BAYSHORE SEWERAGE AUTHORITY MITIGATION PROTECTS THE ENVIRONMENT

LINCROFT, N.J. — The effect Superstorm Sandy had on the environment was greater than what could be seen with the naked eye. While flooding, storm surges and high winds felled trees, destroyed beaches and dunes, and left waterways filled with debris, the damage the storm did to man-made structures also impacted many already environmentally sensitive areas.

The storm also created other environmental issues. In New Jersey, the Bayshore Regional Sewerage Authority was faced with several problems when its Monmouth County facility was damaged during the storm. The wastewater treatment plant’s main electrical systems were completely shorted out, which also damaged the pumps and stopped the flow of sewage. The facility was without electric power for seven days.

R3M Engineering Project Manager Kevin D. Haney credited FEMA with responding quickly to the problems at the plant. “FEMA’s Category B Program provided funding for the authority to immediately put emergency measures in place to restore flows in the system and protect the community from literally having raw sewage in the streets,” Haney said.

The Door Oliver and Niro incinerators at the Sludge Dewatering and Incineration Building at the plant were both flooded, leaving no way to dispose of the sludge. The authority built a makeshift system of belt filter presses, a rented pump and a makeshift pipe to pump sludge out of the building into dumpsters. The sludge was then hauled away to another incinerator for disposal.

R3M Engineering Manager Manuel Ponte expects one of the incinerators to be operational in January. He pointed out that much of the crucial equipment and infrastructure in water treatment plants is underground, and the basements of all of the facility’s buildings flooded with up to 3 feet of water during Sandy.

Ponte says the authority is working with FEMA to review future mitigation options for the plant.

“What we are proposing to do is to wrap the superstructures in an impermeable membrane, whether it’s synthetic or concrete, depending on how high it has to be and how strong it has to be,” Ponte said.

The authority serves approximately 90,000 people in Hazlet, Union Beach, Holmdel, Aberdeen Township, Keansburg, Keyport, Matawan and parts of Marlboro Township.

Bayshore Sewerage Authority Mitigation Protects the Environment

SPRINGFIELD, Ill. – Anyone who had a car damaged or destroyed in counties affected by the Nov. 17 Illinois tornadoes may be eligible for Federal Emergency Management Agency disaster assistance.

Those who may be eligible include not just residents of the designated counties, but also those who were working or visiting in areas and had damage to their vehicle during the tornadoes.

  • Only those who maintain at least liability insurance will be considered to receive federal disaster assistance to repair or replace their car. Liability coverage is the minimum insurance requirement for Illinois drivers. Liability insurance policies do not cover storm-related damage to their car. Survivors who register must submit proof to FEMA that they maintain liability coverage to be considered for federal disaster assistance to repair or replace their car.
  • Survivors who have a comprehensive policy should first file a claim with their insurance company. Comprehensive policies usually pay for storm-related damages to a car. However, federal disaster assistance may help fill in the gaps for those whose comprehensive insurance coverage does not pay for any or all storm-related damage costs.
  • Survivors need to return a completed Small Business Administration disaster-loan application. After registering with FEMA, the SBA will contact many survivors concerning loan applications. It’s important for survivors to submit their application. Homeowners and renters may be eligible to borrow up to $40,000 to repair or replace personal property, including automobiles damaged or destroyed in the disaster.
  • FEMA grants to repair or replace a car must clear the SBA loan process. A survivor may receive a grant from FEMA to repair or replace their car if insurance is insufficient and they were declined for SBA loan home loan. Grants do not need to be repaid.
  • Keep documents. Federal disaster assistance is reimbursed to survivors only if their car had damage during the Nov. 17 tornadoes. Survivors must submit an itemized document that shows damage to the car is storm-related and a receipt, estimate or verifiable bill of the repair or replacement costs.

FEMA officials advise anyone whose vehicle was damaged during the tornadoes to register for assistance. Survivors in the following counties should register: Champaign, Douglas, Fayette, Grundy, Jasper, La Salle, Massac, Pope, Tazewell, Vermilion, Wabash, Washington, Wayne, Will and Woodford.

Repair Tornado-Damaged Vehicles with Federal Help

Springfield, Ill. – While survivors of the Nov. 17 Illinois tornadoes are making repairs to or rebuilding their homes, assistance from the Federal Emergency Management Agency (FEMA) may be available to help pay for a warm, clean and safe place to stay during the cold winter months ahead.                                

  • First, file a claim with your homeowner’s insurance company. Talk to your homeowners’ or renters’ insurance agent about additional living expenses (ALE) coverage as part of your policy to assist with relocating to a temporary residence.
  • Register for FEMA assistance. If you’re insured, you will need to submit your settlement documents for review before FEMA can determine your eligibility status. If your policy does not include ALE, or you exhaust this coverage and your home remains uninhabitable, you may be eligible for rental assistance from FEMA.
  • An inspector may arrange a visit to your damaged home or apartment to determine eligible losses. If the inspector determines your home is uninhabitable, you will be offered an option of initial rental assistance to help you relocate. Once exhausted, additional relocation assistance may be available on an as needed basis.
  • Find an available rental property in your area through online resources such as Nestrent.com or IlHousingSearch.org. Survivors can also call 800-621-FEMA (3362) for recommendations on available rental properties, or to ask questions about temporary rental assistance.

FEMA is only one part of a large team working to address Colorado survivors’ unmet needs.

Volunteer Agencies Continue the Colorado Recovery Process

LINCROFT, N.J.– The heavy demands of the holiday season can be a busy time for all. Managing family obligations and handling seasonal preparations alongside regular day-to-day activities can make disaster preparedness less of a priority. In fact, the onset of winter is a critical time for safety preparation, and several items that are critical in emergencies also make good holiday gifts.

A weather radio is a recommended purchase, preferably one developed by the National Oceanic and Atmospheric Administration and the Consumer Electronics Association. These radios broadcast National Weather Service forecasts and severe weather warnings 24 hours a day on the NOAA’s radio network. They cost between $20 and $200. Portable and handheld radios generally cost less than desktop models. FEMA recommends that the radio has an alarm, can run on batteries, solar power or a hand crank, and has an external or wireless output for people who are deaf, hard of hearing or blind, allowing connection to an alarm or other attention-getting device, such as a personal computer or text printer. A solar charging unit for charging and powering electronic devices is also recommended. These range in size from pocket-sized units to fold-out panel arrays and are powered by the sun, making them useful on clear days when electricity is unavailable. Prices start at less than $10 and can exceed $200.

A regular car charger can serve the same purpose. Pricing for these is more closely tied to size, starting at $3 and going up to $70 for multiple-device units. For any charger, make sure that it is properly adapted for the devices you will be using. Cell phones, tablets, cameras and computers have different connection points to external power supplies. More than one unit may be necessary.

Generators can serve as backup power sources in emergencies. A generator that produces a minimum of 4,000-5,000 watts of power is recommended. Contact an electrician to find out how much power your home needs. Generators in the 5,000-8,000 watt range can cost as little as $600 and as much as $4,000, and some may require additional accessories which will cost extra. Portable generators cost less than stationary standby models.

To cook food or heat water, pick up a camping stove. These outdoor-only stoves use propane, butane or other solid fuels. Butane- and cartridge-fueled stoves are less expensive ($10 to $50) than their propane-powered counterparts, but they usually only have one burner and those fuels are less effective in cold weather. Dual-burner stoves are more likely to run on propane and cost between $30 and $100. Single-burner propane stoves range from $20 to $60. You’ll also want to have enough fuel on hand for your stove. Small propane tanks cost between $3 and $6, packs of butane cans cost between $6 and $12 depending on the size of the pack, and solid fuel cartridge packs cost between $8 and $20.

Tea kettles are better for boiling water than pots or pans because they are enclosed and the metal interiors allow for more even heating. Most kettles suited for outdoor use are made of stainless steel, enamel or aluminum. These range in price from $15 to $75.

Ready-made first-aid kits can be purchased for use in the home or car. The Red Cross sells its own at www.redcrossstore.org and many retail stores also carry them. If you need both hands free to work, search or dig in darkness, consider a head lamp. Most head lamps are mounted on an elastic strap that can be wrapped around a hat or worn directly on the wearer’s head. A consumer-grade lamp can be purchased for less than $100.

This Holiday Season, Give the Gift of Preparedness

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for Illinois.

Assistance for Affected Individuals and Families Can Include as Required:

  • Rental payments for temporary housing for those whose homes are unlivable.  Initial assistance may be provided for up to three months for homeowners and at least one month for renters.  Assistance may be extended if requested after the initial period based on a review of individual applicant requirements.  (Source: FEMA funded and administered.)
  • Grants for home repairs and replacement of essential household items not covered by insurance to make damaged dwellings safe, sanitary and functional.  (Source: FEMA funded and administered.)
  • Grants to replace personal property and help meet medical, dental, funeral, transportation and other serious disaster-related needs not covered by insurance or other federal, state and charitable aid programs.   (Source: FEMA funded at 75 percent of total eligible costs; 25 percent funded by the state.)
  • Unemployment payments up to 26 weeks for workers who temporarily lost jobs because of the disaster and who do not qualify for state benefits, such as self-employed individuals.  (Source: FEMA funded; state administered.)

The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice. Applicants registering for aid should be prepared to provide basic information about themselves (name, permanent address, phone number), insurance coverage and any other information to help substantiate losses.

Federal Aid Programs for the State of Illinois Disaster Recovery

SANTA FE – State and federal officials announced today that Sierra County and the Navajo Nation have been added to the disaster declaration signed by President Barack Obama on September 30, 2013. Sierra County and the Navajo Nation are now eligible to apply for reimbursements under the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program.

The grants are obligated to the state to reimburse eligible applicants for expenses incurred while taking emergency measures to protect lives and property; cleaning up downed trees, power poles and other debris; and repairing public infrastructure, including roads, bridges and public utilities. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the state and/or applicant pay the remaining 25 percent.

“Adding Sierra County and the Navajo Nation to the disaster declaration means assistance is now available to help with eligible costs for repairs,” said Federal Coordinating Officer Nancy Casper.

Although the program is oriented to public entities, certain nonprofit organizations may qualify for FEMA assistance to make infrastructure repairs if they provide critical services, such as fire and emergency rescue; medical treatment; power, water and sewer resources and communications systems.

Damage assessments are underway in counties that are not covered by this declaration, and additional counties may be added at a later date. Officials in other counties who have questions about the assessments should contact Brian Williams at 505-476-9601.

Sierra County and Navajo Nation Added to NM Disaster Declaration

SANTA FE – Severe storms and flooding that took place September 9th through 22nd damaged public facilities and roads in 15 New Mexico counties. President Barack Obama signed a disaster declaration for Catron, Chaves, Cibola, Colfax, Eddy, Guadalupe, Los Alamos, McKinley, Mora, Sandoval, San Miguel, Santa Fe, Sierra, Socorro, and Torrance counties on October 29, 2013.

State agencies, local governments, tribal entities, community ditch associations and certain private nonprofit agencies must file Requests for Public Assistance with the State of New Mexico for reimbursement under the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program.  Officials in these counties must file their RPAs with the State of New Mexico no later than close of business on November 28.

Filing such a request with the state is the first step in the process of applying for federal reimbursements under FEMA’s PA Grant Program.

These grants are obligated to the state in order to reimburse eligible applicants for expenses incurred while taking emergency measures to protect lives and property. These measures include cleaning up downed trees, power poles and other debris and repairing public infrastructure, including roads, bridges and public utilities. Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the state and/or applicant pay the remaining 25 percent.

This deadline does not apply to counties not included in this declaration. SANTA FE – Saturday, November 16 is the deadline for state agencies, tribal governments, certain nonprofit organizations, community ditch associations and other local government entities to submit their Requests for Public Assistance (RPA) to the State of New Mexico.

DENVER – At the state’s request, FEMA has approved a fourth extension to the Transitional Sheltering Assistance (TSA) program, which pays for eligible flood evacuees to stay in participating hotels and motels.

Individuals and families who are still being assessed regarding their housing needs may continue to be eligible for TSA through Nov. 30 (checkout Dec. 1). The previous checkout date was Nov. 17.

  • TSA allows eligible individuals and families to stay temporarily in participating hotels, with FEMA and the state picking up the bill for eligible room costs and taxes.
  •  An automated phone message notifies applicants if they are eligible for this period of assistance ending Nov. 30.
  • A total of 140 households stayed in hotels and motels last night under TSA.

Individuals and families who are not eligible for the program may be considered for additional FEMA rental assistance.

  • Applicants may need to provide rental agreement information.
