SPRINGFIELD, Ill.—  FEMA says Nov. 17 tornado survivors have until Monday Jan. 27 to register for possible disaster assistance, but that doesn’t mean help is ending.

Survivors who register by Jan. 27 may continue to receive federal disaster assistance after this date. The following assistance may be available:         

  • Temporary housing for homeowners and renters.
  • Home repairs.
  • Other serious disaster-related expenses for homeowners and renters not met by insurance or other assistance programs. This includes financial help for damaged cars and personal contents.
  • Low-interest disaster loans from the Small Business Administration that may cover losses for homeowners, renters and business owners not fully compensated by insurance.

Survivors with questions about their applications can continue calling FEMA’s helpline at 800-621-FEMA (3362), 7 a.m. to 10 p.m., seven days a week, after Jan. 27.   

Face-to-face help continues to be available at the Brookport Disaster Recovery Center at the Brookport Library on U.S. Highway 45 and the East Peoria Disaster Recovery Center at the Festival of Lights Building on East Washington Street in East Peoria. Hours are 9 a.m. to 6 p.m., Monday through Saturday.

Survivors can apply online at DisasterAssistance.gov or by calling 800-621-FEMA until Jan. 27.

FEMA Help Continues After Registration Deadline

SPRINGFIELD, Ill. – The State of Illinois and Federal Emergency Management Agency Disaster Recovery Centers helping Illinoisans affected by the Nov. 17 tornadoes will change hours beginning Monday, Dec. 30.

New Recovery Center Hours Begin Dec. 30

Springfield, Ill. — The Federal Emergency Management Agency has announced the Rantoul Disaster Recovery Center at the Rantoul Recreation Building at 100 E. Flessner Ave. will close effective Saturday, Dec. 21 at 8 p.m.

After that date, survivors of the Nov. 17 Illinois tornadoes can still get information by calling the FEMA helpline at 800-621-FEMA (3362).

Applicants who have not contacted FEMA to apply for assistance can do so online at DisasterAssistance.gov or m.fema.gov for those who use a smartphone or tablet. They can also call FEMA’s helpline at 800-621-3362. Survivors who use TTY can call 800-462-7585. The toll-free telephone numbers operate from 7 a.m. to 10 p.m. seven days a week until further notice.

Applicants should contact FEMA if they change their mailing address, phone number or e-mail address, if they receive an insurance settlement or discover additional damage. 

Brookport and East Peoria Recovery Centers Closed Sundays

Beginning Sunday, Dec. 22, the Brookport Disaster Recovery Center at the Brookport Library and the East Peoria Disaster Recovery Center at the Festival of Lights will be closed on Sundays. The centers will continue serving their communities from 8 a.m. to 7 p.m. Monday through Saturday.                                                                                        

Recovery Center Holiday Hours

Holiday hours for the centers are 8 a.m. to noon on Tuesday, Dec. 24 and 12:30 p.m. to 7 p.m. on Thursday, Dec. 26. The centers will be closed on Christmas Day.

Rantoul Recovery Center to Close Saturday: Holiday Hours for Brookport and East Peoria Centers

SPRINGFIELD, IL — Disaster Recovery Centers (DRCs) will be opening Friday, December 6, 2013 to serve people who were affected by the recent severe storms, straight-line winds and tornadoes.

DRC services include help with applying for disaster assistance and finding out about other disaster programs available from the U.S. Small Business Administration (SBA), state and local agencies, and voluntary organizations. Disaster Recovery Centers Open in East Peoria, Brookport

LINCROFT, N.J. — When it comes to destruction, disasters like Superstorm Sandy don’t discriminate: historic structures and environmentally sensitive areas that lie in the path of a storm are in just as much peril as less significant sites.

But when a historic structure or ecologically fragile area is damaged in a disaster, particular care must be taken to ensure that any repair or remediation that must take place is done in accordance with historic and environmental regulations.

Pieces of a demolished bridge lie on a muddy bankTo accomplish that, state, county and local officials in the impacted area are able to draw on the support of the Federal Emergency Management Agency’s Environmental and Historic Preservation Specialists.

The EHP cadre plays a critical role in helping municipalities and agencies understand the importance of compliance with environmental and cultural regulations so they may make informed planning decisions.

EHP provides expertise and technical assistance to FEMA staff, local, state and federal partners and applicants who are tasked with the challenge of preserving historic, cultural and natural aspects of our national heritage. They help applicants understand what is required under the law and how best to meet those requirements.

At Liberty State Park, which is adjacent to Jersey City, Sandy destroyed a popular pedestrian bridge that provided access to the park for walkers and cyclists in the Jersey City area.

With the help of specialists from FEMA’s Environmental and Historic Preservation program, city officials acted quickly to develop a plan for reconstructing the bridge, which had originally served as a rail bridge before its conversion for pedestrian use.

The city applied for a FEMA Public Assistance grant which, if the project was approved, would reimburse the city for most of the reconstruction costs.

Because the original bridge traversed environmentally sensitive wetlands, it was important that any new construction be environmentally acceptable and that it occupy the same footprint as the previous bridge.

A cyclist makes use of the new Ethel Pesin Liberty FootbridgeThe park, an oasis of green space adjacent to the bustle of Jersey City, offers recreational facilities, a science museum, and several historic sites including the historic Central Railroad of New Jersey terminal where new immigrants arriving from Ellis Island boarded the trains that would take them to new lives across America.

The park is also the site of a memorial honoring those who died in the attacks of Sept. 11, 2001, titled Empty Sky. It is the most heavily visited park in the state.

Located just across the river from lower Manhattan, Liberty State Park also played a critical role following the attacks of 9/11 as a staging area for first responders.

With so many reasons for area residents to visit the park, restoring access via the pedestrian bridge was a priority for Jersey City officials.

The cost of replacing the 120-foot-long, 10-foot-wide bridge was estimated at $834,600. Jersey City’s Assistant City Engineer Jeff Reeves chose a pre-fabricated bridge that could be lifted onto the foundation via a crane. The pre-made span cost $160,000.

Restoring the foundation cost an additional $650,000, which included the demolition of the remnants of the original bridge and the installation of necessary components such as foundation “riprap.”

The final cost for reconstruction of the foundation and replacement of the pedestrian bridge came in under budget at $810,000. PA grants reimburse applicants for at least 75 percent of eligible work.

Because the total cost of disaster recovery in New Jersey exceeded a benchmark set by the federal government according to a specific formula, the federal share of the cost of the bridge replacement was increased to 90 percent with the remaining 10 percent borne by the applicant.

On June 20, 2013, then-Mayor Jerramiah T. Healy dedicated the new bridge, which has been officially named the “Ethel Pesin Liberty Footbridge” in memory of the woman who, with her husband, Morris,worked tirelessly to establish the park. A community leader and founding trustee of the Friends of Liberty State Park, Pesin died early in 2013.

“We know how important this piece of infrastructure is to our residents, and that is why we worked with NJOEM and our engineering staff to find a way to expedite the replacement of the Jersey Avenue footbridge,” the mayor said.

Today, walkers and cyclists are again able to enjoy the recreational facilities at Liberty State Park and visit the park’s historic sites via the Jersey Avenue bridge.

And because of the teamwork between state and local officials and FEMA’s EHP experts, the environmentally sensitive wetlands that surround the bridge have been protected.

One Year Later: Bridging a Link to History at Liberty State Park

Attend an Open House and Learn about Flood Risks in Your Community

ATLANTA – If you live in Glades, Hendry, Okeechobee and Martin counties or incorporated municipalities you are invited to look at newly revised preliminary digital flood insurance rate maps at a series of public open houses Monday through Thursday, Sept. 16-19 from 4 to 7 p.m. Flood maps show the extent to which areas are at risk for flooding, and are used to help determine flood insurance and building requirements.

At the open houses you will be able to see the preliminary maps, learn about your risk of flooding and ask questions about what the new maps will mean for your property. You can meet one-on-one with a variety of specialists who will be available to talk about flood insurance, engineering, building permits and more. You are encouraged to attend the open house in your county where local officials will be available to answer county-specific questions.

Martin County residents can find more information about their county’s maps at www.mcflood.martin.fl.us.  There is also an “interactive” mapping application which allows query by name and address where you can view the “existing” vs. the “proposed” zones at http://geoweb.martin.fl.us/flood/.

You may also visit your local community’s office to view the maps in person, or call your local floodplain manager with questions about where their property is located on the preliminary maps.

The preliminary maps in each of these counties have not yet been officially adopted and will become effective for flood insurance rating purposes only after a public comment period. This allows time for property owners and local officials to submit comments and appeals if they can show that any part of the maps is in error. Specialists will be available at the open houses to address questions that residents may have about this process. Once all comments are received and addressed, the counties may adopt the maps. 

The new maps were produced through a partnership between each county and the Federal Emergency Management Agency (FEMA). They are more precise than older maps because better flood hazard and risk data and the latest science available have been applied to make the maps more accurate. Additionally, flood risks change over time due to construction and development, environmental changes, floodplain widening or shifting, and other factors—which is why it’s important that maps are updated periodically. The ultimate goal of new maps is to provide better information to protect property owners and the community from flood risks.

NEW ORLEANS – Federal Emergency Management Agency historic preservation specialists will discuss the recent publication, The History of Building Elevation in New Orleans, on Monday, July 29, 2013, from 6:30 p.m. to 7:30 p.m. at Rosa F. Keller Library & Community Center, 4300 South Broad Street in New Orleans’ Broadmoor neighborhood. 

“Home and building elevations are a part of New Orleans’ history, dating back to the founding of the city; however, until now, very little has been written about it,” said FEMA Louisiana Recovery Office Executive Director Mike Womack. “Following Hurricane Katrina, FEMA has worked with the state and city to comply with federal historic preservation laws while protecting their residents by elevating above floodwaters. As part of the process, The History of Building Elevation in New Orleans was created.”

FEMA produced this book to offset effects to historic properties caused by FEMA-funded grants as required by the National Historic Preservation Act, Section 106. All federally funded projects must follow these regulations under NHPA as well as other environmental laws and executive orders.

Written and produced by URS Group in close collaboration with FEMA historic preservation staff and the Louisiana State Historic Preservation Office, the book lays out a broad historical perspective on the topic of elevation from its inception in the city of New Orleans to present day.

Local collections and archives were instrumental in the development of this book, including the New Orleans Public Library and Archives, the Historic New Orleans Collection and the Louisiana State Museum and Archives. Additionally, long-time New Orleans elevation businesses provided information not available elsewhere.

FEMA Presents its Publication Detailing the History of Building Elevation in New Orleans

OAKLAND, Calif. – The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) will today release a draft environmental impact statement (DEIS) on proposed hazardous fire risk reduction projects in the San Francisco Bay Area, in Alameda and Contra Costa counties.  The DEIS is being published in the Federal Register and will be filed with the U.S. Environmental Protection Agency later this week.  

The University of California, Berkeley (UCB), the City of Oakland, and the East Bay Regional Park District (EBRPD) have submitted a total of four grant applications to FEMA, through the California Emergency Management Agency (Cal EMA), for federal financial assistance to implement hazardous fire risk reduction projects in the East Bay Hills of Alameda and Contra Costa counties and at the Miller/Knox Regional Shoreline in Contra Costa County.

The funding sought in the four grant applications could be provided under FEMA’s Pre-Disaster Mitigation (PDM) program and Hazard Mitigation Grant Program (HMGP).  If awarded, the funding would be used to implement hazardous risk reduction projects in the East Bay hills and in the Miller/Knox Regional Shoreline, bordering the San Francisco Bay, in the City of Richmond.  FEMA will use the draft EIS, along with input from the public and other agencies, and in conjunction with other relevant materials, to reach a final decision on the submitted applications.

The East Bay Hills and the vicinity of Miller/Knox Regional Shoreline have a hot and dry fall season, wind-conducive topography, flammable vegetation, dense development, and limited accessibility for firefighting. The area is subject to hot, dry winds that can drive a wildfire from the regional parks and other open space areas into residential areas. These factors combine to create a substantial regional fire danger with most of the undeveloped areas in the East Bay Hills in a very severe fire hazard zone. 

Hazardous fire risk reduction refers to long-term, cost-effective actions that reduce the risk of a hazardous wildfire, such as the massively destructive Oakland Hills fire of 1991.  Historically, 15 major wildfires in the East Bay Hills have burned a total of almost 9,000 acres, destroyed approximately 4,000 homes, and killed 26 people. One of the fires, the 1923 Berkeley Fire, destroyed more than 550 homes in a few hours. A fire in 1970 consumed more than 200 acres and burned 37 homes. The 1991 Tunnel Fire killed 25 people, destroyed more than 3,000 homes, and did an estimated $1.5 billion in damage.

Fire risk may be lowered by creating a fire break and reducing the amount of flammable trees, shrubs, and debris that can act as fuel during a wildfire.  The proposed vegetation management work would primarily focus on reducing highly flammable, non-native invasive species.

Based on the wildfire hazard characteristics of the East Bay Hills and the Miller/Knox Regional Shoreline, FEMA has identified that a need exists to reduce hazardous fire risk to people and structures in these areas.  FEMA is proposing to address this need by providing financial assistance to the sub-applicants — UCB, EBRPD, and Cal EMA, through the Pre-Disaster Mitigation program and the Hazard Mitigation Grant Program.

FEMA will host three public meetings on Tuesday, May 14th and Saturday May 18th.  The meetings will be held from 2:00 p.m. to 4:00p.m. and 6:00 p.m. to 8:00 p.m. on May 14th in the Richard C. Trudeau Center’s Main Room, 11500 Skyline Boulevard, Oakland, CA  94619 and on Saturday, May 18th, 10:00 a.m. to 12:00 p.m., in the Claremont Middle School’s Gymnasium, 5750 College Avenue, Oakland, CA  94618.

The upcoming public meetings will provide information on the draft EIS, which describes the proposed East Bay Hills hazardous fire risk reduction projects and potential environmental impacts on the natural, physical, and human environments in the project.  The purpose of the meetings is to provide information on the draft EIS, to receive oral and written comments, and to allow the public, local businesses, associations, stakeholders, affected governmental agencies, and interested parties to speak directly with federal, state and local representatives regarding the draft EIS. 

Written comments must be submitted or postmarked by midnight on June 17, 2013. Oral and written comments may be made at the public meetings.
