New York, NY – The Fulton Fire Department will be purchasing a new, well-equipped fire truck to replace a 26-year-old truck that has been out of service since January of this year, as well as no longer compliant with National Fire Protection Association standards 

“Without this federal grant, we would not have been able buy this equipment,” said David Eiffe, the department’s Assistant Fire Chief.  “Our older equipment has often been inoperable, forcing us to borrow a truck from a neighboring volunteer fire department.  We can’t serve our city that way; the NFPA standards are there for a reason.”

The funds for the truck come from an Assistance to Firefighters Grant, which is administered by the Federal Emergency Management Agency.  “The truck will cost $450,000,” said Dale McShine, Director of Grant and Preparedness for FEMA’s Region II.  The federal share will amount to $428,572, and we are very pleased to play such an important role in the safety of Fulton’s citizens.”

Fulton has a population of some 12,000 citizens.  Its fire department, with 36 career firefighters, responds to a total of some 2,200 fire, emergency medical service calls, and car and industrial accidents, each year, said Chief Eiffe.  “This new truck will be able to carry 750 gallons of water and pump 1,750 gallons per minute.  It’s also equipped with a foam system that is highly effective in putting out house fires.”

The Chief said also that, in addition to saving taxpayers money that was needed for repairs of his outdated trucks, the new truck will contribute to the safety of our citizens for at least 15 years. 

The Fulton Fire Department has two fire stations, on the east and west sides of the Oneida River.  The new equipment will be located in the west-side station. 

Assistance to Firefighter Grants provide support to numerous firehouses throughout FEMA’s Region II, which includes New York, New Jersey, Puerto Rico, and the US Virgin Islands.  The program provides critically needed equipment, protective gear, emergency vehicles, training, and other resources to protect the public and emergency personnel from fire and related hazards.

NEW YORK — Firefighters of the Brushton Volunteer Fire Department will receive 12 new self-contained breathing apparatuses and seven complete sets of personal protective equipment as a result of an Assistance to Firefighters Grant that is administered by the Federal Emergency Management Agency.

Located in Franklin County’s Town of Moira in north-central New York, the Village of Brushton’s fire station has 32 volunteers who have had to borrow outdated equipment to respond to fires, as well as to share it while training.  Firefighter Jude Ducharme of the village’s department said that he and his colleagues will “no longer have to use gear that has been handed down and has been damaged while doing our jobs.”

Brushton’s new mayor, Kevin Pentalow, expressed appreciation for the grant.  “It means that our firefighters will have new coats, pants, gloves, helmets, boots, and hoods that are not charred, torn, or discolored, and they’ll be well protected while doing their jobs.  And, we’ll have a full complement of breathing apparatuses that are less than 10 years old.  There’s a lot of safety provided by this gear.”

The new equipment is made possible through a grant from FEMA’s Region II, which covers New York, New Jersey, Puerto Rico, and the US Virgin Islands.  Dale McShine, the Region’s Director of Grants, reported that the grant totals $102,228.00, the federal share of which is $97,360.00. 

The equipment will also put Brushton’s fire equipment in line with safety criteria set by the National Fire Protection Association and the Occupational Safety and Health Administration.

Brushton’s firefighters respond to some 60 calls for assistance annually to a population of approximately 1800.  Firefighter Ducharme said that the department is increasingly assisting neighboring departments in dispensing emergency medical services.

North Country Fire Department to Upgrade Aging Equipment

NEW YORK — The regional volunteer firefighting alliance in Berlin Borough and Berlin Township is currently operating with obsolete, 14-year-old safety equipment that is out of compliance with National Fire Protection Association standards. 

The items to be replaced are self-contained breathing apparatuses at Berlin firehouses in both the Borough and Township.  The Borough’s Fire Chief, William Behnke, and the Township’s Fire Chief, Joseph Jackson, Jr., say that the combined 47 SCBAs at both facilities have been subject to wear and tear over 14 to 15 years and “numerous documented failures.” 

But thanks to an Assistance to Firefighters Grant totaling nearly $280,000.00 effective May 20, the two firehouses will be receiving 47 new SCBAs, each of which will consist of a harness/backpack, a face piece, and two breathing cylinders. 

Chief Behnke reports that the two firehouses conducted a joint needs assessment and concluded that “replacing our old, obsolete, non-compliant, and failing SCBA is the highest priority for improving firefighter safety and operations in the region.”

Unlike the worn-out gear it will replace, the new equipment will be compatible with that used by neighboring firehouses. It will allow firefighters to communicate with each other, display the amount of cylinder air available, and provide access to “rapid intervention teams,” which rescue trapped firefighters. The equipment also has other technological features enhancing safety.

The total grant amounts to $293,750.00 with $13,988.00 being contributed locally.

The Federal Emergency Management Agency administers the AFG program. Dale McShine, director of FEMA’s Region II Grants and National Preparedness Division, said she is pleased that the new equipment will have such a positive impact on the firefighters’ personal well-being.  “If they’re not safe, their ability to protect residents is also at risk.”

Located in southwestern New Jersey, and with a population of some 16,000 residents, Berlin Borough responded to 854 alarms last year, while the Township answered 806.

Berlin Mayor James Bilella says that this grant is “truly significant to a small town like ours because it allows us to serve our population effectively.”  He added, “Our volunteer first responders need updated, modern equipment to do their jobs safely.”

Berlin, NJ Firefighters to Receive New Personal Safety Equipment – Federal Grant will Fund Purchase

PHILADELPHIA – The Federal Emergency Management Agency (FEMA) will evaluate a biennial emergency preparedness exercise for the Salem/Hope Creek Nuclear Generating Station, Emergency Planning Zone portion in Delaware. The station is located in the State of New Jersey. The exercise will occur during the week of May 16th to test the ability of the State of Delaware to respond to an emergency at the nuclear facility.

“These drills are held every other year to test government’s ability to protect public health and safety,” said MaryAnn Tierney, Regional Administrator for FEMA Region III. “We will assess state and local emergency response capabilities in Delaware within the 10-mile emergency-planning zone of the nuclear facility as well as the adjacent support jurisdictions within the State of Delaware.”

Within 90 days, FEMA will send its evaluation to the Nuclear Regulatory Commission (NRC) for use in licensing decisions. The final report will be available to the public about 120 days after the exercise.

FEMA will present preliminary findings of the exercise in a public meeting at 10 a.m. on May 20, 2016, at the Residence Inn by Marriott, 600 Jefferic Blvd, Dover, Del. Scheduled speakers include representatives from FEMA, NRC, and the State of Delaware.

FEMA to Evaluate Readiness of Delaware

EATONTOWN, N.J. — The devastation caused by Hurricane Sandy left survivors and businesses in New Jersey with large-scale recovery needs. In the three years since, the state’s private sector has made significant contributions to strengthen recovery efforts.

Immediately after Sandy struck, Private Sector specialists with FEMA’s External Affairs division deployed to New Jersey to work with chambers of commerce, industry associations, individual companies, colleges and universities, the medical industry and other organizations.

Response was immediate. Utility companies inserted disaster assistance information in utility bill inserts, reaching 3.3 million customers. The South Jersey Transportation Authority featured registration information on its Vehicle Messaging Systems at toll plazas as well as on its website ticker messaging system, reaching an estimated 2.9 people a month.

Through utility bill inserts, newsletters, signage, advisories and other means, FEMA’s Private Sector specialists successfully distribute some 14 million disaster assistance messages to New Jersey residents.

One fast food chain that requested anonymity handed out disaster assistance messaging along with 7,000 sandwiches they distributed at 32 locations throughout New Jersey. “That’s just one example of how essential the private sector is to a strong recovery effort,” noted Gracia Sczech, who served as Federal Coordinating Officer for FEMA’s Joint Field Office in Lincroft during the early days of the disaster.

Chambers of commerce, associations and businesses shared FEMA’s electronic newsletter, the E-News Update, with their memberships and contacts. This access to recovery information proved invaluable to their members and had far-reaching effects.

FEMA’s Private Sector worked with The New Jersey Association of Realtors to present a series of seminars and question and answer sessions on recovery issues. These events updated and advised the real estate community on issues pertinent to Sandy recovery, including, Flood Mapping, the National Flood Insurance Program, Home Elevation, Business Continuity, Federal and State recovery programs, and grant and loan opportunities.

In all, more than 2,000 realtors received the latest information regarding Sandy recovery. “To have the opportunity to interact directly with FEMA representatives, ask questions and get answers has helped not only members, but their clients as well,” said New Jersey Association of Realtors Chief Executive Officer Jarrod Grasso. “The recovery process in the aftermath of Sandy has not been easy, but getting the correct facts to our members has relieved a great deal of uncertainty related to flood maps, insurance and elevation that so many New Jersey residents felt.”

Two FEMA program areas, Private Sector and the Federal Disaster Recovery Coordination group, facilitated an Insurance Industry Roundtable, forming a public-private partnership that resulted in a series of four meetings to explore how to enhance and expedite the disaster assistance process. A roundtable work group identified issues impeding the process and then developed recommendations that were submitted to President Obama’s Hurricane Sandy Rebuilding Task Force.

The private sector reached out in more basic ways as well. Sometimes, it was as simple as speaking at a local chamber of commerce meeting or a single business, staffing information tables at business and industry functions or offering work space for businesses displaced by the storm.

Operation Photo Rescue, a nonprofit organization of volunteer photojournalists from around the nation, came to New Jersey to help Sandy survivors restore treasured photos. The organization began helping disaster survivors during the Hurricane Katrina recovery in Louisiana.  Operation Photo Rescue volunteers needed to set up a temporary site close enough for survivors to access their free services.

“Finding a place for us to host our copy run was turning into a major problem as we could not secure a building close enough to where Sandy hit,” recalled Operation Photo Rescue President Margie Hayes.

“We were coming up empty-handed until Chris Spyridon, regional pro sales manager for Home Depot, offered us a space at Home Depot in Seaside Heights.”

Another area in which the private sector played an important role was in the academic arena. FEMA offers a disaster preparation program to elementary schools titled “FEMA for Kids,”  which helps children recover from the stress and uncertainty of the unknown that a disaster can bring by teaching them skills that serve to alleviate that uncertainty, including developing a family communications plan for disasters and determining what items their family should plan to have on hand to prepare for disaster, such as canned food, medications, water and pet supplies.

With the success of FEMA for Kids came a similar prepared program aimed at high school and college-age students titled “Ready, Steady, Strong.” Designed and developed by a FEMACorps team at the NJ Sandy Joint Field Office in Lincroft, Ready, Steady, Strong teaches the same principles as FEMA for Kids at a more sophisticated level, including a tabletop exercise simulating a disaster in which the students practice emergency management skills.

Thousands of students throughout New Jersey participated in the two programs, gaining the attention of the Mayor of Newark, who invited FEMA to present the program in the Newark school system. More than 45,000 elementary and high school age students as well as teachers and administrators participated.

The business of recovery is long-term, and an important part of recovery is preparedness, which not only helps individuals survive a disaster but can help businesses endure as well. FEMA’s Private Sector specialists have traveled throughout the state to help executives and officials understand the need for a business continuity plan to implement in an emergency to ensure the business can survive and continue once the emergency is over. Montclair State University recorded FEMA’s preparedness webinar to share with all of New Jersey’s colleges and universities.

As we mark the third year of Hurricane Sandy Recovery, the work of our Private Sector partners continues to benefit residents and businesses throughout New Jersey.

Three Years after Sandy: New Jersey’s Private Sector Continues the Work of Recovery

es of rubble. Planks and pavilions were washed out to sea. Bluffs and dunes were eroded. Stairways and benches were ripped off and carried away.

The cost of all that destruction rose into the hundred millions. But over the three years since the storm, most of New Jersey’s seaside towns have entirely rebuilt their boardwalks. In others, work is progressing on boardwalk and dune projects intended to build in resiliency and protect them from a future storm.

This is good news for the state of New Jersey, where tourism represents a key sector of the economy. As anyone who has tried to find a hotel room or a beach house rental at the Jersey Shore can attest, in a time when it’s possible to fly anywhere in the world on vacation, our state remains an enduringly  popular destination.

According to a Tourism Economics report generated by VisitNJ.org, in 2014, the tourism industry accounted for nearly 10 percent of total employment in the state, generating more than $36.4 billion in revenues, an amount that represents 6.6 percent of the entire state economy.

Given those numbers, it’s easy to see why rebuilding the boardwalks was a priority for the state.

As a result of the Disaster Declaration issued by President Barack Obama on October 29, 2012, the state was eligible for Federal Disaster Assistance administered by FEMA’s Public Assistance program to assist in meeting the enormous costs involved in rebuilding and recovery in New Jersey.

And because of the catastrophic nature of the disaster, the state was eligible for reimbursement of 90 percent of the costs of public infrastructure projects under FEMA’s Public Assistance program.

As of October, 2015, the Federal Emergency Management Agency had obligated more than $115 million in Federal dollars for boardwalk and beach restoration and associated projects along the New Jersey shore.

Boardwalk reconstruction in most shore towns began just months after the storm, and many of the boardwalks were complete and open for the start of the summer tourism season in 2013.

Spring Lake used a composite material that is considered to be more durable than wood to rebuild its boardwalk. The borough significantly reduced the cost of the rebuilding project by using local labor and Force Account Labor (i.e. their own workforce) to do the work. The Federal share of the rebuilding project was $4.9 million, significantly reducing the financial impact of the reconstruction on Spring Lake property owners.

Sea Girt used recycled boards for a portion of its boardwalk repairs. Federal funds obligated for that project totaled $1,616,818.

Atlantic City repaired the damaged northern section of its boardwalk with “ipe” (pronounced ee-pay) wood, a Brazilian hardwood said to be as strong as steel. Atlantic City is also upgrading access ramps and adding more lighting along its boardwalk. The Federal share obligated for repairs to the boardwalk and outbuildings in Atlantic City totaled more than $10.5 million. Another $886 thousand in Federally obligated funds is pending.

By March 2015, Long Branch received $21.7 million from FEMA for the repair of a one-mile section of boardwalk and bluffs. The bluffs will serve as the support system for the boardwalk. The damaged boardwalk and infrastructure will be rebuilt with a new concrete foundation, 95,740 cubic yards of additional material, and 11,489 square yards of dune grass. The project is slated for completion in mid-2016.

Belmar reopened its historic, 1875 boardwalk in May 2013 after a $9.2 million reconstruction. The town is also investing in a $6 million dune building project that is intended to protect the boardwalk from future hurricanes.

In addition to their importance to the economy, boardwalks hold a magical place in the hearts of New Jerseyans young and old, famous and not so famous.

As Pulitzer Prize-winning New Jersey author Junot Diaz put it, “The boardwalk was where all of New Jersey came together, where New Jersey, for better or worse, met itself.”

Strolling the boardwalks, in every season, is one of the great pleasures of the Jersey Shore. Three years after Sandy, they are once again a part of the New Jersey landscape that belongs to each one of us.

Three Years after Sandy: Most of New Jersey’s Boardwalks Are Rebuilt

Assistant Fire Chief Sees Gear as “Fundamental to Safety”

NEW YORK, NY — The Sherburne Village Fire Department will receive equipment to fill self-contained breathing apparatuses used to provide 39 volunteer firefighters with breathing air as they fight blazes or encounter toxic fumes.

“This compressor provides an integral piece of safety equipment to our volunteers,” said Jansen Casscles, First Assistant Fire Chief.  “Last year,” he said, “our department responded to some 500 fires and emergency medical service calls.  The old air compressor broke down regularly and made it very difficult to maintain air quality standards.”

The announcement of the Assistance to Firefighters Grant was made here today by Dale McShine, Director of Grants for Region II of the Federal Emergency Management Agency, which administers the AFG program.  She said the award totaled $43,000, with the federal share coming to $40,953.

Chief Casscles said that the new air compressor replaces equipment that was more than 25 years old, adding, “The old equipment struggled to fill air cylinders of greater capacity, which used to be larger and heavier.  But today,” he said, “those cylinders are smaller and allow our firefighters far more mobility.  We’ve got a population of 4,500 to serve and the new compressor is fundamental to the safety of our citizens and our firefighters.”

FEMA’s Dale McShine pointed out that in 2013, Assistance to Firefighter Grants provided funding of almost $22 million to the 192 fire departments and EMS agencies throughout Region II, which includes New York, New Jersey, Puerto Rico, and the Virgin Islands.

“These grants assist emergency agencies,” she said, “and we know that they provide safety and protection to entire communities.  We are very pleased to be part of that process.”

Volunteer Firefighters in Chenango County Village to Receive Air Compressor to Fill Breathing Cylinders

NEW YORK, NY — The Borough of Deal’s Board of Commissioners are happy to report that the Deal Fire Company No. 2 will receive a $60,000 federal grant to replace out-of-date rescue equipment.  The Borough of Deal is located within Monmouth County, New Jersey.

The new extrication equipment will enable the town’s firefighters to rescue people trapped in a car after an accident or unable to move as a result of another calamity.  Extrication tools include hydraulically operated cutters and spreaders.  Cutters enable firefighters to cut through buckled car metal as a scissors would do to cloth, while spreaders widen cut metal to allow extrication of a pinned individual.  

The $60,376 award is an Assistance to Firefighters Grant from Region II of the Federal Emergency Management Agency, and was announced here today by Dale McShine, Director of the Grants Division of the Region. The federal share of the grant totals $57,501.  The grant became effective July 31, 2015.

“This rescue capability is a key part of our fire company’s responsibility in Deal and in assisting our neighboring communities,” said Fire Chief John Anastasia.  “And we value this grant because it takes the place of our aging equipment and will allow us to do our job more safely and effectively,” he added.

FEMA’s Ms. McShine pointed out that in 2013, Assistance to Firefighter Grants provided funding of $21.9 million to 192 fire departments and EMS agencies throughout Region II, which includes New York, New Jersey, Puerto Rico, and the Virgin Islands.  “We know that these grants play major roles in the local communities that receive them,” she said, “and we are very pleased to be a part of this process.”

The preliminary flood hazard maps that will be shared at the Open House are an update of the existing FIRMs. These preliminary FIRMs and the associated Flood Insurance Study (FIS) provide the basis for flood risk education and floodplain management measures. Each community is required to adopt updated maps to continue participating in the National Flood Insurance Program (NFIP), which makes flood insurance available to the community.

Insurance companies use FIRMs to determine flood insurance rates for buildings, and lenders utilize this information to determine flood insurance requirements. Residents and property owners in these areas are encouraged to learn more about their flood risk and the updates shown on the preliminary flood hazard maps by entering their property’s address in the “What’s my BFE?” tool at www.region2coastal.com

Using interactive flood hazard maps at this Open House, representatives from the State, County, FEMA and their mapping partners, will be available to answer flood risk and insurance questions, and explain the preliminary flood hazard maps. Residents are encouraged to bring their elevation certificates and/or flood insurance policies to the event in order to get the best information about how their flood insurance rates may change as a result of the new preliminary flood maps and legislative reforms.

The Open House will cover flood hazard and FIRM map information only. No information will be available concerning outstanding insurance claims or disaster-related recovery efforts.

Please plan to attend this event if your property is currently mapped within a Special Flood Hazard Area (SFHA), newly mapped into an SFHA, or if you are unsure of your flood risk and/or you have any questions on flood insurance. If you cannot attend or want to learn more about your flood risk, please refer to the Preliminary FIRMs which are available on the FEMA Map Service Center website, https://msc.fema.gov/portal, call the FEMA Map Information eXchange (FMIX) at 1-877-FEMA MAP (1-877-336-2627) or call your local flood plain administrator or building official.

If you are in a high-risk flood zone, known as the SFHA, you may be required by your lender to carry flood insurance. FEMA staff will be available at the Open House to talk about these changes.

Flooding is the number one natural disaster in the United States. It is vital for property owners to understand their risk and taking advantage of tools and programs available to them. Property owners can take action by purchasing flood insurance and implementing mitigation actions to help reduce future flooding impacts.

Flood Map Meeting to Take Place in Newark March 4

EATONTOWN, N.J. — In the two years and three months since Hurricane Sandy scored a direct hit on New Jersey, the Federal Emergency Management Agency has remained engaged in the recovery effort, providing $6.9 billion to date to help the state recover and rebuild.

This money has helped to rebuild critical facilities, clear debris from navigable channels, restore boardwalks along the Jersey Shore, rebuild Atlantic Highlands harbor, and reimburse municipalities throughout the state for the enormous costs of clearing debris and restoring public safety in the immediate aftermath of the storm.

FEMA’s National Flood Insurance program has paid out more than $3.5 billion in claims to flood insurance policyholders whose homes were damaged or destroyed by the storm.

Through FEMA’s Individuals and Households Program (IHP), the agency approved $422.9 million in payments to Sandy survivors.

FEMA Public Assistance, which provides funds for repair and rebuilding of infrastructure and public facilities as well as necessary work such as debris removal and emergency response, has contributed $1.525 billion towards repair and rebuilding projects in New Jersey.  Eighty-seven percent of all PA projects in New Jersey have total project costs of over a half-million dollars.

As the immediate work of rebuilding continues, FEMA is helping to strengthen the state’s capacity to withstand a future disaster. Forty percent of all Public Assistance (PA) projects have accompanying mitigation projects attached to them. FEMA is funding projects that protect vulnerable facilities from inundation by storm waters, raise homes above the flood plain and convert neighborhoods that have experienced repeated and devastating flooding to public, open space.

To date, the FEMA’s Hazard Mitigation Grant Program has allotted $162 million for voluntary property acquisitions in communities subject to repetitive flooding. It has allocated $51 million for home elevations in flood-prone areas and $9.7 million for the Retail Fuel Station Program. The RFS is a voluntary grant program designed to enhance the operational resiliency of retail fuel stations statewide by funding the installation of back-up generators capable of operating fuel pumps when power outages occur.
