SACRAMENTO, Calif. – State and federal officials announced a change of hours for the disaster recovery centers, which serve individuals affected by the South Napa Earthquake. Since Oct. 31, nearly 1,100 people have visited the centers:

The centers are now closed Sundays due to decreased demand, based on the number of visitors. The centers remain open 9 a.m. to 6 p.m. weekdays and 9 a.m. to 4 p.m. Saturdays until further notice. In observance of Thanksgiving, the centers will be closed Nov. 27-28.

At the centers, visitors can meet face-to-face with specialists from the California Governor’s Office of Emergency Services (Cal OES), the Federal Emergency Management Agency (FEMA) and the U.S. Small Business Administration (SBA).

During a visit to a center, visitors may:
• Discuss their individual disaster-related needs
• Submit any additional documentation needed, such as occupancy or ownership verification documents and letters from insurance companies
• Find out the status of an application
• Get help from SBA specialists in completing low-interest disaster loan applications for homeowners, renters and business owners
• Meet with FEMA hazard mitigation specialists to learn about reducing future disaster losses and rebuilding safer and stronger

People who sustained losses or damages due to the earthquake may also apply for disaster assistance online at DisasterAssistance.gov or via smartphone or tablet at m.fema.gov.  Or applicants may call FEMA at 800-621-3362 (Voice, 711-Relay or VRS) or 800-462-7585 (TTY).

Phone lines remain open 7 a.m. to 10 p.m. (PT) Sun.-Sat. until further notice. Multilingual phone operators are available on the FEMA Helpline/Registration. Choose Option 2 for Spanish and Option 3 for other languages.

People should register with FEMA before going to a disaster recovery center, if possible. For visitors with a disability or functional need, the centers may have amplified telephones, magnifiers and assistive listening devices. American Sign Language Interpreters are available upon request.

If other accommodations are needed during any part of the application process, please ask any FEMA or Cal OES employee for assistance.

People do not need to visit a center to receive disaster assistance. Disaster assistance includes grants to help pay for temporary housing, home repair and other serious disaster-related needs, such as medical expenses, not covered by insurance or other sources.

Low-interest disaster loans are also available from the U.S. Small Business Administration (SBA) for homeowners, renters, businesses of all sizes, and private non-profit organizations. Disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.

For unmet disaster-related needs, the United Way operates 2-1-1 that covers Napa and Solano Counties. Available 24/7 in 150 languages, the Bay Area 211 helpline connects callers with hundreds of programs to help people find food, housing, healthcare, senior services, childcare, legal aid and more.

Disaster Recovery Centers Open in El Paso and Morgan Counties

LINCROFT, N.J. — The devastation Superstorm Sandy left behind changed the face of many New Jersey communities, perhaps none more so than along the Shore. With individual homes and businesses and even whole communities swept away, many people were left wondering if it’s even possible to live at the Shore.

But also along the Shore are homes that stand like lone sentinels, a testament to mitigation techniques that make structures stronger and safer. Mitigation construction practices such as elevation, berms and use of damage-resistant materials help reduce the risk of future damage. More and more, buildings throughout the country, and along the Shore, are constructed with these techniques.

Photo by Liz Roll/FEMA When Mantoloking resident Ed Wright built his home 30 years ago, he used a classic mitigation technique: elevation. Last October, that decision proved to be a good one. The storm surge from Sandy swept away five neighboring homes and left his standing alone at the end of the Mantoloking Bridge.

Wright had seen photos of debris washing down the street and elected to elevate the home rather than build on a standard foundation. He built it on 35- to 45-foot pilings sunk into the ground and later enclosed the ground level with breakaway walls, which are designed to collapse in flood waters.

Elevation is a tried-and-true mitigation technique. After a major disaster declaration, the Federal Emergency Management Agency makes Hazard Mitigation grants available to the designated state for projects that reduce or eliminate losses from future disasters.

Projects eligible for hazard mitigation grants include retrofitting buildings to minimize damage from high winds and flooding; elevation of flood-prone buildings; minor flood-control projects; and the purchase of property at risk of repetitive flooding for conversion to open space. The state works with local communities to determine the focus of the Hazard Mitigation program.

Hazard Mitigation grants cover up to 75 percent of approved project costs. State and local governments pay the remaining 25 percent (in-kind donations of labor and materials can contribute toward this share). A project’s potential savings must be more than the cost of implementing the project.

A completely restored Mantoloking home, one year after SandyMantoloking, N.J., Oct. 11, 2013 — A Mantoloking home is completely restored one year after Hurricane Sandy. Through successful mitigation efforts years before, this home survived the floodwaters that destroyed many homes in the surrounding area with minimal damage. While the state sometimes pays for mitigation projects through FEMA grants after a disaster, Wright paid for his home’s elevation as part of the construction cost. It was an investment in the future.

The day after Sandy struck New Jersey, a friend called Wright to tell him his home was the only one standing. When he returned home, he didn’t know what to expect.

“We had no clue,” he said. “It was very emotional to see it standing there all by itself.”

The home experienced minimal damage, losing the furnace, air conditioning unit, washer and dryer, and vehicles.

“We’re very fortunate,” Wright said. “We’re very happy to be here.”

AURORA, Ill. –  To help entire communities recover from the severe storms and flooding between April 16 to May 5, FEMA is working to make sure Illinois residents with disabilities and those with functional needs have equal access to disaster assistance programs.

To achieve this goal, FEMA coordinates efforts with state and local agencies and volunteer organizations to identify needs and locate appropriate resources. FEMA has a Disability Integration Advisor on site in Illinois to coordinate the various elements of the program.

FEMA provides physical access to facilities and reasonable program modifications as needed. For example, brochures are translated into large print, Braille and most languages. Disaster Recovery Centers (DRCs) are accessible to people with disabilities, and assistance is offered to complete forms. Amplified phones, assisted listening devices, captioned phones, magnifiers, Video Remote Interpreting (VRI) and Video Relay Services (VRS) are available at DRCs. On-site interpreters, including American Sign Language interpreters, are available upon request.

Notify FEMA staff if you need an accommodation during part of the assistance process.

Disaster assistance grants are not taxable income and will not affect eligibility for Social Security, Medicaid, medical waiver programs, Temporary Assistance for Needy Families, food stamps, Supplemental Security Income or Social Security Disability Insurance.

FEMA Helps People with Disabilities Access Disaster Assistance

AURORA, Ill. – Federal assistance in Illinois has reached more than $68 million, distributed among 24,000 individuals and households, since a major disaster was declared in the state May 10.

The latest summary of federal assistance to individuals and households that suffered losses due to the severe storms and flooding between April 16 and May 5 includes:

  • More than $68.3 million in FEMA grants approved for individuals and households;
  • Of that amount, more than $60 million approved for housing assistance, including temporary rental assistance, home repair costs and assistance toward replacing destroyed homes;
  • More than $8 million approved to cover other essential disaster-related needs, such as medical and dental expenses and damaged personal possessions;
  • More than 33,000 home inspections completed to confirm disaster damage;
  • Nearly $2 million in loans to homeowners, renters or business owners has been approved by the U.S. Small Business Administration; and
  • More than 1,560 visits to Disaster Recovery Centers (DRCs) operated jointly by FEMA and the state of Illinois.

Fourteen languages, other than English, are being used to communicate assistance information to those affected by the severe storms and flooding: Arabic, Chinese, German, Greek, Hindi, Korean, Polish, Portuguese, Russian, Serbian, Spanish, Tagalog, Urdu and Vietnamese. FEMA also has specialists who are fluent in American Sign Language (ASL).

Eleven counties in Illinois were included in the initial declaration, but on May 22, an additional 14 counties were added for individual assistance.

Residents of 25 counties in the major disaster declaration can now register for federal assistance. The counties include Bureau, Cook, Crawford, DeKalb, DuPage, Fulton, Grundy, Henderson, Kane, Kendall, Knox, Lake, LaSalle, Livingston, Marshall, Mason, McDonough, McHenry, Peoria, Rock Island, Schuyler, Stark, Tazewell, Will and Woodford.

Federal Disaster Aid to Illinois Residents Tops $68 Million

TRENTON, N.J. — Hurricane Sandy survivors in New Jersey live in one of the most culturally diverse states in the country and communicate in numerous languages. The Federal Emergency Management Agency works to reach all of them.

People with disabilities and/or access and functional needs are now the focus of the first full-scale operation by FEMA to offer ready access to valuable disaster assistance and recovery information in all disaster recovery centers.

Survivors can visit any disaster recovery center to connect with American Sign Language or Signed English interpreters either face to face by requesting it ahead of time, or in real time using Video Relay Services or Video Remote Interpreters.

Assistive listening devices, amplified phones and caption phones for survivors who are deaf or hard of hearing are available in the centers, as well as magnifying devices and printed information in Braille and large print for people who are blind or have low vision.

Teams of FEMA Community Relations specialists – armed with publications in English, Spanish, Chinese, Italian, Korean, Polish, Portuguese, Russian, Urdu, French and Braille – canvassed communities affected by Hurricane Sandy. The teams are going door to door to deliver valuable recovery information and to encourage residents with damaged property to register for assistance.

To date, FEMA has translated more than a dozen disaster assistance fliers, brochures and pamphlets into 23 different languages.

Since the major disaster declaration for Hurricane Sandy, more than 650 Community Relations specialists have been in New Jersey, including more than 220 FEMA Corps members. Four dozen of these specialists were bilingual or multilingual, speaking a combined total of 24 languages including American Sign Language.

Multilingual specialists also maintain contact with media outlets whose audience consists mainly of non-English-speaking readers, listeners, or viewers. Spanish-speaking public information officers from FEMA have given dozens of interviews to Spanish-language media, appeared on radio talk shows and spoken with community groups across the affected area.

Hurricane Sandy recovery updates are available in English and Spanish on the agency’s website, which is also designed for use by people with sensory disabilities. Spanish-speaking survivors can choose to follow FEMAespanol on Twitter to receive recovery updates.

Groups, associations and businesses that have non-English-speaking members who sustained damage as a result of Hurricane Sandy and who want to know more about federal and state disaster assistance can contact FEMA’s Speakers Bureau for presentations in 13 languages, if needed. Sign language interpreters are also available.

Multilingual telephone operators are available to help non-English-speaking survivors register for disaster aid and to get their questions answered. FEMA Breaks Down Communication Barriers On The Road To Sandy Recovery

NEW YORK – To qualify for assistance from the Federal Emergency Management Agency, a survivor of Hurricane Sandy must meet certain conditions.

First, the individual or household losses must have occurred in an area covered by the presidential disaster declaration for New York, which includes 13 counties.

  • Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.

The survivor must register with FEMA. There are several ways to do this:

  • Via smartphone or tablet, go to m.fema.gov or download the FEMA app.
  • Call 800-621-3362 or (TTY) 800-462-7585.
  • For 7-1-1Relay or Video Relay Services (VRS), call 800-621-3362.

If the applicant has insurance, he or she must file a claim with the insurance company.

For housing assistance

  • The damage to the property is not covered by insurance or the insurance settlement is insufficient to cover the losses.
  • The applicant or someone who lives in the household is a citizen of the United States, a non-citizen national, or a qualified alien.
  • The applicant must have a valid Social Security number.
  • The damaged home is where the applicant usually lives and was living at the time of the disaster.

A survivor may not be eligible for housing assistance if:

  • The home that was damaged is a secondary or vacation residence.
  • Expenses resulted only from leaving the home as a precaution and the applicant was able to return to the home immediately after the incident.
  • The applicant has refused assistance from his or her insurance provider.
  • The only losses are business losses.
  • The damaged home is located in a designated flood hazard area and the applicant’s community is not participating in the National Flood Insurance Program.l
    •  In this case, the flood damage to the home would not be covered, but the applicant may qualify for rental assistance or assistance for items not covered by flood insurance.

The quickest way to apply for an SBA disaster home or business loan is filling out an online application at https://disasterloan.sba.gov/ela.

Ways to register with the Federal Emergency Management Agency:

Survivors must register or return the loan application by the deadline in their state.

Deadline for New York: Monday, Jan. 28, by midnight EST. Counties in NEW YORK designated for individual assistance include: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.

Deadline for New Jersey: Wednesday, Jan. 30, by midnight EST. ALL counties in NEW JERSEY are designated for individual assistance.

SBA is the primary source of federal funds for long-term rebuilding. In most cases, FEMA funds will not cover all of the repair needs of homeowners. Money for a temporary rental home is the form of help FEMA largely provides so obtaining a low-interest SBA disaster loan is a survivor’s best option for repairing their home and replacing property.

People can apply to SBA before settling with their insurance company – so there’s no need to wait. Applying by the deadline can avoid a shortfall in rebuilding money if survivors later discover they are underinsured.

By returning the SBA loan application, homeowners may be eligible for up to $200,000 to repair or replace their storm-damaged home. Homeowners and renters may be eligible for up to $40,000 for replacement of personal property such as clothing, furniture, cars and appliances.

There is no obligation to accept an SBA disaster home loan and homeowners and renters may become eligible for additional FEMA grants if they are not approved for a loan.

For businesses and private nonprofit organizations, the SBA may loan up to $2 million to repair or replace storm-damaged property.

FEMA may be able to help with disaster-related costs that are not covered by insurance. Survivors in designated counties are encouraged to apply for possible grant assistance for temporary housing, essential home repairs, personal property losses and other disaster-related needs not covered by insurance. People who have sustained a loss due to Hurricane Sandy should register even if they have insurance.
