LITTLE ROCK, Ark. – State and federal recovery officials urge Arkansas residents affected by the April 27 severe storms, tornadoes and floods to watch for and report any suspicious activity or potential fraud.

As government agencies and charitable groups continue to provide disaster assistance, scam artists, identity thieves and other criminals may attempt to prey on vulnerable survivors. Since the recovery effort began, authorities have received reports of unscrupulous individuals trying to do just that.  

The most common post-disaster fraud practices include phony housing inspectors, fraudulent building contractors, bogus pleas for disaster donations and fake offers of state or federal aid. Authorities in Arkansas have reported one resident received a phone call claiming to be from the Federal Emergency Management Agency (FEMA). The caller attempted to get the person’s bank account information and debit card number.

“No government disaster assistance agency will call you and ask for your financial account information,” said State Coordinating Officer David Maxwell of the Arkansas Department of Emergency Management (ADEM). “Unless you place the call yourself, don’t give out that information over the phone. It can lead to identity theft.” 

Survivors should also keep in mind that federal and state workers never ask for or accept money, and always carry identification badges. There is no fee required to apply for or to get disaster assistance from FEMA, the U.S. Small Business Administration (SBA) or the state.

“Scam attempts can be made over the phone, by mail or email, or in person,” said Federal Coordinating Officer Timothy J. Scranton of FEMA. “Unfortunately, there seems to be no limit to the inventiveness of these con artists. We urge Arkansans to remain alert, ask questions and require identification when someone claims to represent a government agency.”      

Those who suspect fraud should call the FEMA Disaster Fraud Hotline toll free at 1-866-720-5721. Complaints may also be made to local law enforcement agencies and through the Arkansas Attorney General Consumer Protection Hotline at 1-800-482-8982.

Beware of Scams and Fraudulent Phone Calls

LINCROFT, N.J. — As Deputy Coordinator of the Oceanport, N.J. Office of Emergency Management, Chris Baggot has weathered a lot of storms.

But nothing so profoundly altered the landscape of his community like Hurricane Sandy.

The 3.7 square mile town on the Shrewsbury River was devastated by the storm. Five hundred of the 2000 homes in this close-knit community were substantially damaged or destroyed. Oceanport also lost its police station, its borough hall, its ambulance squad building, its library and its courthouse.

Some 18 months after the Oct. 29, 2012 hurricane, 71 families were still unable to return home.

The Baggot family is among them. The Baggots have been renting a one-bedroom apartment in the nearby community of Eatontown while they await the demolition and reconstruction of their home on Blackberry Bay.

While they were approved for an RREM grant of $150,000 to underwrite the rebuilding, a rough winter delayed the start of construction on their replacement home. Once the weather improves and contractors break ground, it will be another six to nine months before Chris, his wife, Wendy, and college-age son, Zachary, will be able to enjoy life in Oceanport once again.

It was his second time assisting his fellow New Jerseyans as a FEMA employee:  Baggot was also recruited as a Local Hire in the aftermath of Hurricane Irene in 2011.

Hired initially as a project specialist for Public Assistance, Baggot moved on to become a Cost Estimating Format reviewer, Quality Assurance lead, Operations task force lead and finally, CORE Operations Task Force Lead.

In that capacity, he explains, “I oversee the life cycle of a Public Assistance project from the writing stage all the way through to obligation.”

Baggot’s personal experience with the devastating effects of Hurricane Sandy has underlined his understanding of the importance of the FEMA mission in helping communities rebuild and become more resilient.

“It sure is nice when people say to you, ‘Look, we need this; we need that,’ and you can give it to them in a reasonable way,” says Baggot, “and it’s nice when you can manage expectations when people ask for the moon and stars. That’s not really what we’re there to provide. We’re there to get them back to pre-disaster conditions.”

He has plenty of praise for his colleagues at FEMA, who came here in the immediate aftermath of the storm to help the hard-hit residents of New Jersey get back on their feet.

“The FEMA people that I’ve had the opportunity to work with have really been great.” He’s also enjoyed observing their surprise at how different New Jersey is from its “What exit?” stereotype.

“They talk about how beautiful it is – they thought it was all blacktop,” Baggot says with a laugh.

Oceanport’s Chris Baggot: From Sandy Survivor to Sandy Recovery Coordinator

LINCROFT, N.J. – The Federal Emergency Management Agency (FEMA) today released Preliminary Work Maps for Burlington, Camden and Gloucester Counties, NJ that reflect the latest refinements to the ongoing analysis of coastal flood hazards.

The release of the Preliminary Work Maps is the next step in the coastal Flood Insurance Study update. This is extremely important as we work in partnership with the State of New Jersey to support sustainable disaster resilient communities; and to avoid or reduce the loss of life, loss of property, and financial impacts of coastal flood hazards.

The Preliminary Work Maps are an interim step in the process of developing preliminary Flood Insurance Rate Maps (FIRMs). This information will replace the Advisory Base Flood Elevation (ABFE) maps, where applicable, that were made available to coastal counties in New Jersey as the best available data for rebuilding and recovery efforts in the aftermath of Hurricane Sandy.
As compared to the effective FIRMs for New Jersey, the Preliminary Work Maps show that the majority of areas will see increases in the floodplain and Base Flood Elevations (BFEs); however, some areas may see decreases.  These changes are due primarily to more precise ground elevation data and more detailed analysis.

FEMA encourages communities to use this information in instances where BFEs have increased and/or new Special Flood Hazard Areas (SFHAs) are shown on the Preliminary Work Maps. This will help community members make decisions to reduce their flood risk until the preliminary FIRMs become effective.

FEMA Releases Preliminary Work Maps for Burlington, Camden and Gloucester Counties, New Jersey

NEW YORK – The Federal Emergency Management Agency has approved Public Assistance grants to New York University, NYU Langone Medical Center and Services for the UnderServed (SUS)-Mental Health Program to reimburse costs for damage caused by Hurricane Sandy.

New York University has been awarded more than $1 million in funding. The grant covered a variety of needs including ensuring students’ safety, protection of campus data, temporary generators and a fuel oil tank.

NYU Langone Medical Center has been awarded $2.8 million to repair or replace damaged equipment that supported research functions for the Smilow Research Center.

Services for the UnderServed-Mental Health Program, Inc., an eligible private nonprofit human services agency, received more than $2 million in Public Assistance grants to repair a 71-bed residence facility that supports rehabilitative services for people who have a mental health condition and a history of homelessness.

For Hurricane Sandy, FEMA’s Public Assistance program reimburses local, state and tribal governments and eligible private nonprofit organizations 90 percent of eligible costs for emergency and permanent work.  So far, FEMA has awarded $2.4 billion in Public Assistance   grants to eligible New York applicants.

LINCROFT, N.J. – The Federal Emergency Management Agency receives money from two different and distinct sources to help communities pay for damage caused by Hurricane Sandy in 2012.

FEMA’s primary source of funding is the Disaster Relief Fund (DRF), which was established by the Stafford Act. The DRF is regularly replenished to ensure that money for disaster relief and recovery is always available.

The Disaster Relief Appropriations Act, also known as the Sandy Disaster Relief Act, budgeted $60 billion for relief and recovery efforts. Out of those funds, $5.4 billion was allocated directly to FEMA, and a total of $57.2 billion went to nine areas, including FEMA:

  • $9.7 billion to the National Flood Insurance Program.
  • $3.9 billion to the Department of Housing and Urban Development.
  • $19.8 billion for transportation, housing and urban development through the Federal Highway Administration (not connected to either the Department of Transportation or HUD).
  • $5.4 billion to the Department of Transportation, Federal Transit Authority Emergency Relief for assistance and recovery for the four major New Jersey-New York transit overseers: Metropolitan Transportation Authority, Port Authority of NY-NJ, NJ Transit and NYC DOT ferries.
  • $6.5 billion to the Department of Homeland Security.
  • $4 billion for energy and water (restoring navigation channels, beaches; assisting with dredging, sustainability and flood control efforts).
  • $1.35 billion to the U.S. Army Corps of Engineers.
  • $1.166 billion to Interior and Environment to repair damaged Department of the Interior facilities and restore wetlands.

The remaining money has been allocated as follows:

  • $725 million for Labor, Health and Human Services, and Education (provides health services, case management, domestic violence services, child welfare/youth services and funding for the reconstruction and repair of health and child care facilities, damaged Head Start facilities, and damaged Social Security Administration buildings and equipment.)
  • $651 million for financial services (includes additional funding for the Small Business Administration Disaster Loan Program and $7 million for the repair of damaged federal buildings)
  • $513.25 million for commerce, justice and science. Most of this money will go to the National Oceanic and Atmospheric Administration to help improve severe weather forecasting.
  • $287 million to the Department of the Interior to repair national parks, lands and facilities.
  • $235 million to the Department of Veterans Affairs to repair the Manhattan VA hospital and other VA facilities damaged by Sandy.
  • $218 million for agriculture (emergency conservation and restoration efforts)
  • $161 million to the Small Business Administration. This will provide immediate funding for the Disaster Loan Program to repair and rebuild disaster-damaged private property for homeowners, renters, and businesses, as well as grants to assist affected small businesses.
  • $100 million to the Department of Health and Human Services (Public Health and Social Services Emergency Fund for disaster response and recovery efforts. Includes funding for the Social Services Block Grants program, repairs to Head Start facilities, and replacement of equipment at the National Institute of Health)
  • $88.335 million to the Department of Defense to repair military bases, armories and other installations.
  • $32 million to Amtrak to repair damaged infrastructure only. None of this money will go to Administration-requested offsets for operating revenue losses or towards construction of a long-planned Hudson River tunnel.
  • $24.2 million to the National Guard for repairs to various buildings.
  • $14.6 million to the Federal Aviation Administration to repair control towers, navigation and power systems.
  • $6 million to the Department of Agriculture to replenish food banks and soup kitchens via the Commodity Assistance Program

NEW YORK — FEMA has approved nearly $747 million in Hurricane Sandy assistance to fund emergency efforts and help repair and rebuild public infrastructure in New York County.

To date, local, state and federal recovery officials have identified 270 projects from applicants in New York County that are eligible for Public Assistance from the Federal Emergency Management Agency.

The $746,565,434 in assistance represents 90 percent of the cost of approved PA projects that have been reimbursed by FEMA. The state manages the PA program and disburses funding.

NEW YORK — More than $2.2 billion in federal aid has been approved to reimburse state, local and tribal governments for Sandy-related response and recovery efforts to date in New York. This figure includes over $31 million for permanent work to protect against future disaster damage.

Public Assistance grants from the Federal Emergency Management Agency provide reimbursement for some costs of emergency response. So far, 2,907 grants have been approved, including $575 million for debris removal, $1.1 billion for protective measures, $41 million for roads and bridges, $934 million for water control facilities, $89 million for public buildings, $356 million for public utilities and $70.8 million for parks and recreational facilities.

$2.2 Billion in FEMA Public Assistance Grants for Hurricane Sandy Recovery

LINCROFT, N.J.– In New Jersey, Superstorm Sandy destroyed or damaged 40,500 primary residences. Two years ago, in the aftermath of Hurricane Irene, FEMA granted nearly $152 million to New Jersey for housing assistance. After Hurricane Floyd, just over a decade before Irene, FEMA issued Disaster Housing Assistance Grants to more than l72,700 households.

New Jersey is no stranger to the loss of life and property caused by coastal storms, nor to the time, money and energy it takes to rebuild in the days and months that follow. Many residents of low-lying coastal regions have found their living situations unsustainable as storm after storm devastates houses, neighborhood and communities. But some communities have made a way out of the damage cycle with the use of acquisition or buyout grants.

One of New Jersey’s main priorities after major storm damage is to acquire land where repetitive flood loss is common and convert it to open space, thereby reducing the loss of life and property. This process is called acquisition.

FEMA, through the Hazard Mitigation Grant Program, has granted $55,249,816 to the state so far for the acquisition of properties in the aftermath of Sandy, and plans to award $100 million total.

Homeowners do not apply directly to FEMA for acquisition. Instead, the state and local communities work together to identify areas where buyouts make the most sense. Local officials then get input from the community and those homeowners with destroyed or severely damaged properties, as well as from the state and FEMA, to ensure that the acquisition applications are environmentally sound and cost-effective. The Hazard Mitigation Grant Program, instituted by FEMA, covers 75 percent of the costs, and 25 percent is matched by non-federal sources.

After the state, (the grantee) decides its priorities in terms of funds usage, FEMA Hazard Mitigation Program Guidance allows the subgrantee to offer homeowners pre-disaster fair market value for their homes. Buyouts are always voluntary, and homeowners may opt out of participation.

All properties acquired by communities for mitigation are then converted to open land.

Acquisition Success Stories

More and more New Jersey communities are recognizing acquisition as a permanent solution to a recurring problem.

In 2005, two successive flooding disasters destroyed six homes in Harmony Township in Warren County. At the request of Harmony Township, Green Acres and FEMA provided funding for acquisition. Those six properties have been cleared to prevent further property damage and now provide access points to the Delaware River for visitors to the area.

Even without FEMA’s 75 percent cost share, state organizations like the Green Acres Program successfully convert properties throughout New Jersey into safe and accessible open areas, such as parks and wildlife habitats, which by law must remain open land forever through deed restriction.

Green Acres and the State Agriculture Development Committee converted 1,900 acres in central New Jersey using open space funds, creating a 512-acre State Wildlife Management Area, and a 500-acre addition to Monmouth County public greenways.

In Manchester Township, a joint acquisition effort coordinated between the Green Acres Program and the U.S. Navy added 246 acres to the Manchester Wildlife Management Area in Ocean County, which will also serve as a protective buffer for the Lakehurst Naval Air Engineering Station.

Communities that opt into the acquisition process not only protect their citizenry, but also make it possible to create an even more beautiful New Jersey coast, with open space for community residents and visitors alike.

And for many New Jersey residents, buyout is the opportunity to at least partially recoup an investment in a property that has lost value after multiple storms. It also provides the possibility of safety, peace of mind and a new start.

Homeowners do not apply directly to FEMA to participate in the acquisition process. Instead, they can contact their local emergency management office to learn more about Hazard Mitigation programs available to their community.
