LINCROFT, N.J. ­­­­– Among the most devastating effects of Hurricane Sandy in New Jersey was the storm’s impact on sewage treatment facilities along the coast.

During and after the storm, sewage plants and pump stations along the coast were inundated by flood waters and without power for as long as three days, resulting in the discharge of some two billion gallons of untreated and partially treated sewage into New Jersey waterways (New York Daily News, 4/30/2013).

The environmental damage was unprecedented – and the financial impact was devastating.  Total costs to repair and reconstruct the damaged sewage treatment facilities now top more than $100 million.

With the help of Public Assistance Grants, sewerage authorities throughout the state have acted to reduce the risk of a similar disaster through mitigation measures that include constructing flood walls, elevating sensitive equipment, and relocating vulnerable facilities out of the flood zone.

In southern Monmouth County, the South Monmouth Regional Sewerage Authority owns, operates and maintains 11 sewage pump stations in Belmar, Brielle, Lake Como, Manasquan, Sea Girt, Spring Lake, Spring Lake Heights and Wall Township.

The majority of the Authority’s sewage pump stations were constructed and placed into operation in the 1970s. But in Sea Girt, the authority converted an existing facility constructed in the 1900s.

By 2006, that facility had outlived its useful life and the Authority made plans to replace it.

The Sea Girt pump station had been flooded in the past, and the likelihood was high that it would experience repeated flooding.

While the Authority considered relocating the facility, that idea was not feasible because of the cost, permitting restrictions and the lack of available land in the heavily residential community.

Instead, the project team comprising Authority officials and project engineers worked together to design a facility that could remain within the footprint of the old plant but that would be better equipped to function and survive during a major storm.

The plan they decided upon called for a mobile trailer for the pumping station’s most sensitive equipment. The trailer can be moved out of harm’s way when flooding threatens.

The enclosure consists of two rooms, one sound-attenuated room for the emergency generator and another climate-controlled room for the electrical equipment, including controls, alarm systems, variable speed drives, Supervisory Control and Data Acquisition, and various other components. Electrical and control connections between the enclosure and the pump station and its equipment are made with cables and plugs that can be opened to permit removal of the enclosure.

The trailer can be removed when emergency management officials notify the Authority of an impending storm.

When the trailer is removed, an expendable portable generator and transfer switch is put it in its place, allowing the pump station to operate even when utility power is lost. This secondary, sacrificial electrical and control system, mounted on the site, powers the pumps and other equipment on utility or generator power until destroyed or damaged by flooding.

Once the storm subsides, the mobile trailer can be moved back into place and put back on line.

The mobile trailer plan minimizes any damage to the station’s electrical equipment and significantly reduces downtime for the station.

The cost savings is also substantial: A generator may cost $60,000 to replace. The cost of reconstructing a pump station and providing emergency generator capacity until power is restored to the site can cost hundreds of thousands of dollars.

“The mobile enclosure saved the Authority an estimated $1.5 million dollars in repair/recovery monies as a result of the fact that there was no substantial damage to the Sea Girt Pump Station during Irene or Sandy,” said South Monmouth Regional Sewerage Authority Engineer Ryan Krause. “There was no loss of sewer service to residents and no sewer service overflows.”

The station is then able to return to normal operation within hours of the passing storm, rather than days, weeks, or months, as required to rebuild or reconstruct the facilities. A faster recovery for the sewer system reduces the public health risk that can result when untreated sewage is discharged into waterways or into the community.

The Sea Girt pump station complements Governor Chris Christie’s goal to make New Jersey’s infrastructure resilient and is considered a model for Best Management Practice for sewerage and water authorities, enabling continuous operation during adverse weather events, thus eliminating or substantially reducing the potential for an environmental disaster caused by the release of untreated sewage.

As a result of the steps the Authority took to mitigate the site, the infrastructure survived and the Sea Girt Pump Facility became operational within hours.

The SMRSA, has recently been awarded a FEMA grant for a “least cost alternative project” which incorporates the mobile enclosure concept for its Pitney Avenue Pump Station in Spring Lake, NJ and is evaluating the feasibility of incorporating this innovative design for its Belmar Pump Station, both of which were damaged during Sandy.  The FEMA grant for Pitney Avenue PS is for reimbursement of 90% of the eligible cost(s) up to $1,201, 428.00.

The two mobile concept facilities, developed here in Monmouth County, are the only two in the world.

Because of its success in mitigating damage from Hurricanes Irene and Sandy, the concept is being considered by FEMA as a nation-wide Best Management Practice for mitigation of potential damages to equipment as a result of a flood event.

Sewerage Authority Mitigation Plan Reduces Risk of Environmental Disaster

New York – Today, the Federal Emergency Management Agency (FEMA) announced the appointment of Jerome Hatfield by President Barack Obama to serve as the Regional Administrator for FEMA Region II.

“We’re proud to welcome such a dedicated first responder and emergency manager to the FEMA team,” said FEMA Administrator Craig Fugate. “Jerome will be working in his own backyard – a region where he has served disaster survivors for nearly three decades. As Regional Administrator, Jerome will continue to be their champion as he supports the region’s resiliency and response to disasters.”

Hatfield is a 27 year veteran of the New Jersey State Police where as a Lieutenant Colonel, he commanded more than 800 enlisted, professional and administrative staff, and as the Deputy Superintendent of Homeland Security oversaw more than 80 state and federal grant programs.

Hatfield has served as a member of the National Advisory Council to FEMA, and is Vice-Chairman to the Emergency Management Accreditation Program (EMAP) which is responsible for conducting nationwide assessments of federal, state, territorial and local emergency management and homeland security programs.  Additionally, he has led EMAP liaisons to Kenya in support of international assessments conducted in conjunction with the Department of Defense (U.S. African Command) and the Center for Disease and Humanitarian Assistance Medicine (CDHAM).

In September 2005, Hatfield was deployed to the State of Louisiana with more than 600 of New Jersey’s first responders in support of Hurricane Katrina response efforts.  He was designated incident commander during Operation LEAD (Louisiana Emergency Assistance Deployment).

Hatfield holds a Bachelor of Arts Degree and is a graduate of the Center for Homeland Defense and Security, Naval Post Graduate School, Executive Leader’s Program.  LTC Hatfield is a Certified Public Manager (CPM), awarded by Farleigh Dickinson University.  He is married with two children.

As Regional Administrator for FEMA Region II, Hatfield will oversee FEMA’s operations in New Jersey, New York, Puerto Rico and the U.S. Virgin Islands, and work closely with state, territorial and local emergency managers in their on-going efforts to prepare for, protect against, respond to, recover from and mitigate disasters.

Jerome Hatfield Appointed as FEMA Region II Administrator

When Hurricane Sandy slammed into the Connecticut coast last October, the New London Harbor Lighthouse, built in 1801, found itself in a vulnerable spot. Standing at attention where the Thames River meets the eastern edge of the Long Island Sound, there was nothing to protect the lighthouse from Hurricane Sandy’s severe lashing. Members of the New London Maritime Society, the lighthouse’s current stewards, anxiously awaited the passing of the storm to survey the damage.

When the skies cleared and the waves receded the lighthouse itself emerged stoic as ever, but the wreckage at its feet was significant. A masonry walkway that bridged the rocky gap from the Keeper’s house to the lighthouse, and a brick seawall bordering the property were clobbered by waves, which resulted in disastrous structural damage.

Without the funds to repair the estimated $42,255 in damage, the New London Maritime Society applied for assistance from the Federal Emergency Management Agency (FEMA).

One year later, with the application approved and $31,691.25 in FEMA funds, Susan Tamulevich, Executive Director at the New London Maritime Society’s Custom House is happy to report that the rebuilding of the walkway is all but finished. She explained that the city of New London gave them granite curbing for the rebuilding of the walkway, which is now very strong, level, and smooth. “It’s so level that someone in a wheelchair can now enter the lighthouse, which wasn’t possible before,” said Susan. She noted that previously there was one steep step and an uneven surface leading to the lighthouse door.

The New London Maritime Society has a $10,533.75 bill left over after the federal share of 75 percent is taken care of, but Susan plans to sell the bricks from the damaged sea wall to raise the money. Work on the sea wall is slated to begin in two weeks.

The lighthouse has weathered many hurricanes in its 212 years, including the hurricane of 1938, which was one of the top ten deadliest hurricanes to make landfall in the U.S. Today the lighthouse still serves as an aid to navigation, as well as a long-loved attraction for school groups, tourists, and local appreciators. Susan was happy to note that the New London Harbor Lighthouse is featured in the U.S. Postal Service’s New England Lighthouses stamp collection this year, prompting many new visitors this past summer.

BOSTON – One year ago today, on October 29th, 2012, the Northeast braced for impact as Hurricane Sandy came barreling toward our coastline. Although New England was spared the brunt of the storm, residents and businesses along the shores of Connecticut, Rhode Island, Massachusetts and New Hampshire suffered severe damages from wind and water, many losing homes and livelihoods. Towns along the coasts of Connecticut and Rhode Island were nearly impassable after the storm, roadways choked with debris and sand from a significant storm surge that swept through beachfront communities.

FEMA Helping Survivors and Communities Rebuild

WASHINGTON – On the evening of October 29, 2012, Hurricane Sandy made landfall in southern New Jersey, with impacts felt across 24 states. The storm battered the East Coast, particularly the densely-populated New York and New Jersey coasts, with heavy rain, strong winds, and record storm surges.  In Sandy’s immediate aftermath, more than 23,000 people sought refuge in temporary shelters, and more than 8.5 million customers lost power. The storm flooded numerous roads and tunnels, blocked transportation corridors, and deposited extensive debris along the coastline.

At the direction of President Barack Obama, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and its federal partners are worked closely with disaster survivors to ensure they received all the assistance for which they are eligible under the law. Over the course of the year, more than $1.4 billion in Individual Assistance has been provided to more than 182,000 survivors, and an additional $2.4 billion in low-interest disaster loans have been approved by the U.S. Small Business Administration.  More than $7.9 billion in National Flood Insurance Program (NFIP) payments have been made to policy holders.

Over the last twelve-months, more than 11,900 grants totaling over $3.2 billion have been approved for emergency work, to remove debris and rebuild or replace public infrastructure in the hardest hit areas.  This includes more than $1.3 billion for first responder costs for personnel overtime, materials and equipment used to save lives and protect property; more than $400 million obligated toward repairs to storm damaged homes so that disaster survivors could safely remain in their homes; and more than $19 million toward the costs to repair storm flooded and damaged schools.  FEMA has been working in concert and integrating with all levels of government, private and nonprofit sectors, faith-based organizations, communities and individuals to provide a whole community approach to recovery and leverage the capabilities of the entire nation. 

While supporting disaster survivors and communities on their road to recovery, FEMA has been aggressive in its implementation of new authorities granted in the Sandy Recovery Improvement Act of 2013 (SRIA). In many ways, the passage of SRIA represents the most significant legislative change to the FEMA’s substantive authorities since the enactment of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.  The changes have nationwide impact and provide greater flexibility to state, local, tribal and territorial governments, allow FEMA to operate more effectively and efficiently, and provide tribal nations options for seeking emergency and disaster declarations for their tribes.  To date, 13 of the 17 provisions outlined in this legislation have been completed, implemented via a pilot program, or are otherwise immediately available.

Hurricane Sandy, A Year of Recovery

LINCROFT, N.J. – The devastating aftermath of Superstorm Sandy left survivors and businesses in New Jersey with large-scale recovery needs. Throughout the year, the state’s private sector has made significant contributions to the recovery process and continues to play a key role.

FEMA Private Sector Specialists discuss disaster mitigation with business ownersMore than 600 businesses, utility companies, banks, insurance companies, colleges and universities, and professional organizations stood with local, state and federal agencies, voluntary agencies and faith-based organizations to strengthen the recovery efforts.

They disseminated information about disaster assistance to 7.2 million New Jersey residents through bill inserts, newsletters, signage and other means.

“One fast-food chain, which asked to remain anonymous, distributed 7,000 sandwiches with disaster-assistance information at 32 distribution points in three counties,” said Federal Coordinating Officer Gracia Szczech of the Federal Emergency Management Agency. “That’s just one example of how essential the private sector is to a strong recovery effort.”

Immediately after Sandy struck, specialists with FEMA’s Private Sector Division in External Affairs deployed to New Jersey to work with chambers of commerce, industry associations, individual companies, colleges and universities and other organizations.

Utility companies inserted messages in billing statements, reaching 3.3 million customers. The South Jersey Transportation Authority featured registration information on its Vehicle Messaging Systems at toll plazas, and the ticker messaging system on its website, reaching an estimated 2.9 million people a month.

Chambers, associations and businesses shared FEMA’s electronic newsletter (the E-News Update) for the private sector stakeholders with their memberships and contacts. The access to recovery information proved invaluable to their members and had far-reaching effects.

“To have the opportunity to interact directly with representatives, ask questions and get answers has helped not only members, but their clients as well,” said New Jersey Association of Realtors Chief Executive Officer Jarrod Grasso. “The recovery process in the aftermath of Sandy has not been easy, but getting the correct facts to our members has relieved a great deal of the uncertainty related to flood maps, insurance and elevation that so many New Jersey residents felt.”

Home Depot Hurricane Workshop Two FEMA program areas, Private Sector and the Federal Disaster Recovery Coordination group, facilitated an Insurance Industry Roundtable. The resulting public-private partnership engaged the insurance industry in a series of four meetings to explore how to enhance and expedite the disaster assistance process. A roundtable work group identified issues impeding the process and then developed recommendations that were submitted to President Obama’s Hurricane Sandy Rebuilding Task Force.

The private sector reached out in more basic ways as well. Sometimes it was as simple as offering a space to work. Operation Photo Rescue, a nonprofit organization of volunteer photojournalists from around the country, wanted to help Sandy survivors restore treasured photos. The organization began helping disaster survivors during Hurricane Katrina recovery. Volunteers need to set up a temporary shop close enough for survivors to access the free services.

“Finding a place for us to host our copy run was turning into a major problem as we could not secure a building close enough to where Sandy hit,” said Operation Photo Rescue President Margie Hayes. “We were coming up empty handed until Chris Spyridon, regional pro sales manager for Home Depot, offered us space at a Home Depot in Seaside Heights.”

The business of recovery is long-term, and an important part of that is preparedness, which not only helps individuals survive a disaster but can help businesses endure as well. FEMA’s Private Sector specialists have covered the state to help executives and officials understand the need for a continuity plan so work continues once the emergency is over. Montclair State University recorded FEMA’s preparedness webinar to share with all of New Jersey’s colleges and universities.

Amy Ferdinand, the university’s director of Environmental Health and Safety, said, “With the recent trend of ever-increasing disasters – whether natural or manmade – being the ‘new normal,’ there is a definite need among business leaders and stakeholders to become better informed on the topic of continuity and business planning.”

A Year After Hurricane Sandy: New Jersey Recovery By The Numbers

LINCROFT, N.J. — One month after Superstorm Sandy, Dan Shields and his business partner, Robert Higgins, were thanking their lucky stars.

Their waterfront restaurant, Windansea in Highlands, had withstood the raging flood tides and winds of Sandy with only relatively minor damage.

Flood waters had inundated dozens of homes and businesses in the low-lying sections of the borough. Debris littered the streets; a mobile home park on the north side of the borough was in shambles.

As flood waters receded in the business district, store owners had to reckon with the physical destruction of their businesses and the loss of their livelihoods.

Many of Shields’ and Higgins’ fellow restaurateurs were essentially out of business for the long term, faced with major damage from the storm.

What saved Windansea?

The borough’s new building code that required properties in flood zones to comply with tough new Federal Emergency Management standards. “We had to stick to ‘V’ zone construction,” said Shields, referring to the strictest standards for properties located in high-risk flood zones. “I felt like we were the poster child for FEMA.”

When the business partners bought the restaurant in 2000 for $690,000, they planned to invest approximately $300,000 in renovating the old restaurant, formerly known as Branin’s Wharf. But as work on the building progressed, hidden problems came to the surface. “It was just a terrible, terrible building.” Ultimately, more than 50 percent of the existing building had to be demolished. One day, as they worked on the restaurant, officials from FEMA and the borough drove up and told them to stop work. “You’ve got to do it our way,” they told the partners.

The structure would have to be rebuilt in compliance with FEMA standards for “V” zone construction, the strictest standard that applies to properties at high risk of flooding.

The shoestring budget they had assembled to pay for what they thought would be a fairly simple remodeling job wouldn’t cover the extensive construction that the town demanded. “It was a completely different animal from buying a little restaurant and (fixing it up),” Shields said.

Making the bayfront building flood-resistant required driving 80 pilings that measured 12 inches in diameter into the ground to a depth of 30 to 40 feet, reinforcing the roof and walls with steel rods and connecting the elements of the entire structure with steel plates and structural steel to hold the floor to the walls.

The project took a year longer than the partners anticipated and cost over $1 million more than they had originally budgeted.

“I felt like I was victimized,” Shields told the Asbury Park Press a few weeks after the storm, “like FEMA was trying to prove a point, trying to flex their muscles and trying to take it out on a little guy like me.”

He doesn’t feel that way anymore.

Though the building sustained some damage to its first floor lobbies and outdoor Tiki bar, Windansea was able to re-open less than three weeks after the storm. “There was not a crack in the sheetrock, not a thing out of place.”

One Year Later: Mitigation Efforts Paid Off For Highlands Restaurateurs

LINCROFT, N.J. — Emergency response. Debris removal. Reconstruction and repair. Rental assistance. Low-cost disaster loans. These activities and terms have become familiar to many New Jerseyans since Superstorm Sandy struck last year. But another activity is going full force with the purpose of protecting life and property from future disasters – hazard mitigation.

The Federal Emergency Management Agency’s Hazard Mitigation Grant Program (HMGP) provides assistance to state and local governments after a major disaster declaration to enable mitigation measures to be implemented during disaster recovery.

“Hazard Mitigation grants help make communities safer,” said FEMA’s Federal Coordinating Officer in New Jersey, Gracia Szczech. “Mitigation programs also help reduce the financial impact of disasters on the state and on the county.”

Eligible applicants for HMGP grants are states, local governments and certain private nonprofit organizations. Individual homeowners and businesses may not apply directly to the program, but local governments may apply on their behalf.

These grants can be used to fund projects that protect public or private property if the project fits within state and local mitigation plans. Projects eligible for HMGP funds include retrofitting buildings to minimize damage from high winds and flooding; elevation of flood-prone buildings; minor flood-control projects; and the purchase of property at risk of repetitive flooding for conversion to open space. The state works with local communities to determine the focus of the Hazard Mitigation program.

FEMA has obligated $340.7 million in Hazard Mitigation grants after Sandy for New Jersey’s mitigation measures, which include:

  • $100 million for the acquisition of structures in flood-prone areas to be cleared and converted to permanent greenspace;
  • $100 million for elevation of buildings in flood-prone areas; and $3.8 million for county mitigation plans

Rosanna Arias/FEMAThe state is applying the remaining grant money for mitigation measures being incorporated into eligible rebuilding projects of state and local agencies, and certain private nonprofit organizations, such as hospitals and universities.

Five issues are considered when determining the eligibility of a proposed project:

  • Does the project conform to the state’s hazard mitigation plan?
  • Does the project provide a beneficial impact on the disaster area?
  • Does the application meet the environmental requirements?
  • Does the project solve a problem independently?
  • Is the project cost effective?

Hazard Mitigation Grant Program funding is made available at the request of a state’s governor following the declaration of a major disaster. The grant funds available for mitigation equal 15 percent of the amount FEMA spends to assist disaster survivors and communities in the recovery process. Under

HMGP, federal funds pay for 75 percent of the project cost with 25 percent coming from non-federal sources. All programs require an up-to-date Hazard Mitigation Plan.

One Year Later: Mitigation Makes Communities Safer

NEW YORK More than $2.1 billion in federal aid has been approved to reimburse state, local and tribal governments for Sandy-related response and recovery efforts in New York one year after the devastating storm.

Public Assistance grants from the Federal Emergency Management Agency reimburse local, state and tribal governments and eligible private nonprofits for eligible costs of emergency response, debris removal and repairing or rebuilding damaged public facilities. In New York, more than 2,700 grants have been approved so far.

FEMA’s cost-share Public Assistance program reimburses 90 percent of eligible costs. The remaining 10 percent comes from nonfederal funds. The state forwards the federal reimbursement to the eligible local governments or organizations that incurred costs.

The largest single Public Assistance project to date is nearly $402 million to the New York City Department of Environmental Protection for the Rapid Repairs program that allowed survivors to remain in their storm-damaged homes while repairs were made. The work also included infrastructure repairs at the Rockaway, North River and other wastewater treatment plants, pump stations, drinking water facilities and sewers.

Other major Public Assistance obligations include:

  • Nearly $325 million to the Long Island Power Authority for repairs to overhead lines and emergency work;
  • Nearly $180 million to New York University Langone Medical Center for emergency work, including the evacuation of more than 250 patients, the restoration of critical services and facilities, the removal and disposal of asbestos-containing materials and wastewater, debris and mold, repairs, and replacement of its information technology network.
  • $130 million to the New York City Health and Hospitals Corporation for emergency work, cleanup, temporary relocation, repairs and replacement of contents at various HHC facilities, including Coney Island Hospital;
  • Nearly $128 million to the New York City Police Department for evacuations, search-and-rescue operations, distribution of critical equipment, door-to-door checks, the removal of fallen trees, traffic regulation and monitoring of fuel rationing during the gas shortage caused by Sandy;
  • More than $119 million to the New York City Department of Sanitation for debris removal;
  • Nearly $115 million to Nassau County for debris removal throughout the county;
  • Nearly $58 million to the state of New York Department of Transportation for debris removal;
  • More than $31 million to Long Beach for emergency work and repairs to waste water pump stations and fire hydrants;
  • More than $31 million to the town of Hempstead for debris removal and emergency work;
  • More than $13 million to the New York City Fire Department for coordinating more than 500 swift-water boat rescues, conducting more than 1,000 evacuations, extinguishing fires, searching 3,100 homes and businesses during Hurricane Sandy’s immediate aftermath, and temporary generators for Manhattan fire stations;
  • Nearly $7 million to Long Beach Public Schools for emergency protective measures and repairs at school and administrative facilities;
  • More than $2.1 million to Long Beach Memorial Nursing Home for emergency protective measures, demolition, cleanup and flood-related repairs.
