BATON ROUGE, La. – They come from a variety of backgrounds and bring something a little extra to their new jobs with FEMA. Many local hires with the agency have been affected by the August flooding in Louisiana or know someone who has. All take a special interest in the area’s recovery.

FEMA hires local workers for temporary, full-time jobs at disaster recovery offices. A local workforce, employed until the disaster recovery mission ends, helps free FEMA staff to move to the next disaster assignment. Local employees also bring knowledge about the culture, events and politics that define a state or geographical area—insight that helps the recovery mission.

In Baton Rouge, the agency has hired about 70 people from the area and is looking to fill nearly 30 more jobs, including managers, travel specialists, historic preservationists, writers and those in other recovery-related fields.

Among the 70 new staffers are two writers. One pens music and film reviews, appears as a cultural reporter for a Baton Rouge television station and has authored a book about a local musician. The other writer worked on the Hurricane Katrina recovery as a FEMA contractor and was impressed by the agency’s efforts in environmental and historic preservation.

“I worked in New Orleans after Hurricane Katrina in historic preservation and cultural resources management,” said Harriet Swift. “When I saw devastation from the August flood, I knew I had to help again.”

Bethny Pack-Abel was also driven by her desire to help. “I come from the helping industry—nonprofits and social services. Helping is my passion.” Her home was untouched by the flooding, but she saw entire neighborhoods affected by floodwaters in Tangipahoa Parish.  Now part of the FEMA team that’s reaching out to businesses, Pack-Abel is eyeing long-term possibilities with federal employment.

DENTON, Texas – Texas faced multiple challenges in September 2005. Hurricane Rita made landfall in the state while it was also housing and sheltering Hurricane Katrina evacuees who were displaced less than a month earlier.
More than $1 billion in federal disaster assistance has fueled Texas’ recovery efforts in the last decade. The assistance includes funds to repair and rebuild infrastructure, housing for disaster survivors and mitigating against future disaster events.
A decade ago, many emergency management partners assisted FEMA with the disaster-related events. Local, state and federal government partners, voluntary agencies, private sector entities, nonprofits, community and faith-based groups and individuals made significant contributions.
“Texas benefited immensely from our government and non-government disaster recovery partnerships,” said FEMA Region 6 Administrator Tony Robinson. “Hurricane Rita devastated southeast Texas and we successfully worked with our partners to rebuild communities to make them stronger.”
Funding includes more than $618.7 million in Individual Assistance grants provided to more than 252,000 individuals and families affected by Hurricanes Rita in Texas. The funds helped survivors by providing temporary housing and grants for disaster-related losses while they rebuilt their lives.
The total also includes approximately $361.9 million in Public Assistance reimbursements to the state and local governments, and eligible nonprofit organizations; and more than $89.4 million for mitigation projects to build stronger, safer and more resilient communities.
Some of this funding included:
•    Nearly $48.9 million for debris removal;
•    Almost $265.2 million for emergency protective measures, such as labor, equipment and materials to reduce threats to lives;
•    More than $134.2 million for permanent work, including the repair of roads, water control facilities, public and non-profit buildings and utilities and parks.
Public Assistance and Hazard Mitigation projects, in conjunction with FEMA’s state and local partners, continue to move forward to help Texas storm-ravaged communities meet the challenges of repairing and rebuilding damaged and destroyed infrastructure.
While Texas was preparing for Hurricane Rita’s landfall, it also had begun assisting with emergency sheltering and housing for displaced Hurricane Katrina survivors. The state received more than $500 million from FEMA to cover costs including opening more than 200 shelters, transportation services, overtime costs for emergency operations centers and medical care.    
“Texas has overcome so much since Hurricane Rita,” Robinson said. “The storm devastated so much here the same time it was helping survivors from other parts of the country following Hurricane Katrina. Thankfully, these federal disaster dollars have made Texas stronger than ever and make it better prepared for future disaster events.”

Hurricane Rita In Texas: 10 Years Later

BILOXI, Miss. — More than $3.2 billion in FEMA funding has been allocated to Mississippi for Public Assistance after Hurricane Katrina. FEMA’s Public Assistance program includes grants for the repair and rebuilding of public infrastructure, such as bridges, roads, schools, hospitals and sewer treatment facilities. The PA program also provides funding for debris removal and emergency protective measures, such as search and rescue operations, temporary roads and overtime for other emergency workers, including police and firefighters. 

Some of the PA projects in Mississippi included repairing and rebuilding the Biloxi Civic Center and Library; the Hancock County Courthouse and Medical Center; the Waveland City Hall and Municipal Complex; and St. Martin School in Jackson County. The famous Biloxi Lighthouse, which came to represent the resiliency of the Mississippi Gulf Coast after Katrina, was also repaired with funding from FEMA’s PA program.

The PA program normally reimburses local, state and tribal governments and qualified nonprofit organizations for a certain share of eligible costs. However, because of the magnitude of Katrina, FEMA covered 100 percent of allowable project expenses.

The largest PA project funded by FEMA in Mississippi after Katrina is the repair of a large section of Biloxi’s water and sewer treatment system. After Katrina, the system was out of operation for weeks. It was brought back into working condition with generators and temporary bypass pumps to transfer wastewater to treatment plants. City officials decided to use the $363 million in eligible FEMA repair and rebuilding grants toward the total cost of improving and upgrading the system. Repairs include consolidating and hardening the pump stations along the beachfront to withstand future storms.

Following is a breakdown of Public Assistance funding by sector.

Health Care: More than $50 million has been obligated to rebuild and improve hospitals and other health care facilities in disaster-affected areas. Over $40.6 million was used to restore parts of Hancock Medical Center in the town of Bay St. Louis which serves a population of approximately 44,000.

Education: More than $334 million has been allocated for K-12 public schools and universities. Some of these schools, such as the St. Martin school in Jackson County, combined the funding with other sources to build new state-of-the-art educational facilities and a public safe room to protect the community from future disasters.

Public Works/Utilities: Nearly $901.6 million has been obligated. This includes more than $363 million to repair and rebuild part of Biloxi’s sewer and water treatment system and nearly $99 million for the sewer and water treatment system in Gulfport. More than $36 million funded the repair of the wastewater treatment facility in Diamondhead.

Roads and Bridges: More than $84 million was allocated for repair and rebuilding.

Public Safety and Protection: Over $33 million has been obligated for the restoration of fire and police stations, courthouses and corrections facilities. Some public safety buildings, such as the Pass Christian police station, were rebuilt using FEMA 361 standards for public safe rooms to protect first responders in future disasters.

Historic Structures: Over $129 million was obligated for restoration of historic properties, such as the town of Waveland’s Civic Center, the Carnegie Library in Gulfport and the Old Brick House in Biloxi.

Debris Removal/Emergency Protective Measures: More than $1.15 billion was allocated to clear debris and reimburse overtime hours for emergency workers, including police and firefighters.

Ten Years after Katrina, FEMA has Obligated Over $3.2 billion in Public Assistance

BILOXI, Miss. — It’s been nearly ten years since Hurricane Katrina left widespread destruction along the Mississippi Coast. In the storm’s path, more than 234,000 homes were damaged or destroyed and more than one million people, a third of Mississippi’s population, were affected.

During the ten-years of recovery, the Mississippi Emergency Management Agency and the Federal Emergency Management Agency have collaborated with local governments and communities statewide to ensure that Mississippi rebuilds stronger and safer.

“FEMA was there to assist the state of Mississippi days before the storm made landfall and this partnership remains strong today,” said Robert Latham, Executive Director of the Mississippi Emergency Management Agency.  “They have continued to support with financial and technical assistance to help rebuild Mississippi and make us more resilient.”   

The following is a snapshot of FEMA and state assistance provided throughout the state during the last ten years:

Helping individuals and families:

More than $1.3 billion was spent to help individuals and families meet their basic needs and begin to recover. More than 126,000 families received rental assistance – with more than 45,000 families provided with a temporary housing unit.

Rebuilding Mississippi’s Infrastructure:

MEMA administers FEMA’s Public Assistance funds. To date, FEMA has obligated over $3.2 billion – the amount committed to restore schools, public buildings, roads and bridges, medical facilities, parks and other infrastructure and for debris removal and emergency response during and after the storm.  

The current water and sewer infrastructure project underway in the City of Biloxi is the largest Public Assistance project in Mississippi following Hurricane Katrina. FEMA obligated over $363 million for this project.                             

Historic preservation

In an innovative agreement to preserve historic properties after a disaster, FEMA partnered with several agencies to streamline the process required by the National Historic Preservation Act. Under this agreement – called the Secondary Programmatic Agreement – FEMA’s historic and archaeological specialists used GPS data to survey thousands of historic properties, districts and archaeological sites in the lower Mississippi counties most affected by Katrina. This survey is nearly 94 percent complete.

FEMA has worked with the state of Mississippi to safeguard these treasures in our Public Assistance and Hazard Mitigation work through extensive environmental/historical assessments and collaborative decisions.

Preparing for future disasters

FEMA has obligated $314 million for Hazard Mitigation in federal funds for safe rooms, shelters, hurricane-proofing and other projects to reduce the effect of future disasters. This is part of the $364 million available to Mississippi for projects to reduce the impact of disasters on people and property. The balance of the remaining funds to be obligated is just over $50 million. To date, $159 million has been obligated for safe rooms across the state. MEMA manages the Hazard Mitigation Grant Program in Mississippi. It identifies projects and manages them from beginning to closeout.

As we reach the ten year mark and the Hurricane Katrina recovery mission is nearly completed, Mississippi’s new and rebuilt infrastructure will be less vulnerable to future storms than in 2005. “Our strong partnership with the state of Mississippi was the key part in making our recovery efforts a reality for Mississippians,” said FEMA Mississippi Recovery Office Acting Director Laura Hill. “FEMA is proud of having worked with Mississippi in our rebuilding efforts to make the state stronger and better prepared.”

Mississippi Hurricane Katrina: A Decade of Progress through Partnerships

NEW ORLEANS – In the continued recovery from hurricanes Katrina and Rita, the Federal Emergency Management Agency has provided nearly $19.6 billion to help Louisiana’s communities and families rebuild and protect their property against future hazards. 

“Since 2005, FEMA has remained committed to Louisiana’s post-Katrina and Rita recovery. In the last eight years, we have funded one of the most significant comebacks in the history of natural disasters. This would not have been possible without the strong partnerships we share with our state and local recovery partners,” said FEMA’s Louisiana Recovery Office Executive Director Mike Womack.

FEMA’s Public Assistance Program assists in rebuilding disaster-damaged public infrastructure, such as roads and bridges, publicly owned utilities, schools, police and fire departments and healthcare facilities. FEMA has provided approximately $11.9 billion in public assistance funding to 1,849 Louisiana applicants for their Katrina and Rita recovery projects.

“In the past year alone, parish governments have held more than 50 groundbreaking and ribbon cutting events related to Katrina and Rita projects. These celebrations highlight the hard work and commitment that spurs the progress being made every day in Louisiana,” said Womack. “Our new, online photo essay at www.fema.gov/la8year offers a glimpse at some of the major, completed projects in local parishes.”

FEMA’s Hazard Mitigation Grant Program helps communities rebuild stronger and smarter by providing grants for projects that are designed to save lives and protect properties. Specifically, in response to hurricanes Katrina and Rita, FEMA has made more than $1.86 billion in HMGP funding available to the state of Louisiana.

Regarding individuals and families, after hurricanes Katrina and Rita, hundreds of thousands of Louisiana residents needed help rebuilding their lives. To aid these residents, FEMA provided approximately $5.8 billion in Individuals and Households Program grants to 915,884 individuals and families statewide. These dollars were used as housing assistance for rent, repairs and replacement housing, as well as other needs assistance for such things as furniture, clothing and replacement vehicles.

FEMA also housed more than 92,000 households in travel trailers, park models and mobile homes across Louisiana to combat the largest housing shortage ever seen in the agency’s history. Units were located on private properties, at industrial sites, in commercial mobile home parks and across 111 FEMA built and maintained group sites throughout the state. The last temporary housing unit was vacated last year in 2012.

Louisiana Recovery: Eight Years after Hurricanes Katrina and Rita

NEW ORLEANS – The Federal Emergency Management Agency recently announced nearly $13.6 million in additional funding to repair sewage systems, canal crossings and roads in St. Bernard Parish damaged by Hurricane Katrina.  

“These projects are a result of the continued partnership between St. Bernard Parish and FEMA,” said Parish President David Peralta. “The additional monies will help fund major infrastructure projects and improve the quality of life for the residents of St. Bernard Parish.”

When Hurricane Katrina hit, parish-owned infrastructure sustained damages from flooding and storm surge. The sanitary sewer system was overburdened from storm debris and flooding of manholes. Canal crossings were inundated and scoured by fast-flowing debris deposits. The base material under paved roads was initially compromised by the flooding, and then further destroyed by heavy trucks and machinery brought in to clear debris.

“Basic public infrastructure throughout St. Bernard Parish was cracked, broken and sometimes left nearly unusable following Hurricane Katrina,” said FEMA’s Louisiana Recovery Office Director Mike Womack. “Repairs and new construction have become a way of life since then – a pathway to our complete recovery. FEMA is committed to working side by side with the state and parish officials to ensure all related costs are covered.”

The recent series of FEMA grants work to continue the repairs to this critical infrastructure, including:

  • $10.2 million for work on the sanitary sewage collection system;
  • $2.2 million for roadway repairs, including materials testing and architecture and engineering services;
  • $697,071 for Dravo force main, a sanitary sewer force on the 40 Arpent Canal Levee; and
  • $504,840 for Rosetta and Lena canal crossings at 20 Arpent Canal.

FEMA has provided $474 million for water, sewer, roads and bridges in St. Bernard Parish, part of more than $1.8 billion granted to date to the parish for damages caused by hurricanes Katrina, Rita, Gustav and Ike.

St. Bernard Parish Continues Rebuilding Key Infrastructure with Additional FEMA Grants

NEW YORK – To assist families who are still struggling to locate housing after being displaced by Hurricane Sandy, the Federal Emergency Management Agency (FEMA) and the U.S. Department of Housing and Urban Development (HUD) announced today they will reinstitute the Disaster Housing Assistance Program (DHAP), a unique rental assistance program that provides temporary rental payments directly to landlords to help families displaced by disasters. DHAP-Sandy will help families find intermediate housing as they rebuild their lives.

“It is critical that we, along with our partners on the federal, tribal, state and local levels, provide a bridge for Hurricane Sandy families as they continue to rebuild their homes and return to a sense of normal,” said U.S. Housing and Urban Development Assistant Secretary Sandra Henriquez. “The DHAP program, which has a history of providing the temporary assistance families need after a disaster, will be that bridge to help families recover.” 

“In the aftermath of Sandy, New York presents a unique housing challenge,” said FEMA Federal Coordinating Officer Michael F. Bryne. “It’s a densely populated, urban environment and available rental resources are scarce. The purpose of this program is to assist those who have not been able to reach their permanent housing solution within FEMA’s standard forms of assistance.”

DHAP-Sandy will be executed through an interagency agreement between FEMA and HUD. Disaster survivors do not need to apply separately for the program. FEMA will determine which applicants qualify and will refer eligible applicants to HUD. HUD will work directly with state, and local housing agencies to administer the program.

Participation in DHAP will require survivors to take part in the State of New York or City of New York’s Disaster Case Management Program. This program is funded by FEMA and links disaster survivors with case managers who will help them develop and implement a disaster recovery plan.

The DHAP program was created in 2007, and provided a temporary housing solution to thousands of families who were displaced by Hurricane Katrina.  It successfully supported 37,000 families who were not previously HUD assisted following the 2005 hurricanes – Katrina and Ike. The DHAP program was also utilized to house families displaced by Hurricane Gustav in 2008.

FEMA, HUD announce rental assistance program for NY Sandy survivors

NEW ORLEANS – The Federal Emergency Management Agency recently announced nearly half-a-million dollars in recovery aid to a local nonprofit, the Family Center of Hope, bringing the federal agency’s overall Katrina and Rita recovery support for  private, nonprofits within Louisiana to approximately $1.3 billion.    

“Louisiana’s recovery continues to progress through joint efforts,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan. “Nonprofits, such as the Family Center of Hope in New Orleans, are key recovery partners, driving overall growth through providing essential community services to local residents.”  

As a community center, The Family Center of Hope, located at 4137 Washington Avenue, offers social services, including counseling, tutoring, and conflict resolution and outreach programs at local schools.

“The Family Center of Hope is very thankful and excited to receive these funds from FEMA for the completion of our project. We have served this community well for more than 20 years, and we will maintain our strong partnership with the city of New Orleans and our state officials to ensure that our new facility continues to address the many social ills plaguing children and their families in this community,” said Family Center of Hope Executive Director Patricia Watson.

During Hurricane Katrina, the community center’s roof was significantly damaged, allowing rain waters to enter the facility, which caused second floor damages. Likewise, approximately eight feet of floodwaters inundated and destroyed the first floor. As a result, the Family Center of Hope applied for and initially received both Community Block Grants and Capital Outlay Grants to fund the majority of necessary repair work.

Still, there were remaining repair costs, and in 2011, the Family Center of Hope became aware of their eligibility as a nonprofit to also apply for FEMA aid under the agency’s Public Assistance Program. Their request for recovery assistance recently resulted in FEMA providing $445,377 for eligible, Katrina-related building repairs not previously funded under CBDG and COG.

With remaining repairs underway, the Family Center of Hope community center will soon maintain the same capacity and function as it did pre-Katrina. It is anticipated to reopen in the summer of 2013.

FEMA Support Eases Local Nonprofit’s Recovery Costs

NEW ORLEANS – In the wake of Hurricane Isaac’s recent recovery efforts, Louisiana’s restoration from Hurricane Rita persists, enabled by approximately $1.3 billion in Federal Emergency Management Agency public assistance, hazard mitigation and individual assistance funding since her landfall on Sept. 24, 2005.   

“While Hurricane Katrina and more recently Hurricane Isaac tend to headline Louisiana’s natural disaster timeline, FEMA understands that communities in the southwestern part of the state think of Hurricane Rita when it comes to devastating storms,” said FEMA’s Louisiana Recovery Office Executive Director Joseph Threat. “Just seven years ago, these communities were greatly impacted by Rita’s landfall and are still recovering today.”  

FEMA has provided $671.8 million in public assistance grants for Hurricane Rita-related projects in Louisiana, such as debris removal and emergency protective measures and for permanent work to repair or rebuild public facilities damaged by the storm. Of this funding, nearly 50 percent was provided for recovery work in Cameron, Calcasieu and Vermilion parishes.

“The local officials and residents within these communities have worked together, in partnership with the state and FEMA, to rebuild their neighborhoods. Their success stories and recovery accomplishments to date speak to their resiliency and dedication to restoring Louisiana,” added Threat.

In an effort to help prevent future loss of property and to save lives during future disasters, FEMA’s Hazard Mitigation Grant Program has made more than $137.9 million in funding available to Louisiana in response to Hurricane Rita. Through this program, FEMA is able to provide traditional HMGP grants, for elevations and acquisitions for example, as well as planning grants to assist eligible applicants in setting short- and long-term mitigation goals.

“The ‘on-the-ground’ recovery efforts from disasters like Hurricane Rita, and more recently Hurricane Isaac, are multifaceted in that residents must first recover before communities can progress toward recovery,” said Threat. “That’s why helping individuals affected by disasters remains at the core of FEMA’s recovery mission.”

To aid Louisiana’s residents following Hurricane Rita, FEMA provided approximately $523.5 million in Individuals and Households Program grants to 177,622 individuals and families statewide. These dollars were used as housing assistance for rent, repairs and replacement housing, as well as other needs assistance for such things as furniture, clothing and replacement vehicles.

Beyond Recovery; Building Resilient Communities

NEW ORLEANS – In support of Louisiana’s recovery from hurricanes Katrina and Rita, the Federal Emergency Management Agency has provided approximately $19.1 billion over the past seven years to help communities and families throughout the state rebuild and improve their capabilities to protect against future hazards.

“Since 2005, FEMA has remained committed to this state’s post-Katrina recovery. The Louisiana that we celebrate today with our local and state partners represents the ‘whole community’ and the progress than can occur when people work together,” said FEMA’s Louisiana Recovery Office Executive Director Joseph Threat.

To assist in rebuilding disaster-damaged public infrastructure, FEMA’s Public Assistance Program has provided approximately $11.5 billion for the restoration of roughly 23,669 Katrina and Rita recovery projects throughout Louisiana. Such FEMA aid has enabled significant impacts across various public sectors, including approximately:

  • $3.9 billion for education and learning facilities
  • $1.1 billion for public safety facilities
  • $5.4 billion for general infrastructure (e.g., roads, transportation, parks and sewerage and water facilities)
  • $1.1 billion for health care facilities 

“This unprecedented level of progress has contributed to a recent recovery milestone – the opening of FEMA’s Region 6 Baton Rouge Processing Center. As part of the normal disaster recovery cycle, the opening of this processing center will further assist Louisiana in her final stage of recovery. For hurricanes Katrina and Rita, the center’s current focus is supporting state efforts to finalize remaining hazard mitigation projects,” added Threat. 

FEMA’s Hazard Mitigation Grant Program services individuals and public entities impacted by hurricanes Katrina and Rita by providing grants to communities and state agencies for projects that are designed to save lives and protect properties. Specifically, in response to hurricanes Katrina and Rita, FEMA has made more than $1.8 billion in HMGP funding available to the state of Louisiana.

Regarding individuals and families, after hurricanes Katrina and Rita, hundreds of thousands of Louisiana residents needed help rebuilding their lives. To aid these residents, FEMA provided approximately $5.8 billion in Individuals and Households Program grants to 915,884 individuals and families statewide. These dollars were used as housing assistance for rent, repairs and replacement housing, as well as other needs assistance for such things as furniture, clothing and replacement vehicles.

FEMA also housed more than 92,000 households in travel trailers, park models and mobile homes across Louisiana to combat the largest housing shortage ever seen in the agency’s history. Units were located on private properties, at industrial sites, in commercial mobile home parks and across 111 FEMA built and maintained group sites throughout the state.

“Another major recovery milestone was reached this year when, in July, the last FEMA temporary housing unit was removed from this state, marking the first time since 2005 that there have been no FEMA temporary housing units in Louisiana. This means thousands of families once devastated by Katrina are now living in more permanent housing,” said Threat.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.
