WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced that federal disaster assistance has been made available to the State of West Virginia to supplement state and local recovery efforts in the area affected by severe storms, flooding, landslides, and mudslides beginning on June 22, 2016, and continuing.

The President’s action makes federal funding available to affected individuals in of Greenbrier, Kanawha, and Nicholas counties.  Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.    

The President’s action makes federal funding available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency protective measures in Greenbrier, Kanawha, and Nicholas counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Albert Lewis has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Lewis said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

Individuals and business owners who sustained losses in the designated area can begin applying for assistance tomorrow by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362).  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.

President Declares Major Disaster for West Virginia

MONTGOMERY, Ala.  – Some Alabamians saw their homes and cars destroyed by this spring’s tornadoes and floods while others saw their jobs or businesses demolished.

The Federal Emergency Management Agency is helping put the state’s economy back on track, not only by providing financial assistance to families and state and local governments, but also by hiring Alabama residents to help with the recovery efforts and spending money in the local economy.

The agency has hired 18 Alabamians in various positions around the state, according to Federal Coordinating Officer Albie Lewis, the head of FEMA’s recovery mission in Alabama.

“The positions are short-term temporary jobs working in numerous areas of the recovery operation but they are critical to our efforts and to helping the state get back on its feet,” Lewis said. “We take our responsibility to hire local people very seriously and we’re delighted with the quality of employees we’ve found.”

Alabamians have been hired to perform tasks that include performing administrative duties, serving as information technology specialists and couriers, and even assisting with media relations.

In addition, FEMA has roughly 230 personnel working around the state, most of them at the agency’s Joint Field Office in Montgomery where they share offices with U.S. Small Business Administration and state workers.

“This is the equivalent of a medium-sized business locating here in our downtown,” said Montgomery Mayor Todd Strange.  “The impact on local businesses can’t be understated. It’s a huge boost to our economy.”

“We really want to put local people to work, not only to help Alabama’s economy but to take advantage of their knowledge of the communities in which we are operating,” said Alabama State Coordinating Officer Jeff Byard.

The Montgomery Joint Field Office has already signed contracts with local businesses for more than $500,000 worth of goods and services, as well as purchasing roughly another $48,000 more with cash or charge cards.

“We not only purchase supplies and services from local businesses but our staff rents cars, stays in hotels, shops in stores and eats in local restaurants. They have their families come to visit them,” said Albee. “That adds up to a tremendous economic impact.”

FEMA personnel have been in Alabama since late April and are expected to remain in the state until late summer, though the number of people will be declining as work is completed.

MONTGOMERY, Ala. – Child care costs following a presidential disaster declaration have been added as a reimbursable expense in some cases.

The child care program falls under the Individuals and Households Program within Individual Assistance. Child care costs will be subtracted from the applicant’s total grant amount.

To be eligible, survivors must live in a declared county and use a licensed child care service (center-based, group home, in-home or other provider). The children can be up to age 13, disabled children, as defined by federal law and who need assistance in caring for themselves, may be up to age 18. They also must be occupants of the household, are listed on the Application for Disaster Assistance and are dependents of the applicant.

Costs per child may be awarded for a total of eight weeks, which may or may not be consecutive. Eligible expenses include child care expenses, one-time registration fee, plus health inventory fee if the applicant must change child care providers.

“We know that many households rely on child care and that it can take a big chunk out of their budget,” said Albie Lewis, FEMA Federal Coordinating Officer for Alabama. “If you have a disaster-related impact on your income, you may want to explore child care assistance.”

The deadline to register for FEMA assistance is July 1.

Disaster Survivors in Alabama may be Eligible for Child Care Assistance

WINDSOR, Conn. — Storms don’t discriminate and neither does FEMA, federal officials emphasized today.

“Everybody’s circumstances are different and people won’t all be helped the same way. But our promise is to treat everybody equally,” said Federal Coordinating Officer Albert Lewis. “We are not a law enforcement agency; we are a helping agency. That’s why we’re here.”

FEMA has a mission to ensure disaster assistance is made available to all people in the whole community. That means reaching out to everyone, regardless of race, color, religion, nationality, sex, age, disability, English proficiency or economic status.

Those areas are written into federal law as an equal rights statement of policy that permeates FEMA’s approach to providing fully inclusive disaster recovery services.

FEMA may provide assistance in many ways, not all of them financial, to disaster survivors through connections with its state and local partners. But to help survivors, FEMA needs to know who they are through FEMA registration.

FEMA’s Voluntary Agency Liaison works specifically with voluntary and faith-based organizations, which provide case management support for applicants, whether they are citizens or not.

An applicant’s information is confidential. FEMA does not share anyone’s information with other agencies unless an applicant wants us to do so and that agency’s purpose is to provide assistance to those in need after a disaster.

“Disaster recovery includes everyone,” Lewis added. “The individual, the community, FEMA, the state, voluntary agencies and faith-based partners—everyone has a role. We may not be able to help you directly, but we’ll know what’s available. There may be other programs to get you where you want to go.”

The deadline to register is Jan. 28. Survivors can register online anytime day or night at www.DisasterAssistance.gov, or with a smartphone or other Web-enabled device at m.fema.gov. Survivors can also register by phone 24 hours a day at 800-621-3362. Effective at 7 a.m. Sunday, Jan. 20, hours will be 7 a.m. until 1 a.m. the following day. The TTY number is 800-462-7585. Multilingual operators are available during the same hours at the close of the English message.

Registering for disaster assistance with other agencies or organizations does not register survivors for FEMA disaster assistance. Having FEMA flood insurance does not register policyholders for disaster assistance, nor does it disqualify anyone from applying for assistance. Flood insurance claims are handled separately.

The U.S. Small Business Administration (SBA) is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private nonprofit organizations fund repairs or rebuilding efforts and covers the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.
