WASHINGTON, D.C. – Former Jersey City Fire Chief and native son Dr. Denis Onieal, who is now Superintendent of the National Fire Academy, has been selected by the Congressional Fire Services Institute’s Board of Directors as the recipient of the 2015 CFSI/Motorola Solutions Mason Lankford Fire Service Leadership Award. The presentation will take place at the 27th Annual National Fire and Emergency Services Dinner on April 16th at the Washington Hilton, in Washington, D.C.

Established in 1998 and co-sponsored by CFSI and Motorola Solutions, the Mason Lankford Fire Service Leadership Award recognizes individuals who have been proactive at the local, state and federal government levels to improve and advance fire/emergency services and life safety issues. Representing a cross section of the fire and emergency services, previous recipients include chiefs, instructors, career and volunteer leaders and public safety advocates.

Dr. Onieal has served as Superintendent of the National Fire Academy since 1995, providing leadership to advance the professional development of fire service leaders of today and tomorrow. Through his efforts, the National Fire Academy has greatly expanded training opportunities for fire service personnel and enhanced NFA’s executive, management, and all-hazard community response and risk reduction curriculums. Working closely with State fire training agencies, NFA courses are now offered through every accredited State training agency in the country. Under Onieal’s leadership, the NFA curriculum has been completely revised to include equivalent college credit recommendation and continuing education units for all resident, off-campus and on-line deliveries. For the first time ever, fire degree programs across the nation are following a standard curriculum and syllabi, and work in close cooperation with State fire training agencies. This combination of standardized training and education is the foundation for professional status for the fire and emergency services.   

Acting as a catalyst to improve the fire service, Dr. Onieal continues to write articles and deliver presentations across the nation on professional development within the fire service. His work in this regard has reached thousands of fire service personnel, providing them the encouragement to pursue their academic studies in addition to their fire service training. While rising through the ranks of the Jersey City (NJ) Fire Department, he pursued his own professional development opportunities which eventually lead to a Doctor of Education degree from the New York University in 1990.

Former Jersey City Fire Chief Dr. Denis Onieal to be Honored at 27th Annual National Fire and Emergency Services Dinner

EATONTOWN, N.J. — It started with an emergency grant request. Then a marketing plan needed to be developed. Dunes needed repair and construction permits needed to be filed. Then someone decided a wastewater feasibility study was worth pursuing.

In the aftermath of Hurricane Sandy, students and faculty at colleges and universities in New Jersey lent their expertise to all of these projects and more. It was done with the guidance of the Academic Recovery Team (ART), a creation of the Federal Emergency Management Agency and the Federal Disaster Recovery Coordinator’s office.

The ART team is a group of experts from various academic institutions and disciplines, including landscape architecture, coastal engineering, environmental policy, economic and community planning, emergency management and homeland security.

FEMA reached out to colleges around the state to create the ART. Participating schools now include Richard Stockton College, Rowan University, Monmouth University, Rutgers’ Department of Landscape Architecture, Stevens Institute of Technology, New Jersey Institute of Technology, and Montclair State University.

“We sought out most of those schools,” FDRC’s Mark Strohoefer said. “We were looking for places that could provide skill sets the towns needed – engineering, architecture, business schools, economics, and social work.” He also said that the schools were interested in a more formal format for handling disaster relief, and that FDRC would be interested in contacting other colleges based on geography and the demands of future projects.

One of the initial impulses behind the creation of ART was that colleges had been getting involved in disaster relief work before, but weren’t communicating and working with the surrounding communities. ART allows FEMA and FDRC to match the skills and competencies of students and faculty with suitable projects, providing a benefit to both the college and the town.

It began immediately after Hurricane Sandy struck, when Tuckerton and Little Egg Harbor Township had an urgent need for a grant writer. The FDRC put the municipalities in touch with Stockton, who sent a student volunteer to assist. Later, a marketing class went to Tuckerton to create marketing plans for the town. The college started a “Downtown and Main Street” roundtable consisting of professors, three FEMA representatives, and mayors, city council members and business leaders from five neighboring towns.

The Stockton Center for Community Engagement announced the Adopt-a-Town program, which will enhance connections between the school’s students and faculty and towns in need of help recovering from disasters. Through the program, which officially launched in mid-September 2014, the school adopted Tuckerton and Little Egg Harbor Township as its partners. Over the next two years, the alliance expects to expand the Tuckerton marketing plan, create an economic development plan for the area and build three rain gardens.

Strohoefer credits the Center for Community Engagement with driving the initiative in its early days. It was Stockton officials who brought FDRC and Rowan together.

This past summer, Rowan students began a 12-month long wastewater feasibility study for Cumberland County. NJIT offered “Alternative Spring Break” and had approximately 40 students go to Sea Bright to work on repairing dunes, and Monmouth students helped the Highlands construction department clear a backlog of permit applications.

The extra assistance is welcome, as many of the municipalities affected by Sandy were small towns, which lack the personnel, money, or expertise to deal with the multitude of issues they faced post-Sandy. When Tuckerton, Little Egg Harbor Township and neighboring Eagleswood Township needed help managing their coastline issues, FEMA helped them combine into one project to present to the New Jersey Department of Environmental Protection. Tuckerton and Little Egg Harbor Township were awarded a $2.4 million grant from NJDEP.

Two years after Sandy, Strohoefer sees FEMA’s role with the ART and the schools shifting from coordinating recovery to a greater emphasis on preparedness. When FEMA’s mission in New Jersey is over, a state entity is expected to take over and ensure that the team will be ready for the next disaster. The ultimate goal, Strohoefer says, is to create a system that can work for any disaster in any state.

FDRC Initiative Brings Colleges, Towns Together For Recovery

EMMITSBURG, MD – Thirty three law enforcement officers and staff from the Department of Homeland Security’s (DHS’s) Immigration and Customs Enforcement (ICE) and the U.S. Justice Department’s Alcohol, Tobacco, Firearms and Explosives (ATF) graduated from the Federal Emergency Management Agency’s (FEMA’s) Foundations of Emergency Management course. The law enforcement personnel acquired the basic skills and knowledge to help them meet challenges in the field of emergency management.

The Foundations of Emergency Management course (L-101) was delivered by FEMA’s Emergency Management Institute (EMI) at ATF Headquarters in Washington, D.C., from July 22 through August 2, 2013. The course is one of five in the National Emergency Management Academy and covers legal issues, intergovernmental and interagency context, influencing, organizing, serving the whole community, managing stress, collaboration, preparedness, team building, protection, prevention, mitigation, response, ethical decision-making, recovery, technology, administration, and the future. The course also requires prerequisite independent study courses to be completed.

“Law enforcement is an integral part of emergency management before, during and after disasters,” said EMI Superintendent Tony Russell. “Law enforcement personnel who attend EMI’s Foundations of Emergency Management course take what they learn and apply the basics of emergency management to their specific law enforcement roles in the field to help them provide better community assistance during emergencies.”

EMI and ICE signed a Memorandum of Agreement to initiate a cooperative training effort to provide courses for law enforcement officials whose positions include responsibilities in the field of emergency management during disasters.

“Law enforcement is an important part of successful emergency management and this EMI course demonstrates a true whole community approach for training and educating law enforcement personnel,” said Roberto Hylton, FEMA’s Senior Law Enforcement Advisor. “We strive to help law enforcement to be better prepared when disasters strike as they work to protect and serve the people in their communities and respond in times of national emergencies.”

The National Emergency Management Academy offers the tools for students to develop a comprehensive set of basic skills needed in emergency management. For those who are new to emergency management or transferring from another profession, this Academy provides a unique opportunity to build camaraderie and establish professional contacts. Students also learn to understand the roles, responsibilities and legal boundaries associated with emergency management.

The Academy is part of FEMA’s new Emergency Management Professional Program (EMPP). The EMPP curriculum is designed to support life-long learning for emergency managers and includes the entry-level Academy; a Specialized and Technical Training program to develop specific skill sets; a Leaders Academy to develop the next generation of emergency management leaders; and an Executive Academy for federal, state, tribal and local agency officials at a senior policy and strategic level.

FEMA is linking training and career development programs to an established set of competencies through a progressive training and education system. EMI develops training objectives based on the Emergency Management competencies agreed to by the National Emergency Management Association (NEMA), the International Association of Emergency Managers (IAEM), and state, local, tribal, and territorial emergency management professionals.

Federal Law Enforcement Personnel Learn New Emergency Management Skills from FEMA’s Emergency Management Institute

Aurora, IL – Floodwaters have receded from the storms that hit several weeks ago, but they have left behind the perfect damp environment for mold and mildew to thrive.

Mold should be cleaned up as soon as possible or it may create health hazards, especially among the elderly, the very young and those with compromised immune systems, allergies or asthma.

According to the Illinois Department of Public Health, individuals can prevent mold after a flood by properly drying all porous and water damaged items, such as carpets, drywall and floors.

“Exposure to mold can cause coughing, sneezing, wheezing, upper respiratory irritation, and asthma symptoms, especially for sensitive individuals,” said Illinois Department of Public Health Director, LaMar Hasbrouck, MD, MPH.

“If your home flooded and you have experienced these symptoms, contact your doctor,” Dr. Hasbrouck said.

You can identify mold by its musty, earthy odor and its fuzzy growth or discoloration on hard surfaces, furniture and carpeting. But it is not always visible—it can spread through cooling/heating ducts as well as wall insulation.

The Illinois Department of Public Health recommends cleaning all hard surfaces, such as metal, glass, solid wood, plastic and other nonporous materials with a non-ammonia detergent and hot water.

 

Then, disinfect all cleaned surfaces with a 10 percent bleach solution (one cup of bleach in one gallon of water).

Do not to mix bleach with ammonia or other cleaners. Wear protective gear including rubber boots and gloves, goggles and an N-95 mask while cleaning.

Then dry or air dry by opening windows and doors, and turning on ceiling fans for more ventilation.

The general rule for porous materials is, if you cannot wash it, throw it away.

Throw out all moldy items that cannot be thoroughly cleaned, such as carpets, mattresses, upholstered furniture, stuffed animals, pillows, wall coverings and all paper products.

Remove drywall or insulation that has been dampened by floodwater. Allow the wall studs to dry before installing new insulation and drywall. 

For areas of mold clean-up larger than 30 square feet, The Illinois Department of Public Health suggests that residents seek out the assistance of a professional mold remediator.

For a mold removal company, people can search the Yellow Pages of a telephone book under “Fire and Water Damage Restoration.”  The Institute for Inspection, Cleaning, and Restoration Certification (http://iicrc.org/consumers/care/mold-remediation) and the Association of Specialists in Cleaning and Restoration (http://www.ascr.org) allow consumers to perform a search for their members online. The results of a typical search will include names of professionals, geographic location, and a telephone number.

Some nonprofit, faith or community based organizations can help to remove flood debris from the homes of residents unable to do it themselves. If you live within the Chicago city limits, call 311 for information. Outside of the city, call the local emergency management office to find out if volunteer help is available.

Prevent Mold From Ruining Your Home and Your Health

TRENTON, N.J. — Renters who need to repair or replace essential items lost in Hurricane Sandy can get help from the Small Business Administration.

Many survivors are learning that their insurance is not enough to cover all of their losses. Only 43 percent of renters have insurance, according to the Insurance Information Institute.

Survivors may qualify for long-term, low-interest SBA loans to repair or replace personal property  items such as clothing, furniture, cars, or appliances damaged or destroyed in the disaster. The deadline to return a disaster loan application is Jan. 30.

Money is available for necessary expenses and serious needs caused by Hurricane Sandy that are not covered by insurance or other programs. Items such as textbooks and computers used for education, professional tools, household furnishings, disaster-related medical, dental, or funeral costs and storm damage to vehicles may qualify for FEMA grants. Renters must return their SBA loan application to be considered for these grants.

Help for Renters Who Lost Personal Property in Hurricane Sandy

BATON ROUGE, La. – Small businesses in Louisiana impacted by Hurricane Isaac now have another way to get help with their recovery efforts.

The Big Business–Small Business Emergency Management Mentorship Program is available to pair up small-business owners with big-business mentors who will help them bounce back after the storm by providing guidance such as ways to rebuild and strengthen their facilities.

The program was created by the National Incident Management Systems and Advanced Technologies Institute at the University of Louisiana at Lafayette and the International Association of Emergency Managers.

The Federal Emergency Management Agency (FEMA), the Louisiana Business Emergency Operations Center (LABEOC) and other organizations are supporting the effort by spreading the word in affected communities and parishes.

“This is a great, free resource for business owners who sustained damage during Isaac,” said Federal Coordinating Officer Mike Hall of FEMA. “We are proud to be part of the whole community team that is working to support people in Louisiana as they work to rebound from the storm.” 

The Big Business–Small Business Emergency Management Mentorship Program can also assist business owners in preparedness efforts, including developing an emergency plan of action, improving resiliency and developing the tools to recover from disasters.

WASHINGTON, D.C. — Federal Emergency Management Agency (FEMA) Administrator Craig Fugate today announced that current FEMA Region VI Administrator Tony Russell was selected to become the new Superintendent of FEMA’s Emergency Management Institute (EMI) effective May 6.  

EMI is the emergency management community’s flagship training institution, and provides training to emergency managers at all levels of government, volunteer organizations, and the private sector as they work to prevent, prepare for, respond to, recover from, and mitigate the potential effects of all types of disasters and emergencies.   EMI trains more than two million students annually, and is located on the campus of the National Emergency Training Center in Emmitsburg, Md.

“I’m confident that Tony is the right person to take on this important role,” said Fugate. “The emergency management training that takes place at EMI is critical to the FEMA mission and with Tony’s leadership, I’m confident that we will continue to educate and train the country’s finest emergency managers.”

Russell was appointed as the FEMA Region VI Administrator in December 2009, and has been responsible for the oversight of FEMA operations in Arkansas, Louisiana, Oklahoma, New Mexico and Texas. He previously served as the Acting Director of FEMA’s Louisiana Recovery Office and as a Federal Coordinating Officer for FEMA Region VIII.

Russell’s accomplishments while serving as the Region VI Administrator include the streamlining and reinvigoration of recovery efforts from hurricanes Katrina, Rita, Gustav and Ike in Louisiana and Texas. He also oversaw many federal disaster and emergency declarations for events such as flooding, tornadoes and severe winter storms in all five of the region’s states.

FEMA Region VI Deputy Administrator Tony Robinson will assume the duties of Acting Regional Administrator upon Russell’s departure.

On May 6, current Regional Administrator Tony Russell will become the new Superintendent of FEMA’s Emergency Management Institute (EMI) in Emmitsburg, Maryland.

Russell was appointed as FEMA Region 6 Administrator in December 2009, and has been responsible for the oversight of FEMA operations in Arkansas, Louisiana, Oklahoma, New Mexico and Texas. He previously served as the

FRANKFORT, Ky. — Federal Emergency Management Agency Mitigation specialists will be offering free information and answering questions about rebuilding for survivors of the recent tornadoes and storms throughout counties designated for federal disaster assistance.

The FEMA teams will be at Walmart stores on March 29 through April 1 from 9 a.m. until 6 p.m. in Rowan, Johnson, Laurel and Lawrence Counties.

Representatives will answer questions about protecting homes from future disaster damage and offering other home improvement tips and techniques. Topics include safe room construction, flood- and wind-resistant building methods, wind straps and other measures to make homes stronger and safer such as mold and mildew cleanup and prevention. Free publications on these topics, as well as on flood insurance, will be available.

A Congressionally mandated study in 2005 by the National Institute of Building Sciences showed that every dollar spent on mitigation saves society an average of four dollars in future losses due to disasters. Information about strengthening property can be downloaded at www.fema.gov/rebuild/.
