More than 1,000 FEMA community relations personnel are blanketing damaged neighborhoods, going door-to-door delivering information vital to recovery and encouraging residents with damaged property to register for assistance. They can help refer survivors to the proper resources for any unmet disaster needs, but they do not assess or document damage. FEMA inspectors will contact survivors directly after they have registered.

Individuals do not have to go to a DRC to register with FEMA. Here are some alternatives:

Additional Disaster Recovery Center Opens

HARRISBURG, Pa. – Joint preliminary damage assessments are underway in the Commonwealth of Pennsylvania, where teams are reviewing Hurricane Sandy damage in several counties.

A preliminary damage assessment is an information-gathering process and does not guarantee federal assistance. Federal, Commonwealth and local officials are working together to assess the damage. The Commonwealth will use the information to determine whether to make an official request for federal assistance.

Pennsylvania Governor Corbett requested joint preliminary damage assessments of Hurricane Sandy-affected counties. FEMA and the U.S. Small Business Administration (SBA) have been teamed up with Commonwealth and local officials to review damage to infrastructure, homes and businesses in Berks, Bucks, Franklin, Lehigh, Monroe, Montgomery, Northampton and Philadelphia counties. The teams will not visit every home or business.  

Earlier this week, the Civil Air Patrol provided officials with a bird’s eye view of damages in Franklin County, flying over Hurricane Sandy-impacted homes and businesses there.

Additionally, FEMA coordinated the issue of 239,703 liters of water; 103,668 shelf-stable meals; 10 infant-toddler kits; and 15 generators in Pennsylvania.

At the request of the Commonwealth, FEMA has been coordinating the installation of generators since before Hurricane Sandy swept through the area. FEMA tasked a specialized U.S. Army Corps of Engineers Emergency Power Planning and Response Team to install generators in locations such as medical facilities, emergency operation centers and emergency shelters.

Community Relations Specialists have been assisting emergency managers in counties impacted by Sandy. Earlier this week, specialists assisted in Kintnersville at the Bucks County American Red Cross Shelter in Palisades High School. The FEMA teams helped distribute water, shelf-stable meals and other necessary supplies at the shelter, where hundreds of Hurricane Sandy-impacted residents have sought assistance.

FEMA will remain in the Commonwealth for as long as necessary, supporting residents impacted by Hurricane Sandy.

Hurricane Sandy Response Underway in Pennsylvania with FEMA, other Federal Agencies, Commonwealth and Local Officials

WASHINGTON, D.C. — As part of ongoing efforts to ensure families and individuals impacted by Hurricane Sandy get the support they need, the Federal Emergency Management Agency (FEMA) announced today that the agency is increasing the amount of rental assistance that it may provide eligible disaster survivors in New York and New Jersey.  The rental amount, based on existing HUD Fair Market Rates (FMR) for fiscal 2013, is being increased by an additional 25 percent. 

HUD FMR rates are rental cost estimates that include the cost of the shelter and all other tenant-paid utilities except telephone, cable, and internet services. HUD designs annual FMR levels to be high enough to allow for a wide selection of available units, yet low enough so that as many units as possible may be rented and provided to low-income families.

Immediately after the recent disasters in the Northeast, FEMA evaluated the number of available rental resources within Metropolitan New York and Northern New Jersey that might be available to house disaster survivors. It was quickly apparent that the cost of available rental units could become a limiting factor, so FEMA authorized funds to increase the existing rental assistance in New York and New Jersey to exceed current FY2013 levels by 125 percent. The increase will be implemented when the survivor is recertified for a continued need for temporary housing assistance.  Disaster survivors are free to rent properties above the 125 percent FMR, but will only receive assistance up to the 125 percent FMR.

The approved FMR increase is expected to make an additional 1,800 rental resources available for temporary housing of disaster-impacted families in New York, and an additional 1,200 rental resources available for similar families in New Jersey.

The increase in the FMR for New York and New Jersey is one of many ways FEMA is committed to supporting survivors in the Northeast and Mid-Atlantic states as they begin their disaster recovery efforts.

FEMA encourages all the affected states to take the lead in identifying their local needs and resources by convening state-led Housing Task Forces. These individualized task forces help ensure the states continue to have the authority to select from available temporary housing solutions they deem sufficient to meet the needs of their residents following a disaster. The state Housing Task Forces in New York and New Jersey have already begun meeting with FEMA representatives and recovery housing plans are underway.

Families and individuals in the declared counties who are registered for federal disaster assistance and seeking rental resources can search through hundreds of listings on the FEMA Housing Portal at asd.fema.gov/inter/hportal/home.htm. The site is updated regularly but families are advised that properties listed in the Housing Portal are only potential housing options, and they should contact the property owner to check if the listed unit is still available.

The FEMA Housing Portal consolidates rental resources identified and provided by a variety of federal agencies, such as the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Agriculture (USDA), and the U.S. Veterans Administration (VA), but also lists rental properties provided by private organizations and property owners willing to help their neighbors during these difficult times.

FEMA Announces Temporary Housing Rental Assistance Increase in New York and New Jersey

More than $120 million in Individual Assistance Approved for Disaster Survivors

WASHINGTON – At the direction of President Obama, the Federal Emergency Management Agency (FEMA) continues to lead the federal government’s effort to provide assistance and support to states affected by the aftermath of Hurricane Sandy, ensuring the federal family and its public and private partners continue to provide all available resources to support state, local, territorial and tribal communities in affected areas.  This morning, the President convened a briefing at that National Response Coordination Center at FEMA headquarters to receive the latest update on federal efforts to support state and local response and recovery activities. At FEMA, the President was joined by cabinet members and other senior officials from his team. During the briefing the President heard directly from Connecticut Governor Dannel Malloy, New Jersey Governor Chris Christie, and New York Governor Andrew Cuomo, as well as borough presidents and mayors from across the affected area, who joined by phone.

Today, Department of Homeland Security Secretary Janet Napolitano traveled to West Virginia and Long Island, New York to meet with state and local officials and discuss ongoing response and recovery efforts to Hurricane Sandy.  Assistant to the President for Homeland Security and Counterterrorism John Brennan joined officials from FEMA, the Department of Transportation and the Army Corps of Engineers in Hoboken, Newark, and Jersey City, N.J., as well as Staten Island, N.Y. Secretary of Housing and Urban Development Shaun Donovan visited public housing developments in the Rockaways and toured Breezy Point, N.Y. Secretary Health and Human Services Kathleen Sebelius visited hospital workers, residents impacted by the storm, and local officials in the Manhattan and Brooklyn boroughs of New York City. Small Business Administrator Karen Mills joined Governor Dannel Malloy and other state and local officials, and small business owners in Norwalk and Bridgeport, Conn.

As of 3:00 p.m. today, more than 139,000 individuals in Connecticut, New York and New Jersey have registered for assistance, and more than $120 million has been approved in FEMA Assistance.  Disaster Recovery Centers continue to open in the hardest hit areas. Seven Disaster Recovery Centers are open in New York, two in New Jersey and three in Connecticut, and more continue to open. Additional disaster recovery centers are being planned. Specialists from the state, FEMA and the U.S. Small Business Administration (SBA) will be on hand to answer questions and provide information on the types of assistance available to survivors. Individuals and business owners who sustained losses in the designated counties in Connecticut, New York and New Jersey can apply for assistance by calling 1-800-621-FEMA (3362).  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.  The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.  Those in affected areas with access to the internet may register by web enabled mobile device at m.fema.gov, or online at www.disasterassistance.gov.  FEMA is asking that those with ability to register online do so to keep phone lines open for those without connectivity and to share this information with friends and neighbors. 

For those who are unable to return home, states, tribes, localities and the Red Cross continue to operate emergency shelters along the East Coast.  As of last night, more than 280 shelters across 9 states supporting more than 17,700 residents.  To find a shelter, people can download the Red Cross Hurricane app, visit the Red Cross web site, call 1-800-RED CROSS (1-800-733-2767), or check local media outlets. FEMA also has activated, at the request of the states, its Transitional Sheltering Assistance (TSA) program for New York and New Jersey. This program allows eligible survivors who are in shelters and cannot return to their homes due to damages caused by Hurricane Sandy to stay in participating hotels or motels until more suitable housing accommodations are available.  

“Individuals are registering for disaster assistance all the time, which means we’re getting more help directly to the survivors of this storm,” said FEMA Administrator Craig Fugate. “Impacted residents and business owners in Connecticut, New York and New Jersey can apply for federal assistance by phone at 1-800-621-FEMA (3362), via mobile devices at m.fema.gov or online at www.DisasterAssistance.gov.”

Residents are experiencing long lines at gas stations in the impacted areas and it will take some time for the region’s fuel supply chain to get back to full capacity.  We are taking immediate steps that will provide relief in the short term at the President’s direction, and working with the National Guard and the Governors of New York and New Jersey. The Defense Logistics Agency is providing much needed fuel to the region, which will be moved directly into the most impacted areas in close coordination with state and local partners.

The national task force, established at the direction of the President continues to work to restore power to people as quickly possible and address fuel shortages. Members include Department of Defense (DoD), Department of Transportation (DOT), Department of Energy, U.S. Army Corps of Engineers and representatives from the private sector and local law enforcement. 

The Department of Energy is working with industry partners to ensure that the infrastructure to deliver petroleum is up and running to meet fuel demands.  Normal operations have already resumed at two major refineries in Delaware and New Jersey, and pipeline companies have restored services to six pipelines servicing New Jersey, Pennsylvania, and north to Maine. Yesterday, the President declared that Hurricane Sandy has created a severe energy supply interruption and directed the Energy Department to loan DoD ultra-low sulfur diesel.

Yesterday, the Defense Logistics Agency (DLA) was directed to purchase up to 12 million gallons of unleaded fuel and up to 10 million gallons of diesel fuel for distribution in areas impacted by the storm to supplement ongoing emergency work and private sector efforts.  Fuel has begun to be distributed throughout New York, New Jersey and other communities impacted by the storm. The federal government also has provided hundreds of generators to help critical infrastructure sites and fuel stations operate until full power is restored. 

Today, Secretary Napolitano announced the expansion of the temporary, blanket waiver of the Jones Act, issued yesterday, to also facilitate the transportation of feedstocks, blending components, and additives used to produce fuels. As a result of impacts caused by Hurricane Sandy, yesterday Secretary Napolitano issued a temporary, blanket waiver of the Jones Act to immediately allow additional oil tankers coming from the Gulf of Mexico to enter Northeastern ports, to provide additional fuel resources to the region. This will provide more fuel to the region.  The U.S. Coast Guard’s continuing efforts are focused on removing all restrictions on vessel movement in the Port of New York and New Jersey, as well as its associated waterways, approaches, and anchorages, and to facilitate the delivery of fuel and other critical commodities.  In addition, the Environmental Protection Agency has exercised its authority under the Clean Air Act, earlier this week, to temporarily waive certain federal gasoline requirements for gas sold and distributed in more than a dozen states.  This waiver will help ensure an adequate supply of fuels in the impacted states.

To assist with the metropolitan flood fight, the U.S. Army Corps of Engineers (USACE) continues to aggressively support a de-watering mission of critical infrastructure at the direction of FEMA. De-watering pumps have been deployed and additional large capacity pumps are en route. Teams are in place at critical areas around the New York City vicinity, as identified by local officials and pumping water operations are underway.  Additional USACE teams are at ports and the waterways in both New Jersey and New York clearing debris, and technical assistance personnel have been deployed to support emergency temporary power operations. 

At all times, FEMA maintains commodities, including millions of liters of water, millions of meals and hundreds of thousands of blankets strategically located at distribution centers throughout the United States and its territories, if needed and requested.  In advance of the storm, FEMA and the Department of Defense established Incident Support Bases (ISBs) in Westover, Mass. and Lakehurst, New Jersey to pre-position supplies including water, meals, blankets and other resources closer to impacted areas.  An additional ISB has been established at Lakehurst Naval Air Station to focus on temporary emergency power, to serve as a staging area for generators from FEMA, the Department of Defense, General Services Administration (GSA) and other agencies throughout the country.  Seven federal staging areas are also operating in affected areas.  As of 4 p.m., more than 2.9 million liters of water and more than 2.3 million meals have been transferred to states to supplement their existing inventory.

In support of New York and New Jersey, FEMA has transferred resources such as food, water, and fuel to the state to distribute to individuals at Points of Distribution (POD) sites. Points of Distribution are centralized points where supplies are delivered and the public travels to the site to pick up commodities following a disaster or emergency. The state, in coordination with local governments, identifies the location of the PODs which are currently operating in hard-hit disaster areas. Individuals should contact their local emergency management for more information.

More than 4,400 FEMA personnel are working to support response operations, including search and rescue, situational awareness, communications and logistical support in states affected by the storm.  Community relations teams are on the ground in the hardest hit areas of the Mid-Atlantic going door-to-door to inform disaster survivors about available services and resources and to gather situational awareness.  FEMA continues to coordinate with the federal family to deploy and mobilize hundreds of staff from various federal agencies to support community relations and operational activities. More than 1,400 housing inspectors are on the ground, meeting with disaster survivors to identify damages to homes, to further expedite assistance to individuals.   

Today, the President expanded the Rhode Island declaration to include assistance for state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities in the counties of Bristol, Newport, and Washington. Earlier in the week, the President signed federal emergency declarations for Connecticut, Delaware, District of Columbia, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Virginia and West Virginia.  This allows FEMA to provide resources directly to state, tribal and local government engaged in life-saving and sustaining activities.

Federal and state personnel are on the ground to conduct joint preliminary damage assessments in several states.  These assessments are designed to give the governor of each state a better picture of damages, and to determine if a request for further federal support is needed. Other assessments may be scheduled as needed and requested.

In addition, the following federal activities are also being coordinated:

The U.S. Small Business Administration (SBA) has more than 120 employees on the ground in New York, New Jersey and Connecticut.  As of November 2, the SBA has issued more than 100,000 disaster loan applications to residents and businesses in the three declared states. Disaster loans up to $200,000 are available to homeowners to repair or replace disaster damaged or destroyed real estate.  Homeowners and renters are eligible up to $40,000 to repair or replace disaster damaged or destroyed personal property.  Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at https://disasterloan.sba.gov/ela.

The Corporation for National and Community Service (CNCS) has 924 national service members that have been deployed to seven states, with more than 850 more on standby for assignments.  These duties include assisting with shelter operations, call centers, debris removal, and mass care in Connecticut, Maryland, New Jersey, New York, Pennsylvania, Rhode Island, and West Virginia.  Members include AmeriCorps, Senior Corps, and 41 of 42 FEMA Corps teams.

The U.S. Coast Guard’s continuing efforts are focused on removing all restrictions on vessel movement in the Port of New York and New Jersey, as well as its associated waterways, approaches, and anchorages, and to facilitate the delivery of fuel and other critical commodities. 

The Defense Logistics Agency (DLA) has purchased millions of gallons of unleaded and diesel fuel that is being distributed in areas throughout New York, New Jersey and other communities impacted by the storm to supplement ongoing private sector efforts. 

The U.S. Department of Labor announced that national emergency grant funds will be awarded to both New Jersey and New York to assist with cleanup and recovery efforts. More than $15.5 million will be available to the New Jersey Department of Labor and Workforce Development to assist with the restoration of public lands and infrastructure while also providing temporary work to those in need of employment.  More than $27.7 million will be available to the New York Department of Labor to assist with the restoration of public lands and infrastructure.  

The Environmental Protection Agency (EPA) has approved temporary fuel waivers to assist states impacted by Hurricane Sandy. EPA has exercised its authority under the Clean Air Act to temporarily waive certain federal clean gasoline requirements for gasoline sold and distributed in Tennessee, North Carolina, South Carolina, Mississippi, Georgia, Alabama, District of Columbia, New York, Maryland, Connecticut, Delaware, Massachusetts, New Jersey, Pennsylvania, Virginia, New Hampshire, and Rhode Island. The waiver was granted by EPA in coordination with the Department of Energy (DOE).  On November 1, the US Environmental Protection Agency (EPA), in consultation with the U.S. Department of Energy, expanded the emergency waiver of the Ultra-Low Sulfur Diesel (ULSD) fuel specifications to allow the use of high-sulfur heating oil in diesel-powered highway and non-road equipment in addition to non-road vehicles in New Jersey. The waiver will be in effect through November 20.

The U.S. Department of Transportation (DOT) is making $17 million in quick-release emergency relief funds immediately available to New York, North Carolina and Rhode Island to help begin repairing the damage to roads, bridges, and tunnels. Assessments continue throughout the Northeast to determine the full extent of the damage.

The Department of Energy (DOE) continues to work closely with FEMA, and in support of state, tribal, and local officials as the electric industry engages in power restoration efforts.  Daily Situation Reports that detail the storm’s impacts and the restoration activities being taken by the energy sector are available at www.doe.gov.    

The Internal Revenue Service recently announced it is granting taxpayers and tax preparers affected by Hurricane Sandy until Nov. 7 to file returns and accompanying payments normally due on October 31.

The Department of Defense (DoD) continues to coordinate with FEMA, U.S. Northern Command and the National Guard Bureau on providing lifesaving and life sustaining assets to FEMA and governors, as requested, and is available for disaster response to support recovery efforts.  

U.S. Northern Command Regional Defense Coordinating Officers (DCO), and portions of the Defense Coordinating Element (DCE) remain on the ground to validate, plan and coordinate Department of Defense (DoD) support of FEMA’s response operations and to facilitate DOD support of life-saving and response operations. Today, in support of power restoration efforts, Air Mobility Command heavy airlift aircraft supported movement of 61 power restoration vehicles, associated equipment, non-medical personnel and cargo from Travis and March Air Force Bases, Cal., to Stewart International Airport in Newburgh, New York.

The U.S. Department of Housing and Urban Development (HUD) is coordinating with FEMA and affected states to identify housing providers who may have available housing units, including public housing agencies and multi-family owners.  HUD is also speeding federal disaster assistance to Connecticut, New York and New Jersey to provide support to homeowners and low-income renters forced from their homes in the most heavily impacted areas.  The President’s major disaster declarations for Connecticut, New York and New Jersey allow HUD to offer foreclosure relief and other assistance to some families in the designated counties.  This week, HUD also announced it will speed federal disaster assistance to the State of New Jersey, State of New York and State of Connecticut and provide support to homeowners and low-income renters forced from their homes due to Hurricane Sandy.

The Federal Family and Partners Continue to Support States Affected by Storm

As many people across the Northeast and Mid-Atlantic continue to recover from Hurricane Sandy, members of the entire emergency management team, including the federal, state, tribal, and local governments, the faith based and non-profit communities, and the public, are working tirelessly to support those across the impacted area.  As of this morning, more than 122,000 people have registered for disaster assistance and more than $107 million in assistance has already been approved.  Here’s a breakdown of disaster assistance by state:

  • New York:  over 69,000 registered; more than $75 million in assistance approved
  • New Jersey:  over 49,000 registered; more than $31 million in assistance approved
  • Connecticut:  over 2,400 registered; more than $368,000 in assistance approved

These numbers continue to increase as residential power is being restored and those affected are able to register for assistance with FEMA online, as well as through the 800 number.  If you’ve live in an eligible county and have been affected by Hurricane Sandy, we encourage you to apply for assistance by calling 1-800-621-FEMA (3362) TTY 1-800-462-7585 or if you have access to the internet, applying online at www.disasterassistance.gov.

Additionally, as many people have been without power for several days, fuel continues to be a top priority for FEMA. Under direction of President Obama, the Defense Logistics Agency (DLA) purchased up to 12 million gallons of unleaded fuel and up to 10 million gallons of diesel fuel for distribution in areas impacted by the storm to supplement ongoing private sector efforts.  Tanker trucks have distributed fuel throughout New York, New Jersey and other communities impacted by the storm. There are currently 10 fuel sites throughout New York and New Jersey where residents can refuel their cars and get gas for generators and other necessities.  We are committed to continuing our support in Hurricane Sandy response and recovery efforts.

WASHINGTON, D.C. — At the direction of President Obama, the Federal Emergency Management Agency (FEMA) continues to lead the federal government’s effort to provide assistance and support to states affected by the aftermath of Hurricane Sandy—ensuring the federal family and its public and private partners continue to provide all available resources to support state, local, territorial and tribal communities in affected areas.  President Obama received updates throughout the day from his team on current response and recovery efforts, and spoke directly with state and local officials from across the affected areas.

Today, Secretary of Homeland Security Janet Napolitano traveled to Connecticut and New York to meet with state and local officials and view ongoing response and recovery efforts of the storm. Yesterday, President Obama, Governor Chris Christie and FEMA Administrator Fugate toured the storm damaged New Jersey coast and met with disaster survivors and first-responders, and were briefed by state and local officials on response efforts. 

In support of an aggressive power restoration effort, the President has approved a 100 percent cost share for ten days, starting October 31, for emergency work performed by state, tribal and local governments to restore emergency power and transportation assistance required to perform this emergency work, including direct federal assistance for New Jersey, New York, and Connecticut counties designated for Public Assistance. Other forms of Category B (emergency work) public assistance remain at a 75 percent cost share.

“FEMA’s priority is to accelerate disaster assistance to the storm survivors,” said FEMA Administrator Craig Fugate. “Impacted residents and business owners in Connecticut, New York and New Jersey can apply for federal assistance by phone 1-800-621-FEMA (3362), via mobile devices m.fema.gov or online www.DisasterAssistance.gov.”

Federal urban search and rescue teams continue to support state and local efforts for combined searches of more than 3,300 structures in Queens and 870 structures in Staten Island, and rapid reconnaissance of 9,500 structures in Nassau County, New York.  As of last night, states, tribes, localities and the Red Cross and other organizations continue to support more than 258 shelters across 16 states supporting over 13,000 residents.  To find a shelter, people can download the Red Cross Hurricane app, visit the Red Cross web site, call 1-800-RED CROSS (1-800-733-2767), or check local media outlets.

At all times, FEMA maintains commodities, including millions of liters of water, millions of meals and hundreds of thousands of blankets strategically located at distribution centers throughout the United States and its territories, including Atlanta, Ga. and Frederick, Md., if needed and requested.  FEMA and the Department of Defense established Incident Support Bases in Westover, Mass. and Lakehurst, New Jersey to pre-position supplies including water, meals, blankets and other resources closer to potentially impacted areas, should they be needed and requested by states.  As of this afternoon, more than 596,000 liters of water and more than 199,000 meals in staging at Incident Support Bases in Westover, MA and Lakehurst, NJ, have been transferred to states to supplement their existing inventory.  The Incident Support Bases continue to be restocked in anticipation of additional requests for assistance from affected states.  In addition to the ISBs, five Federal Staging Areas are operating in New York.

At the direction of the President, a national power restoration working group has been established to cut through the red tape, increase federal, state, tribal, local and private sector coordination and restore power to people as quickly as possible and includes DoD, DOT, DOE, USACE and representatives from local law enforcement.  Today, more than 60 power restoration vehicles and crews from private utility companies were airlifted from California to the New York. 

The U.S. Army Corps of Engineers deployed the 249th Engineer Battalion Technical Assistance personnel and other technical experts to support emergency temporary power.  The USACE also deployed technical assistance, senior leadership oversight, and are working to identify and deploy additional pumps as priorities are established in coordination with the states. 

Earlier this week the President Obama declared major disasters for Connecticut, New York and New Jersey, making disaster assistance available to those in the heaviest hit areas affected by the storm.  Individuals and business owners who sustained losses in the designated counties in Connecticut, New York and New Jersey can begin applying for assistance by calling 1-800-621-FEMA (3362).  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.  The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.  Those in affected areas with access to the internet may register by web enabled mobile device at m.fema.gov, or online at www.disasterassistance.gov.  FEMA is asking that those with ability to register online do so to keep phone lines open for those without connectivity.  To date, more than 58,000 individuals in Connecticut, New York and New Jersey have registered for assistance, and more than $5.9 million has been approved. 

More than 2,300 FEMA personnel are working to support response operations, including search and rescue, situational awareness, communications and logistical support in states affected by the storm.  Community relations teams are on the ground in the hardest hit areas of the Mid-Atlantic going door-to-door to inform disaster survivors about available services and resources and to gather situational awareness.  Hundreds of housing inspectors are on the ground, meeting with disaster survivors to identify damages to homes, to further expedite assistance to individuals.

The President also signed federal emergency declarations for Connecticut, Delaware, District of Columbia, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Virginia and West Virginia.  This allows FEMA to provide resources directly to state, tribal and local government engaged in life-saving and sustaining activities.

Joint federal and state preliminary damage assessments began today in several states.  At the request of the respective states, assessments have begun in New Hampshire, North Carolina, Rhode Island and Virginia, and assessments will continue as areas become accessible.  These assessments are designed to give the governor of each state a better picture of damages, and to determine if a request for further federal support is needed.

In addition, the following federal activities are also being coordinated:

  • General Services Administration (GSA) continues to assess more than 1,500 leased and owned federal facilities that were situated in Hurricane Sandy’s path to ensure public safety. GSA has made its purchasing schedule available to local and state governments as well as the American Red Cross so that they can more easily and quickly buy needed emergency supplies equipment. In addition, the agency deployed 682 trucks transporting 48 shipments of essential equipment and supplies to FEMA staging areas. 
  • The Department of Defense (DoD) continues to coordinate with FEMA, U.S. Northern Command and the National Guard Bureau on providing lifesaving and life sustaining assets to FEMA and governors, as requested, and is available for disaster response to support recovery efforts.  
  • U.S. Northern Command Regional Defense Coordinating Officers (DCO), and portions of the Defense Coordinating Element (DCE) remain on the ground to validate, plan and coordinate Department of Defense (DoD) support of FEMA’s response operations and to facilitate DOD support of life-saving and response operations. Today, in support of power restoration efforts Air Mobility Command heavy airlift aircraft support to move 61 power restoration vehicles, associated equipment, non-medical personnel and cargo from Travis and March Air Force Bases, Cal., to Stewart International Airport in Newburgh, New York.
  • The National Guard currently has more than 11,800 National Guard forces on duty supporting the governors of New York, Massachusetts, Virginia, New Jersey, Delaware, Connecticut, Pennsylvania, North Carolina, Rhode Island, New Hampshire and Maryland.  These forces are providing assistance to local first responders and FEMA with critical tasks such and assistance at evacuation  shelters, route clearance, search and rescue and delivery of essential equipment and supplies.
  • The U.S. Coast Guard announced that the Port of New York is open to all tug and barge traffic carrying petroleum products; New York waterway ferries and taxi service are fully operational on the Hudson and East Rivers; Gravesend Bay anchorage south of the Verrazano Bridge as well as the anchorage north of the bridge is open and anchorage north of the bride is scheduled to be open later today; the Hudson River is open to all vessel traffic north of George Washington Bridge; the Kill Van Kull is open to light tugs.
  • The U.S. Army Corps of Engineers (USACE) has more than 400 people engaged to support the response mission.  The USACE priority is to support New York City unwatering mission. Also, the USACE is aggressively supporting Emergency Temporary Power mission in New York and New Jersey and has deployed the 249th engineer battalion and other temporary emergency power assets to provide support to areas impacted by the storm.
  • U.S. Customs and Border Protection (CBP) has moved more than 100 officers from the Southeast and Midwest into the New York and New Jersey areas to assist with recovery efforts. These officers are working to ensure air and sea ports in the affected area are fully staffed and ready to receive passengers and cargo as they return to operation. CBP has worked to expedite the arrival of power recovery crews arriving from Canada by establishing a dedicated traffic lane at the land border crossing in Vermont used by the crews.
  • The U.S. Department of Transportation (DOT) is making $17 million in quick-release emergency relief funds immediately available to New York, North Carolina and Rhode Island to help begin repairing the damage to roads, bridges, and tunnels. Assessments continue throughout the Northeast to determine the full extent of the damage.
  • The U.S. Department of Health and Human Services (HHS) has deployed more than 650 HHS personnel, including ten Disaster Medical Assistance Teams (DMATs) from eight states and a team of U.S. Public Health Service officers who are providing care at medical shelters in the New York City area. HHS is setting up five Federal Medical Stations. One DMAT is deployed to provide care to two New Jersey shelters. Approximately 350 ambulances have been deployed with five liaison officers and two pharmacists through the National Ambulance Contract.
  • The Department of Energy (DOE) continues to work closely with FEMA, and in support of state, tribal, and local officials as the electric industry engages in power restoration efforts.  Daily Situation Reports that detail the storm’s impacts and the restoration activities being taken by the energy sector are available at www.doe.gov.    
  • National Voluntary Organizations Active in Disaster (National VOAD) remains in close communication with the East Coast state VOAD’s to coordinate on a regional, multi-state level. Currently 15 states have activated their VOAD networks for readiness actions; the National VOAD is sharing their activities and needs with all VOAD members and partners.
  • The Internal Revenue Service recently announced it is granting taxpayers and tax preparers affected by Hurricane Sandy until Nov. 7 to file returns and accompanying payments normally due on October 31.
  • The Environmental Protection Agency (EPA) has approved temporary fuel waivers to assist states impacted by Hurricane Sandy. EPA has exercised its authority under the Clean Air Act to temporarily waive certain federal clean gasoline requirements for gasoline sold and distributed in Tennessee, North Carolina, South Carolina, Mississippi, Georgia, Alabama, District of Columbia, New York, Maryland, Connecticut, Delaware, Massachusetts, New Jersey, Pennsylvania, Virginia, New Hampshire, and Rhode Island. The waiver was granted by EPA in coordination with the Department of Energy (DOE).
  • FEMA’s National Business Emergency Operations Center remains activated. More than 330 representatives from retail, transportation, food and groceries, building management, and other industries receive daily briefings on key federal response efforts. These briefings assist in federal and private sector planning efforts, provide a forum to discuss response efforts and challenges for maintaining business operations and provide an opportunity to collaborate on innovative solutions.
  • The Small Business Administration (SBA) announced the disaster declaration covers the counties of Bronx, Kings, Nassau, New York, Queens, Richmond and Suffolk in New York, which are eligible for both Physical and Economic Injury Disaster Loans from the SBA.  Small businesses and most private non-profit organizations in the following adjacent counties are eligible to apply only for SBA Economic Injury Disaster Loans: Westchester in New York and Bergen and Hudson in New Jersey. Also, the disaster declaration covers the counties of Atlantic, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean and Union in New Jersey, which are eligible for both Physical and Economic Injury Disaster Loans from the SBA.  Small businesses and most private non-profit organizations in the following adjacent counties are eligible to apply only for SBA Economic Injury Disaster Loans: Bergen, Burlington, Camden, Cumberland, Gloucester, Mercer, Morris, Passaic, Somerset in New Jersey; and New York County in New York. In Connecticut, the disaster declaration covers the counties of Fairfield, Middlesex, New Haven, New London and the Mashantucket Pequot Tribal Nation and Mohegan Tribal Nation located within New London in Connecticut, which are eligible for both Physical and Economic Injury Disaster Loans from the SBA.  Small businesses and most private non-profit organizations in the following adjacent counties are eligible to apply only for SBA Economic Injury Disaster Loans Hartford, Litchfield, Tolland, and Windham in Connecticut; Dutchess, Putnam and Westchester in New York; Kent and Washington in Rhode Island.
  • The U.S. Department of Housing and Urban Development (HUD) is coordinating with FEMA and affected states to identify housing providers who may have available housing units, including public housing agencies and multi-family owners.  HUD is also speeding federal disaster assistance to Connecticut, New York and New Jersey to provide support to homeowners and low-income renters forced from their homes in the most heavily impacted areas.  The President’s major disaster declarations for Connecticut, New York and New Jersey allow HUD to offer foreclosure relief and other assistance to some families in the designated counties.  This week, HUD also announced it will speed federal disaster assistance to the State of New Jersey, State of New York and State of Connecticut and provide support to homeowners and low-income renters forced from their homes due to Hurricane Sandy.
  • The U.S. Department of Agriculture (USDA) regional Food and Nutrition Service leadership is working with state commissioners and program administrators in the affected area to meet food needs for emergency shelters and feeding sites and to assist with Disaster Supplemental Nutrition Assistance Program (SNAP) requests.  USDA Rural Utilities Service staff is working with members of the National Rural Electric Cooperatives Association (NRECA) to determine how to efficiently meet requests for assistance.  Additionally, 38 water system professionals (Circuit Riders) funded by USDA, are helping rural communities assess water system outages and damages, and the Natural Resources Conservation Service is providing emergency watershed protection funds to 10 affected states.  The Food and Nutrition Service has reached out to state partners to offer food assistance. USDA staff is also monitoring facilities to ensure the safety of the food supply, and the Animal and Plant Health Inspection Service (APHIS) is working to protect producers from the spread of insect pests during debris removal.  APHIS is also working with partners to provide care to companion animals.
  • The U.S. Department of Interior (DOI) bureaus are mobilizing incident management teams to assess natural resource and infrastructure damage at national parks, wildlife refuges, Indian reservations and other DOI facilities in impacted areas. More than 300 personnel are deployed in this effort.  The National Park Service is mobilizing 44 boats and crews to support DOI search and rescue efforts. Receiving numerous media requests for damage assessments and need to work with FEMA to coordinate how and when and who will respond. The Forest Service has more than 250 chain saw crew team personnel deployed to storm-affected states to assist with debris removal and road clearance for power personnel.  The U.S. Geological Survey continues to collect storm surge and tidal flow gages and assess coastal impacts and erosion.
  • The U.S. Postal Service (USPS) has procedures in place to expedite recovery efforts, including making sure there is timely delivery of mailed ballots. Voters in areas affected by Hurricane Sandy as well as other customers can obtain updates on postal facility operation changes due to the storm on the Mail Service Updates page on the Postal Service website. The safety of employees, the public and the U.S. Mail remains the top priority, and the USPS will continue to post Mail Service updates for residential customers on their front home page on usps.com, located in the bottom right corner. WASHINGTON – At the direction of President Obama, the Federal Emergency Management Agency (FEMA) continues to coordinate the federal government’s assistance to support states in response and recovery of Hurricane Sandy. Today, the President convened a video-teleconference in the White House Situation Room to receive the latest update on Hurricane Sandy and the federal efforts underway to support response activities in several states. On the video-teleconference, the President was joined by Vice President Biden, Homeland Security Secretary Napolitano, FEMA Administrator Fugate, Secretary of Energy Chu, Transportation Secretary Lahood, Defense Secretary Panetta, and Assistant to the President for Homeland Security Brennan. Treasury Secretary Geithner joined the briefing by phone. The President continues to direct Administrator Fugate to ensure that federal partners continue to bring all available resources to bear to support state, local, territorial and tribal communities in affected areas.

Last night, the President declared major disasters for New York and New Jersey, making disaster assistance available to those in the heaviest hit areas affected by the storm.  Individuals and business owners who sustained losses in the designated counties in New York and New Jersey can begin applying for assistance by registering online at http://www.DisasterAssistance.gov or by calling 1-800-621-FEMA(3362) or 1-800-462-7585 (TTY) for the hearing and speech impaired. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice. 

Today, the President authorized an emergency declaration for New Hampshire, Virginia and West Virginia.  Previously, the President authorized emergency declarations for Connecticut, Delaware, the District of Columbia, Maryland, Massachusetts, New Jersey, New York, Pennsylvania and Rhode Island. The President’s action authorizes FEMA to coordinate all disaster relief efforts to provide assistance for required emergency measures, directly to state, tribal and local governments, to save lives and to protect property and public health and safety. 

Currently, more than 1,900 FEMA personnel are working to support disaster response and recovery operations, including search and rescue, situational awareness, communications and logistical support.  In addition, 28 teams comprised of 294 FEMA Corps members are onsite to support Sandy.  Nine federal urban search and rescue task forces have been staged along the East Coast and are deploying into affected areas as needed, and requested by impacted states.  An additional six federal urban search and rescue task forces have been placed on alert for potential activation if required. 14 Incident Management Assistance Teams and 12 liaison officers are positioned in affected states along the East Coast to support preparedness activities and ensure there are no unmet needs.  Mobile Emergency Response Support (MERS) personnel and teams have been deployed to support the states with secure and non-secure voice, video, and information services, operations, and logistics support to state response operations as well as with any potential requests for assistance. Also, ten FEMA disability integration advisors are also deployed to advise emergency management on alert and warning, evacuation, and sheltering needs. 

At all times, FEMA maintains commodities, including millions of liters of water, millions of meals and hundreds of thousands of blankets, strategically located at distribution centers throughout the United States and its territories, including Atlanta, Ga. and Frederick, Md., if needed and requested.  FEMA distribution centers have an overall inventory of more than 5 million liters of water, 3 million meals, 900,000 blankets and 100,000 cots.  FEMA and the Department of Defense established Incident Support Bases in Westover, Mass. and Lakehurst, New Jersey to pre-position supplies including water, meals, blankets and other resources closer to potentially impacted areas, should they be needed and requested by states. As of this morning, FEMA has moved roughly 245,000 liters of water, more than 174,000 meals and thousands of blankets and cots to Westover Air Reserve Base; and more than 400,000 liters of water and more than 390,000 meals and thousands of cots to Lakehurst Naval Air Station in Lakehurst, New Jersey, and more commodities are en route, as weather conditions permit. 

“Our thoughts and prayers are with those in the Northeast and Mid-Atlantic states who’ve been affected by this storm.  We encourage individuals to continue to follow the direction of local officials so that first responders can focus on life saving efforts,” said Fugate. “FEMA continues to provide the full support of the federal government for the life-saving and life-sustaining activities such as search and rescue, power restoration and debris removal that remains the top priorities of state, tribal and local governments.”

Secretary of Defense Leon E. Panetta has directed that the Department of Defense (DoD) provide any available DoD disaster response resources requested by Federal Emergency Management Agency (FEMA) and state authorities as states throughout the Northeast begin to recover from Hurricane Sandy.  DoD continues to coordinate with FEMA, U.S. Northern Command and the National Guard Bureau on providing lifesaving and life sustaining assets to FEMA and governors, as requested. 

States, localities and the American Red Cross continue to operate emergency shelters along the East Coast.  To find a shelter, individuals can download the Red Cross Hurricane app, visit the Red Cross web site, call 1-800-RED CROSS (1-800-733-2767), or check local media outlets. They should also register on the Red Cross Safe and Well website, a secure and easy-to-use online tool that helps families connect during emergencies. To register, visit www.redcross.org or call 1-800-RED-CROSS (1-800-733-2767). This site also connects with the Twitter and Facebook accounts of users.

In addition, the following federal activities are also being coordinated:

The U.S. Army Corps of Engineers (USACE) mobilized Temporary Emergency Power resources to provide support to areas affected by Sandy. These resources consist of teams with technical expertise to assess critical facility generator requirements and private sector contract support to install and operate generators. Other planning response teams remain on alert for debris management, infrastructure assessment, temporary roofing, water planning and un-watering. Additional Temporary Power Teams have also been placed on alert status.

The U.S. Department of Health and Human Services (HHS) and FEMA activated ambulance contracts to support state requirements to evacuate patients as needed and requested. The U.S. Department of Health and Human Services has personnel deployed in support of state response efforts, including two 50-person Disaster Medical Assistance Teams providing triage and basic care in shelters in New Jersey. Additional medical teams are on alert. HHS also has personnel supporting 350 ambulances in New York that were activated through FEMA’s ambulance contracts.  An additional Disaster Medical Assistance Team remains pre-staged in the mid-Atlantic, prepared to deploy quickly along the East Coast if needed.

The Department of Energy (DOE) is working closely with FEMA, and in support of state and local officials who are responsible for working with utilities as they prepare for storms, deployed emergency response personnel to FEMA Regional Response Coordination Centers (RRCC) in Massachusetts, New York, and Pennsylvania, and additional personnel are on standby to assist.  DOE is working with states and local partners as the electric industry engages in power restoration efforts.  Daily Situation Reports that detail the storm’s impacts and the restoration activities being taken by the energy sector are available at www.doe.gov.    

National Voluntary Organizations Active in Disaster (National VOAD) remains in close communication with the East Coast state VOAD’s to coordinate on a regional, multi-state level. Currently 15 states have activated their VOAD networks for readiness actions; the National VOAD is sharing their activities and needs with all VOAD members and partners.

FEMA activated its National Business Emergency Operations Center. More than 330 representatives from retail, transportation, food and groceries, building management, and other industries receive daily briefings on key federal response efforts. These briefings assist in federal and private sector planning efforts, and provide a forum to discuss response efforts and challenges that may arise for maintaining business operations and provides the opportunity to collaborate on innovative solutions.

In preparation for the storm, the Nuclear Regulatory Commission (NRC) placed inspectors in all nuclear power plants that could potentially experience impacts from the storm. Inspectors independently verify that plant operators are making the proper preparations and taking actions to ensure plant safety before, during and after the storm. Out of an abundance of caution, three reactors were shutdown during the storm while another plant, Oyster Creek in New Jersey, is being closely monitored due to high water levels in its water intake structure. The NRC will continue to coordinate with other federal and state agencies prior to the restart of the affected plants.

According to the NOAA Hydrometerological Prediction Center is now tracking the remnants of Sandy and providing regular forecast updates. NOAA National Weather Service weather forecast offices in the affected areas are working closely with local emergency management officials. NOAA navigation response crews are staged and ready to commence waterway surveys in the affected areas.

The U.S. Coast Guard has teams along the East Coast to conduct search and rescue missions, respond to and mitigate threats to public health and the environment, and continues to assess and advise status of ports along the East Coast.

The U.S. Department of Housing and Urban Development (HUD) is coordinating with FEMA and affected states to identify housing providers who may have available housing units, including public housing agencies and multi-family owners.  HUD is also speeding federal disaster assistance to New York and New Jersey to provide support to homeowners and low-income renters forced from their homes in the most heavily impacted areas.  The President’s major disaster declarations for New York and New Jersey allow HUD to offer foreclosure relief and other assistance to some families in the designated counties. 

The U.S. Department of Agriculture regional Food and Nutrition Service leadership is working with state commissioners and program administrators in the affected area to meet food needs for emergency shelters and feeding sites and to assist with Disaster Supplemental Nutrition Assistance Program (SNAP) requests.

The U.S. Postal Service is prepared for a quick response before, during and after a hurricane; and has procedures in place to expedite recovery efforts, including making sure there is timely delivery of mailed ballots. Voters in areas affected by Hurricane Sandy as well as other customers can obtain updates on postal facility operation changes due to the storm on the Mail Service Updates page on the Postal Service website. Severe Weather, Preparedness and Winter Safety Actions

According to the National Weather Service, dangerous weather conditions continue to exist in many parts of the Mid-Atlantic.  Individuals should continue to monitor NOAA Weather Radio and their local news for updates and directions provided by their local and tribal officials.  State, Tribal and local officials make determinations and announcements about evacuations. We urge the public to listen to the instructions of officials.

States, localities and the Red Cross have emergency shelters open in many affected communities. The FEMA smartphone app provides safety tips and displays open shelter information at www.fema.gov/smartphone-app. To find a shelter, people can download the Red Cross Hurricane app, visit the Red Cross web site, call 1-800-RED CROSS (1-800-733-2767).

Even as the storm begins to clear impacted areas, there will be many challenges to staying safe while making repairs and cleaning up debris after a storm.  Emergency workers will be assisting people in flooded areas. FEMA and Federal Partners Continue to Support Areas Affected by the Aftermath of Sandy

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for Connecticut.

Assistance for Affected Individuals and Families Can Include as Required:

  • Rental payments for temporary housing for those whose homes are unlivable.  Initial assistance may be provided for up to three months for homeowners and at least one month for renters.  Assistance may be extended if requested after the initial period based on a review of individual applicant requirements.  (Source: FEMA funded and administered.)
  • Grants for home repairs and replacement of essential household items not covered by insurance to make damaged dwellings safe, sanitary and functional.  (Source: FEMA funded and administered.)
  • Grants to replace personal property and help meet medical, dental, funeral, transportation and other serious disaster-related needs not covered by insurance or other federal, state and charitable aid programs.   (Source: FEMA funded at 75 percent of total eligible costs; 25 percent funded by the state.)
  • Unemployment payments up to 26 weeks for workers who temporarily lost jobs because of the disaster and who do not qualify for state benefits, such as self-employed individuals.  (Source: FEMA funded; state administered.)
  • Low-interest loans to cover residential losses not fully compensated by insurance.  Loans available up to $200,000 for primary residence; $40,000 for personal property, including renter losses.  Loans available up to $2 million for business property losses not fully compensated by insurance.  (Source: U.S. Small Business Administration.)
  • Loans up to $2 million for small businesses, small agricultural cooperatives and most private, non-profit organizations of all sizes that have suffered disaster-related cash flow problems and need funds for working capital to recover from the disaster’s adverse economic impact.  This loan in combination with a property loss loan cannot exceed a total of $2 million.   • Those in the county designated for assistance to affected residents and business owners can begin the disaster application process by registering online at www.DisasterAssistance.gov, by web enabled mobile device at m.fema.gov or by calling 1-800-621-FEMA (3362). Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. The toll-free telephone numbers are available from 7 a.m. to 10 p.m. (local time) Monday through Sunday until further notice.  Applicants registering for aid should be prepared to provide basic information about themselves (name, permanent address, phone number), insurance coverage and any other information to help substantiate losses.
  • Application procedures for local and state governments will be explained at a series of federal/state applicant briefings with locations to be announced in the affected area by recovery officials. Approved mitigation projects are paid through the state from funding provided by FEMA and other participating federal agencies.

Federal Aid Programs for State of Connecticut Disaster Recovery

WASHINGTON – At the direction of President Obama, the Federal Emergency Management Agency (FEMA) is coordinating the federal government’s assistance and preparations to support states affected by Hurricane Sandy. Today, the President received a briefing on Hurricane Sandy in the White House Situation Room, including an update on the deployment of teams and resources to potentially affected areas by Homeland Security Secretary Napolitano, FEMA Administrator Fugate, Transportation Secretary Lahood, Energy Secretary Chu and National Hurricane Center Director Richard Knabb.

The President has authorized emergency declarations for Connecticut, Delaware, the District of Columbia, Maryland, Massachusetts, New Jersey, New York, Pennsylvania and Rhode Island. The President’s action authorizes FEMA to coordinate all disaster relief efforts to provide assistance for required emergency measures to save lives and to protect property and public health and safety.  The President continues to direct Administrator Fugate to ensure that federal partners continue to bring all available resources to bear to support state, tribal, and local responders in potentially affected areas.

Currently, more than 1,500 FEMA personnel are positioned along the East Coast working to support disaster preparedness and response operations, including search and rescue, situational awareness, communications and logistical support.  In addition, 28 teams comprised of 294 FEMA Corps members are pre-staged to support Sandy. Three federal urban search and rescue task forces are positioned in the Mid-Atlantic and ready to deploy as needed and requested.  An additional four federal search and rescue task forces in the Mid-west have been placed on alert and are ready for deployment, as requested and needed.  14 Incident Management Assistance Teams and 12 liaison officers are positioned in potentially affected states along the East Coast to support preparedness activities and ensure there are no unmet needs.  Mobile Emergency Response Support (MERS) personnel and teams have been deployed to support the states with secure and non-secure voice, video, and information services, operations, and logistics support to state response operations as well as with any potential requests for assistance. FEMA disability integration advisors are also deployed to advise emergency management on alert and warning, evacuation, and sheltering needs. 

At all times, FEMA maintains commodities, including millions of liters of water, millions of meals and hundreds of thousands of blankets, strategically located at distribution centers throughout the United States and its territories, including Atlanta, Ga. and Frederick, Md., if needed and requested.  FEMA distribution centers have an overall inventory of more than 5 million liters of water, 3 million meals, 900,000 blankets and 100,000 cots.  FEMA and the Department of Defense established Incident Support Bases in Westover, Mass. and Lakehurst, New Jersey to pre-position supplies including water, meals, blankets and other resources closer to potentially impacted areas, should they be needed and requested by states.  As of this morning, FEMA has moved roughly 200,000 liters of water, 100,000 meals and thousands of blankets and cots to Westover Air Reserve Base; and more than 400,000 liters of water and more than 390,000 meals and thousands of cots to Lakehurst Naval Air Station in Lakehurst, New Jersey, and more commodities are en route, as weather conditions permit. 

“The emergency management team, comprised of federal, state, tribal and local governments, the private sector and voluntary and faith-based organizations are all engaged in preparation for the storm,” said Fugate. “Individuals need to stay safe, check on a neighbor, and should follow the direction of state, tribal and local officials and continue to monitor NOAA weather radio and local news reports for the latest storm conditions.”

The National Guard currently has more than 1,900 personnel on state active duty in states along the projected path of the storm, in preparation for potential missions.  The U.S. Army Corps of Engineers (USACE) mobilized Temporary Emergency Power resources to be pre-staged at Incident Support Bases to support critical resources in affected areas. These resources consist of teams with technical expertise to assess critical facility generator requirements and private sector contract support to install and operate generators.

To support potential pre- and post-storm evacuations, U.S. Department of Health and Human Services (HHS) through Emergency Support Function 8, and FEMA have the capability to activate ambulance contracts to support state requirements to evacuate patients if needed and requested.  At the request of the state, more than 139 ambulances are positioned in New York, and an additional 211 ambulances are being deployed to New York.  U.S. Department of Health and Human Services (HHS) personnel also are supporting health and human services needs in communities along the East Coast that may be impacted by Hurricane Sandy.  More than 160 personnel are deployed as part of the state and federal efforts.  A 50-person Disaster Medical Assistance Team deployed to provide triage and basic care in two general population shelters in New Jersey. These medical providers will help ensure the shelter can meet the needs of residents seeking refuge there. Residents who require greater medical care can be transported to medical shelters or hospitals.  An additional Disaster Medical Assistance Team remains pre-staged in the mid-Atlantic, prepared to deploy quickly along the East Coast if needed.

Those in the forecasted areas that will be affected in the next 24 hours should complete preparations immediately.  Those in areas that will experience impacts on Wednesday and Thursday should be preparing their family, home or business to lessen the impact of severe weather, making sure to have an emergency plan, and emergency kits in their homes, workplace and cars.  Some of the items in a basic emergency kit include: one gallon of water per person per day, for drinking and sanitation; at least a three-day supply of non-perishable food; battery-powered radio and a NOAA Weather Radio; flashlight and extra batteries; and First Aid kit. 

For people with disabilities, plan for evacuation and sheltering with family or friends if possible and if you require power for any life sustaining resources have a plan and talk with local emergency management to identify where you can get access to generator power or charging stations. If you use consumable medical supplies or you have dietary requirements, make sure you have what you need on hand.

Those in areas where the storm is expected to produce snow should also have supplies in their emergency kits such as rock salt or environmentally safe products to melt ice on walkways, snow shovels, adequate clothing and blankets to keep warm and heating fuel like dry, seasoned wood for the fireplace or wood-burning stove. Both hurricanes and winter storms often cause power outages, take steps now to ensure you can sustain yourself for at least 72 hours if needed.

FEMA and Federal Partners Continue to Mobilize Resources and Urge Residents to Make Final Preparations

WASHINGTON – At the direction of President Obama, the Federal Emergency Management Agency (FEMA) is coordinating the federal government’s assistance and preparations to support states affected by Hurricane Sandy. Today, the President joined an operations briefing at the National Response Coordination Center at FEMA Headquarters in Washington D.C. During the briefing the President received an update on preparedness activities underway from Administrator Craig Fugate and FEMA Regional Administrators, and an update on the storm from National Hurricane Center Director Dr. Rick Knabb. The President continues to direct Administrator Fugate to ensure that federal partners continue to bring all available resources to bear to support state and local responders in potentially affected areas along the East Coast as they prepare for severe weather. FEMA has already deployed teams and has pre-staged resources to potentially affected states and areas ahead of the storm and FEMA continues to urge residents in potentially affected areas to be prepared.

“As conditions worsen along the Mid-Atlantic and other parts of the East Coast, residents need to listen to the direction of local officials,” urged Fugate. “This is a large storm and the potential impacts from wind, coastal flooding, inland flooding, rain and snow will affect many states.  If you’re on the coast, it’s time to act and follow evacuation orders. If you’re inland, now is the time to make final preparations.  Be ready for power outages and stock up on emergency supplies of food, water, medications, and other supplies.”

Today, the President declared an emergency for the State of Maryland.  The President’s action authorizes FEMA to coordinate all disaster relief efforts to provide assistance for required emergency measures to save lives and to protect property and public health and safety in the City of Baltimore and all counties in the State of Maryland.

FEMA and its federal partners remain in close coordination with states and tribal governments and continue to coordinate resources to provide support as needed. FEMA Incident Management Assistance Teams and liaison officers have deployed to potentially affected states along the East Coast to support preparedness activities and ensure there are no unmet needs.  Mobile Emergency Response Support (MERS) personnel and teams are in place or are en route to Delaware, the District of Columbia, New York, New Jersey, North Carolina and Pennsylvania to support the states with secure and non-secure voice, video, and information services, operations, and logistics support to state response operations, and with any potential requests for assistance.

U.S. Northern Command deployed Regional Defense Coordinating Officers (DCO), and portions of the Defense Coordinating Element (DCE), in advance of the storm, to validate, plan and coordinate potential Department of Defense (DOD) support of FEMA’s response operations and to facilitate DOD support of life-saving and response operations.  FEMA and DOD are establishing Incident Support Bases in Westover, Mass. and Lakehurst, New Jersey to position supplies including water, meals, blankets and other resources closer to potentially impacted areas, should they be needed.

The Federal Aviation Administration (FAA) is monitoring the storm and will take steps to prepare and protect FAA facilities and equipment that are in the projected path of the storm, including control towers, radars and navigational aids. The FAA’s top operational priority is to quickly re-establish air traffic service to support disaster relief efforts. The FAA Air Traffic System Command Center will maintain constant communications with the airlines, the military, business aviation and airports in the storm’s path. They will advise the FAA about their flight schedules and plans to evacuate aircraft from affected areas and the FAA will share information about the status of the air traffic control system and availability of air routes.

Preparedness Actions

Take Action.
