BATON ROUGE, La. — Community members, volunteers and all levels of government continue developing solutions to move recovery forward following the severe storms and floods that occurred March 8 through April 8.

The collaboration includes neighbors, friends and family helping one another, identifying places to mobilize volunteers, and providing resources so disaster survivors can move back home. Governments are also collaborating to make communities better, stronger and safer so they will have enhanced protection from future disasters.

Here are some of the ways survivors, communities, volunteers and all levels of government have pulled together to address recovery challenges in the 90 days since the March 13 presidential disaster declaration.

Nearly 40,000 survivors applied for help under the Individual Assistance (IA) program in the 36 eligible parishes during the 90 day registration period. The registration period has closed but help remains just a phone call away. By calling the FEMA helpline you can:    

  • Ask questions about FEMA determination letters.
  • Learn how to appeal FEMA’s determination. All applicants have the right to appeal.
  • Inquire about the status of a registration.
  • Provide change of address, telephone and bank account numbers and insurance information to avoid disaster assistance processing delays.
  • Receive information about FEMA home inspections.
  • Get other questions answered about federal disaster assistance.

To date, survivors have received nearly $380 million in federal disaster assistance through a variety of sources.

  • Approximately $69 million in grants has been approved for a place to stay for homeowners and renters whose residences were uninhabitable and to make essential repairs for homes to be safe, sanitary and secure.
  • About $19 million in grants has gone to homeowners and renters to repair and replace certain household items and for burial, medical and dental expenses.
  • Homeowners, renters and businesses have received more than $95 million in low-interest disaster loans from the U.S. Small Business Administration to repair, rebuild and replace damaged property and contents. Disaster loans cover losses not fully compensated by insurance or other sources.
  • National Flood Insurance Program policyholders have received approximately $196 million in claims to repair and rebuild flood-damaged property.

Moving back home marks significant recovery progress for survivors and their communities. Many survivors have successfully taken this step because of the volunteers from Louisiana and across the country who have donated their time and skills.

Voluntary, faith and community-based groups are coordinating with their local, state and federal recovery partners to identify survivors in need and ensure resources are there to help. This coordination has resulted in mucking out properties, making repairs and donating essential items like furniture and appliances so survivors can get back home.

Local, parish and state government infrastructure and certain private nonprofit organizations in 37 parishes are progressing in their recovery with the help of FEMA’s Public Assistance (PA) program. So far the program has obligated approximately $2.3 million.

The program is relieving burdens on local governments and the state by reimbursing 75 percent of eligible costs to restore essential services like roads, bridges, utilities, schools and hospitals. Many services will be restored more resilient than they were before the disaster.

The program also assists with removing the debris that blemishes communities. Many repair and rebuilding projects have been able to start on properties of towns and parishes because disaster-related clutter has been cleared.

Disaster recovery officials have interacted with survivors in several different ways and many remain on the ground in Louisiana to assist with recovery.

  • Governor’s Office of Homeland Security and Emergency Preparedness (GOHSEP) and FEMA specialists have held 14 applicant briefings to provide a general overview of the Public Assistance program to local leaders.
  • State and federal Public Assistance specialists have held more than 250 kickoff meetings to discuss with parish representatives and certain nonprofits what projects may be available and to answer questions.
  • FEMA specialists have attended approximately 60 community organization events in Louisiana to discuss and answer questions about federal disaster assistance.
  • Nearly 21,000 survivors visited 44 disaster recovery centers (DRCs) where they met face to face with federal, state, local and volunteer representatives. The first centers opened less than a week after the presidential disaster declaration. The last ones closed June 10.
  • More than 35,000 FEMA housing inspections have been completed.
  • More than 70,000 survivors spoke with FEMA disaster survivor assistance specialists. These are FEMA staff who canvass affected communities to encourage survivors to register for help, provide recovery information and listen to their concerns and resulted in more than 4,000 field registrations for federal disaster assistance.
  • Free consultations on building hazard-resistant homes were given to nearly 7,000 survivors at DRCs and more than 5,000 at Louisiana home improvements stores.

A team of state and federal disaster recovery specialists are identifying additional funding sources and strategies to restore, redevelop, revitalize and better prepare affected communities. They are working with local and parish governments, community leaders and the private sector to overcome long-term recovery challenges by pooling resources, providing technical assistance and identifying recovery funding sources.

Recovery partners continue coordinating to get survivors back home, advance the recovery of affected communities and make Louisiana more resilient.

SEATTLE – Emergency Operations and Coordination Centers (EOC) at all levels of government and the private sector in Washington, Oregon and Idaho will activate June 7-10 as part of ‘Cascadia Rising,’ a national level exercise that will simulate a 9.0 Cascadia Subduction Zone earthquake and tsunami along the Washington and Oregon coast. Thousands of people, including military personnel, will participate to test a joint response to one of the most complex disaster scenarios facing the Pacific Northwest.

“A 9.0 Cascadia Subduction Zone earthquake will be a disaster unlike anyone has ever seen,” said Ken Murphy, Regional Administrator for FEMA Region 10. “Cascadia Rising will test our own preparedness. It is exercises like this, ahead of a disaster, that foster coordination and help build relationships before a real world event occurs.”

“Oregon is looking forward to strengthening the partnerships with our local, tribal, state and federal partners through the Cascadia Rising exercise,” said Oregon Emergency Management Director Andrew Phelps. “This exercise gives Oregon, Washington, Idaho and FEMA Region 10 an invaluable opportunity to validate and improve upon the planning initiatives, training and other exercises we’ve undertaken over the past several years to prepare for the threat of a Cascadia Subduction Zone earthquake and tsunami. This exercise should also serve as a reminder to all Oregonians that individual and family emergency preparedness is key to augment an effective response to an earthquake or any disaster and begin the recovery process. Ultimately, the work we do leading up to the exercise and the lessons we learn in a controlled and evaluated environment will translate into lives saved during what could be the country’s biggest disaster.”        

“We’ve worked tirelessly in Washington state to work with  our partners and develop a response plan so we can immediately coordinate assistance and provide help following a catastrophic disaster,” said Major General Bret Daugherty, director of the Washington Military Department and commander of the Washington National Guard. “Every exercise teaches us something and improves our response. I’m pleased so many partners are participating and are eager to collaborate with us so we can effectively carry out our mission to protect lives and property.”

The predicted direct effects of a full CSZ earthquake end at the Cascade Mountains but the indirect effects will extend far beyond the mountain passes. Western Washington and Oregon will have the greatest impacts but easten Washingon and Oregon along with Idaho are important partners in the exercise and will be vital in a real world event.

“While Idaho is not inside the expected impact area, we want to make sure we are able to support our neighbors should a Cascadia Subduction Zone earthquake and tsunami happen,” said Idaho Bureau of Homeland Security Director Brad Richy.  “Idaho’s participation in the Cascadia Rising functional exercise is an effort to ensure the optimal level of readiness. IBHS is working with nine northern Idaho counties, the Department of Health and Welfare, all seven Idaho Public Health Districts, as well as Oregon and Washington to test our response. The level of cooperation between FEMA Region 10, and our neighboring states and exercise players, has been outstanding and we look forward to acting upon the lessons learned.”

Background:

This exercise will seek to test plans and procedures through a 9.0M earthquake and follow-on tsunami with expectations to improve catastrophic disaster operational readiness across the whole community.

Cascadia Rising 2016 is in preparation for the long overdue Cascadia Subduction Zone (CSZ) earthquake and consequent tsunami that may devastate the California, Oregon, Washington coastlines. Lying mostly offshore, the plate interface is a giant fault approximately 700 miles long. At this location, the set of tectonic plates to the west is sliding (subducting) beneath the North American plate. The movement of these two plates is neither constant nor smooth; ultimately, these plates are stuck. The stress is continuously building until the fault will suddenly break, resulting in an earthquake and ensuing tsunami.

Cascadia Subduction Zone History

According to the Pacific Northwest Seismic Network the last known CSZ megathrust earthquake occurred in January, 1700. Geological evidence indicates that 9.0M+ earthquakes have occurred at least seven times in the last 3,500 years which equates to an interval of 400 to 600 years between major tremors. As the CSZ follows this timeline, the Pacific Northwest should be preparing for the no-notice event through major exercises such as Cascadia Rising.

Large scale earthquake preparedness exercise starts tomorrow

AUSTIN, Texas – More than $81 million in federal disaster assistance has been approved for the residents of 12 Texas counties recovering from the severe storms and flooding in April.

The 12 counties included in the April 17-24 disaster declaration are: Austin, Colorado, Fayette, Fort Bend, Grimes, Harris, Liberty, Montgomery, Parker, San Jacinto, Waller and Wharton.

The deadline to register for federal assistance for the April flooding is June 24.

The state of Texas, FEMA, the U.S. Small Business Administration and voluntary agencies have been working to help Texans recover. The following is a snapshot of the disaster recovery effort as of June 5:

  • More than $47.4 million in FEMA grants was approved to help homeowners and renters;

  • More than $33.7 million was approved by SBA for 827 disaster loans for businesses, homeowners and renters to help pay for damage not covered by insurance, including:

    • more than $1.9 million for businesses; and

    • more than $31.7 million for homeowners and renters.

    • 8,689 individuals and households have received assistance.

Federal Disaster Assistance to Texas Survivors Tops $81 Million for April Floods

RIDGELAND, Miss. – The Mississippi Emergency Management Agency and the Federal Emergency Management Agency encourage survivors of the March storms and flooding in Mississippi to keep their recovery process on track by calling the FEMA helpline. The deadline to register with FEMA was May 24, but survivors can still call to check on the status of their applications, appeal decisions, update contact information, or ask questions about the process.

The FEMA helpline number is 800-621-3362 (voice, 711 and video relay service). Survivors who are deaf, hard of hearing or who have difficulty speaking may call 800-462-7585 (TTY).

Disaster survivors who registered before the deadline and discover that their insurance has not covered all losses have up to a year to submit additional documentation to FEMA. Assistance may be available for expenses not covered by insurance.

Applicants receiving temporary rental assistance will need to update their permanent housing plan and may need to document the need for continuing rental assistance. FEMA expects all families who receive temporary rental assistance to return to their damaged home when it is repaired or to locate and occupy affordable housing without FEMA rental assistance when possible to do so.

The Mississippi Emergency Management Agency, FEMA and SBA have approved more than $13.8 million in total state and federal assistance for renters, homeowners and businesses in Mississippi as a result of the March storms and flooding.

  • Nearly $6.3 million in low-interest SBA disaster loans for homeowners, renters and businesses.
  • More than $7.5 million in MEMA/FEMA Individual Assistance, including:
    • More than $6 million for housing assistance, including money for repairing or rebuilding homes and temporary rental assistance.
    • Nearly $1.5 million to help cover other disaster-related expenses such as repairing or replacing lost personal property and disaster-related medical, dental and funeral costs.
    • Nearly 900 displaced households have received financial rental assistance.

March Flood Survivors: Stay in Touch With FEMA to Keep Recovery Going

DENTON, Texas—The Federal Emergency Management Agency (FEMA) announced this week the selectees for the 2016-2018 National Youth Preparedness Council.

Chandler Villa, a rising senior from Mart High School, will be the sole representative from FEMA Region 6, which serves Texas, New Mexico, Arkansas, Oklahoma and Louisiana.

Created in 2012, the council brings together youth leaders from across the country who are interested in preparedness and making a difference in their communities. Council members will also complete preparedness projects.

The 17-year-old first got involved with the Mart High School Teen Community Emergency Response Team (CERT) a year ago after talking to some of her teachers about it.

“I’ve always had a desire to help others,” Villa said. “I was the kid at the playground with band aids in my backpack.”

The team was recognized for their accomplishments last year. The group received honorable mentions in two categories of the 2015 FEMA Individual and Community Preparedness Awards: Outstanding Achievement in Youth Preparedness and Outstanding Community Emergency Response Team.

That year, the team was deployed to the City of Marlin during a two week water crisis. The team assisted in the distribution of water to residents. Other team activities have include ride along training with paramedics, which is what Villa is most interested in.

Villa has plans to continue her education in the medical field. She has an interest in becoming an Emergency Medical Technician (EMT); and perhaps study to be a nurse and physician assistant in college. She credits the CERT team experience with teaching her more about herself.

“Honestly, there are many things that stick out because I have a really great team with a great instructor,” Villa said. “Marlin was really cool to see what it’s really like with the press conferences, see what else is going on aside from what the public sees in the news.”

Villa will take part in the Youth Preparedness Council Summit July 19-20, 2016, in Washington, D.C.

The summit gives members the opportunity to share their ideas and questions with national organizations. The students will have an opportunity to plan their legacy project.  The council will also meet with FEMA community preparedness staff, who will serve as their ongoing support mentors.

The council supports FEMA’s commitment to involve youth in preparedness-related activities. It also provides an avenue to engage youth by taking into account their perspectives, feedback and opinions.

RIDGELAND, Miss. – Survivors of the March floods in Mississippi have until Tuesday, May 24, to register with the Federal Emergency Management Agency for disaster assistance.

Survivors in Bolivar, Clarke, Coahoma, Forrest, George, Greene, Jones, Marion, Panola, Pearl River, Perry, Quitman, Sunflower, Tallahatchie, Tunica, Washington and Wayne counties who suffered disaster-related losses to essential living areas in primary residences and have delayed registering for any reason can apply for assistance that may include:

  • Temporary rental assistance and money for essential home repairs to eligible survivors. FEMA’s ultimate goal is to ensure survivors’ dwellings are safe, sanitary and functional.
  • Assistance with disaster-related costs associated with medical, dental, personal property, transportation, moving and storage, or other necessary expenses.

March Storm Survivors in Mississippi Have Until Tuesday to Register With FEMA

WASHINGTON – The Federal Emergency Management Agency (FEMA) announced today the selectees for the 2016–2018 Youth Preparedness Council.

FEMA Announces 2016 Youth Preparedness Council Members

AUSTIN, Texas – Texans who suffered damage or loss from the April flooding and were referred to the U.S. Small Business Administration could lose some income-based FEMA grants if they don’t complete and submit SBA’s loan application.

Other Needs Assistance grants may cover uninsured losses for furniture, appliances and other personal property, even vehicles. Survivors will not be considered for this type of assistance unless they have completed and returned the SBA loan application.  The information on the application is used to determine eligibility for income-based assistance.

Applicants from Austin, Colorado, Fayette, Fort Bend, Grimes, Harris, Liberty, Montgomery, Parker, San Jacinto, Waller and Wharton counties should complete the SBA loan application, even if they don’t want a loan.

“If you don’t complete the SBA loan application, you could be leaving ‘money on the table’ for your recovery,” said Federal Coordinating Officer Kevin Hannes, who is in charge of FEMA’s operations in Texas. “We use that application to check eligibility for additional grants.”

Some types of Other Needs Assistance—medical, dental and funeral expenses—are not SBA dependent and completing the loan application is not required. However, it is always recommended by recovery experts.

SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property, offering low-interest disaster assistance loans to businesses of all sizes, private nonprofit organizations, homeowners and renters.

Survivors should start the loan process as soon as possible, and those who qualify for an SBA loan are under no obligation to accept it.  If approved and the loan is not accepted, the survivor may be ineligible for additional federal assistance.

Submit an SBA loan application even if you are waiting for an insurance settlement.  You may be able to begin your recovery immediately with a low-interest SBA disaster loan. The loan balance will be reduced by the settlement from your insurance. SBA loans may also be available for losses not covered by insurance.

Homeowners may borrow up to $200,000 from SBA to repair or replace their primary residence. Homeowners and renters may borrow up to $40,000 from SBA to replace personal property.

Businesses may borrow up to $2 million for any combination of property damage or economic injury. SBA offers low-interest working capital loans (called Economic Injury Disaster Loans) to small businesses and most private nonprofit organizations of all sizes having difficulty meeting obligations as a result of the disaster.

BATON ROUGE, La. — Louisiana is taking significant steps toward recovery following the severe storms and flooding that occurred March 8 through April 8.
Affected communities and disaster survivors are repairing and rebuilding better, stronger and safer with the help of neighbors, friends, family members, voluntary groups, faith and community-based organizations and local, parish, state and federal governments.
The following highlights recovery progress made in the 60 days since the March 13 presidential disaster declaration and how disaster survivors and affected communities are overcoming challenges.
After initially designating seven parishes, the presidential disaster declaration has been amended six times making survivors in 36 parishes eligible to apply for help under the Individual Assistance program. So far, more than 38,000 Louisiana survivors have contacted FEMA for help.
To date, survivors have received approximately $306 million in federal disaster assistance for a variety of recovery purposes.

  •     More than $65 million in grants have been approved for a place to stay for homeowners and renters whose residences were uninhabitable and to make essential repairs for homes to be safe, sanitary and secure.
  •     Nearly $18 million in grants have gone to homeowners and renters to repair and replace certain household items and for burial, medical and dental expenses.
  •     Homeowners, renters and businesses have received nearly $80 million in low-interest disaster loans from the U.S. Small Business Administration to repair, rebuild and replace damaged property and contents. Disaster loans cover losses not fully compensated by insurance or other sources.
  •     National Flood Insurance Program policyholders have received nearly $143 million in claims to repair and rebuild flood-damaged property and recoveries.

The declaration was amended a seventh time April 20. Local, parish and state government infrastructure and certain private nonprofit organizations in 37 parishes became eligible to receive funding through FEMA’s Public Assistance (PA) program to repair and rebuild disaster-damaged facilities. Local, parish and state government expenses related to debris removal, saving lives, providing security, and managing the immediate response are also eligible for reimbursement.
The PA program benefits everyone in the affected communities because essential services like roads, utilities, schools and hospitals are many times restored more resilient than they were before the disaster. FEMA relieves burdens of local and parish governments and the state by paying 75 percent of the costs.
Storm and flood debris blemish communities and its removal is necessary for disaster survivors to repair, rebuild and get their lives back on track. Many properties of survivors, towns and parishes are now free of disaster-related eyesores and closer to recovery because of communities removing debris.
Disaster recovery officials are still on the ground in Louisiana and interacting with survivors in a variety of ways to help them recover:

  •     GOSHEP and FEMA specialists have held 14 applicant briefings to provide a general overview of the Public Assistance program to local leaders.
  •     State and federal Public Assistance specialists have held more than 200 kickoff meetings to discuss with representatives from local infrastructure and certain nonprofits what projects may be available and to answer questions.
  •     FEMA specialists have attended more than 40 community organization events in Louisiana to discuss and answer questions about federal disaster assistance.
  •     Nearly 18,000 survivors have visited 44 disaster recovery centers (DRCs). The first centers opened less than a week after the presidential disaster declaration.
  •     Nearly 34,000 FEMA housing inspections have been completed.
  •     More than 67,000 survivors have spoken with FEMA disaster survivor assistance specialists. These are FEMA staff who canvass affected communities to encourage survivors to register   for help, provide recovery information and listen to their concerns and has resulted in more than 4,000 registrations for federal disaster assistance.
  •     Free consultations on building hazard-resistant homes have been given to more than 6,000 survivors at DRCs and approximately 1,800 at Louisiana home improvements stores.

The Governor’s Office of Homeland Security and Emergency Preparedness Director (GOHSEP) James Waskom and Federal Disaster Recovery Coordinator Wayne Rickard are coordinating a team of state and federal disaster recovery specialists to restore, redevelop, revitalize and better prepare affected communities. The coordination team is working with local and parish governments, community leaders and the private sector on how to overcome long-term recovery challenges by pooling their resources to provide technical assistance and identify recovery funding sources.
Recovery has significantly progressed because of voluntary, faith and community-based groups that are donating their time and skills to help survivors muck out, repair and rebuild their homes. These groups are always the first and last presence to help disaster survivors recover.
Whole community partners continue to collaborate to find solutions to enable Louisiana’s recovery and will be here as long as it takes.

Louisiana disaster survivors are reminded that the deadline to register for FEMA assistance is Monday, June 13. You can register for disaster assistance or ask questions by calling the FEMA helpline at 800-621-3362 or TTY 800-462-7585. Those who use 711/VRS can call 800-621-3362. Lines are open 7 a.m. to 10 p.m. seven days a week until further notice. You can also register online at DisasterAssistance.gov.

Partnerships and Progress: Louisiana Severe Storms and Flooding 60 Days Later

AUSTIN, Texas – Texans whose vehicles were damaged or destroyed by this April’s flooding may be eligible to receive federal assistance to repair or replace the vehicle.

“Those who may be eligible include not just residents of the designated counties, but also those who were working in or visiting those areas between April 17 and April 24 and had disaster-related damage to their vehicle,” said Federal Coordinating Officer Kevin Hannes, who is in charge of FEMA’s operations in Texas.

The eight counties included in the federal disaster declaration are: Austin, Colorado, Fayette, Grimes, Harris, Parker, Waller and Wharton.

The following conditions apply to assistance for a damaged or destroyed vehicle:

  • The damaged vehicle must have complied with applicable state laws regarding title, vehicle registration and insurance requirements at the time of the damage.
  • Only those who maintain at least liability insurance will be considered to receive federal disaster assistance to repair or replace their vehicles. Liability coverage is the minimum insurance requirement for Texas drivers. Liability insurance policies do not cover storm-related damage. Survivors who register must submit proof to FEMA that they maintain liability coverage to be considered for federal disaster assistance to repair or replace their cars.
  • Survivors who have a comprehensive policy should first file a claim with their insurance company. Comprehensive policies usually pay for storm-related damage to a car. However, federal disaster assistance may help fill the gaps for those whose comprehensive insurance coverage does not pay for any or all storm-related damage costs.
  • Survivors need to return a completed U.S. Small Business Administration disaster-loan application. After registering with FEMA, the SBA may contact survivors concerning disaster loan applications. It’s important for survivors to submit their application. Homeowners and renters may be eligible to borrow up to $40,000 to repair or replace personal property, including automobiles damaged or destroyed in the disaster.
  • FEMA grants to repair or replace a vehicle must clear the SBA disaster loan process. A survivor may receive a grant from FEMA to repair or replace their car if insurance is insufficient and they were declined for an SBA home loan. Grants do not need to be repaid.
  • Keep documents. Federal disaster assistance is available to survivors only if their cars had damage during the severe storms and flooding April 17 to April 24. Survivors must submit an itemized document showing damage to the cars was storm-related and a receipt, estimate or verifiable bill of the repair or replacement costs.

FEMA officials advise anyone whose vehicle was damaged during the storms and flooding to register for assistance.

Texans can register online at DisasterAssistance.gov or by phone at 800-621-3362 (FEMA) or TTY 800-462-7585. Applicants who use 711 or Video Relay Service may call 800-621-3362. Multilingual operators are available. The toll-free numbers are open from 7 a.m. to 10 p.m., seven days a week.
