COEUR D’ALENE, Idaho – State agencies – along with local and tribal governments and certain private nonprofit agencies – affected by the Nov. 17, 2015, severe storm in northern Idaho have until Friday to submit the paperwork needed to request reimbursement grants.

Submitting a Request for Public Assistance (RPA) with the Idaho Bureau of Homeland Security (IBHS) is the first step in applying for funds under the Federal Emergency Management Agency’s (FEMA) Public Assistance program.

President Obama’s Dec. 23, 2015, disaster declaration provides aid under the Public Assistance (PA) program for eligible applicants in Benewah, Bonner, Boundary and Kootenai counties and the Coeur d’Alene Tribe. They have 30 days from the declaration date to submit RPAs.

The program reimburses state and local governments, federally recognized tribes and certain private nonprofit organizations for eligible expenses they incurred in protecting lives and property ahead of and during the storm as well as in cleaning up and repairing afterward.

“Those entities that sustained damages or had emergency expenses because of the November storm are encouraged to submit their requests for assistance by the Friday deadline,” said IBHS Director Brad Richy. “FEMA is working closely with us to help you recover much of your eligible expenses.”

The November 17 storm and straight-line winds left thousands without power, blocked roads with downed trees and other debris and caused significant damage to public infrastructure.

FEMA reimburses applicants for 75 percent of their eligible expenses, while the other 25 percent is the nonfederal share. The federal portion is paid directly to the state, which then makes disbursements to the local and tribal jurisdictions and nonprofit organizations that incurred costs.

In addition to Public Assistance grants, additional funds will be available in Idaho under FEMA’s Hazard Mitigation Grant Program (HMGP). The state has elected to target the four designated counties and the Coeur d’Alene Tribe for HMGP assistance, although grant opportunities may be extended to other entities statewide if any available funds remain.

“Under the Hazard Mitigation Grant Program FEMA is providing additional funds to Idaho to help communities implement critical mitigation measures aimed at reducing the risk of loss of life and property in future disasters,” said Federal Coordinating Officer Dolph Diemont of FEMA.

The HMGP, administered by the state, is also a cost-share program, with FEMA providing 75 percent of the funds. This program provides supplemental financial assistance to public entities and certain private nonprofits to reduce the risk to life and property in future disasters.

Potential HMGP applicants must file a Letter of Intent with IBHS by Feb. 8, 2016.

Deadline is Friday to Submit Requests for Public Assistance following November Storm

OXFORD, Miss. – The state of Mississippi and local governments and certain private nonprofits in Coahoma, Panola and Quitman counties are now eligible to receive federal assistance to help cover expenses and repair damage associated with the tornadoes and severe weather in late December, according to state and federal officials.

The Mississippi Emergency Management Agency and the Federal Emergency Management Agency said the three counties have been added to the disaster declaration issued by President Obama on Jan. 4. That declaration authorized the Public Assistance program in Benton, Marshall and Tippah counties.

The disaster declaration makes state, county and local governments, as well as certain nonprofit organizations in the designated areas eligible to receive reimbursement through the Public Assistance program for repairing infrastructure damage caused by the storms, as well as the cost of responding to them.

Under the Public Assistance program, FEMA pays 75 percent of the cost for repairs, overtime and debris removal. Typically, the remaining 25 percent is split between state and local governments at 12.5 percent each. Eligible nonprofits are responsible for the full 25 percent. The program is administered by MEMA. Eligibility and project approval is determined by FEMA.

MEMA and FEMA are working to schedule applicant briefings with officials of eligible entities and nonprofit organizations in the designated counties. MEMA and FEMA will provide information on the application process, as well as deadlines for submission of necessary documents to receive federal reimbursement.

The applicant briefings may be followed by face-to-face meetings in local communities between FEMA, state officials and eligible applicants.

MEMA and FEMA and their local, state and federal partners are also providing assistance to individuals affected by the storms in Benton, Coahoma, Marshall, Quitman and Tippah counties.

Additional MEMA-FEMA joint damage assessments are ongoing to determine if other counties could be eligible for assistance.

Additional Mississippi Counties Approved for Disaster Aid

AUSTIN, Texas — In the face of disaster, Texans have always come together with courage, compassion and unity to ask, “How can I help?”

If you want to volunteer for disaster work, there are many tasks to do after a disaster— cleaning-up and rebuilding are two of the biggest. The Federal Emergency Management Agency (FEMA) suggests that volunteering through a local voluntary organization may be the best way to find meaningful volunteer work after the disaster.

Such organizations are often in the best position to know about opportunities for volunteers in the long and difficult recovery phase. In addition, volunteering through an established organization provides a better chance of having insurance and liability protection when you work as a volunteer.

The Texas chapter of National Voluntary Organizations Active in Disaster (VOAD) is a good source of local organizations in need of volunteers. Texas VOAD represents more than three dozen faith-based, community, nonprofit and non-governmental groups that include volunteer engagement as a key component of their operations.

In the immediate disaster response period there are often many people who want to volunteer at the same time. Remember to be patient. It may not be clear until days after the incident how volunteers can get involved. There are often greater needs for volunteer help when the community enters the long-term recovery period.

If you  cannot volunteer your time or talent, FEMA officials say making a donation to an organization involved in disaster recovery is a sensible, efficient way of helping the people in need. Cash contributions to voluntary organizations make good sense for a number of reasons:

  • Financial contributions help ensure a steady flow of important services to disaster survivors in need;
  • Local organizations spend the money in the local disaster area, accelerating recovery of the local economy;
  • Cash donations—rather than unsolicited donated goods—avoid the complicated, costly and time-consuming process of collecting, transporting and distributing the goods, and
  • Cash donations to recognized relief organizations are tax-deductible.

Showing up at a disaster site unexpectedly can create an additional burden for first responders. Volunteering and donating through existing channels, and making responsible decisions that do not hamper the recovery, is the best way to be of service.

How Texans Can Volunteer and Donate Responsibly

PHILADELPHIA – The State of West Virginia and the Federal Emergency Management Agency (FEMA) Joint Field Office in Charleston, WV will close January 22, 2016. For the past ten months the state and FEMA have been working closely to support the recovery from the 2015 spring and summer storms that impacted 67 Counties.

What does this mean for the people of West Virginia?

Regis Phelan, the Federal Coordinating Officer said, “FEMA will continue to work closely with the state to ensure the recovery process continues smoothly and projects are complete.”

A Joint Field Office is closed when most of its work is completed. The federal work is then transitioned to the regional FEMA office, located in Philadelphia, PA. FEMA officials will continue to work closely with state personnel to close out major projects over the next few years.

From the Region, FEMA personnel will continue to support work on five presidentially declared disasters that impacted West Virginia. The five disasters are DR 4210, DR 4219, DR 4220, DR 4221 (Severe Storms, Flooding, Landslides, and Mudslides) and DR 4236 (Severe Storms, Straight-line Winds, Flooding, Landslides, and Mudslides).

“The State of West Virginia will be communicating and working with FEMA to ensure assistance to the counties continues smoothly,” said West Virginia’s State Coordinating Officer Jimmy Gianato. “Over the past year the Joint Field Office has allowed us to make substantial progress in the recovery from the five disasters that impacted our state and we will continue to move forward in our recovery.”

To date, FEMA, through its Public Assistance program, has obligated $78 million in assistance to the state, local governments and eligible non-profit agencies. Many of the projects involve the reconstruction of public buildings, roads, and bridges.

Following a disaster there is a focus on mitigation actions when restoring damaged infrastructure, when cost effective, so the repaired facility is better able to withstand future disaster damage. So far, the state and FEMA officials have identified 585 mitigation projects from 1,250 infrastructure projects.

State, FEMA to Close Joint Field Office January 22, 2016

COLUMBIA, S.C. Ninety days after severe storms and flooding in South Carolina, the Federal Emergency Management Agency and the U.S. Small Business Administration have provided more than $219 million in grants and loans to assist in recovery.

FEMA is coordinating the full resources of the federal government to support the state as it leads recovery efforts. South Carolinians experienced severe losses as a result of the historic Oct. 1-23 flooding. Residents have visited disaster recovery centers more than 48,000 times. More than 25,000 people have participated in 113 public meetings in which FEMA representatives provided information about assistance. More than 101,000 South Carolinians have contacted FEMA to determine whether they qualify for assistance.

FEMA has operated 30 disaster recovery center locations in 24 counties. The federal agency is assisting the state as it works with long-term recovery organizations forming in South Carolina to help individuals and families who have unmet needs. The federal disaster recovery coordinator is working with the state recovery coordinator to identify gaps in assistance for communities that can be met by using resources from federal, state and private sources.

FEMA has awarded more than $79 million in grants to survivors for housing and other essential needs through FEMA’s Individuals and Households Assistance Program. Of that total, $68.9 million was for temporary rental assistance and $10.6 million was for other needs, such as medical, dental and other disaster-related expenses. FEMA has inspected more than 83,300 properties and approved 26,693 applicants for assistance.

FEMA’s Public Assistance Program has provided $17.2 million in grants to state and local governments and local communities to cover not less than 75 percent of the eligible costs of emergency response, debris removal and the repair, restoration, replacement and mitigation of damaged public facilities. Additional projects are being formulated and reviewed and the amount of Public Assistance provided by FEMA will increase as more work is approved.

The U.S. Small Business Administration has approved 4,300 low-interest disaster loans totaling more than $122.7 million.

Here is a breakdown of the assistance provided by FEMA and loans approved by the SBA as of close of business Jan. 4, 2016:

  • Individuals and Households Assistance
    • More than $79.5 million approved to help survivors in their recovery.

  • Payment of not less than 75 percent of the eligible costs for repairing or replacing damaged public facilities, such as roads, bridges, utilities, buildings, schools, recreational areas and similar publicly owned property, as well as certain private non-profit organizations engaged in community service activities. Federal Aid Programs for the State of Mississippi

AUSTIN, Texas – A State/FEMA Disaster Recovery Center (DRC) is now open in Liberty County for homeowners, renters and business owners who sustained damage as a result of the severe storms, tornadoes, straight-line winds and flooding from Oct. 22 to Oct. 31.

Specialists from the State of Texas, the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA), nongovernmental organizations and the local community are on hand to answer questions and provide information on the types of assistance available to survivors.

All Disaster Recovery Centers are accessible and equipped to accommodate disaster survivors who need disability-related communication aids.

The DRC’s location and normal operating hours are as follows:

If possible, register for FEMA assistance by phone or online before visiting a center. Going to a DRC is not a requirement of registration, but specialists there can provide guidance regarding disaster recovery and rental resources, explain written correspondence received from FEMA, inform survivors of the status of their application, make referrals to other organizations and answer questions.

When registering applicants will be asked to provide:

  • Social Security number
  • Address of the damaged primary residence
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where they can receive mail
  • Bank account and routing numbers for those preferring direct deposit of funds

The presidential disaster declaration of Nov. 25 makes federal assistance available to eligible individuals and business owners in 16 counties: Bastrop, Brazoria, Caldwell, Cameron, Comal, Galveston, Guadalupe, Hardin, Harris, Hays, Hidalgo, Liberty, Navarro, Travis, Willacy and Wilson.

Assistance for eligible survivors can include grants for temporary housing and home repairs, and for other serious disaster-related needs, such as medical and dental expenses or funeral and burial costs. Also, low-interest disaster loans from the SBA are available for Businesses of all sizes (including landlords), private nonprofits, homeowners and renters.

Low-interest disaster loans help fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. Economic Injury disaster loans are available to businesses and private-nonprofits to assist with working capital needs as a direct result of the disaster.

Eligible survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but under-insured applicants may receive help after their insurance claims have been settled.

Disaster Recovery Center Opens in Liberty County for Texans

WASHINGTON – This week, the Fifth Annual Building Resilience through Public-Private Partnerships Conference was held in New Orleans, Louisiana.  The conference was hosted this year by the Federal Emergency Management Agency (FEMA) and brought together innovators from the private sector, nonprofits, and state, local, and tribal governments to pursue strategies to build a more resilient nation.

Each year, the conference attracts hundreds of participants who look to promote innovation in furthering ongoing partnerships and resiliency.  Key topics of discussion included: Executive Perspectives on Investing in Business Resilience; Harnessing Technology to Positively Disrupt the Status Quo; The Smart City of 2025: Innovations for a Resilient Future;  and action planning sessions to include Addressing Cyber Threats Now and into the Future and Disaster Collaboration Simulation Exercise.

The conference was held in partnership with the U.S. Department of Homeland Security through the National Protection and Programs Directorate and Private Sector Office, and North American Aerospace Defense Command and United States Northern Command and in collaboration with the American Logistics Aid Network, the American Red Cross, Business Forward, Business Executives for National Security, National Incident Management Systems and Advanced Technologies at the University of Louisiana-Lafayette, The U.S. Chamber of Commerce, and The U.S. Chamber of Commerce Foundation Corporate Citizenship Center.

Leaders from government, private sector and non-profits discussed the importance of strong partnerships across the whole community, and spoke about how their relationships helped to get the right resources to people in need more quickly.  Exercises held during the week further exposed opportunities for conference participants to make new partnerships and better understand the resources and expertise that different organizations can offer throughout disaster response and recovery efforts.

Speakers included:  FEMA Administrator, Craig Fugate;  U.S. Department of Homeland Security (DHS) Assistant Secretary for the Private Sector, José Raúl Perales;  DHS Assistant Secretary for Infrastructure Protection, Caitlin Durkovich,; FEMA Deputy Associate Administrator for Insurance and Mitigation, Roy Wright; FEMA Director, Office of External Affairs, Josh Batkin; DHS Deputy Assistant Secretary for Infrastructure Protection, Bob Kolasky; and American Red Cross, Senior Vice President, Disaster Cycle Services, Richard Reed.

Fostering strong working relationships between the private sector, emergency management, and the whole community is great business for everyone, especially the disaster survivor.”

With this public-private partnership approach, conference partners committed to taking action and promoting information sharing to facilitate greater understanding of the whole community roles and better leverage existing programs to promote meaningful outcomes to drive resiliency.

Conference participants took away concrete action plans and a collection of shared resources that they can implement immediately to further their organization’s resilience and nurture new partnerships. The development of a public-private sector national framework for information sharing and a public-private sector model to facilitate successful partnerships at all levels are an example of the commitments made. FEMA and its Private Sector Division are committed to leading the charge on continued identification of solutions to coordination gaps and strengthen the understanding of roles between the public and private sectors to build national resilience and successful public-private partnerships.

COLUMBIA, S.C. South Carolina disaster survivors with questions about the assistance they received from FEMA or their eligibility determinations have the right to appeal the decision. Those who want to appeal should do so in writing within 60 days of the date of the determination letter.

  • include full name, address, and date and place of birth;
  • include the last four digits of the applicant’s social security number; 
  • include FEMA registration number and the disaster number, DR-4241, on every page;
  • explain why you disagree with FEMA’s decision;
  • include any supporting documentation for the appeal;
  • include the following statement: “I hereby declare under penalty of perjury that the foregoing is true and correct.”;
  • sign the letter.

FEMA recognizes that varying circumstances may prevent an applicant from filing an appeal within the standard 60-day appeal period. However, applicants who miss the 60-day deadline must submit with their appeals an explanation stating why they did not apply by the deadline. Applicants whose appeal letters are submitted outside the 60-day appeal period are not automatically denied a review.

FEMA and the South Carolina Emergency Management Division are committed to providing all eligible assistance to those who were affected by the Oct. 1-23 storms and flooding. Applicants with questions about their eligibility determinations or their assistance can contact FEMA by phone or visit a disaster recovery center to speak with an applicant services specialist.

The last day to register for FEMA assistance is Jan. 4, 2016. Residents can call the FEMA helpline at 800-621-3362, TTY 800-462-7585, 711/VRS 800-621-3362. Residents may also visit www.DisasterAssistance.gov.

FEMA is working with its federal, state and local partner agencies as well as private sector and voluntary agencies, and faith-based organizations to reach everyone who qualifies for disaster assistance under the Individuals and Households Program.

S.C. Flood Survivors Can Appeal FEMA Aid Determination

AUSTIN, Texas – Texas homeowners and renters who have registered for disaster assistance with the Federal Emergency Management Agency (FEMA) are encouraged by recovery officials to “stay in touch.”

If survivors change their address or phone numbers they should update that information with FEMA. Missing or erroneous information could result in delays getting a home inspection or in receiving assistance.

“We understand that survivors move around a lot as they adapt to their new normal,” said FEMA Federal Coordinating Officer Kevin L. Hannes “But we always need to know your current address and contact number so we can make sure assistance goes to the right place.”

FEMA has provided three ways for homeowners and renters to update their information:

  • Log on to the FEMA website at DisasterAssistance.gov to upload documents
  • Call the toll-free FEMA Helpline at 800-621-3362 (800-462-7585 for TTY users)
  • Visit any Disaster Recovery Center

When updating status information, callers should refer to the nine-digit number issued at registration. This number is on all correspondence applicants receive from FEMA and is a key identifier in tracking assistance requests.

Applicants may call the FEMA Helpline to ask questions about disaster assistance and track the progress of their FEMA application.

Residents of 16 Texas counties who sustained damage or loss as a result of the severe storms, tornadoes, straight-line winds and flooding from Oct. 22 to Oct. 31 may be eligible for federal disaster assistance. The counties are: Bastrop, Brazoria, Caldwell, Cameron, Comal, Galveston, Guadalupe, Hardin, Harris, Hays, Hidalgo, Liberty, Navarro, Travis, Willacy and Wilson.

Survivors can apply online at DisasterAssistance.gov or by phone (voice, 711 or relay service) at 800-621-3362. TTY users should call 800-462-7585. The toll-free lines are open 7 a.m. to 10 p.m. seven days a week. Applicants will be asked to provide:

  • Social Security number
  • Address of the damaged primary residence
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where they can receive mail
  • Bank account and routing numbers for those preferring direct deposit of funds
