AUSTIN, Texas—Texas residents who filed their homeowner’s insurance claims for disaster-related damage are encouraged to register with FEMA even if they did not receive a final insurance settlement.

Disaster officials say survivors shouldn’t delay filing a FEMA grant application because they’re waiting for a decision from their insurance companies.

“In order to process your grant application, FEMA will ask for the name of your insurance carrier and your claim number,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “We will ask if you received a settlement letter or an eligibility letter because FEMA does not reimburse losses covered by insurance.”

It is best to document disaster-related damage with photos or videos but FEMA doesn’t need that physical evidence to complete an application. The agency understands that some damaged items must be disposed of during cleanup or before a FEMA inspector visits the property.

Uninsured and underinsured homeowners and renters may be eligible for FEMA’s Other Needs Assistance grant program to repair or replace such personal property as furniture and kitchen appliances. The program also helps with uninsured or underinsured expenses and serious needs caused by the disaster.

Disaster survivors who suffered damage or losses between May 26 and June 24 are encouraged to register for assistance by the Aug. 10 deadline.

That deadline is for those living or working in these 24 affected counties: Austin, Bastrop, Brazoria, Brazos, Burleson, Eastland, Fayette, Fort Bend, Grimes, Harris, Hidalgo, Hood, Kleberg, Lee, Liberty, Montgomery, Palo Pinto, Parker, San Jacinto, Stephens, Travis, Tyler, Waller and Washington.

Don’t Wait for Insurance Settlement to Register with FEMA for Disaster-Related Damage

AUSTIN, Texas—FEMA is looking to hire Texas residents as temporary employees to help with the state’s recovery from the past year’s storms and flooding.

FEMA is hoping to hire as many as 14 people—mostly in Austin and Houston but with a few positions in Denton and Bon Wier—to fill a variety of temporary positions working on disaster recovery.

“FEMA always seeks to employ local residents in its disaster recovery operations,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “Not only does this help the economy recover by putting people to work, but these employees bring a wealth of local knowledge to the organization.”

Temporary local hires may be employed for 120-day terms, which may be extended up to one year maximum. They do not get hiring preference for other federal jobs as a result of their temporary employment. Selected health benefits are offered for these positions.

The wages vary depending on the nature of the work being performed and are set based on the prevailing wages of the state and locality. The positions range from administrative work to media relations.

Most temporary workers can be hired under a streamlined process instead of a competitive process. They must be 18 years old, have graduated high school or obtained a GED and have the appropriate qualifications for their positions. They will also be required to undergo a standard credit and criminal background check.

“We try to give preference to people who have actually suffered damage or losses from the disaster,” Doran said. “Many current FEMA employees began their careers as local hires.”

FEMA Seeking to Hire Texans to Work on Flood Recovery

CHARLESTON, W.Va. – When you register with the Federal Emergency Management Agency (FEMA), you can choose to receive updates to your smartphone or other device via text. You will start receiving those updates soon after you complete the registration process.

The official FEMA number sending messages to your device is 43362 and all notifications will contain the last four digits of your FEMA registration number at the beginning of the message (for example, FEMA ID####).

The messages you receive will include information such as when a determination of eligibility for federal aid is made or when any type of request letter has been mailed to you asking you to provide additional information to FEMA.

If you get a text requesting more information, log into your account on DisasterAssistance.gov for more details. If you don’t follow through, it may delay the assistance process.

AUSTIN, Texas—More than $51 million in federal disaster assistance to date is helping fuel the recovery for households and businesses in 24 Texas counties hit hard by the May-June storms and flooding.

As of July 13, nearly $28.4 million was approved in FEMA household assistance grants for eligible applicants to repair damaged homes and pay for temporary housing. An additional $4.5 million was approved to cover other essential needs including personal property, disaster-related dental and medical expenses, transportation and child care.

Some 4,911 households in 24 designated counties were approved for FEMA assistance. The designated counties are Austin, Bastrop, Brazoria, Brazos, Burleson, Eastland, Fayette, Fort Bend, Grimes, Harris, Hidalgo, Hood, Kleberg, Lee, Liberty, Montgomery, Palo Pinto, Parker, San Jacinto, Stephens, Travis, Tyler, Waller and Washington.

The U.S. Small Business Administration approved 328 businesses, nonprofits, homeowners and renters for low-interest disaster loans totaling nearly $18.5 million.

“FEMA and the SBA have been working with our state and local partners to help families and communities get back on their feet,” said Federal Coordinating Officer William J. Doran III, who is in charge of FEMA’s operations in Texas. “But we can only assist you if you have registered with FEMA.”

Federal Disaster Assistance Tops $51 Million for May-June Storms and Flooding

DENTON, Texas – Homeowners, renters and business owners are encouraged to review revised preliminary flood maps for St. Bernard Parish, Louisiana. Anyone who wishes to file an appeal or comment has until Aug. 10, 2016, for submission.

 “We hope that everyone reviews the maps to understand the flood risks involved,” said FEMA Region 6 Administrator Tony Robinson. “It is also very important that we receive the public’s input on these maps.”  
    
Appeals are formal objections and must be based on technical data showing proposed maps to be scientifically incorrect. Appeal topics include: Proposed base flood elevations or flood depths, Special Flood Hazard Area (SFHA) boundaries and zones, or floodways. Anyone making an appeal must include the method, data and analysis used to support the claim.  

Comments are objections to a base map feature change. Those feature changes could include labels, incorrect road names or jurisdictional boundaries, or any other non-appealable change.

The public can provide comments and appeals to their local floodplain administrator, who will forward them to FEMA for final resolution.

The maps can be viewed at the parish floodplain administrator’s office, or by:

These low-interest SBA loans are the major source of funding for disaster recovery, and interest rates remain the same for the life of the loan. There is no charge to apply for the loan and if offered, no obligation to accept the loan. However, if approved and the loan is not accepted, the applicant may be ineligible for additional FEMA assistance.

CHARLESTON, W. Va. — After disaster survivors have registered for federal disaster assistance, FEMA will ask them to provide information on disaster damage, proof of identity and residence, insurance and other documentation, to determine eligibility.

A FEMA contracted housing inspector may contact you to make an appointment to view disaster damage. It is important to provide good contact information at the time of registration.

Applicants unable to be present for the inspection can designate someone in the household over 18 years of age who was living in the household prior to the disaster. If an inspection cannot be made, FEMA may not be able to finish processing the application.

Survivors should not wait to start their cleaning up and making repairs to their home. They should save their receipts and document damage with photos. The inspector is thoroughly trained and uses specialized software to verify disaster damage quickly. The inspection may only last 10 or 20 minutes. The inspector does not make decisions on eligibility. You will receive a letter from FEMA explaining your eligibility for assistance.

Homeowners may use FEMA housing assistance grants to repair or replace:

  • Key systems such as plumbing, electrical and heating
  • Structural components such as roofs, outside walls and foundations
  • Windows, doors, floors, walls, ceiling, cabinetry
  • Septic and well systems

Renters and homeowners may qualify for grants for other disaster-related necessary expenses and serious needs, such as clothing, child care, room furnishings and appliances, medical and dental costs, vehicles and moving and storage expenses.

Both homeowners and renters must provide identification and proof of occupancy, such as a lease, rent receipt or utility bill. Additionally, homeowners will be asked to provide proof of ownership, such as a property deed or title, mortgage payment book, property insurance policy or tax receipts.

Important documents destroyed in the disaster may be duplicated with help from outside sources, such as a county clerk’s office, insurance agency or utility company.

Free disaster legal assistance is also available for West Virginia flood survivors. Call the toll-free hotline (877) 331-4279. Callers can receive counseling on insurance claims, landlord-tenant issues, home-repair contracts, the replacement of legal documents destroyed by the storm and other legal matters.

Although there are other legitimate inspectors in the field, such as county building inspectors or insurance adjustors, beware of people posing as FEMA inspectors or “FEMA approved” repair contractors. FEMA makes no such endorsements. In a disaster, scammers abound; be cautious with strangers, especially those from outside the area.

Legitimate FEMA housing inspectors will have the applicant’s nine-digit case number assigned at registration and always carry FEMA identification badges with a photograph. Inspections are free; inspectors are not authorized to ask for personal financial information other than to verify information provided at registration.

What West Virginians Should Expect After FEMA Registration

PHILADELPHIA – The Federal Emergency Management Agency (FEMA) is continuing to support response and recovery efforts in West Virginia following the severe storms, flooding, landslides, and mudslides that have been affecting the state and its people. The National Weather Service has indicated that the floodwaters are receding in parts of West Virginia, but more heavy rain is expected in areas already hit hard by flooding. A flash flood watch for 22 counties has been issued until Monday evening. Heavy rains could cause some streams to breach their banks.

On June 25, 2016, President Obama issued a major disaster declaration for the State of West Virginia. This declaration releases federal funding to help individuals and communities recover from the severe storms, flooding, landslides, and mudslides that occurred June 22, 2016, and continuing. The request makes assistance to individuals and households in Greenbrier, Kanawha, and Nicholas counties. The request also provides emergency protective measures (Category B), including direct federal assistance, under the Public Assistance program for Greenbrier, Kanawha, and Nicholas counties. All of West Virginia is eligible for hazard mitigation grant program (HMGP) funding. 

FEMA’s main priority is to support survivors and communities in West Virginia, and as of Monday morning, over 1,000 total registrations for FEMA Individual Assistance program have been counted as a result of the Preliminary Damage Assessments (PDAs) conducted in the area that began today. PDAs are an information gathering process that measures damages and the impact to communities. 14 PDA teams have arrived to conduct PDAs for both Public Assistance and Individual Assistance.

FEMA is working to provide commodities and support to the State of West Virginia’s distribution efforts. The agency has moved water and food supplies into West Virginia and is turning them over to West Virginia Emergency Management Agency for distribution to impacted communities. In support of the State of West Virginia, FEMA has deployed over 250 staff to the state to assist in response and recovery. An Incident Management Assistance Team (IMAT) has arrived to coordinate directly with the State of West Virginia and support requests for assistance.

The first Disaster Recovery Center is planned to be open soon, where survivors can go to get assistance and information. Details and confirmation will be forthcoming as soon as they are available. To support that effort, the federal agency is working to deploy Disaster Survivor Assistance Teams to impacted areas to canvas shelters and register survivors.

The State of West Virginia, the American Red Cross, FEMA and others are working together to meet any potential housing needs. Region III’s Voluntary Agency Liaison and Disability Integration Specialist has been deployed to work with and support voluntary agencies, communities, and individuals with access and functional needs.

FEMA is encouraging all individuals, households, and businesses both inside and outside of Greenbrier, Kanawha, and Nicholas Counties to document any damages they have. Individuals and business owners who sustained losses in the designated area can begin applying for assistance tomorrow by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362). 

  • Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.

AFTER A DISASTER – QUICK TIPS TO HELP YOU ON THE ROAD TO RECOVERY

  • Injuries may occur when people walk amid disaster debris and enter damaged buildings. Wear sturdy shoes or boots, long sleeves and gloves when handling or walking on or near debris.
  • Be aware of possible structural, electrical or gas-leak hazards in or around your home.
    • Contact your local city or county building inspectors for information on structural safety codes and standards and before going back to a property with downed power lines, or the possibility of a gas leak.
    • Do not touch downed power lines or objects in contact with downed lines.
    • Report downed power lines and electrical hazards to the police and the utility company. They may also offer suggestions on finding a qualified contractor to do work for you.
  • It’s important for all residents and visitors in flood-prone and low-lying areas to continue to monitor local radio or television stations for updated emergency information and follow the instructions of state and local officials.
  • Don’t put yourself at risk; follow the instructions of local officials – and if told to evacuate, do so immediately.
  • If you encounter flood waters, remember – TURN AROUND, DON’T DROWN.
    • Driving through a flooded area can be extremely hazardous. Almost half of all flash flood deaths happen in vehicles.
    • Do not walk through flood waters. A few inches of water can sweep you off your feet.
    • When in your car, look out for flooding in low lying areas, at bridges, and at highway dips.
    • As little as six inches of water may cause you to lose control of your vehicle.
  • If roads are closed or there is water over a road, do not drive through the water.
    • Be prepared to take detours and adjust your route due to road closures if there is standing water.
  • Ensure you have a flashlight, NOAA Weather Radio, and extra batteries on hand. Use your battery-operated NOAA Weather Radio for updates from local officials.
  • If your power is out, safely use a generator or candles.
    • Never use a generator inside a home, basement, shed or garage even if doors and windows are open.
    • Keep generators outside and far away from windows, doors and vents. Read both the label on your generator and the owner’s manual and follow the instructions. 
    • If using candles, please use caution. If possible, use flashlights instead. If you must use candles, do not burn them on or near anything that can catch fire.
  • Outside your home or business: Be aware of areas where floodwaters have receded. Roads may have weakened and could collapse under the weight of a car.
  • Stay out of any building that is surrounded by floodwaters.
  • Use extreme caution when entering buildings; there may be hidden damage, particularly in foundations.
  • Avoid floodwaters; water might be contaminated by oil, gasoline, or raw sewage. Water also might be electrically charged from underground or downed power lines.
  • Avoid moving water and do not attempt to drive through standing water, even if it seems shallow.
  • Avoid non-essential debris removal until the storm has passed.

The deadline to submit the application for physical damage is June 24, 2016.  The deadline for businesses to submit a loan application for economic injury is Jan. 25, 2017.

The SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property, offering low-interest disaster assistance loans to businesses of all sizes, private nonprofit organizations, homeowners and renters.

Survivors may apply online using the electronic loan application via SBA’s secure website at disasterloan.sba.gov/ela.

Disaster loan information and application forms are also available from SBA’s customer service center by calling 800-659-2955 or emailing disastercustomerservice@sba.gov. SBA loan applications should be submitted even as disaster survivors await an insurance settlement. The loan balance is reduced by the settlement. SBA loans may also be available for losses not covered by insurance.

Both FEMA and the SBA encourage Texans who suffered damage or loss from the April storms and were provided a loan application to complete the application.  There is no obligation to take a loan if offered. If approved, and a survivor does not accept the loan, it may make them ineligible for additional federal assistance.

  • Homeowners may borrow up to $200,000 from SBA to repair or replace their primary residence.

  • Homeowners and renters may borrow up to $40,000 to repair or replace personal property.

  • Businesses may borrow up to $2 million for any combination of property damage or economic injury. SBA offers low-interest working capital loans—called Economic Injury Disaster Loans—to small businesses and most private nonprofit organizations of all sizes.
