NEW YORK – In a single day, 185 disaster loans closed recently for Hurricane Sandy survivors in New York by the U.S. Small Business Administration.

The SBA surpassed the $1 billion mark in loans to businesses of all sizes, homeowners and renters. The 185 loans that closed on Saturday, Feb. 16, ranged from less than $1,000 to $240,000 in Kings, Nassau, New York, Queens, Richmond, Rockland and Suffolk counties.

Of the $1 billion, $966 million are loans to repair and rebuild homes. Business loans make up nearly $68 million. SBA’s economic injury loans total more than $7 million.

Economic injury loans are available to offset lost business and other losses caused by Hurricane Sandy for eligible businesses as well as private nonprofits, even if property was not damaged.

Deferred Disaster Loan Payments

The first payment for a disaster loan is due five months from the date of the SBA Note.

The deadline to apply for an SBA disaster loan is Feb. 27, 2013 for physical damage and July 31, 2013 for Economic Injury Disaster Loans.

Flurry of weekend activity pushes SBA’s Sandy disaster loans past $1 billion

NEW YORK – Disaster help begins with registering with the Federal Emergency Management Agency and the Feb. 27 deadline is coming up soon.

Less than two weeks remain for Hurricane Sandy survivors to register for help from FEMA. That’s the same deadline for returning the disaster loan application to the U.S. Small Business Administration.

Since Sandy made landfall in late October, FEMA and SBA have approved more than $1.8 billion for survivors in New York. FEMA has approved nearly $900 million for individuals and households (at the close of business Feb. 13).

Registering for help is as easy as calling the FEMA helpline, which operates from

Less than two weeks to register for disaster assistance

NEW YORK – More than 500 residents from New York City’s five boroughs and Long Island have been hired by FEMA in the aftermath of Hurricane Sandy.

Within the first weeks of the storm, FEMA deployed nearly 3,800 reservists from all over the country. These reservists came from every walk of life and professional background. For example, in External Affairs, a former TV broadcaster from Tennessee may work alongside a retired Navy public affairs officer from Missouri.

As some of the reservists begin to return home, FEMA’s practice on large-scale disasters is to hire some of its workforce from the local community. These are full-time, temporary positions.

Sometimes there is a misconception that FEMA only hires local people who have been affected by the disaster, but that is not the case. The agency hires people based on experience and qualifications.

Those hired work in a range of departments and positions.

While local hires often have a sense of mission working for the agency, FEMA benefits from their cultural and geographic knowledge. In the Brighton Beach area of Brooklyn, where many in the Russian-Jewish population have a limited proficiency in English, FEMA has benefited from hiring several employees from the community.

Another advantage to FEMA is that many local hires go on to have a successful career in emergency management. Some even go all the way to the top. Justo Hernandez started as a housing inspector for the agency in 1989 during Hurricane Hugo and went on to become a Federal Coordinating Officer, which is the top federal executive position in a disaster operation.

FEMA hires 500 New York residents for recovery operation

NEW YORK – Hurricane Sandy survivors in New York have until 3 p.m. Saturday, Feb. 16, 2013, to visit four disaster recovery centers.

The State of New York and the Federal Emergency Management Agency closely monitor visitor traffic at all New York recovery centers. Traffic at the four centers has slowed, indicating the information needs of survivors in those areas have mostly been met. So far, there have been more than 13,000 visits to the four centers combined.

Survivors who need help may still visit any of the other centers that remain open throughout New York, 9 a.m. to 6 p.m. Monday through Friday and 9 a.m. to 3 p.m. Saturday.

Also, all recovery centers will suspend service Monday, Feb. 18, 2013, in observance of Presidents’ Day. The centers will reopen at 9 a.m. Tuesday, Feb. 19.

Survivors have until Saturday to visit 4 disaster recovery centers in New York

NEW YORK – Following Hurricane Sandy, the Federal Emergency Management Agency has been working to reimburse local governments and some private nonprofits for some of the costs of emergency response, debris removal and for repairing or rebuilding damaged public facilities.

So far, nearly $608 million in Public Assistance (PA) grant funding from FEMA has been approved for projects in the 14 New York counties designated for PA disaster assistance.  

FEMA recognizes the financial burden on local agencies for response and recovery costs and is committed to helping ease that burden, according to Michael F. Byrne, FEMA’s federal coordinating officer for New York.

“The Public Assistance reimbursements will help significantly reduce the impact of Hurricane Sandy costs on local budgets,” Byrne said.  “Our goal is to help agencies obtain the maximum disaster assistance they are eligible for under the law.”

More than 129 PA grants have been approved since the Oct. 30, 2012 Presidential disaster declaration, including a $103 million reimbursement to the New York Health and Hospitals Corporation to replace medical equipment and repair damaged clinics, $106 million for the NYPD for personnel overtime and materials used for emergency protective measures and more than $114 million to the New York University Langone Medical Center for patient evacuation, emergency repairs and clean-up of critical service and facilities.

To be eligible for PA grants, damage must be a result of the disaster, be located within the designated disaster area and be the responsibility of the applicant.  Eligible applicants include state and local governments, tribal nations and certain private nonprofit (PNP) organizations that provide an essential public service.

There are two types of work eligible for reimbursement through a PA grant: emergency work and permanent work.  Emergency work may include reimbursement for debris removal and emergency action

taken to protect lives or property. Permanent work may include reimbursement for repair or restoration of public facilities, such as roads, bridges and public buildings.

FEMA reimburses eligible applicants for 75 percent of their eligible costs. The remaining 25 percent comes from non-federal funds.

Other New York grants include:  a $1,600 grant to the Mattituck Park District in North Fork for material to prevent further erosion to sidewalks, more than $112,000 to reimburse the Town of Shelter Island for debris removal and remediation and a $220,000 reimbursement to the Hudson River Park Trust for the clean-up of an oil spill and debris.

NEW YORK – The very reasons Hurricane Sandy survivors in New York find for not applying for a low-interest disaster loan from the U.S. Small Business Administration are the very reasons they should apply – on or before the Jan. 28 deadline.

“Oh I’m not eligible and I don’t own a business.”

Most SBA disaster loans go to individuals and families, and interest rates may be as low as 1.688 percent with terms up to 30 years. Loans to homeowners help pay for repair or replacement of their disaster-damaged primary residence. The loans also help homeowners and renters pay to replace disaster-damaged personal property.

“I don’t want a loan or can’t qualify for one.”

Filing the loan application does not obligate people to accept the loan, but individual and family applicants must still complete the SBA loan application before they can be considered for certain other FEMA grants and programs that could include assistance for disaster-related medical and dental expenses, disaster-related car repairs, clothing and household items. Renters who need to repair or replace essential items lost in Hurricane Sandy can get help from the SBA. Renters may qualify for long-term, low-interest SBA loans to repair or replace personal property items, such as clothing, furniture, cars, or appliances damaged or destroyed in the disaster.

“I’m going to wait for my insurance settlement.”

Survivors should not wait to settle with their insurance companies before applying for SBA disaster loan assistance. If a survivor does not know how much of their loss will be covered by insurance or other sources, SBA will consider making a loan for the total loss up to its loan limits, provided the borrower agrees to use insurance proceeds to reduce or repay their SBA loan. 

“I own the property but it’s not my primary residence.”

If your property is used as a normal part of your business, such as rental property, you may be eligible to apply as a business owner. We suggest you submit your application and let SBA make that determination.

“Why bother with SBA when I also need to raise or elevate my home.”

If your disaster loan application is approved, you may be eligible for additional funds to cover the cost of improvements that will protect your property against future damage. Examples of improvements include elevating your house, retaining walls, seawalls, sump pumps, etc.

“Our neighbors were turned down for an SBA loan and they make more than we do.”

Don’t make the mistake of eliminating yourself.  Everyone’s situation is unique to them and SBA will work with you if you feel you may have a problem qualifying for the loan.  Remember, if a homeowner or renter cannot qualify for the SBA loan, they will be referred back to FEMA for additional grant consideration.

There Are Plenty of Reasons to Apply for an SBA Disaster Loan

WARWICK, R.I. – With total federal support to date for Hurricane Sandy damage in the The Ocean State now exceeding $9.8 million, the Federal Emergency Management Agency has extended the deadline for Rhode Islanders with losses from Sandy to register for assistance until February 13.

The following is a summary as of January 10, 2013, of federal support for individuals, families and public entities with losses from Hurricane Sandy:

  • 590 households have registered with FEMA for some form of disaster assistance, including financial grants, loans and other disaster-related services.

  • $368,374 has been approved in grants to cover repairs to homes and rental assistance

  • $22,086 has been approved to help Rhode Islanders with other disaster-related needs such as lost personal property and loss of transportation.

  • 71 applicants have requested aid from the Public Assistance Program. For these applicants FEMA has prepared 97 separate public assistance projects totaling $2,370,404, of which $347,793 has already been obligated to the state to reimburse local, county, and state government entities and

  • $631,400 in low interest, disaster recovery loans to homeowners has been approved by the U.S. Small Business Administration.

  • The National Flood Insurance Program estimates that approximately 1,000 claims have been filed related to Superstorm Sandy in Rhode Island and around $6.5 million has been paid out to survivors.

Rhode Islanders have until midnight February 13 to register online at www.DisasterAssistance.gov or via smartphone at m.fema.gov. Individuals may also register by calling FEMA at 800-621-FEMA (3362) daily from 8 a.m. to 10 p.m. Multilingual recovery specialists are available. FEMA-state assistance may include grants for temporary housing and home repairs, uninsured vehicle damage, lost or damaged personal property and many other costs incurred because of Hurricane Sandy. Even people who have insurance may qualify for FEMA aid to help with expenses their insurance does not cover, such as temporary housing during home repairs.

Low interest disaster loans are vital to full recovery for many who had storm damage. The U.S. Small Business Administration provides these loans, not just for small businesses, but also for homeowners, renters, businesses of any size and some private nonprofits to cover uncompensated real or personal property losses. The deadline to apply for an SBA loan is February 13.

FEMA Aid Registration Extended, Federal Support More than $9.8 Million in R.I.

WARWICK, R.I. – Rhode Island senior citizens who receive federal disaster assistance for losses due to Hurricane Sandy will still be able to receive all their other federal benefits-and they need not worry about having to pay any additional taxes. 

“We want to assist seniors affected by Hurricane Sandy,” said Federal Coordinating Officer James N. Russo, who leads the Federal Emergency Management Agency’s Sandy recovery mission in Rhode Island. “We can’t do that if they fear that asking for help will impact their other benefits or raise their taxes.”

Federal disaster assistance does not affect Social Security payments, Medicare benefits, food stamps or any other federal assistance programs.. The Internal Revenue Service does not consider it taxable income.

Seniors and others who experienced damage from Sandy may be eligible for FEMA’s Individual Assistance Program. This may cover expenses for temporary housing, home repairs, replacement of damaged personal property and other disaster-related needs, such as medical, dental or transportation costs, not covered by insurance or other programs.

To determine whether they are eligible for disaster recovery help from FEMA, seniors and others must register. Some seniors with paid-off mortgages may wonder why they would want a long-term government loan. But if they need funds to restore their homes to pre-disaster condition, a low-interest loan from the federal government may be the best solution. The SBA offers disaster loans up to $200,000 to repair or replace homes and up to $40,000 to homeowners and renters for personal property losses.  Interest rates are as low as 1.688 percent.

FEMA Aid Will Not Affect Senior Citizens’ Benefits

NEW YORK – When Thomas O’Grady decided to build a house on East Atlantic Beach, the neighborhood he grew up in, he wasn’t very happy learning that he couldn’t build his main floor because of new local building codes that would require him to elevate his home to the area base flood elevation (BFE). 

BFE is the elevation of surface water resulting from a flood that has a 1 percent chance of equaling or exceeding that level in any given year. Despite their hesitation, the O’Gradys built four feet over the required 11 foot BFE, which conforms to the minimum National Flood Insurance Program requirements as well as state and local building codes. Their decision ultimately paid off.

“My parents have lived in this neighborhood, right next door, since 1967 and we’ve never had an inch of water on our street,” said O’Grady.

However, when Hurricane Sandy made landfall in October 2012 and severely damaged many homes throughout Long Island, because their home was elevated, the O’Gradys survived the storm. Though the slow-moving storm swamped other houses in their area, the O’Grady home stayed snug and dry.

In addition to elevating their home well above the BFE, O’Grady built to other state and local codes that would enable the structure to withstand hurricane force winds. By building stronger, the family ensured that their home could withstand a disaster like Sandy. “We were upstairs during the storm and we felt the wind,” O’Grady said. But we were never worried about any serious damage from the wind.”

The storm surge came up about three feet above the water line and breached the dunes on the beach near the O’Grady home.  In contrast, all their neighbors who had not elevated their homes received at least three feet of water in their living areas. As for the O’Grady house, the living area received no water at all. “The water went through the crawl space, through the flood vents and out the flood vents, so once the tide subsided, the water was gone,” O’Grady said.

When a structure is elevated and tied together with the proper hardening measures, evidence shows it survives significantly better. “They [local building officials] all know how upset I was in the beginning that I could not build that main floor, said O’Grady. Now they are all laughing at me saying, ‘Aren’t you thankful now you elevated your home?’ I sure am.”

Less than Two Weeks left for Rhode Islanders to Seek Aid for Sandy Losses

WARWICK, R.I. — Time is running out for anyone hit with losses from Hurricane Sandy to seek state-federal disaster recovery assistance. The deadline to register with the Federal Emergency Management Agency is Monday, January 14.

“Don’t assume you wouldn’t qualify for assistance,” said FEMA’s Federal Coordinating Officer James N. Russo. “Let us figure that out. We want to ensure that everyone who is eligible receives help. If Sandy caused you any kind of losses–regardless of whether you are a property owner, renter, have already cleaned up or made repairs or have insurance–call or go online and register now.”

FEMA-state assistance may include grants for temporary housing and home repairs, uninsured vehicle damage, lost or damaged personal property and many other costs incurred because of Hurricane Sandy.

State and federal officials particularly want to remind anyone who has insurance, including flood insurance, to go ahead and register with FEMA. Once you are registered, you can go back to FEMA down the road for help if insurance shortfalls result in uncompensated losses. But if you don’t register before the deadline, FEMA will not be able to help you cover those losses. Registration keeps the financial assistance option open.

Register online at www.DisasterAssistance.gov or via smartphone at m.fema.gov or by calling toll-free 800-621-FEMA (3362). The phone line is open from 8 a.m.–10 p.m. Multilingual recovery specialists are available. Those with a speech disability or hearing loss who use a TTY can call 800-462-7585 directly; or 800-621-3362 if using 711 or Video Relay Service.  Rhode Islanders with questions about federal disaster assistance or their registration may call 800-621-3362 and select the “help” option.

Low interest disaster loans are vital to full recovery for many who had storm damage.  The U.S. Small Business Administration provides these loans, not just for businesses, but also for renters, homeowners, businesses of any size and private non-profits to cover uncompensated real or personal property losses. The deadline to apply for an SBA loan is Tuesday, January 15.

SBA disaster loan information and application forms may be obtained by calling the SBA’s Customer Service Center at 800-659-2955 (800-877-8339 for people with speech or hearing disabilities) Monday through Friday from 8 a.m. to 6 p.m. and Saturday and Sunday from 8 a.m. to 4:30 p.m. or by sending an e-mail to disastercustomerservice@sba.gov. Applications can also be downloaded from www.sba.gov or completed on-line at https://disasterloan.sba.gov/ela/.

FEMA’s temporary housing assistance and grants for medical and dental expenses, funeral and burial expenses do not require individuals to apply for an SBA loan. However, applicants who receive SBA loan applications must submit them to SBA loan officers to be eligible for assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.
