INDIANAPOLIS, Ind. — With the May 8 registration deadline less than two weeks away, The Federal Emergency Management Agency (FEMA) and the Indiana Department of Homeland Security point out that storm recovery help is available online. Hoosiers affected by severe storms from Feb. 29 through March 3 in Clark, Jefferson, Ripley, Scott, Warrick and Washington counties may visit FEMA’s virtual Disaster Assistance Center, www.DisasterAssistance.gov.

Visitors must have a Disaster Assistance Account to access their registration. Those who have registered online may have already created an account. Other applicants may create accounts by clicking the “create my account” link located on the bottom of the page.

Questionnaire for customizing resources for your unique situation

By responding to an anonymous 11-question survey on the Disaster Assistance website, Hoosiers may learn which online resources are available in their unique situations. Depending on the combination of responses, a list of resources is automatically generated. The list may include home and personal property disaster loans, unemployment assistance and mortgage insurance. Help After a Disaster booklet

FEMA’s recovery booklet “Help After a Disaster, Applicant’s Guide to the Individuals & Households Program” is also available through the Disaster Assistance website. The publication includes an overview of FEMA programs for individuals and families, as well as an extensive guide, beginning on page 21, explaining the meaning of letters about ineligibility and appeals decisions. Apply for FEMA assistance: May 8 is the last day to register

May 8 is the last day storm-impacted Indiana residents can register for federal recovery assistance. Online registration is possible through www.DisasterAssistance.gov or www.fema.gov. Registering is also possible by calling the toll free telephone registration phone line, (800) 621-FEMA (3362). This number is also a help line through which applicants can ask questions and verify information. For speech-or hearing-impaired applicants, the TTY number is (800) 462-7585 and Video Relay Service may be accessed at (800) 621-3362. These lines are open from 7 a.m. to 10 p.m. seven days a week.

May 8 is also the last day to submit SBA loan applications for physical property damage. Assistance is available through SBA’s Customer Service Center. The toll-free number is (800) 659-2955. BARRE, Vt. – With limited housing options for some Vermonters displaced by Tropical Storm Irene, local, state and federal officials have unveiled a project that will provide housing through a private-public partnership.

Officials from the City of Barre, State of Vermont and the Federal Emergency Management Agency (FEMA), as well as congressional representatives, toured a formerly unoccupied apartment building that was recently renovated using almost $70,000 of federal money to provide housing for disaster survivors.

“This was a unique opportunity to leverage federal money to rehabilitate rental stock that is badly needed, not just as temporary housing for persons displaced by a disaster but for the public at large,” said Sue Minter, Vermont’s Irene Recovery Officer.

“FEMA has a number of innovative recovery programs available, and we’re committed to using all of those that apply,” said FEMA Federal Coordinating Officer James N. (Nick) Russo. “The Multi-Family Repair Program was a great fit here.”

The Multi-Family Repair Program (MFRP) provides funds to renovate unoccupied multi-family rental housing units that need to be brought to a habitable standard in areas where existing rental units cannot meet the needs of disaster survivors.

According to Vermont officials, Washington County saw 154 mobile homes as well as 394 stick-built homes destroyed or substantially damaged in Tropical Storm Irene, in an area that was already facing a tight housing market. At least 30 buildings statewide were evaluated for suitability for MFRP use.

The owners of the property used in the MFRP agree to make the repaired rental units solely available to FEMA-identified disaster survivors for up to 18 months from the date of the disaster declaration.

The repair work must be completed by a licensed, bonded contractor within a specified time period after completing the agreement with FEMA, and must bring the property to required standards.

The multi-family rental building chosen in Barre was once located down the block where the new Post Office was built. Now on South Main Street, the apartment building has been renovated to provide five rental units.

“It’s a win, win, win for everyone,” said Steve Mackenzie, Barre City Manager. “It’s a win for the city. It’s a win for the landlord. And it’s a win for the new tenants who are able to take advantage of the program.”

Residents were selected on the basis of need. If a unit is vacated by the initial resident before the 18-month period of assistance is over, additional families may be identified to occupy the units through the end of the period of assistance.

“These funds have also assisted the local economy by providing jobs and economic activity associated with the rehabilitation of the housing units,” Minter said.

The Long Term Recovery Committees (LTRCs) of voluntary agencies have been actively engaged in the MFRP. Each family entering the program has been working with a case manager to identify and effectively find resources for their unmet needs, including the development of permanent housing plans.

Other resources that may be accessed through LTRCs include: financial planning, job placement after disaster unemployment, mental health services and, volunteer labor for clean-up and rebuilding, among others.

Disaster Unemployment Benefits Now Available for Residents of Harrison, Preston and Taylor Counties

CHARLESTON, W. Va. — Some residents who are unemployed as a direct result of the recent storms and flooding in Harrison, Preston and Taylor counties may now apply for Disaster Unemployment Assistance program benefits. The deadline for filing a claim is May 21.

“The DUA program extends coverage to self-employed people, farm workers and others who have lost employment as a direct result of the disaster,” Jimmy Gianato, West Virginia state coordinating officer, said. “It is specifically designed to assist those who are otherwise ineligible for state unemployment benefits.”

The availability of benefits extends to those living or working in any of the three added counties eligible for FEMA’s Individual Assistance.

You may be eligible to apply for DUA if:

  • You were injured in the disaster and are unable to work, whether you are an employee or self-employed
  • Your workplace was damaged or destroyed
  • Your transportation to work is not available
  • You cannot get to your job because you must travel through the affected area
  • You were about to begin working, but could not because of the disaster
  • You derived most of your income from areas affected by the storms and flooding and your business is down as a direct result of the disaster

The Disaster Unemployment Assistance program is funded by the Federal Emergency Management Agency, but it is administered through the West Virginia Department of Labor.

To apply for DUA, go to your nearest Workforce West Virginia One Stop Office. The offices serving the three counties are in Clarksburg, Fairmont and Morgantown. DENTON, Texas — The Federal Emergency Management Agency’s (FEMA) Region 6 Office is preparing for a transition in leadership.

On May 6, current Regional Administrator Tony Russell will become the new Superintendent of FEMA’s Emergency Management Institute (EMI) in Emmitsburg, Maryland.

Russell was appointed as FEMA Region 6 Administrator in December 2009, and has been responsible for the oversight of FEMA operations in Arkansas, Louisiana, Oklahoma, New Mexico and Texas. He previously served as the

Acting Director of FEMA’s Louisiana Recovery Office (LRO) and as a Federal Coordinating Officer (FCO) for FEMA Region 8.

“It is very difficult to leave a job that is so meaningful and rewarding,” said Russell. “I am honored to have served with our federal, state, local, tribal, non-governmental and private sector emergency partners and look forward to working with them further, but now, on a national level.”

Russell’s accomplishments while serving as FEMA Region 6 Administrator include the streamlining and reinvigoration of recovery efforts from hurricanes Katrina, Rita, Gustav and Ike in Louisiana and Texas.

He also oversaw many federal disaster and emergency declarations for events such as flooding, tornados and severe winter storms in all five of the region’s states.

FEMA Region 6 Deputy Administrator Tony Robinson will assume the duties of Acting Regional Administrator upon Russell’s departure.

CHICAGO, Ill. — Sunday marked the start of the first National Severe Weather Preparedness Week. The National Oceanic and Atmospheric Administration (NOAA) and the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) are joining together to help save lives from severe weather by delivering the following important message to the public: know your risk, take action, and be a Force of Nature by taking proactive emergency preparedness measures and inspiring others to do the same.

“Severe weather can strike with little or no warning and you may only have seconds to make life and death decisions,” said Andrew Velasquez III, FEMA regional administrator. “Preparing now can ensure you’re ready when severe weather strikes. Start by knowing your risk, take action by making your emergency plans and once you are prepared, encourage friends and neighbors to be prepared too.”

Just one year ago this week, the largest tornado outbreak in U.S. history stuck the central and southern United States with more than 300 tornadoes that claimed hundreds of lives. The historic outbreak was only one of many weather-related tragedies, and 2011 now holds the record for the greatest number of multi-billion dollar weather-related disasters in the nation’s history.

Already this year, the Midwest and other portions of the country have experienced several waves of early and destructive severe storm and tornado outbreaks. The impacts of these events are a reminder that everyone should be prepared for the hazards faced in their communities. We are headed into May, the peak month for tornadoes in the U.S, which means now is the time to make preparedness a personal and national priority.

To “be a force of nature,” NOAA and FEMA encourage citizens to prepare for extreme weather by following these guidelines:

  • Know your risk: The first step to becoming weather-ready is to understand the type of hazardous weather that can affect where you live and work, and how the weather could impact you and your family. Check the weather forecast regularly and sign up for alerts from your local emergency management officials. Severe weather comes in many forms, and your shelter plan should include all types of local hazards.
  • Take action: Pledge to develop an emergency plan based on your local weather hazards and practice how and where to take shelter before a severe weather event. Create or refresh an emergency kit for needed food, supplies and medication. Post your plan in your home where family and visitors can see it. Learn community evacuation routes. PHILADELPHIA, PA – As the nation marks the first anniversary of one of the largest tornado outbreaks in U.S. history, the National Oceanic and Atmospheric Administration and the Federal Emergency Management Agency are teaming up this week to prepare the public and help save lives from severe weather.

The two agencies encourage the public nationwide and in FEMA Region III, to “know your risk, take action, and be a force of nature” by taking proactive preparedness measures and inspiring others to do the same. While the type and severity of threats vary across the 10 FEMA Regions, the need to be prepared is universal.

Last April, tornadoes raked the central and southern United States, spawning more than 300 tornadoes and claiming hundreds of lives. That devastating, historic outbreak was only one of many weather-related tragedies in 2011, which now holds the record for the greatest number of multi-billion dollar weather disasters in the nation’s history.

In late August, 2011 strong hurricane activity in FEMA Region III produced devastating storms such as Hurricane Irene and Tropical Storm Lee. These two storms rocked communities due to widespread inland flooding, left their lingering and residual effects resulting one of the Region’s largest long term recovery missions.

Additionally, and almost simultaneously, FEMA Region III felt the impact of a multi-state earthquake that is still producing aftershock events still being felt in some areas. The earthquake reminded everyone that severe weather is unpredictable and that we must plan for every type of weather event.

“Severe weather can happen at any time and often with little or no notice.” said FEMA Regional Administrator MaryAnn Tierney. “We can’t control where and when severe weather will hit but we can control how prepared we are as individuals and communities. By taking the time during Severe Weather Awareness Week to know your community’s risk, and plan accordingly, you are taking the first steps toward empowering yourself to become your own emergency manager,” added Tierney.

ALBANY, N.Y. — Last year, more than 1,000 deaths and more than 8,000 injuries were caused by tornadoes, floods, wildfires and other types of severe weather.

The Federal Emergency Management Agency (FEMA) is proud to be promoting National Severe Weather Preparedness Week from Sunday, April 22 to Saturday, April 28.

Sponsored by FEMA and the National Oceanic Atmospheric Administration (NOAA), National Severe Weather Preparedness Week is a nationwide effort designed to increase awareness of the severe weather that affects everyone as well as to encourage individuals, families, businesses and communities to know their risk, take action, and be an example.

CHARLESTON, W. Va. — The Federal Emergency Management Agency is reminding those affected by the recent storms and floods they have only a short time left to register for possible assistance.

For residents in Lincoln, Marion and Wayne counties the deadline is May 15. For those in Logan County the deadline is May 21. Assistance is available for homeowners, renters and businesses of any size.

“You absolutely must register with FEMA as the first step in getting help,” FEMA’s Charleston-based Federal Coordinating Officer Deanne Criswell said. “Even if you have been talking to, or signed up with, state or county or local folks, that doesn’t get you registered with FEMA.”

People seeking help need only phone FEMA’s toll-free Help Line at 800-621-3362 to speak to a representative and supply some basic information. Operators are standing by from 7 a.m. to 10 p.m. local time seven days a week, Criswell said. “The process is fast and simple. Even if you are unsure if you qualify, call FEMA and let us determine your eligibility. ”

Registrations can also be made online at www.DisasterAssistance.gov. From a cell phone or other PDA, the address is m.fema.gov. Those with hearing or speech disabilities can use the TTY number, 800-462-7585. For those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.

Applicants should be ready to supply FEMA with current contact information (mailing address, phone number, e-mail address or that of a friend or relative who is in touch with the applicant), a Social Security number of any household member, the address of the damaged property, a brief description of the problems and, if appropriate, any information about insurance coverage one might or might not have. The FEMA representative may ask for some other data, like the number of people residing in the property and the family’s gross annual income. All this information is critical to the process and will be kept in strict confidence by FEMA, Criswell said.

After registering with FEMA, applicants will be given a case number so they can follow the progress of their applications and to use when speaking to other FEMA personnel. To check on the status of one’s application, call the FEMA Help Line or visit a Disaster Recovery Center. This information will be available 24 hours after initially registering with FEMA.

Disaster Recovery Centers are now operating from 10 a.m. to 7 p.m. Monday through Friday and from 10 a.m. through 5 p.m. on Saturdays at these locations:

The centers are staffed with disaster-recovery experts from the state and FEMA to provide information and guidance for applicants to navigate through the recovery process.

Also on hand at the Disaster Recovery Centers are representatives from the Small Business Administration, SBA spokesman Jose Vejarano said. These personnel can explain the low-interest loan packages available to individuals, private nonprofits and businesses of any size. The loans are for the repair or replacement of real estate and/or personal property damaged by the storms and related flooding, he said. People who register with FEMA may be sent a disaster loan application from the SBA. No one is obligated to take out a loan, according to the SBA, but filling out the application is essential for potentially qualifying for further assistance.

CHARLESTON, W. Va. – Residents who are unemployed as a direct result of the recent tornadoes and flooding may be eligible for weekly benefit payments under the Disaster Unemployment Assistance (DUA) program, state and federal officials said today.

But the deadlines for applying for the benefits are coming up. For the presidentially declared disaster of March 16, the deadline is April 23. For the disaster declared on March 22, the deadline is April 25.

“The DUA program extends coverage to self-employed people, farm workers and others who have lost employment as a direct result of the disaster,” Jimmy Gianato, West Virginia state coordinating officer, said. “It is specifically designed to assist those who are otherwise ineligible for state unemployment benefits.”

The availability of this program was initiated by President Obama’s disaster declarations for parts of West Virginia and extends to those living or working in any of the four counties eligible for individual assistance. They are Marion, Logan, Lincoln and Wayne counties.

“This program is designed to help those whose employment was interrupted by the disaster” Gianato said. “It will help them make ends meet until they can get back to work.”

You may be eligible to apply for DUA if:

  • You were injured in the disaster and are unable to work, whether you are an employee or self-employed
  • Your workplace was damaged or destroyed
  • Your transportation to work is not available
  • You cannot get to your job because you must travel through the affected area
  • You were about to begin working, but could not because of the disaster
  • You derived most of your income from areas affected by the storms and flooding and your business is down as a direct result of the disaster

The Disaster Unemployment Assistance program is funded by the Federal Emergency Management Agency, but it is administered through the West Virginia Department of Labor.

To apply for DUA, go to your nearest Workforce West Virginia One Stop Office. Have your Social Security number, earnings from your most recent tax year and employment history available. Office locations are available at www.wvcommerce.org and www.workforcewv.org. By phone, find your local Workforce office by dialing 211.
