President Declares Major Disaster for the Republic of the Marshall Islands

WASHINGTON –The Federal Emergency Management Agency (FEMA) announced that federal disaster assistance has been made available under the Compact of Free Association between the Government of the United States of America and the Government of the Republic of the Marshall Islands, as amended, due to ongoing severe drought.

The President’s action makes federal funding available for U.S. Government emergency relief and reconstruction assistance to the Republic of the Marshall Islands in accordance with Public Law 108-188, as amended, including Article X of the Federal Programs and Services Agreement to the Compact of Free Association. Republic of the Marshall Islands President Heine requested a disaster declaration on April 1, 2016.

The United States Agency for International Development’s Office of Foreign Disaster Assistance will coordinate U.S. Government disaster assistance efforts in conjunction with FEMA and the Government of the Republic of the Marshall Islands.

Major Disaster Declaration for CNMI (FEMA-4235-DR) amended to include the Islands of Saipan and Tinian for Public Assistance Categories C-G.

SAIPAN – On August 18, 2015, the Major Disaster Declaration for the Commonwealth of the Northern Mariana Islands (FEMA-4235-DR) as a result of damages occurred August 1-3 by Typhoon Soudelor, was amended to include the Islands of Saipan and Tinian for Public Assistance [Categories C-G].

Public Assistance (PA) is the assistance for emergency work and the repair or replacement of disaster-damaged facilities. The Islands of Saipan and Tinian are included for Public Assistance Categories C-G, which are as follows: Category C: Roads and Bridges, Category D: Water Control Facilities, Category E: Public Buildings and Equipment, Category F: Utilities, Category G: Parks, Recreational Facilities, and Other Items.

The Islands of Rota, Saipan, and Tinian were also included for debris removal and emergency protective measures (Categories A and B), including direct federal assistance, under the Public Assistance program.

The Government of CNMI agencies and certain private nonprofit agencies, that may be eligible for federal and commonwealth disaster assistance, must submit Request for Public Assistance (RPA) forms to Commonwealth of the Northern Mariana Islands (CNMI) Homeland Security. The deadline for RPAs for original categories A-B is September 4, 2015. The deadline for RPAs for categories C-G is September 18, 2015.

The Public Assistance Program provides grants to commonwealth governments and certain private non-profit entities to assist them with the response to and recovery from disasters.

PA funds are available to eligible applicants as part of the federal disaster declaration of August 5, 2015, for the typhoon that occurred August 1-3, 2015 in CNMI.

The primary goal of the Public Assistance program, administered by the Federal Emergency Management Agency (FEMA) and CNMI, is to provide reimbursement for eligible expenses for emergency response as well as the repair and replacement of damaged public facilities.

Under the PA program, FEMA reimburses successful applicants for 75 percent of their eligible expenses, while the other 25 percent is the non-federal share. The CNMI government pays 75 percent of the non-federal share of eligible costs incurred by the commonwealth agencies and special districts with local agencies picking up the remaining 25 percent.

Commonwealth agencies and certain private nonprofits are responsible for the entire non-federal share. The federal portion is paid directly to the territory, with CNMI being the grantee, which then makes disbursements to sub-grantees, the local jurisdictions and organizations.

SAIPAN – Now that Tropical Storm Goni and the follow-on monsoonal rains begin to subside in the Saipan area, the following disaster recovery support services will resume on Monday, August 17:

FEMA Housing Inspections. Registered survivors will be contacted by a FEMA inspector to schedule an appointment for an inspection; you do not need to contact FEMA to set up an inspection. If you have been displaced and need transportation to and from the housing inspection, you can contact the Commonwealth Office of Transit Authority at 670-237-8000 to schedule transportation.
The joint Commonwealth of the Northern Mariana Islands (CNMI) and Federal Emergency Management Agency (FEMA) Disaster Recovery Center (DRC) will reopen on Monday, Aug. 17 at 8 a.m.

SAIPAN – A joint Commonwealth of the Northern Mariana Islands (CNMI) and Federal Emergency Management Agency (FEMA) Disaster Recovery Center (DRC) will open on August 12 in Susupe to help individuals and families affected by Typhoon Soudelor with the recovery process.

The DRC will open on Wednesday, August 12, at 12 p.m.:

Aug. 12 (opening day) hours of operation: 12 p.m.-5 p.m.

Normal hours of operation: Monday-Saturdays 8 a.m. to 5 p.m.; Sundays 10 a.m.-4 p.m.

After registering online or by telephone, survivors can access “one-stop shop” service at the DRC and receive assistance with additional registration needs such as case inquiries and updates. Subject matter experts from FEMA, the U.S. Small Business Administration, and the American Red Cross will be available at the DRC.

While visiting the DRC is not required, an in-person visit following registration often proves extremely helpful to survivors in understanding the entire range of possible assistance for which they may be eligible.

Ahead of Tropical Storm Chantal FEMA Urges Residents to Take Steps to Prepare, Listen to Local Officials

WASHINGTON – The Federal Emergency Management Agency (FEMA), through its Caribbean Area office in Puerto Rico and in coordination with the National Weather Service, is monitoring the conditions of Tropical Storm Chantal.

According to the National Weather Service, a tropical storm watch is in effect for the coastal waters of the US Virgin Islands and Puerto Rico. A tropical storm watch means that tropical storm conditions are possible within the next 48 hours somewhere within the specified areas. Tropical storms often bring storm surge and significant rainfall and flooding.

FEMA urges residents in potentially affected areas to closely monitor the storm and take steps now to be prepared in advance of severe weather and most importantly, follow the direction of commonwealth and territory officials. At this time, it is still too early to know whether the storm could pose an immediate threat to the eastern coast of the United States, but for individuals in areas that could be affected now is the time to refresh your emergency kit and review your family plan. If you do not have an emergency kit or family plan, or to learn about steps you can take now to prepare your family for severe weather, visit www.Ready.gov.

Residents or visitors in Puerto Rico or the U.S. Virgin Islands:

Listen to the instructions of local officials. Local officials make decisions on sheltering in place or going to your pre-designated safe meeting location.

Have important supplies ready to sustain you and your family, if needed. This includes water, a battery-powered radio, flashlight, extra batteries, cell phone charger, medicines, non-perishable food, and first aid supplies.

Stay up-to-date with the latest forecast – Follow local radio and TV reports, as well as forecasts from the National Hurricane Center.

President Declares Disaster for the Republic of the Marshall Islands

St. Thomas’ King Airport Open for Normal Operation; St. Croix’s Rohlsen Airport Set Passenger Check-in for 10 AM Today

The Virgin Islands Port Authority announced today that the Cyril E. King Airport on St. Thomas is open and processing passengers as normal. The Henry E. Rohlsen Airport on St. Croix is also open, however, passenger check-in was set for 10 a.m. today. VI Port Authority received the following cancellation information as of 10 a.m. today:

American Airlines – canceled today’s flight to Miami from St. Thomas and today’s midday flight from St. Croix to Miami.

LIAT, Ltd., – canceled all flights to St.Thomas on Wednesday. Flights have not resumed.

Cape Air – canceled all flights as of 3:45 p.m. on Wednesday, and all of today’s flights.

Seaborne Aviation canceled flights between St. Croix and St. Thomas on Wednesday. Services have not resumed as 10 a.m. today.

VI Port Authority will continue to update the community as flight information becomes available.

The VI Port Authority is advising travelers to call their airline directly for flight schedule information.
