DENTON, Texas – Residents and business owners in Haltom City, Texas can now enjoy a reduction in flood insurance premiums because of the city’s active participation in the National Flood Insurance Program’s (NFIP) Community Rating System (CRS). In addition to lower premiums, the CRS program helps to reduce the threat of damage due to flooding.

“The flood insurance program rewards communities for implementing programs and policies that protect their residents from flooding,” said Tony Robinson, the Federal Emergency Management Agency (FEMA) R6 regional administrator. “By joining this program, Haltom City’s higher regulatory standards, public education outreach, and other initiatives, have earned the city lower premiums as a CRS Class 7 Community.”

Haltom City flood insurance policyholders who reside in Special Flood Hazard Areas will receive a 15 percent reduction on flood insurance premiums and policyholders located outside Special Flood Hazard Areas will enjoy a 5 percent discount. The reduction in flood insurance premiums represents an annual savings in premium costs for Haltom City’s policy holders and will take effect at the time a new policy is written or an effective policy is renewed.

The city’s flood plain management staff has worked hard to insure that Haltom City’s participation in the program pays off. In addition to the reduction in insurance premiums, local officials are more knowledgeable about floodplain management and its residents are more knowledgeable about mitigation and flood insurance.

The program helps to make Haltom City a safer place to live, reduces the economic impact of flood hazards and saves citizens money on flood policy premiums.

The Community Rating System (CRS) is a voluntary program for NFIP- participating communities. FEMA Welcomes Haltom City, Texas to the Community Rating System

TRENTON, N.J. — For many New Jersey homeowners, rebuilding after Hurricane Sandy will mean meeting a higher standard – literally.

Communities up and down the Jersey coast are reviewing new advisory base flood elevation maps published in December by the Federal Emergency Management Agency. The maps show how high buildings should be elevated to minimize damage from future flooding.

Building higher means higher costs, but federal resources may be available to help with the additional expense.

Flood insurance policyholders in high-risk areas, also known as special flood hazard areas, can get up to $30,000 to help pay the costs of meeting the requirements of their community’s floodplain ordinance. The National Flood Insurance Program includes Increased Cost of Compliance coverage for all new and renewed standard flood insurance policies.

The money can be used to raise your home to, or above, the flood elevation level adopted by your local government or to move your home out of harm’s way. The Increased Cost of Compliance coverage can also be used to tear down and remove flood-damaged buildings.

Increased Cost of Compliance claims are paid only on flood-damaged homes in a high-risk area that don’t already comply with the local flood plain ordinances. The amount of flood damage has to be declared by local authorities as substantial. The coverage can only be used to pay for costs of meeting the floodplain management ordinance in your community.

Knowing flood risks allows for more informed decisions

DENTON, Texas –Homeowners, renters and business owners in Greater New Orleans area are encouraged to look over newly released preliminary flood maps in order to determine their flood risks and make informed decisions.

Local officials from Orleans, Plaquemines, St. Bernard, St. Charles and Jefferson parishes, the state of Louisiana and the Federal Emergency Management Agency (FEMA) are presenting the preliminary maps to communities impacted by the new Hurricane and Storm Damage Risk Reduction System (HSDRRS) in order to help leaders and residents identify known flood risks and use that information to make decisions about buying flood insurance and how the community should move forward with any development.

“As we work together with our state and local partners to bring this critical information to the parishes, we ask that everyone review the maps to understand what flood risks are involved,” said R6 Regional Administrator Tony Robinson. “The role of the community as an active partner in the flood mapping process is very important.”

Preliminary Flood Maps in Greater New Orleans Area Ready for Public View

NEW YORK – Since Hurricane Sandy impacted New York State, voluntary agencies and community- and faith-based groups have been working hand-in-hand with New Yorkers to help meet their needs — and some agencies may have asked survivors to register with them.

But the Federal Emergency Management Agency is reminding survivors to register with FEMA if they are seeking federal disaster grants or loans.

“We often find that people think they are registered with FEMA after they have contacted their county emergency managers, disaster-relief organizations, or local community- or faith-based organizations, but they are not,” said Michael F. Byrne, FEMA’s federal coordinating officer. “The only way we can get federal assistance to eligible survivors is if they are registered with FEMA.”

This means you should register with FEMA even if you have contacted New York 2-1-1, the American Red Cross or any other agency or local organization. Only a FEMA registration will open the way for possible federal grants and loans.

“Sometimes survivors mistakenly think they are not eligible for federal or state assistance, but when we review their applications we find they are,” Byrne said. “That’s why it’s so important that they register.”

That means register with FEMA, even if:

  • You have insurance. FEMA may be able to provide additional assistance or help with other needs not covered by insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their insurance claims have been settled.
    • You used all the rent money that your insurance company provided under Alternative Living Expenses coverage and your home is not ready for occupancy.
    • Your insurance does not include Alternative Living Expenses.
    • Your insurance settlement for Hurricane Sandy has not arrived.
  • Your home is still inaccessible. Register. If a housing inspection is warranted, we’ll assign an inspector as soon as possible.
  • You are a renter. Renters may be eligible for temporary housing or other needs assistance.
  • You think you may not be eligible. Let our specialists work with you to help determine whether FEMA might be able to provide some form of assistance.
  • You only had minor damage. It’s hard to know the full extent of the damage. Go ahead and register.

Survivors have until Jan. 28, 2013 to register for FEMA assistance.

NEW YORK – The very reasons Hurricane Sandy survivors in New York find for not applying for a low-interest disaster loan from the U.S. Small Business Administration are the very reasons they should apply – on or before the Jan. 28 deadline.

“Oh I’m not eligible and I don’t own a business.”

Most SBA disaster loans go to individuals and families, and interest rates may be as low as 1.688 percent with terms up to 30 years. Loans to homeowners help pay for repair or replacement of their disaster-damaged primary residence. The loans also help homeowners and renters pay to replace disaster-damaged personal property.

“I don’t want a loan or can’t qualify for one.”

Filing the loan application does not obligate people to accept the loan, but individual and family applicants must still complete the SBA loan application before they can be considered for certain other FEMA grants and programs that could include assistance for disaster-related medical and dental expenses, disaster-related car repairs, clothing and household items. Completing the SBA application assures that the federal disaster recovery process continues and that you’re keeping your options open.

“It’s just too much trouble to fill out an application.”

It takes less than 30 minutes to fill out an application. Applicants can also receive one-on-one assistance at any Disaster Recovery Center or SBA Business Recovery Center. A simple, fast, and very available way to complete the application is online, using the SBA’s electronic loan application. Go to https://DisasterLoan.SBA.gov/ELA. “But I’m a renter not a homeowner.”

Renters who need to repair or replace essential items lost in Hurricane Sandy can get help from the SBA. Renters may qualify for long-term, low-interest SBA loans to repair or replace personal property items, such as clothing, furniture, cars, or appliances damaged or destroyed in the disaster.

“I’m going to wait for my insurance settlement.”

Survivors should not wait to settle with their insurance companies before applying for SBA disaster loan assistance. If a survivor does not know how much of their loss will be covered by insurance or other sources, SBA will consider making a loan for the total loss up to its loan limits, provided the borrower agrees to use insurance proceeds to reduce or repay their SBA loan. 

“I own the property but it’s not my primary residence.”

If your property is used as a normal part of your business, such as rental property, you may be eligible to apply as a business owner. We suggest you submit your application and let SBA make that determination.

“Why bother with SBA when I also need to raise or elevate my home.”

If your disaster loan application is approved, you may be eligible for additional funds to cover the cost of improvements that will protect your property against future damage. Examples of improvements include elevating your house, retaining walls, seawalls, sump pumps, etc.

“Our neighbors were turned down for an SBA loan and they make more than we do.”

Don’t make the mistake of eliminating yourself.  Everyone’s situation is unique to them and SBA will work with you if you feel you may have a problem qualifying for the loan.  Remember, if a homeowner or renter cannot qualify for the SBA loan, they will be referred back to FEMA for additional grant consideration.

There Are Plenty of Reasons to Apply for an SBA Disaster Loan

WINDSOR, Conn. — How can flood insurance agents become better prepared to answer the many questions policyholders ask after a big flooding disaster like Hurricane Sandy?

That dialogue is taking place between FEMA and Connecticut insurance agents as a new outreach effort begun in December continues to expand the knowledge of agents who sell National Flood Insurance Program policies.

During the peak outreach from Jan. 14 – 25, FEMA will provide insurance agents with more in-depth training on National Flood Insurance Program policies, processes and risk management. The initiative will help insurance agents better serve Connecticut policyholders, property owners and renters who have questions about their flood insurance claims.

“It is important that consumers have all the facts about flood insurance so they can make informed decisions to manage risk and take control of their financial security. And it all starts with informed and knowledgeable insurance agents,” said Federal Coordinating Officer Albert Lewis.

FEMA flood insurance specialists expect to make in-person visits to more than 500 insurance agencies statewide during the two-week outreach initiative. They will hand-deliver hundreds of “NFIP Agent Tool Kits,” which include several information brochures and explanatory bulletins.

FEMA has made it a priority to conduct insurance agency visits in all the Connecticut coastal communities hit by Hurricane Sandy. As of Jan. 7, FEMA personnel have visited 69 agencies in 21 hard-hit communities. During this time FEMA will also be offering special NFIP informational webinars and agent training workshops.

The NFIP is a federal program that provides access to affordable, federally backed flood insurance protection for property owners.

Following Hurricane Sandy last year, FEMA kicked off a flood insurance education initiative in partnership with the state of Connecticut and the Independent Insurance Agents of Connecticut, Inc.

In December, FEMA opened a Flood Response Office at 1064 E. Main St., Meriden, CT 06450.

The office provides support to insurance agents and policyholders with questions about NFIP claims. Hours are 8 a.m. to 5 p.m., Monday through Friday, and 8 a.m. to noon on Saturday. The office can be reached at 203-634-1118.

FEMA Outreach to Help Agents Answer Flood Insurance Questions

WINDSOR, Conn. — Disaster officials offered hope today to property owners and renters coming up short on insurance settlements for damage due to Hurricane Sandy.

Insured disaster survivors must file claims with their insurers, because Federal Emergency Management Agency assistance does not duplicate insurance benefits. However, survivors who do not register for FEMA assistance before the Jan. 28 deadline may discover too late that their insurance payout leaves them uninsured or underinsured for certain items.

Insurance policies may not take into account changes in costs for labor and materials. Policyholders might have reduced coverage to save money during a down economy and find themselves uninsured for some losses.

“Apply for disaster assistance and keep in touch with FEMA on the outcome of your insurance settlement,” said Federal Coordinating Officer Albert Lewis. “A first notice that benefits aren’t available due to insurance could be changed with new information. But if you haven’t registered, that option goes away.”

Examples of cases where insurance may be lacking include the category insurers call Additional Living Expenses, which may not be covered for temporary housing, such as in flood insurance policies. Other uninsured items could be disaster-related medical or dental expenses, vehicle losses, essential tools for workers, or lost computers and books owned by students.

Residents registered for assistance also become eligible to apply for low-interest disaster loans from the U.S. Small Business Administration. A FEMA registration number is a requirement for individuals to seek SBA disaster loans of up to $200,000 for physical damage losses and up to $40,000 for contents. However, businesses may apply for disaster loans without first applying for FEMA assistance.

Survivors can register online anytime day or night at www.DisasterAssistance.gov, or with a smartphone or other Web-enabled device at m.fema.gov. Survivors can also register by phone anytime by calling FEMA at 800-621-3362. The TTY number is 800-462-7585. Multilingual operators are available 24 hours a day, seven days a week. Multilingual operators are available at the close of the English message.

Registering for disaster assistance with other agencies or organizations does not register survivors for FEMA disaster assistance. Having FEMA flood insurance does not register policyholders for disaster assistance, nor does it disqualify anyone from applying for assistance. Flood insurance claims are handled separately.

Insured Storm Survivors May Be Eligible for Disaster Assistance

HUNT VALLEY, Md. Individuals, who suffered damage from Hurricane Sandy that occurred October 26 through November 4, and were insured, may still be eligible for disaster assistance from the Federal Emergency Management Agency (FEMA).

“If you were uninsured or your insurance policy did not cover some of your disaster-related damages or losses, FEMA may be able to help,” Federal Coordinating Officer Mike Lapinski said.  “If your insurance company did not fully cover your losses, take the first step and register with FEMA.”

“Disaster assistance is designed to cover uninsured and under-insured disaster-related losses, but cannot duplicate services and funds compensated by insurance claim or provided by another assistance program,” Maryland Emergency Management Agency’s (MEMA) Executive Director, Ken Mallette, said.

The disaster programs available include grants for temporary housing and repairs to make a home safe and sanitary, low-interest loans from the U.S. Small Business Administration (SBA) for homeowners, renters or business owners and other aid programs.

Uninsured and underinsured losses that may be covered by SBA low-interest loans include debris removal from personal property, damaged and destroyed fences, tree trimming services, tree replacement, damaged and destroyed sheds and other outbuildings and landscaping losses.

FEMA disaster assistance covers basic needs only and will not normally compensate you for your entire loss. If you have insurance, the government may help pay for basic needs not covered under your insurance policy. Residents should contact their insurance agent first, then if they have unmet needs they should call FEMA to apply. 

Some disaster aid does not have to be paid back, while other forms of help may come in the form of loans. The FEMA representative will explain the details to you when you call.  Once you have registered with FEMA, you will receive a nine digit Identification Number; if you have not received this number you have not formally registered and need to contact FEMA at 1-800-621-3362 to obtain your registration number.

Since joining the CRS as a Class 9 Community in 1997, the city’s participation in the CRS has been beneficial in many respects.  In addition to the reduction in insurance premiums, League City officials are more knowledgeable about floodplain management and its residents are more knowledgeable about mitigation and flood insurance.    The CRS program has helped make League City a safer place to live, reduced the economic impact of flood hazards and saved their citizens money on their flood policy premiums.
