AUSTIN, Texas—Texans who have a disability or access need and sustained damage or losses from the May storms and flooding may face challenges, but registering for federal aid shouldn’t be one of them.

“We reach out to the entire community,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “And FEMA works with our partners to make sure that everybody can get access to disaster assistance information, programs and registration.”

FEMA’s disaster recovery centers – locations where survivors can meet face-to-face with various agencies and service providers – accommodate the needs of the entire community, including people with disabilities and others with access and functional needs.

The centers meet Americans with Disabilities Act standards; have assistive technology equipment that allows disaster survivors to use amplified telephones; phones that display text; amplified listening devices for people with hearing loss; and magnifiers for people with vision loss.

Some disaster recovery centers use a video relay service available to people who use American Sign Language, allowing them to communicate through an interpreter when registering for disaster assistance. Others make an ASL translator available at the center. In addition, language applications are used for translation.

Federal assistance is available to eligible individuals and households in Austin, Bastrop, Brazoria, Brazos, Burleson, Eastland, Fort Bend, Grimes, Hidalgo, Hood, Lee, Liberty, Montgomery, San Jacinto, Stephens, Travis, Tyler, Waller and Washington counties. To find the nearest disaster recovery center, go online to asd.fema.gov/inter/locator.

In addition to accommodating people with disabilities or access needs, FEMA also reaches out to people with limited English proficiency by providing multilingual operators, making printed literature available in multiple languages and having translators available in the field. Printed materials are available in accessible formats such as Braille and large print.

Texans can register online at DisasterAssistance.gov or by phone at 800-621-3362 (FEMA). Applicants who use 711 or Video Relay Service may also call 800-621-3362. Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. The toll-free numbers are open from 7 a.m. to 10 p.m., seven days a week. FEMA in Houston (Harris County) With Advice on Lessening Storm Damage

AUSTIN, Texas – Texans who sustained damage or loss from the storms and flooding that began May 26 and continues can now register for disaster assistance with FEMA.

The presidential disaster declaration of June 11 makes federal assistance available to affected individuals and households in 12 Texas counties: Austin, Brazoria, Brazos, Fort Bend, Grimes, Hidalgo, Hood, Montgomery, San Jacinto, Travis, Waller and Washington.

Residents are encouraged to apply for FEMA disaster assistance even if they applied for or received aid for other recent disasters.

“It may seem confusing, but residents who received disaster aid earlier this year need to apply again for assistance available through this new disaster declaration,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “We want to make sure that all Texans who had damage in this latest disaster receive every bit of assistance they are eligible for.”

Texans can register the following ways:

  • phone 800-621-3362 (FEMA). Persons who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585. Applicants who use 711 or Video Relay Service may also call 800-621-3362. The toll-free numbers are open from 6 a.m. to 10 p.m. CDT seven days a week. Multilingual operators are available.

Disaster assistance for homeowners and renters may include grants to help pay for temporary housing and essential home repairs, as well as other serious disaster-related needs such as medical and dental expenses.

FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicaid or other federal benefits.

Survivors should register even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their claims have been settled.

FEMA Offers Advice for Texans on Lessening Storm Damage in Harrison County

RIDGELAND, Miss. – Natural disasters are equal-opportunity when they pick their targets. In assisting survivors, the Mississippi Emergency Management Agency/Federal Emergency Management Agency disaster recovery centers are just as impartial.

Centers are now open in disaster-designated counties to help homeowners, renters and business owners affected by the severe storms and flooding in Mississippi that occurred March 9-29. Reaching everyone in the whole community is a key objective. Successful outreach relies on assuring universal access, reasonable accommodation and accessible communication to all people, with or without disabilities.

FEMA provides interpreters and suitable technology and procedures to give the most individuals access to the disaster assistance information available at disaster recovery centers, which are run jointly by MEMA and FEMA.

The centers offer a comprehensive range of assistance for survivors, including help with FEMA registration, assisting businesses, homeowners and renters in applying for loans from the Small Business Administration, and providing overall guidance and solutions for recovery. Staff can answer survivors’ questions on the status of applications, housing assistance and available rental resources, and obtain referrals to agencies that may provide further assistance.

Representatives of state and federal agencies are present to explain the various government programs designed to help survivors recover. Local and national support groups, such as the American Red Cross, may also be on hand.

Visiting a center, survivors with access and functional needs find a fully accessible environment, from the parking lot and entrance to the restrooms and technology, with a staff trained to be aware of survivors’ needs and able to demonstrate the use of assistive equipment. 

“Our inspection teams make certain that each center is entirely accessible before it opens and that all members of the community can come and get what they need. The goal is universal accessibility,” said FEMA Disability Integration advisor John Daly.

For those who are blind/low vision, each center is equipped with magnifiers, plus braille and large-print editions of FEMA’s recovery publication Help After a Disaster. For those who are deaf/hard-of-hearing,

the centers offer various assisted listening devices and three different types of telephones: a caption phone with a visual read-out of the conversation, a TTY phone and an iPad with translation software that uses VRI (Video Remote Interpreting) to interface with an American Sign Language interpreter.

The best way for survivors with access and functional needs to make sure they receive full access to the entire range of support the center provides, including ASL interpreters, is to call the FEMA helpline at 800-621-3362 to express their preferences and any reasonable accommodations to the center’s manager before they visit. Those who use 711/VRS, can call 800-621-3362. Survivors who are deaf, hard of hearing or who have speech disabilities may call TTY 800-462-7585.

Survivors can locate the nearest center by visiting fema.gov/drc or by calling the FEMA helpline. They can also register by calling the helpline or online at DisasterAssistance.gov. Helpline hours are 7 a.m. to 10 p.m. local time, seven days a week until further notice.

FEMA’s temporary housing assistance and grants for public transportation expenses, medical and dental expenses, and funeral and burial expenses do not require individuals to apply for an SBA loan. However, applicants who receive SBA loan applications must submit them to SBA loan officers to be eligible for assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.
