DENTON, Texas – Three out of seven winners in this year’s Federal Emergency Management Agency (FEMA) Individual and Community Preparedness Awards are from the state of Texas. 

The annual awards, which are announced during September’s National Preparedness Month, recognize the innovative practices and achievements of individuals, Citizen Corps Councils, and nonprofit, faith-based, and private sector organizations working throughout the nation to make our communities safer, stronger, and better prepared to manage any disaster or emergency event.

The seven categories include Outstanding State Citizen Corps Council Initiatives, Outstanding Local Citizen Corps Council Initiatives, Outstanding Community Emergency Response Team (CERT) Initiatives, Outstanding Achievements in Youth Preparedness, Preparing the Whole Community, Awareness to Action and Community Preparedness Heroes.

“I am extremely proud of these organizations and the individuals in Texas who have been recognized nationally by FEMA for their creative initiatives to keep their communities prepared,” said Texas Division of Emergency Management Chief Nim Kidd. “Thanks to the selfless dedication of the various volunteer groups across Texas, they are making Texas a safer place to live.”

“We applaud our Texas partners for the great work they are doing when it comes to preparedness,” said FEMA Region 6 Administrator Tony Robinson. “These awards more than demonstrate the commitment that the Lone Star State has to ensuring its citizens are ready for any emergency.”

The Texas awardees include:

  • The City of Austin for Outstanding Community Emergency Response Team Initiatives:           

Last year, the Austin Office of Homeland Security and Emergency Management (HSEM) conducted a community-wide survey to measure how well Austin’s whole community is prepared for major disasters and emergencies.  The basic consensus indicated that Austin residents were not well prepared for natural or man-made disasters. Based on these results, the city of Austin’s Community Emergency Response Team greatly enhanced its program by developing six new partnerships to help prepare Austin’s whole community respond to local incidents, and fill gaps that left the Austin community vulnerable in times of emergency.  In the past 16 months, members of Austin CERT have worked tirelessly to help maximize their efforts to make their program exemplary. Parts of the program’s success include the Austin CERT Water Utility Partnership, the Austin Fire Department Partnership, Austin’s Teen CERT Partnership, the Disaster Ready Austin Preparedness Partnership, and the Austin CERT Podcast.

  • The Heart of Texas Citizen Corps Council for Outstanding Local Citizen Corps Council Initiatives:

On the evening of April 17, 2013, a fertilizer plant exploded in West Texas killing 14 people including 12 first responders, injuring hundreds, and destroying houses and buildings. The enormity of this disaster triggered a massive response from first responders as well as volunteers. The volunteer response included no fewer than 10 Citizen Corps teams organized under the Heart of Texas Citizen Corps Council, which is organized and overseen by the Homeland Security Division of the Heart of Texas Council of Governments (HOTCOG). Local CERT teams in the area contributed over 120 hours of volunteer service and made a significant impact in assisting those in need.

  • The Texas School Safety Center for Outstanding Achievements in Youth Preparedness:

The Texas School Safety Center (TxSSC) developed a statewide approach to emphasize youth preparedness and educate the whole community in disaster preparedness.  Through the delivery of a statewide youth summer camp that includes emergency response training, community specific action planning, and leadership development, the TxSSC prepares teams of youth to lead preparedness efforts in their local communities and schools.  In June 2012, the TxSSC funded 30 participants, made up of three youth groups and their adult sponsors from across Texas, to attend the 2012 Youth Preparedness Camp.  The camp spanned across five days and was held at Schriener University in Kerrville, Texas. 

In addition to the three awardees, one Texan, a Texas youth program and a Texas county received honorable mentions for their programs:

  • Stephanie Parker for Community Preparedness Heroes
  • Texas School Safety Center for Awareness to Action
  • Harris County CERT for Outstanding Community Emergency Response Team

Over the past several years, FEMA has been working closely with state and local partners on these latest map revisions.  The reason for this brief delay is to allow time to ensure that FEMA has a viable engagement plan, given possible financial challenges associated with a new and uncertain fiscal year. FEMA remains committed to ensuring that all stakeholders are engaged appropriately, and anticipates providing a revised schedule by the end of September.

National campaign encourages public to practice specific preparedness actions

WASHINGTON – The growing impact of disasters underscores the need for a new approach to preparing our communities. Today, the Federal Emergency Management Agency (FEMA) unveiled America’s PrepareAthon! SM, a nationwide, community-based campaign for action to increase emergency preparedness and resilience.

The strategy and structure for America’s PrepareAthon! isbased on new social science research conducted by FEMA and presented in Preparedness in America: Research Insights to Increase Individual, Organizational, and Community Action, also released today.

“The Preparedness in America study is an extensive analysis of national household data on preparedness,” stated FEMA Administrator Craig Fugate. “Motivating families to prepare is an ongoing challenge. The study highlights the benefit of whole community collaboration to increase preparedness.”

Findings from the report include:

• The simple act of talking about preparedness with others has a very strong positive relationship with preparedness behaviors such as having a plan, knowing about alerts and warnings, and participating in trainings or drills, yet less than half of the respondents report talking about preparedness in the previous two years.

• The survey data indicated that the workplace, schools, and volunteering are effective channels for preparedness outreach. People who were encouraged by their employer to have a plan or to participate in training were 76 percent and 86 percent more likely to take these actions, respectively.

• The data identified show clear differences in how people think about different hazards: respondents believed preparing for a natural hazard is helpful, but believed terrorist acts, hazardous materials accidents, and disease outbreaks were less likely and that preparedness would not be as helpful.

America’s PrepareAthon! providesa national focus for millions of individuals, organizations, and communities to take action to improve their level of preparedness. Twice a year—in the spring and fall—schools and universities, faith-based organizations, businesses, and civic organizations across the country will organize community days of action to discuss, practice, and train for relevant hazards. The campaign will feature preparedness materials on hazards such as tornadoes, hurricanes, floods, extreme heat, earthquakes, wildfires, hazardous materials and severe winter weather.

The goal of the campaign is to increase the number of people who: understand the hazards most relevant to their community; know the corresponding protective actions, mitigation measures and community plans; practice actions that increase their preparedness; and contribute to whole community preparedness planning. America’s PrepareAthon! provides a consistent and coordinated communication and outreach strategy around the national vision for resilience for the general public while establishing a platform for interagency and public-private partner coordination for preparedness and resilience metrics.

Like most great American successes, building a more resilient Nation will depend on the whole community working together to increase resilience by household, by community, and through partnerships between communities, businesses, and state, local, tribal, territorial and federal agencies. New Grassroots Campaign to Increase Community Preparedness

Kansas City, Mo – Last spring, a series of storms caused extensive tree damage in many communities throughout Missouri.  As clean-up continues, proper debris management will impact the fate of Missouri’s Ash trees by helping to stop the spread of a small but invasive pest making its way across the state. 

A native of Asia, as of June, 2013, the Emerald Ash Borer (EAB) had been found in 20 states and two Canadian Provinces. In a report published on the University of Missouri Extension website, Missouri’s EAB infestation was discovered in 2008 in a campground at Wappapello Lake in Wayne County. Since then ten counties have been placed under quarantine to prevent the accidental spread of the beetle by regulating the movement of potentially-contaminated wood products, including firewood and mulch from storm debris.

The importance of proper wood management is magnified when one considers that approximately 14 percent of trees in the State’s towns and cities are Ash, and the figure reaches as high as 30 or 40 percent in some neighborhoods and parks. The EAB is 100 percent fatal to Missouri’s native ash trees — blue, green, and white — of any size, age, or health, according to the University of Missouri Extension.

On its own, the beetle will only fly a few miles. However, it is easily and quickly transported to new areas when people inadvertently move Ash infected with EAB larvae. Wood waste from pruning, storm damage, or tree removal may seem like a readily available fuel source, yet State officials warn that moving firewood, whether ash from quarantined areas or otherwise, is the primary avenue for the spread of the EAB. Many of the places where it has been found are parks and campgrounds where people unknowingly carried EAB with them when they brought firewood on a picnic or camping trip.

Missouri Department of Conservation Forest Entomologist Rob Lawrence emphasizes the importance of not moving woody debris from the immediate vicinity when cutting trees and limbs that have been storm damaged or need trimming. “The debris can be allowed to decay or burned any time before spring when the adults emerge, but to reduce the possibility of spreading EAB or any other pest, the main thing is not to move it from the immediate vicinity,” he said.

The EAB larva is the source of destruction as it spends its life inside ash trees, feeding on the inner bark where it cannot be seen. According to Jodie Ellis of Purdue University, the eggs females deposit on the surface of ash bark, in its crevices and cracks, hatch in 1-2 weeks. The tiny larvae bore through the bark and into the phloem, the tissue layer that spreads nutrients throughout the tree, creating S-shaped tunnels or galleries. As the larvae feed and grow, the galleries get larger, disrupting the transport of nutrients and ultimately killing the tree.

The ten counties currently under EAB quarantine are Bolinger, Carter, Clay, Iron, Madison, Platte, Pulaski, Reynolds, Shannon and Wayne. According to the Missouri Department of Agriculture, the results of this summer’s EAB infestation survey may add more regions of the State to the quarantine area.

The quarantine regulates both the interstate movement of potentially contaminated wood products and movement between these counties and others within the State. In addition to firewood, the quarantine covers ash nursery stock and any part of an ash tree.  Firewood from any species of hardwood, including oak, maple and hickory is quarantined as well because, according to the U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), once a log has been cut and split, it is extremely difficult to differentiate between ash wood and other hardwood species.

Colorful Insect Threatens to Decimate Missouri’s Ash Tree Population–Debris Clean-up Practices Impact Infestation

CHICAGO –September is National Preparedness Month, and the Federal Emergency Management Agency (FEMA) encourages everyone to act now and make their families’ preparedness for disasters a priority. 

“National Preparedness Month serves as a reminder that we all need to prepare for disasters and emergencies,” said Regional Administrator Andrew Velasquez III.  “Make disaster readiness manageable by taking one step at a time— start by learning your specific risk, gathering supplies for an emergency kit, and developing a family communications plan. By taking these small, but critical, steps over time, you can be prepared for disasters.”

Severe weather and other emergencies can strike with little or no warning and can have disastrous impacts. Already this year, the Midwest has experienced several waves of destructive severe storms, including the devastating tornadoes in Moore, Oklahoma. Additionally, other parts of the country are currently fighting intense wildfires, flooding and other emergencies that threaten the infrastructure people depend on every day. Whether at home or on the go, everyone should learn the steps necessary to make preparedness part of their everyday life. 

“As a nation we are seeing disasters increase in their size and complexity, and they are occurring with greater frequency,” said Velasquez. “The impacts of these events are a reminder that everyone should be prepared for the hazards faced in their communities or even while traveling. Make preparedness a priority for your family today and help encourage a culture of preparedness in your community.”

An emergency supply kit should have at least three days of basic emergency supplies, such as water, food, flashlights, batteries and medications that you or your family may need on a daily basis. You can make collecting these items more affordable by gradually adding supplies to your kit until it is complete.

Get Ready: National Preparedness Month Launches September 1

FEMA Region VII’s “Be A Hero, Preparing Means Caring” campaign

calls on all Americans to exercise an inclusive approach when preparing for emergencies

 

KANSAS CITY, MO –Superman, Wonder Woman, Batman and Captain America bring very familiar images to mind. This September, the Federal Emergency Management Agency’s (FEMA) Ready Campaign and FEMA Region VII, in partnership with Citizen Corps and the Ad Council call on all Americans to embrace their own heroic powers to prepare themselves and others for disasters.

“Like so many of the superheroes we grew up watching, the overarching concept behind being a ‘hero’ is helping others, particularly those who may not be able to help themselves or may need some extra assistance,” said FEMA Region VII Administrator Beth Freeman. 

On September 1, National Preparedness Month Community members across the nation will respond to the call to help prepare their families, businesses and communities for emergencies of all kinds. This spring’s deadly tornado in Moore, OK, summer flooding in the Midwest, and the not-so-distant Hurricane Sandy which struck the Eastern Seaboard in 2012, demonstrate that disasters can happen anywhere at any time.

This year’s National Preparedness Month campaign slogan, “You Can Be the Hero”, seeks to transform awareness into action by encouraging all Americans to be the heroes in their own homes, businesses, schools and other common places, taking the necessary steps to ensure their communities and the people within those communities are prepared for emergencies of all kinds.  

Localizing the national theme with an emphasis on issues true to the Nation’s Heartland, FEMA Region VII will launch its regional campaign, Be A Hero, Preparing Means Caring, in conjunction with National Preparedness Month. The initiative includes extensive outreach throughout the Region VII states of Iowa, Missouri, Kansas and Nebraska.

Freeman said “Our goal in adopting a regional focus for National Preparedness Month is to promote the importance of taking an inclusive approach to disaster preparedness because everyone, regardless of abilities, has something to offer when it comes to preparedness. 

“We can be heroes by learning what it takes to prepare, by understanding the variety and complexity of needs in our communities – particularly for people with access or functional needs and to ensure the well-being of pets – and by exercising a few simple activities now to ensure everyone within our community circles is prepared.”

Through FEMA Region VII’s Be A Hero, Preparing Means Caring campaign, information will be distributed on a variety of topics and issues to consider when practicing preparedness including: caring for the elderly and those with disabilities, ensuring your business is resilient and accessible, and building an emergency supply kit to care for pets.

As the baseline for all FEMA emergency preparedness information, the campaign focuses on starting preparedness with four simple steps:

  1. Be informed about emergencies that could happen in your community, and identify sources of local information that will be helpful before, during and after an emergency.
  2. Make a plan for what to do in an emergency.
  3. Build an emergency supply kit.
  4. Get involved.

Although a majority of the Campaign’s information and outreach will be distributed throughout National Preparedness Month in September, FEMA Region VII is using the initiative as a kick-off effort to taking a more focused, long-term approach to engaging with citizens and community partners throughout the year.”

September 1 Marks the Start of National Preparedness Month; Citizens invited to ‘Be a Hero’ All Year Long

PHILADELPHIA, Pa. – The Town of Bowers, DE, is scheduled to be placed on probationary status with the National Flood Insurance Program (NFIP) on November 21, 2013, unless the Town remedies all of the identified corrective actions prior to that date.  The NFIP is a federally backed program administered by the Federal Emergency Management Agency (FEMA).  The program provides flood insurance coverage to residents of communities that agree to participate by adopting and enforcing adequate floodplain management ordinances and practices.

After working with the Town for three years to obtain compliance with the minimum requirements of the program, FEMA sent notification to Town officials that unless the identified remedial measures are taken, the Community will be placed on probation for floodplain management violations and program deficiencies.

The deficiencies cited in the Town of Bowers notifications include failure to manage floodplain development in accordance with the Town’s floodplain program, and failure to obtain and maintain compliance documentation for all floodplain development.  Direct violations of the community’s flood damage prevention ordinance include failure to implement enforcement procedures to mitigate all suspected or known violations.  Due to these identified deficiencies, FEMA is required to initiate the probation process pursuant to Title 44 of the Code of Federal Regulations §59.24.

These program deficiencies came to light after a Community Assistance Visit (CAV) on March 25, 2010.  A CAV is a dual purpose meeting where a community is able to receive technical assistance related to the NFIP, and FEMA is able to assess the community’s enforcement of its floodplain management regulations.  Since the 2010 CAV, FEMA has provided technical assistance on numerous occasions to the Town of Bowers regarding the floodplain management violations and program deficiencies.

Property owners will still be able to purchase and renew flood insurance coverage during the probationary period, but a $50 surcharge will be added to any policy sold or renewed in the community for the next year beginning on November 21, 2013.  There are currently 123 flood insurance policies in the Town.

If the Town fails to make adequate progress during the first six months of the NFIP probation, or by May 21, 2014, the Town could be suspended from the program.  The result of suspension is the loss of federally-backed flood insurance in the community, meaning that residents will not be able to purchase or renew their flood insurance policies after the suspension occurs. 

Additionally, if a flood disaster occurs in a suspended community, most types of federal disaster assistance for structures within the Special Flood Hazard Area (SFHA), including federal assistance to individuals and households is not available.  Furthermore, the Flood Disaster Protection Act of 1973 prohibits federal agencies from making grants, loans, or guarantees for the acquisition or construction of structures located in a SFHA.

National Flood Insurance Program Probation for Bowers, DE

WILLISTON, Vt. – As the Federal Emergency Management Agency marks more than two years in Vermont assisting disaster survivors, its staff are working to help fight hunger in the state as well.

 

The fifth annual Feds Feed Families campaign is a national project of federal employees who help collect food and non-perishable items for those in need, and this year FEMA employees in Vermont are helping to replenish the shelves of the Vermont Foodbank.

 

“FEMA has had a presence in Vermont since the spring 2011 floods,” said Federal Coordinating Officer Mark Landry, the head of FEMA’s Vermont operations. “Through Irene, and now through this summer’s flooding we have been working to assist Vermonters. Donating food through the Feds Feed Families effort is a natural extension of that work.”

 

So far, employees at FEMA’s Joint Field Office in Williston have contributed 530 pounds of food and non-perishable items to the Vermont Foodbank as part of Feds Feed Families.

 

The United State Department of Agriculture is leading this year’s Feds Feed Families campaign, which officially began on June 1 and will run through August 28, 2013.

 

All federal agencies, including field components, are asked to participate in the campaign. The field agencies typically share their collections with local food banks.

 

Since 2009, federal workers have donated and collected 15.2 million pounds of food and other non-perishable items to support families across America.

FEMA Lends A Hand To Vermonters During National Food Drive

LINCROFT, N.J. — Family disaster preparedness plans are a good thing to have in place. But many such plans often overlook important loved ones – the family pet.

Whether you decide to stay home or evacuate to a safer location, advance plans for pets are essential to keeping the family unit intact. Plan how you will evacuate and where you will go.

Public shelters may not allow pets. Perhaps family or friends may be willing to take in you and your pets in an emergency. Other options may include a hotel or motel, a boarding facility, such as a kennel or veterinary hospital. It’s important to determine your options before an emergency happens.

The steps below can help keep animals safe and a loving part of the family if disaster strikes:

  • Find shelter for your pet – Never evacuate without the family pets because they rarely survive on their own. Make sure there is a predetermined place the family and pets can go in the case of an evacuation because not all shelters allow pets.  If you plan early enough, some pet shelters will make reservations for pets.
  • Develop a buddy system – Plan with neighbors, friends or relatives to make sure that someone is available to care for or evacuate your pets if you are unable to do so.
  • Create a pet emergency kit – Along with an emergency preparedness kit for your household, it is also a good idea to create one for your pets. Some items to include are:
    • A pet first-aid kit with all pet medications
    • Enough food to last up to a week, stored in an airtight, waterproof container
    • At least three days of water specifically for the pets
    • Toys to occupy pets
    • A collar with ID tag, harness or leash
    • Important documents such as copies of registration information, adoption papers, vaccination documents and medical records in a clean plastic bag or waterproof container
    • A crate or other pet carrier

Creating A Disaster Preparedness Plan? Don’t Forget Your Pet

NEW ORLEANS, La. — Nearly a year after Hurricane Isaac’s floodwaters inundated St. John the Baptist Parish, the community’s long-term rebuilding initiative, “One Parish, One Future: Building Back Better and Stronger,” is making great strides.

This local effort, supported by state and federal partners under the National Disaster Recovery Framework, is the subject of a short documentary by one of the partners, the Federal Emergency Management Agency (FEMA).

The 12-minute video, “One Parish, One Future, Building Back Better and Stronger,” documents the hurricane’s destruction and the enormous effort by parish leadership, its volunteer Citizens Advisory Committee (CAC) and hundreds of residents to develop a long-term recovery strategy and begin to realize its goals. The video is available online at www.fema.gov/disaster/4080.

“Out of disaster comes opportunity, so we have an opportunity to be better than we were before,” St. John Parish Recovery Manager Raymond Goodman says in the video. “This plan, this strategy is going to go a long way toward doing that.”

Hurricane Isaac struck Louisiana in late August 2012. A few months later the CAC launched the “Building Back Better and Stronger” initiative to help rally public support for and participation in the local effort. Over the following months, residents of all ages and walks of life contributed ideas for rebuilding — both in person at community events and through the parish’s online surveys.

The final recovery strategy outlines 50 projects in the areas of economics, housing, health and social services, infrastructure, and natural and cultural resources for the parish to pursue over the coming months and years. Several of the projects are already in the development phase and funding opportunities are being pursued.

The initiative was carried out under the National Disaster Recovery Framework, which outlines a method for all levels of government to work together to help disaster-affected communities build back stronger, smarter and safer. Key principles of the framework are local leadership and citizen empowerment.

“The video demonstrates the progress that’s possible when everyone works together toward common goals,” said Federal Disaster Recovery Coordinator Wayne Rickard of FEMA. “The framework provided the structure, but St. John’s leaders and citizens have taken charge of their recovery.”
