disaster Loan

Certain private nonprofit organizations that experienced damage from Hurricane Sandy may qualify for reimbursement of certain costs under the Federal Emergency Management Agency’s Public Assistance program.

The program reimburses government entities, tribal nations and nonprofits for debris removal, emergency protective measures and permanent restoration of disaster-damaged infrastructure to pre-disaster condition.

Federal regulations separate nonprofits into two categories: critical facilities, such as schools, utility companies, emergency service companies and hospitals; and noncritical facilities, such as low-income housing, assisted living homes and rehabilitation programs. Both may apply for reimbursement of eligible expenses under the PA program.

However, noncritical facilities must also apply to the U.S. Small Business Administration for a low-interest disaster loan. If SBA declines the loan, or if the loan does not cover all eligible damage, FEMA may be able to provide cost-shared assistance.

Nonprofits Should Notify the State of Damage in Case a Public Assistance Grant Is Needed

WINDSOR, Conn. – Federal disaster assistance for Connecticut’s Hurricane Sandy survivors is based on the unique needs and losses of each individual applicant.

FEMA Inspectors Help Start Connecticut Recovery from Sandy

WINDSOR, Conn. –One of the most important signs of progress is the arrival of an official damage inspector from the Federal Emergency Management Agency at a damaged property.

The arrival of an inspector from FEMA means the damage to a home will be identified and recorded.   Identifying damage is an important step in determining both the amount and the types of assistance FEMA may provide.

If you live in one of the counties designated for disaster assistance and have registered with FEMA, you may be eligible for grants to help pay for rental housing, essential home repairs and other disaster-related expenses.

All residents of Fairfield, Middlesex, New Haven and New London counties, and the Mashantucket Pequot and the Mohegan Tribal Nations located within New London County may be eligible for federal disaster assistance from the FEMA Individual Assistance grant program.

The gateway to all this aid is registration for assistance with FEMA.

Following your registration for assistance, should you qualify for an inspection; a FEMA inspector will call to set up a time to see your property.   It is important to meet the inspector to avoid delays in the inspection process.

If you can’t be present for the scheduled appointment, you can appoint someone 18 or older who lived in the house prior to the disaster to stand in for you during the inspection.

When the inspector arrives, be prepared to provide written proof of home ownership, such as a tax receipt, mortgage payment book or home insurance policy showing the property’s address.  If proof of ownership is not available, the inspector will complete the inspection, but proof of ownership must be provided to FEMA.   If the inspector is to document damage for a renter, proof of residence, such as a copy of the lease or a utility bill, is required.

The U.S. Small Business Administration and private insurance companies may also have inspectors working in your area, but the FEMA inspector will wear an official FEMA badge and will have the registration number your case was assigned when you registered for assistance.   FEMA does not charge a fee for an inspection.
