Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for Mississippi.

Assistance for Affected Individuals and Families Can Include as Required:

  • Rental payments for temporary housing for those whose homes are unlivable.  Initial assistance may be provided for up to three months for homeowners and at least one month for renters.  Assistance may be extended if requested after the initial period based on a review of individual applicant requirements.  (Source: FEMA funded and administered.)
  • Grants for home repairs and replacement of essential household items not covered by insurance to make damaged dwellings safe, sanitary and functional.  (Source: FEMA funded and administered.)
  • Grants to replace personal property and help meet medical, dental, funeral, transportation and other serious disaster-related needs not covered by insurance or other federal, state and charitable aid programs.   (Source: FEMA funded at 75 percent of total eligible costs; 25 percent funded by the state.)
  • Unemployment payments up to 26 weeks for workers who temporarily lost jobs because of the disaster and who do not qualify for state benefits, such as self-employed individuals.  (Source: FEMA funded; state administered.)
  • Low-interest loans to cover residential losses not fully compensated by insurance.  Loans available up to $200,000 for primary residence; $40,000 for personal property, including renter losses.  Loans available up to $2 million for business property losses not fully compensated by insurance.  (Source: U.S. Small Business Administration.)
  • Loans up to $2 million for small businesses, small agricultural cooperatives and most private, non-profit organizations of all sizes that have suffered disaster-related cash flow problems and need funds for working capital to recover from the disaster’s adverse economic impact.  This loan in combination with a property loss loan cannot exceed a total of $2 million.   • Other relief programs: Crisis counseling for those traumatized by the disaster; income tax assistance for filing casualty losses; advisory assistance for legal, veterans’ benefits and social security matters.

How to Apply for Assistance:

  • Affected individuals and business owners in designated areas can begin the disaster application process by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362) or by web enabled mobile device at m.fema.gov.  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. The toll-free telephone numbers will operate from 6 a.m. to 10 p.m. (local time) seven days a week until further notice. Applicants registering for aid should be prepared to provide basic information about themselves (name, permanent address, phone number), insurance coverage and any other information to help substantiate losses.

Assistance for the State and Affected Local Governments Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for emergency protective measures, including direct federal assistance, taken to save lives and protect property and public health.  Emergency protective measures assistance is available to state and eligible local governments on a cost-sharing basis.   • Payment of not more than 75 percent of the approved costs for hazard mitigation projects undertaken by state, tribal and local governments to prevent or reduce long-term risk to life and property from natural or technological disasters.  (Source: FEMA funded, state administered.)

How to Apply for Public Assistance:

  • Application procedures for tribal and local governments will be explained at a series of federal/state and federal/tribal applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the state from funding provided by FEMA and other participating federal agencies.

Federal Aid Programs for the State of Mississippi Declaration

EVERETT, Wash. – The state of Washington and the Federal Emergency Management Agency (FEMA) will close the three Snohomish County Disaster Recovery Centers (DRCs) at 6 p.m. Saturday, May 10. The FEMA help line will continue to be available to provide guidance for survivors of the March 22 SR530 Slide.

The DRC staff members have been able to field questions and supply information to more than 800 survivors since they began operations on April 7.

For those affected by the slide who have yet to visit a DRC, the three centers will be open and fully staffed until the close of business on May 10 at:

Recovery Centers to Close May 10; FEMA Assistance Still Available

WASHINGTON – At the direction of President Obama, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is supporting impacted areas after last night’s severe weather outbreak in the central United States. FEMA has Incident Management Assistance Teams on the ground at the State Emergency Operations Centers in Arkansas, and Oklahoma.

Today, President Obama called Arkansas Gov. Mike Beebe to receive an update on the severe weather and express his condolences for those families who lost a loved one and his concern for the individuals still missing. He expressed his gratitude for the heroic first responders working to save lives. Secretary Johnson also called Governor Beebe to offer condolences and the support of the Department of Homeland Security.  FEMA Administrator Craig Fugate is traveling to Arkansas today to ensure the appropriate federal resources are being brought to bear to support the state and local efforts.

Overnight, FEMA deployed the Texas Task Force 1 Urban Search & Rescue Team as well as the White Incident Support Team to the State of Arkansas. An additional team based in Nebraska is also on alert and prepared to deploy if requested. FEMA has liaisons in Tennessee, Alabama and Mississippi prepared to coordinate any requests for federal assistance.

FEMA has activated its National Response Coordination Center in Washington D.C. and the Regional Response Coordination Center in Atlanta, Georgia to help coordinate any requests for assistance from impacted States or Tribes. These centers bring together partners from the federal family including the National Weather Service, the U.S. Army Corps of Engineers, and others to closely coordinate federal resources that may be requested from the impacted State and Tribal governments.

“Severe weather is continuing to have impacts across the region, so stay informed about changing weather conditions and know what to do during a tornado by visiting ready.gov,” said FEMA Administrator Craig Fugate. “FEMA is working to support the efforts of state, tribal and local first responders as they help residents affected by these storms.”

FEMA remains in close contact with the National Weather Service, which continues to forecast the potential for severe weather to develop later today. Widespread severe storms — including strong tornadoes, damaging winds and very large hail — are expected Monday and Monday night over parts of the eastern United States from the Mississippi valley to the Appalachians. The greatest risk is forecast from southern Kentucky and Tennessee south into Mississippi and Alabama.

When natural disasters, such as tornadoes and severe storms strike, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups who provide emergency assistance required to protect the public’s health and safety and to meet immediate human needs.

  • Maintain an emergency supply kit both at home and in the car to help prepare for power outages or impassable roads. For a flash flood:

  • A flash flood watch: Flash flooding is possible. Be prepared to move to higher ground; monitor NOAA Weather Radio, commercial radio, or television for information.
  • A flash flood warning: A flash flood is occurring; seek higher ground on foot immediately.

For a severe thunderstorm:

  • A severe thunderstorm watch means that a severe thunderstorm with large hail and/or damaging winds is possible in your area.
  • A severe thunderstorm warning means that a severe thunderstorm with large hail and/or damaging winds is occurring or imminent, move indoors immediately.

For a tornado:

  • A tornado watch means a tornado is possible in your area.
  • A tornado warning means a tornado is either occurring or imminent, take shelter immediately.

Residents are encouraged to prepare for what to do during a tornado and plan where you will go if a tornado watch is issued in your community:

  • Storm cellars or basements provide the best protection.
  • If underground shelter is not available, go to an interior room or hallway on the lowest floor of a sturdy building.
  • Put as many walls as possible between you and the outside. Most injuries associated with high winds are from flying debris, so remember to protect your head.
  • Vehicles, trailers and mobile homes are not good locations to ride out a tornado. Plan to go quickly to a building with a strong foundation, if possible.
  • If shelter is not available, lie flat in a ditch or other low-lying area. Do not get under an overpass or bridge. You are safer in a low, flat location.
  • Plan to stay in the shelter location until the danger has passed.

Wireless Emergency Alerts (WEAs) are now being sent directly to many cell phones on participating wireless carriers’ networks. WEAs sent by public safety officials such as the National Weather Service are designed to get your attention and to provide brief, critical instructions to warn about imminent threats like severe weather. FEMA Urges Continued Preparedness as Severe Weather Continues; Teams Deployed to Assist States’ Response Efforts and Coordinate Federal Support

EVERETT, Wash. – As local, state, tribal, and federal partners continue SR530 Slide recovery efforts, Saturday hours at Disaster Recovery Centers have been extended. The centers are located in Arlington, Darrington and Oso. 

Starting Saturday, April 19, all DRCs will be open from 10 a.m. to 6 p.m. on Saturdays. Monday through Friday hours remain the same. The Centers are closed on Sundays.

As Local, State, Tribal, and Federal Partners Continue Supporting SR530 Slide Recovery, Saturday Recovery Centers Hours Are Extended

EVERETT, Wash. – SR530 slide search teams will direct their efforts to a smaller section as early as Friday morning.

In the coming days, workers at the slide area will shift the focus of their search to the area south of the temporary berm. Experts say this area, which includes two of the total 21 search zones, offers the highest probability of search success. 

Since the SR530 slide March 22, the Snohomish County Medical Examiner’s Office has identified 39 individual fatalities. Four more people remain on the list of missing.

As the search area narrows, the goal of the search crews remains the same: to find as many of the missing individuals for their families as possible. 

Since the berm was constructed, workers have drained the area of water from the North Fork of the Stillaguamish River, which was backed up as a result of the slide blocking the river’s flow. The next step is to allow the area to dry out so workers can safely search it.

Right now, the area is too dangerous to search. When the search will begin is weather dependent; the area may be dry enough to search by Friday, but this week’s rain could delay the timetable.

This search will involve specially trained staff, and fewer workers than earlier search efforts, primarily for worker safety. Although the number of people involved in the search will be reduced, work will continue at all levels: local, state, tribal and federal.

The “wide-area” search will continue, but on a smaller scale, while the work south of the berm will be a technical, targeted search. Search and rescue leaders think this approach offers the best chance to locate missing people.

Current plans call for the following teams to remain on site: a Snohomish County technical search team; a total of eight canine teams; Washington Task Force 1 to prepare for departure on April 19; up to 100 Washington National Guard soldiers to continue searching, with 15 to 20 trained as spotters (crews with specialized instruction that aid the National Guard); a Type 3 Incident Management team to arrive on April 21 and a Type 2 team to demobilize on April 24.

An important related issue is re-establishing the vital SR530 transportation link between Darrington, Oso and Arlington. Search crews must complete their work in the area south of the berm before the Washington State Department of Transportation can evaluate the highway damage, begin clearing the highway and formulate a plan for making repairs.

As the search area narrows, individuals are strongly urged to stay away from the slide area. This area remains too dangerous for people to visit.

While the search is shifting to a new phase, support for local residents and property owners will continue at the local, state, tribal and federal levels.

As search continues, teams expand target focus on new areas

ARLINGTON, Wash. – As the search operation continues, the area where specialized canine search teams and Urban Search and Rescue (US&R) Task Forces are seeking to recover SR530 Slide fatalities grows smaller. Considering the progress that has been accomplished, officials have made the decision to release California Task Force 7 (CA-TF7) as early as Monday, April 14, 2014. Washington Task Force 1 and search canines will remain onsite on the eastern side of the slide as the search continues.

As search and recovery is completed on the western side of the slide area, assets are being reassigned to augment efforts on the eastern side of the slide.

Engineering and construction of a temporary berm designed to support dewatering efforts from impacted areas on the eastern side continue to progress as planned. While pumping operations continue in the eastern area, search efforts will expand into these areas as well, according to Jason Bierman of the Snohomish County Department of Emergency Management.   

“With a Task Force preparing to transition, we want to ensure everyone that the intensity of the search is not being reduced,” said US&R Rescue Team Leader Rob Patterson. “We are continuing to work as hard as we can.”

Recent drier weather has also aided in the search efforts as crews continue to make progress and clear certain sections of terrain flooded by the slide.   

CA-TF7, which has been based in Darrington, will have a partial contingent searching on the western side of the slide on Sunday April 13, 2014, as the remaining members of the team prepare their equipment for demobilization.

As Search Continues, Officials Move To Demobilize Some Assets

LINCROFT, N.J. — When Superstorm Sandy hit New Jersey in October 2012, the damage it wreaked created the need for thousands of necessary projects ranging from debris removal to bridge reconstruction. Sixteen months later, New Jersey’s progress in managing the projects stemming from the impact of the storm has exceeded expectations.

Doug Westermann, Public Assistance Branch Chief at the FEMA New Jersey Sandy Recovery Field Office, says that New Jersey is ahead of schedule on closing out projects on a disaster of this magnitude. New Jersey is planning the final group of projects and working with the state Office of Emergency Management to start closing completed projects.

“This has really only been made possible by the efforts put forth with the State OEM and our Sandy Recovery Office to move forward and not delay the process,” Westermann said.

The closeout process begins when a project is funded and completed. The applicant must certify to the State that the work is finished and all of the allocated money was spent. Small projects are often bundled together under one applicant and can be closed as a group when they are all complete. Large projects must be closed individually. The Final Inspection Report (FIR), which consists of reconciliation of costs for the work performed in dealing with large projects, is initiated. Supporting documents are audited and added to the report, and amendments may be written after overages and/or shortfalls are reconciled. After the report is reviewed by the applicant and grantee, it is then entered into the Emergency Management Mission Integrated Environment (EMMIE) grant tracking program. After that process, the project will be closed, if requested by the grantee. 

The Public Assistance FAQ at www.fema.gov defines a large project as any incident with damage costs greater than $68,500. Of the estimated 5,103 Public Assistance projects in the system in New Jersey, 1,534 are considered large projects.

Through the Public Assistance program, FEMA grants state governments the funds to reimburse municipalities, county governments and eligible private nonprofit agencies for the repair or replacement of damaged roads and bridges, water-control facilities, public buildings and their contents, publicly owned utilities, and parks and recreation areas. It also includes funds for emergency services and eligible debris-removal costs related to the disaster. FEMA reimbursed these applicants 90 percent of the eligible cost.

Nearly $1.1 billion in Public Assistance grants have been obligated in New Jersey since Sandy struck. Emergency projects, including debris removal and emergency protective measures, have accounted for $729.25 million, while permanent repairs to roads, bridges, water control facilities, utilities and buildings, have cost $359.5 million.

Westermann said FEMA has received 63 projects from the State that are ready to be closed.

Many of the completed projects were short-term emergency projects in which the money was allocated and governmental issues were addressed. Westermann says that Congress mandated several critical changes that have affected how much time applicants have to spend allocated funds, placing greater emphasis on getting the money to them. The Applicants’ Handbook at www.fema.gov/applicant-handbook states that applicants have six months to complete emergency projects and 18 months for permanent projects.

“In order to keep money flowing to the applicants, it is critical to work on closing things out so the state can release the funds that FEMA had obligated during the project development phase,” he said.

New Jersey Ahead Of Schedule On Public Assistance Closeouts

LINCROFT, N.J. — The Federal Emergency Management Agency and the National Oceanic and Atmospheric Association are sponsoring National Flood Safety Awareness Week from March 16-22, 2014.

NOAA and FEMA are reviving the “Be a Force of Nature: Take the Next Step” awareness theme from National Severe Weather Preparedness Week earlier in March by asking individuals and businesses to know their risk, take action and be an example for their community.

Flooding can happen in any state in the United States at any time. On average, $8.3 billion in damage is caused by flooding every year, more than any other weather-related event. In 2013, 85 people were killed in flood-related incidents. More than half of these cases were the result of people inadvertently driving into floodwaters.

The National Weather Service (NWS) recently redesigned its flood safety website, http://www.floodsafety.noaa.gov. It contains advice and information on what to do before, during and after a flood. Floodsmart.gov is the home of everything related to flood insurance and protecting your home and possessions. The NWS has provided daily posts for blogs and websites and has also made an article about the 10th anniversary of the National ‘Turn Around Don’t Drown’ program available for publication online or in local newspapers.

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today released $811,276 in Hazard Mitigation Grant Program (HMGP) funds to Hancock County, Ohio, for the acquisition and demolition of eightresidential structures and the acquisition of one vacant parcel located in the floodplain of the Blanchard River in the city of Findlay. Following demolition, these properties will be maintained as permanent open space in the community.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator Andrew Velasquez III. “The acquisition and demolition of these structures greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.”

“I applaud Hancock County for taking steps to reduce flood risk,” said Nancy Dragani, executive director of the Oho Emergency Management Agency. “This will significantly contribute to community resilience and sustainability.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay $811,276 or 75 percent of the project’s total cost. Ohio will contribute 25 percent of the remaining funds, or $270,425, through a Blanchard River Watershed Grant.

DENVER – Flooding is the most common natural disaster in the United States.  Recent years have seen more frequent severe weather events, like Hurricane Sandy, which ravaged the East Coast.  The Federal Emergency Management Agency (FEMA) manages the National Flood Insurance Program (NFIP) that provides flood insurance policies that provide millions of Americans their first line of defense against flooding.  But those flood insurance policies are only one component of the program and just part of the protection NFIP provides to individuals and the American public at large.

For anyone to be able to purchase an NFIP policy, the only requirement is that they live in a participating community.  A participating community can be a town or city or a larger jurisdiction like a township or county that includes unincorporated areas.  It is up to the community to opt into the NFIP program for the benefit of its citizens.  When joining the program, the community agrees to assess flood risks and to establish floodplain management ordinances.  In return for taking these actions, residents are able to purchase federally backed flood insurance policies.

One of the cornerstones of the NFIP is the flood mapping program.  FEMA works with states and local communities to conduct studies on flood risks and develop maps that show the level of risk for that area, called a Flood Insurance Rate Map (FIRM).  The FIRM provides useful information that can assist in communities in planning development.  The area that has the highest risk of flooding is the Special Flood Hazard Area (SFHA), commonly called the floodplain.  The SFHA has a one percent chance of being flooded in any given year.  Because of the greater risk, premiums for flood insurance policies for properties in the SFHA are greater than for those for properties outside of it. 

Equally important to knowing the risks of flooding is having a game plan to address those risks.  This is role of floodplain management.  Local communities must comply with minimum national standards established by FEMA, but are free to develop stricter codes and ordinances should they choose to do so.  Key elements of floodplain management include building codes for construction in the floodplain and limitations on development in high risk areas.  Floodplain management is an ongoing process, with communities continually reassessing their needs as new data becomes available and the flood risk for areas may change.

The NFIP brings all levels of government together with insurers and private citizens to protect against the threat of flooding.  Federally sponsored flood maps and locally developed floodplain regulations give property owners the picture of their risk and ensure building practices are in place to minimize that risk.  As a property owner, purchasing a flood insurance policy is a measure you can take to further protect yourself.  To find out more about your individual risk contact your local floodplain administrator.
