HARRISBURG, Pa. — The Public Assistance program is for infrastructure recovery. The Federal Emergency Management Agency (FEMA) emphasizes the differences between the Individual Assistance and Public Assistance programs. Unlike Individual Assistance, through which individuals and households may apply for federal funding to help recover from disasters, Public Assistance provides funding for eligible projects to recover elements of the infrastructure. As an example, damaged public roads, bridges, culverts are elements of the infrastructure.  

Through the Public Assistance program, FEMA provides supplemental federal disaster grant assistance for debris removal, emergency protective measures, and the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain private nonprofit organizations. The Public Assistance program also encourages protection of these damaged facilities from future events by providing assistance for hazard mitigation measures during the recovery process.

Applicants for Public Assistance typically include organizations that provide public service, such as municipalities, townships and school districts. Other applicants might include volunteer fire fighter organizations; sewer authorities; emergency management offices; and regional police departments.

Public Assistance funding may cover costs incurred to return elements of the infrastructure to as close to their pre-disaster condition as possible.

Expenses may include costs for work such as debris removal and repair or replacement of damaged roads, bridges and other public components.

FEMA Public Assistance specialists work closely with individual applicants to review specifics of each project to determine which expenses may be covered.

Public Assistance is For Infrastructure Recovery

TRENTON, N.J. — Some Hurricane Sandy survivors who ask for disaster assistance wonder why they receive applications for loans from the U.S. Small Business Administration.

Receiving an SBA loan application is part of the process that begins when survivors register with the Federal Emergency Management Agency for help after a disaster.

Applications of those registering with FEMA are evaluated, based on the information they supply, for available disaster assistance. This includes money for essential repairs or replacement of homes and personal property, such as automobiles, lost as a result of the disaster.

Those found to be eligible for SBA’s low-interest, long-term loans are sent applications. The applications for SBA loans must be returned by Jan. 30, 2013.

Filling out and returning the SBA documents does not obligate the survivor to accept a loan, if offered. But completing the application is a necessary step for those needing money for more than housing assistance.

FEMA’s Individual Assistance program can provide grants to repair or replace personal property items such as clothing, furniture, cars or appliances damaged or destroyed in the disaster.

I Started By Calling FEMA, Why Did I End Up With The SBA

NEW YORK – Nearly seven weeks since the Oct. 30 federal disaster declaration for Hurricane Sandy in New York, more than $1 billion in state and federal assistance has been approved for survivors.

“We are all working together to get the disaster assistance where it needs to be – in the hands of survivors and communities,” said Federal Coordinating Officer Michael F. Byrne. “FEMA’s mission has been to help individuals and families recover from the disaster and we will continue to support residents until the mission is completed.”

While there is still much work to be done, this money has contributed significantly to the recovery effort. Survivors are repairing homes and debris is getting cleaned up. FEMA assistance is helping to speed the pace of recovery for survivors. 

FEMA continues to reach out to all 13 counties designated for Individual Assistance, focusing on the hardest-hit areas. Assistance to residents in affected counties includes:

  • Bronx                $2.1 million
  • Kings                 $175 million
  • Nassau               $263.8 million
  • New York         $11.9 million
  • Queens              $205.9 million
  • Richmond         $82.8 million
  • Suffolk              $59.8 million

FEMA and the U.S. Small Business Administration have approved more than $1 billion for Hurricane Sandy survivors. This includes more than $806 million in Individual Assistance and more than $723 million for Housing Assistance and nearly $83 million in assistance for other needs.

  • The U.S. Small Business Administration has approved more than $264 million in disaster loans to homeowners, renters and businesses. The SBA has staff members at every FEMA/State Disaster Recovery Center and 19 Business Recovery Centers in the New York area to provide one-on-one help to business owners seeking disaster assistance.
  • More than 256,000 New Yorkers have contacted FEMA for information or registered for assistance, including more than 139,000 who have applied through the online application site at www.DisasterAssistance.gov or on their smartphone at m.fema.gov.
  • 24 Disaster Recovery Centers are open in the affected areas. These include mobile sites as well as fixed sites, and to date nearly 105,000 survivors have been assisted at Disaster Recovery Centers in New York.           
  • 91 inspectors are currently in the field. To date 164,824 home inspections have been completed, making a 99 percent completion rate.
  • 2 Points of Distribution remain open in Nassau County providing meals, water and blankets. 
  • 13 New York counties are designated for both Individual Assistance and Public Assistance. These are Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester. Greene County has been designated for Public Assistance only. 
  • Public Assistance funds are also flowing; so far, more than $318 million has been obligated to the state to help replenish dollars spent to protect New Yorkers before, during and after the storm. The FEMA PA program reimburses state and local governments and certain private nonprofit organizations 75 percent of costs for

disaster-related expenses associated with emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure. In order to qualify, damage must be a direct result of Hurricane Sandy.

Assistance to New York State Sandy Survivors Tops $1 Billion

BATON ROUGE, La. – In the nearly three months since Hurricane Isaac thrashed Louisiana, recovery has progressed for survivors, businesses and communities.

Below is a snapshot from the Federal Emergency Management Agency (FEMA) of the state and federal assistance dollars approved to date and some milestones reached since the Aug. 29 disaster declaration:

$370.2 million     The FEMA-administered National Flood Insurance Program has paid $370,243,578 on claims from policyholders in Louisiana.

$365.3 million     Eligible Louisianians and their communities have been approved for state and federal assistance totaling $365,265,362.

$116.7 million     FEMA and the state have approved $116,699,418 in disaster assistance for Louisianians through FEMA’s Individuals and Households Program, which helps eligible applicants with emergency home repairs; uninsured personal property losses; and medical, dental and funeral expenses caused by the disaster. It also helps cover other disaster-related expenses.

$135.3 million     The U.S. Small Business Administration (SBA) has approved $135,263,200 in low-interest disaster loans for homeowners, renters and businesses throughout the disaster area.

$113.2 million     FEMA has obligated $113,230,302 to cover 75 percent of the costs incurred by the state and local communities for repairs to storm-damaged infrastructure, removal of storm-related debris and for measures taken to protect people before, during and after the hurricane – including search and rescue, law enforcement, shelters and emergency care.

198,808     A total of 198,808 Louisianians have registered for disaster assistance in the 26 parishes designated for Individual Assistance.

138,553     FEMA housing inspectors have completed 138,553 home inspections, an important first step in determining eligibility for housing assistance.

117,540     Survivors at 117,540 homes, schools, and community- and faith-based organizations were contacted by the more than 300 FEMA Community Relations (CR) specialists who responded to Hurricane Isaac. The CR teams visited parishes designated for Individual Assistance, providing information, and answering survivors’ questions in neighborhoods, at Disaster Recovery Centers, and at points of distribution and shelters early in the response. They also reported critical issues in real-time for immediate action.

$72,442     Workers who have lost their jobs or those who are self-employed and unable to provide their services because of Hurricane Isaac have received $72,442 in Disaster Unemployment Assistance.

40,486     Storm survivors numbering 40,486 have visited Disaster Recovery Centers since the first one opened Sept. 1, just one day after the Individual Assistance designation. Forty recovery centers operated in 23 parishes after the Aug. 29 disaster declaration. Centers remain open in St. John and Jefferson parishes.

24,618     FEMA Mitigation specialists have provided advice and tips on how to repair and rebuild safer and stronger homes to 24,618 Louisianians at recovery centers, home improvement stores, and fairs and festivals.

2,294     During the 10 weeks of the Transitional Sheltering Assistance program, 2,294 storm survivors participated. The program allowed eligible evacuees from Hurricane Isaac whose neighborhoods were not accessible or whose houses were severely damaged or lacked utilities to stay in a hotel or motel on an emergency basis. FEMA paid the hotel for the cost of the room and taxes.

1,753     FEMA specialists numbering 1,753 deployed from around the United States to help Louisiana respond to and recover from Hurricane Isaac. FEMA teams continue to work with whole community partners to advance the recovery effort and mitigate against future hazards.

300     More than 300 AmeriCorps and Senior Corps members served in Louisiana starting in the days before Hurricane Isaac made landfall. They assisted in shelters, volunteer centers and neighborhoods, and helped survivors and communities clean up and rebuild after the storm.

150     More than 150 voluntary agencies have called upon their volunteers, some from throughout the United States, to provide one-on-one help to Isaac survivors in a range of programs and services. A number of the agencies will be part of the long-term recovery effort, working to meet the needs of hurricane survivors that go beyond state and federal assistance dollars.

99     FEMA Corps’ first cadre of 99 young adults joined the Hurricane Isaac response in October under their first assignment with the new program. Aimed at enhancing the nation’s ability to assist disaster survivors while expanding career opportunities for young people, FEMA Corps is a unique partnership between FEMA and the Corporation for National and Community Service and AmeriCorps.

55     A total of 55 Louisiana parishes are designated for assistance under FEMA’s Public Assistance Grant Program: Acadia, Allen, Ascension, Assumption, Avoyelles, Beauregard, Bossier, Caddo, Caldwell, Cameron, Catahoula, Claiborne, Concordia, East Carroll, East Baton Rouge, East Feliciana, Evangeline, Franklin, Iberia, Iberville, Jackson, Jefferson, Jefferson Davis, Lafayette, Lafourche, La Salle, Lincoln, Livingston, Madison, Morehouse, Natchitoches, Orleans, Ouachita, Plaquemines, Point Coupee, Rapides, Richland, St. Bernard, St. Charles, St. Helena, St. James, St. John, St. Landry, St. Martin, St. Mary, St. Tammany, Tangipahoa, Tensas, Terrebonne, Union, Vermillion, Washington, West Baton Rouge, West Carroll and West Feliciana.

26     A total of 26 parishes have been designated for aid under the Individuals and Households Program. These include Allen, Ascension, Assumption, East Baton Rouge, East Feliciana, Iberville, Jefferson, Lafourche, Livingston, Morehouse, Orleans, Plaquemines, Pointe Coupee, St. Bernard, St. Charles, St. Helena, St. James, St. John, St. Martin, St. Mary, St. Tammany, Tangipahoa, Terrebonne, Washington, West Baton Rouge and West Feliciana parishes.

9     The SBA opened nine Business Recovery Centers in six parishes, where customer service representatives and counselors met one on one with business owners who sustained property damage and economic loss as a result of Hurricane Isaac.

3     It has been nearly three months since Hurricane Isaac battered Louisiana.

Hurricane Isaac Three Months Later: Adding Up the Recovery in Louisiana

BATON ROUGE, La. – Residents of Pointe Coupee Parish working to recover from Hurricane Isaac may now apply for federal and state disaster assistance through the Federal Emergency Management Agency (FEMA), as the parish was added Wednesday to the major disaster declaration for the hurricane.

“Our Individual Assistance experts are ready to get help to eligible Hurricane Isaac survivors in Pointe Coupee Parish,” said Federal Coordinating Officer Gerard M. Stolar. “Survivors should register with FEMA as soon as possible so we can begin to work with them and determine their needs.”

Homeowners, renters and business owners with uninsured or underinsured property damage may register online at www.disasterassistance.gov or via smartphone at m.fema.gov. Applicants may also call 1-800-621-3362 or (TTY) 1-800-462-7585. Those who use 711 Relay or Video Relay Services may call 1-800-621-3362. The toll-free telephone numbers are open from 7 a.m. to 10 p.m. seven days a week.

Disaster assistance for individuals may include: 

  • Grants to help pay for temporary housing and emergency home repairs to make a home habitable;
  • Grants for serious disaster-related expenses not covered by insurance;
  • Low-interest disaster loans from the U.S. Small Business Administration.

Survivors should register with FEMA even if they have insurance. FEMA cannot duplicate insurance payments, but underinsured applicants may receive help after their insurance claims have been settled.

Registering with FEMA is required for federal aid, even if the person has registered with another disaster-relief organization or local community or church organization. FEMA registrants must use the name that appears on their Social Security card. Applicants will be asked to provide: 

  • Social Security number
  • Address of the damaged home or apartment
  • Description of the damage
  • Information about insurance coverage
  • A current contact telephone number
  • An address where they can get mail
  • Bank account and routing numbers if they want direct deposit of any financial assistance.

FEMA Adds Pointe Coupee Parish for Individual Assistance

CLINTON, Miss. – Five additional Mississippi counties affected by Hurricane Isaac have been designated to receive Individual Assistance from FEMA.

Survivors who had losses in Copiah, Franklin, Jefferson, Jones and Lamar counties are now eligible to register for assistance. Adams, Amite, Clarke, Forrest, George, Hancock, Harrison, Hinds, Jackson, Lincoln, Marion, Pike, Pearl River, Stone, Walthall, Warren and Wilkinson counties were previously designated.

Applicants should register online at www.DisasterAssistance.gov or by mobile device at m.fema.gov. If online or mobile access is unavailable, applicants should call the FEMA toll-free Helpline at 800-621-3362. Those who use 711-Relay or Video Relay Services should call 800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. seven days a week until further notice.

Homeowners and renters can register for federal disaster assistance that may help pay for:

  • Temporary housing;
  • Home repairs;
  • Other serious disaster-related expenses not met by insurance or other assistance programs; and
  • Low-interest loans from the U.S. Small Business Administration that may cover residential and business losses not fully compensated by insurance.

People in the newly designated counties who have already registered for federal disaster assistance do not need to do so again. If they have any questions about their applications for disaster assistance, they should call 800-621-3362.

FEMA inspectors are currently visiting the primary residences of disaster applicants in Mississippi to assess damages related to Hurricane Isaac. Inspectors are private contractors and always display identification badges. They will contact applicants to make appointments before visiting properties.

TALLAHASSEE, Fla. – Legal services are available to survivors affected by Tropical Storm Debby in the 22 counties designated for federal Individual Assistance.

Survivors who can’t afford an attorney and who run into legal difficulties due to the storm may call the Florida Disaster Legal Services hotline at       866-550-2929 Monday through Friday from 9 a.m. to 5 p.m. Assistance is available in Spanish.

TALLAHASSEE, Fla. — Tropical Storm Debby survivors in Citrus, Gilchrist, Lafayette, Polk and Sarasota counties in Florida can now apply for federal disaster assistance. Pinellas County is now eligible for Public Assistance, which helps pay for infrastructure damage.

There are 22 counties designated for Individual Assistance. They are: Baker, Bradford, Citrus, Clay, Columbia, Duval, Franklin, Gilchrist, Hernando, Highlands, Hillsborough, Lafayette, Manatee, Nassau, Pasco, Pinellas, Polk, Sarasota, Suwannee, Taylor, Union and Wakulla.

ATLANTA, Ga — Tropical Storm Debby survivors in Hillsborough, Manatee and Taylor counties in Florida can now apply for federal disaster assistance. Nine counties – Bradford, Collier, Duval, Lee, Levy, Madison, Putnam, Santa Rosa and Taylor – are now eligible for Public Assistance, which helps pay for infrastructure damage.

There are 17 counties designated for Individual Assistance. They are: Baker, Bradford, Clay, Columbia, Duval, Franklin, Hernando, Highlands, Hillsborough, Manatee, Nassau, Pasco, Pinellas, Suwannee, Taylor, Union and Wakulla.

For survivors and business owners who sustained damages or losses in those counties, money for temporary housing, essential home repairs and other disaster-related expenses not covered by insurance may be available. Renters, homeowners and business owners can register for help through the Federal Emergency Management Agency.

Survivors living in a county designated for Individual Assistance can register with FEMA by one of the following methods:

  • Call 800-621-FEMA (3362). Assistance is available in most languages and lines are open 7 a.m. to 10 p.m. seven days a week. If you are deaf or hard of hearing and use a TTY, call 800-462-7585.
  • Go online to www.DisasterAssistance.gov.
  • By smartphone or tablet, use the FEMA app or go to m.fema.gov.

Low-interest disaster loans from the Small Business Administration are also available to help with residential and business losses not covered by insurance. Survivors and businesses may obtain information on SBA disaster loan applications by calling 800-659-2955 (800-877-8339 for people who are deaf or hard of hearing) or online at www.sba.gov. They may also apply for disaster loans at https://disasterloan.sba.gov/ela.

There are 29 counties eligible for Public Assistance. They are: Baker, Bradford, Charlotte, Citrus, Clay, Collier, Columbia, Dixie, Duval, Franklin, Gulf, Hamilton, Hernando, Jefferson, Lafayette, Lee, Levy, Liberty, Madison, Manatee, Nassau, Pasco, Putnam, Santa Rosa, Sarasota, Suwannee, Taylor, Union and Wakulla.

Public Assistance reimburses eligible state and local governments, tribal organizations and some private nonprofit organizations for eligible expenses incurred due to a disaster. On a cost-share basis, reimbursements can include repairing or replacing damaged buildings and infrastructure and emergency expenses such as debris removal, search and rescue, increased security and overtime pay for employees.

All Florida counties are eligible to apply for funding under FEMA’s Hazard Mitigation Grant Program.

FRANKFORT, Ky. — Total federal disaster assistance approved for Kentucky survivors of the tornadoes and damaging storms of Feb. 29 – March 3 now stands at more than $18.6 million.

To date:

  • Close to 5,300 Kentuckians in 21 designated counties have contacted FEMA for help or information regarding disaster assistance.
  • Over $8.7 million has been approved for Individual Assistance grants, including housing assistance, short-term rental assistance, home repair costs and other needs assistance.
  • Nearly $1.8 million of the Individual Assistance grants was for Other Needs Assistance, including payments for such eligible disaster-related items as medical and dental expenses, and lost personal possessions.
  • More than 2,580 homes sustained damages. Of those, more than 280 were destroyed.
  • Nearly 3,200 inspections of damaged properties have been conducted.
  • More than $9.9 million in low-interest disaster loans for homeowners, renters and businesses has been approved by the Small Business Administration.
  • FEMA Public Assistance has obligated more than $55,000 for repair projects in eligible counties.

Kentucky counties eligible for help from FEMA’s Public Assistance program are Adair, Ballard, Bath, Grant, Johnson, Kenton, Larue, Laurel, Lawrence, Magoffin, Martin, Menifee, Morgan, Pendleton, Trimble and Wolfe.

Public Assistance is available on a cost-sharing basis for emergency work and the repair or replacement of damaged infrastructure, such as roads, bridges, utilities, schools, and similar facilities. Public Assistance is also available to certain private nonprofit agencies and organizations.

Commonwealth counties eligible for Individual Assistance are Bath, Campbell, Carroll, Grant, Grayson, Johnson, Kenton, Larue, Laurel, Lawrence, Magoffin, Martin, Menifee, Montgomery, Morgan, Ohio, Pendleton, Rowan, Russell, Trimble and Wolfe.

Individual Assistance for homeowners and renters can include grants to help pay for temporary housing, home repairs and other serious disaster-related expenses not met by insurance or other assistance programs.

Kentucky Emergency Management and FEMA encourage Kentuckians to make sure their friends, neighbors and family members have registered with FEMA for federal disaster assistance by the federal disaster assistance registration deadline of May 7.

Disaster officials stress the importance of returning the Small Business Administration loan application survivors may have received as part of their registration package. Completion of the application provides information that may determine eligibility for further federal disaster assistance. The deadline to apply for property damage SBA loans also is May 7. The deadline to apply for economic injury SBA loans is Dec. 6

Due to a steady decrease of activity, SBA’s Business Recovery Center located in Johnson County, Kentucky closed April 19. SBA’s Disaster Loan Outreach Center in Morgan County will cease operations on Friday, April 27, at the close of business. All Commonwealth-FEMA disaster recovery centers are now closed as well.

There are three ways to register with FEMA or to contact FEMA for help or information regarding disaster assistance: call 800-621-FEMA (3362), register online at www.DisasterAssistance.gov, or register using a tablet or Smartphone by visiting m.fema.gov. Help is available in many languages.

Disaster applicants who use TTY should call 800-462-7585. Those who use 711 or Video Relay Service should call 800-621-3362. Lines are open 7 a.m. to 10 p.m. local time, every day.

Kentucky Emergency Management urges anyone who has storm damage to their residence or other property to document the damage by photographing or videoing it and to maintain a list of any repairs and keep repair receipts. If survivors have not done so, they should report the damage and location to their county emergency manager.

Free crisis counseling, supported by a grant from FEMA to the Kentucky Community Crisis Response Board, is available to Kentuckians who suffer from stress, anxiety or depression as a result of the recent storms and flooding. Persons who need this assistance and live in Johnson, Magoffin, or Martin County call 800-422-1060; residents of Bath, Lawrence, Menifee, Montgomery, Morgan, Rowan, or Wolfe counties call 800-562-8909; citizens in Campbell, Carroll, Grant, Kenton, or Pendleton County call 859-331-3292; and in Laurel County, call 888-640-9335.

The FEMA Hazard Mitigation Grant Program provides Commonwealth, local governments and certain private nonprofits with grants to improve the ability of public facilities to withstand future disasters.
