TRENTON, N.J. — Renters who need to repair or replace essential items lost in Hurricane Sandy can get help from the Small Business Administration.

Many survivors are learning that their insurance is not enough to cover all of their losses. Only 43 percent of renters have insurance, according to the Insurance Information Institute.

Survivors may qualify for long-term, low-interest SBA loans to repair or replace personal property  items such as clothing, furniture, cars, or appliances damaged or destroyed in the disaster. The deadline to return a disaster loan application is Jan. 30.

Money is available for necessary expenses and serious needs caused by Hurricane Sandy that are not covered by insurance or other programs. Items such as textbooks and computers used for education, professional tools, household furnishings, disaster-related medical, dental, or funeral costs and storm damage to vehicles may qualify for FEMA grants. Renters must return their SBA loan application to be considered for these grants.

Survivors may apply online using the electronic loan application via SBA’s secure website at DisasterLoan.sba.gov/ela. Help for Renters Who Lost Personal Property in Hurricane Sandy

NEW YORK – The state of New York and the Federal Emergency Management Agency will open a new Disaster Recovery Center in Brooklyn at 8 a.m. Tuesday, Jan. 8, to provide one-on-one, face-to-face help for Hurricane Sandy survivors. 
 

The center will be located at the Gerristen Beach Volunteer Fire Training building, 43 Seba Ave.Brooklyn, NY 11229.
 

Operational hours for the Disaster Recovery Center are:

8 a.m. to 6 p.m. Monday through Saturday until further notice.

9 a.m. to 3 p.m. Sunday until further notice.
 

The center is opening as part of FEMA and the state’s ongoing commitment to meeting the needs of survivors who may visit the center to obtain useful FEMA information and apply for low-interest disaster loans from the U.S. Small Business Administration. 

More than two months after Hurricane Sandy struck, 21 Disaster Recovery Centers, including the Seba Avenue center, are open throughout New York. In total, recovery centers have hosted more than 120,000 survivors.

New Disaster Recovery Center Opens in Brooklyn on Tuesday

WARWICK, R.I. — Since November 14 when President Obama declared a major disaster for Rhode Island due to damage from Hurricane Sandy, federal disaster aid to Rhode Islanders has topped $1,060,342 in assistance.

Below is a statistical summary of state-federal aid for individuals, families and public entities in the counties designated for FEMA’s assistance programs. Numbers are as of December 30, 2012:

  • 509 households have registered with FEMA for some form of disaster assistance, including financial grants, loans and other disaster-related services.
  • $293,243 has been approved through the Individuals and Households Program to help pay for housing assistance, including rental assistance and repairs to homes.
  • $22,086 has been approved to help applicants cover other disaster-related needs such as medical and dental expenses, funeral costs and lost personal property and loss of transportation.
  • $213,513 has been obligated through the Public Assistance Program, which reimburses local, county, and state government entities and some non-profit organizations for their disaster related costs.
  • 71 applicants have requested aid from the Public Assistance Program.
  • $531,500 in low interest, disaster recovery loans to homeowners has been approved by the U.S. Small Business Administration.

FEMA and state officials continue to encourage anyone with storm-related losses to register for assistance. This includes renters and those who have insurance. FEMA provides assistance to renters. And for those with insurance, FEMA may be able to cover expenses insurance does not cover.

The registration deadline is January 14, 2013. Rhode Islanders affected by Hurricane Sandy should register now to see if they qualify for assistance. More than $1 Million in Sandy Federal Disaster Aid Approved for Rhode Island

NEW YORK – Most of us make New Year’s resolutions to look better, feel better or reach a long-term goal.

This year resolve to rebuild stronger, safer and smarter after Hurricane Sandy to save lives and property when the next weather disaster strikes.

Hazard mitigation is building smart, strong and safe to prevent future damage from severe weather. Smart building includes mitigating damage against floods, strong winds and even tornadoes.

Always contact a local building official before undertaking rebuilding, renovating or retrofitting to be sure your plans meet local and state government requirements. You also need the proper permits from your local municipality to avoid future problems.

Such simple mitigation measures as elevating electrical and heating systems and anchoring fuel storage tanks can provide a windfall of protection against severe weather. 

Mitigation can also include landscaping. For instance, sea oats and other grasses can provide soil stability against storm surge. Ask your landscaper what indigenous plants withstand severe weather and protect property. Professional tree pruning can save not only the tree but can minimize the damage caused by a tree in severe weather. 

Flooding

Just an inch of water can cause costly damage to your property.

The average annual U.S. flood losses in the past 10 years (2002-2011) were more than $2.9 billion.

Rebuilding smartly in a flood-prone area means preventing future damages from flooding such as elevating your structure above the base flood elevation or higher. Flood hazard maps show different zones of hazard which determines policy premiums. The lower the degree of risk, the lower the flood insurance premium.

By elevating your home above that potential flood elevation, you not only reduce the risk of flooding, you save on the cost of flood insurance. The FEMA’s NFIP policy can cover structures and personal property. You don’t have to live in a flood-prone area to buy FEMA’s flood insurance policy which is sold by most insurance agents.

To be eligible to buy FEMA’s flood insurance your community must participate in the National Flood Insurance Program. Wind

Wind will quickly damage vulnerable homes and buildings. The roof is most susceptible to wind. The type of roof is the first factor in limiting damage.

Whether with new construction or retrofitting an existing roof, build to ensure the connections between the roof and walls are strong enough to resist the “uplift” effect of high winds. When the roof lifts off it may collapse back down on the house.

Getting down to the foundation, many homes are built on concrete pads to which they are only slightly connected. Severe winds pull the walls right out of the foundation. To resist high winds, structures must be firmly connected to foundations.

Mitigation Dollars at Work

For New York damages caused by Hurricane Sandy, the U. S. Small Business Administration has provided $357 million to help homeowners, businesses and private non-profit organizations rebuild their properties damaged or destroyed by Hurricane Sandy. Some funds have also been allocated for the mitigation of similar damages during future events.

Resolve To Rebuild Stronger, Safer, Smarter

NEW YORK — In the two months since Hurricane Sandy made landfall in New York, recovery moves forward for survivors, businesses and communities.

“New Yorkers have made tremendous progress in their journey toward recovery from Hurricane Sandy,” said Federal Coordinating Officer Michael F. Byrne of the Federal Emergency Management Agency. “The efforts of the survivors themselves, combined with those of the whole recovery community, have made all the difference in New York.”  

Below is a snapshot of significant milestones achieved by FEMA, the state of New York and federal partners since the Oct. 30 disaster declaration:

  • FEMA and the state have approved more than $816.3 million in disaster assistance for New Yorkers through FEMA’s Individuals and Households Program, which helps eligible applicants with emergency home repairs; uninsured personal property losses; and medical, dental and funeral expenses caused by the disaster. It also helps cover other disaster-related expenses.
  • 13 New York counties are designated for both Individual Assistance and Public Assistance. These are Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester. Greene County has been designated for Public Assistance only.
  • A total of 258,527 New Yorkers have registered for disaster assistance in the 13 counties designated for Individual Assistance including more than 140,000 who have applied through the online application site at www.DisasterAssistance.gov or on their smartphone at m.fema.gov.

Assistance to residents in the heaviest hit counties includes:

  • Bronx                $2.2 million
  • Kings                 $177.8 million
  • Nassau               $266.3 million
  • New York         $12 million
  • Queens              $208.6 million
  • Richmond         $83.8 million
  • Suffolk              $60.6 million
  • The U.S. Small Business Administration has approved more than $322 million in disaster loans to homeowners, renters and businesses. The SBA has staff members at every FEMA/State Disaster Recovery Center and 19 Business Recovery Centers in the New York area to provide one-on-one help to business owners seeking disaster assistance.

FEMA PA program reimburses state and local governments and certain private nonprofit organizations 75 percent of costs for disaster-related expenses associated with emergency protective measures, debris removal, and the repair and restoration of damaged infrastructure.

  • In the two months since Hurricane Sandy made landfall, FEMA Public Assistance has awarded more than $318 million dollars to local governments and eligible nonprofits.
  • New York University Langone Medical Center: $149.5 million to reimburse the cost of evacuating patients, performing emergency repairs, cleaning facilities and replacing critical equipment.
  • New York Police Department: More than $75.7 million to help pay for uniformed and civilian personnel who patrolled streets, distributed food and water to hurricane survivors and assisted residents in obtaining emergency medical care.
  • City of New York Department of Sanitation: More than $46.8 million to reimburse labor and equipment expenditures for the removal of an estimated 1.3 million cubic yards of debris.  
  • City of Long Beach: More than $24.3 million for expenses incurred collecting and clearing more than 700,000 cubic yards of debris scattered across the city.
  • Nassau County: More than $18 million for costs associated with debris removal and disposal throughout the county.
  • Nassau County: More than $2.8 million to help pay for the implementation of the Sheltering and Temporary Essential Power (STEP) Program.
  • Suffolk County: More than $1.1 million for costs associated with STEP.
  • More than 258,000 New Yorkers have contacted FEMA for information or registered for assistance.
  • FEMA housing inspectors have completed 167,107 home inspections, an important first step in determining eligibility for housing assistance.
  • Nearly 1,300 Community Relations specialists who responded to Hurricane Sandy have met face-to-face with more than 88,000 survivors at homes, schools, and community- and faith-based organizations. The CR teams visited counties designated for Individual Assistance, providing information, and answering survivors’ questions in neighborhoods, at Disaster Recovery Centers, and at points of distribution and shelters early in the response. They also reported critical issues in real-time for immediate action. 
  • Workers who have lost their jobs or those who are self-employed and unable to provide their services because of Hurricane Sandy have received $1,755,266 in Disaster Unemployment Assistance.
  • 22 Disaster Recovery Centers are open in the affected areas. These include mobile sites as well as fixed sites, and to date more than 110,000 survivors have been assisted at Disaster Recovery Centers in New York.
  • FEMA Mitigation specialists have provided advice and tips on how to repair and rebuild safer and stronger homes to 18,900 New Yorkers at recovery centers and home improvement stores.
  • FEMA specialists numbering 4,931 deployed from around the United States to help New York respond to and recover from Hurricane Sandy. FEMA teams continue to work with whole community partners to advance the recovery effort and mitigate against future hazards.
  • Nearly 900 National Service Members (AmeriCorps, FEMA Corps, and Senior Corps) have responded to communities impacted by Hurricane Sandy.  Areas of operation include: shelter operations, mass care, needs assessments, call centers, debris removal, and management of spontaneous volunteers.
  • More than 500 national and state voluntary organizations; local community and faith-based organizations have called upon their volunteers, to provide help to Sandy survivors in a range of programs and services. A number of the agencies will be part of the long-term recovery effort, working to meet the needs of hurricane survivors that go beyond state and federal assistance dollars.
  • More than 200 FEMA Corps young adults joined the Hurricane Sandy response under their assignment with the new program. Aimed at enhancing the nation’s ability to assist disaster survivors while expanding career opportunities for young people, FEMA Corps is a unique partnership between FEMA and the Corporation for National and Community Service and AmeriCorps.

Two Months Later, Recovery Efforts Are Still Going Strong in New York

TRENTON, N.J. — Some Hurricane Sandy survivors who ask for disaster assistance wonder why they receive applications for loans from the U.S. Small Business Administration.

Receiving an SBA loan application is part of the process that begins when survivors register with the Federal Emergency Management Agency for help after a disaster.

Applications of those registering with FEMA are evaluated, based on the information they supply, for available disaster assistance. This includes money for essential repairs or replacement of homes and personal property, such as automobiles, lost as a result of the disaster.

Those found to be eligible for SBA’s low-interest, long-term loans are sent applications. The applications for SBA loans must be returned by Jan. 30, 2013.

NEW YORK ­­­­– Getting local businesses back up and running is a key part of a community’s recovery after a disaster. Several of FEMA’s federal, state, local and private sector partners have programs in place to support New York businesses after Hurricane Sandy:

The U.S. Small Business Administration (SBA) has low-interest loans available for businesses and most private nonprofits for up to $2 million dollars for physical property losses. Small businesses and most private nonprofits can also apply for economic injury loans for up to

$2 million. Interested businesses can apply at any of the State/FEMA Disaster Recovery Centers, SBA Business Recovery Centers, online at https://disasterloan.sba.gov/ela or contact the SBA at 800-659-2955.

NYC Economic Development Corporation established a Hurricane Sandy Emergency Loan Fund to support NYC small businesses with their recovery and clean-up efforts. This loan program will provide $10 million in low-interest loans to businesses, ranging from

$5,000 – $25,000 for each loan. Funds can be used to replace or repair damaged assets, or to make up for working capital losses incurred due to business interruption. National Grid Hurricane Sandy Relief Program provides grants up to $250,000 to National Grid commercial, industrial or multi-family residential gas customers that were impacted by Hurricane Sandy. Eligible customers can use program funds for energy infrastructure repairs or replacement, rehabilitation of buildings, and costs associated with replacement of machinery or equipment necessary for the operation of the businesses. Funding consideration will be based on documented financial need and impact to the community. Several Resources Available to Help Business Owners Recover from Sandy

WINDSOR, Conn. — The State of Connecticut and FEMA officials have announced extension of the deadline for individuals to register for federal disaster assistance to Jan. 28, 2013.

The deadline for the completion and return of loan applications from the U.S. Small Business Administration has also been extended to Jan. 28. A majority of residents who register for assistance with FEMA will receive SBA loan applications. These should be completed and returned to complete the registration process. No one is required to take out a loan.

Residents of Fairfield, Middlesex, New Haven and New London counties, and the Mashantucket Pequot and the Mohegan Tribal Nations located within New London County who had damage from Hurricane Sandy may be eligible for federal disaster assistance.

Survivors can register online anytime day or night at www.DisasterAssistance.gov, or with a smartphone or other Web-enabled device at m.fema.gov. Survivors can also register anytime by calling FEMA at 800-621-3362. The TTY number is 800-462-7585. Multilingual operators are available 24 hours a day, seven days a week. Wait for the English message to finish to reach           multilingual operators.

Registering for disaster assistance with other agencies or organizations does not register survivors for FEMA disaster assistance. Having FEMA flood insurance does not register policyholders for disaster assistance; flood insurance claims are handled separately.

Connecticut FEMA Registration Deadline Extended to Jan. 28

New York – The Federal Emergency Management Agency understands that some Hurricane Sandy survivors may need additional temporary rental assistance to help them achieve their permanent housing goals.

All applicants who received temporary rental assistance from FEMA were mailed a “Declaration for Continuing Need for Rental Assistance” letter.

This form is mailed 15 days after applicants receive their initial rental assistance grant and explains how to request additional temporary rental assistance from FEMA.

To receive additional temporary rental assistance as quickly as possible, applicants must:

  • Complete the form with all the applicable information and mail it back to FEMA at the address printed on the form.
  • Applicants will need to provide information of both pre-disaster and current expenses that are applicable to their households such as pay-stubs to verify income.
  • They also must provide a copy of their lease and the name and phone number of their landlord.  
  • Applicants who don’t have the form should contact FEMA’s toll-free Help Line

800-621-FEMA (3362).

FEMA expects all families who receive temporary rental assistance to return to their damaged home when it is repaired or to locate and occupy affordable housing without FEMA rental assistance at their earliest opportunity. 

However, FEMA also recognizes this is a difficult time for Hurricane Sandy survivors and that some families need additional temporary assistance to assist them in their recovery. 

Survivors should not hesitate to contact the FEMA Help Line 800-621-FEMA (3362) with any questions or concerns regarding temporary rental assistance from FEMA.

Survivors with Ongoing Housing Needs Should Stay in Touch with FEMA

NEW YORK—New York State survivors of Hurricane Sandy whose disaster-related needs cannot be met with existing federal and state assistance will now have access to case management services to identify additional resources for their recovery.

The State of New York and the Federal Emergency Management Agency announced that more than $9.6 million in federal funds has been made available for the Disaster Case Management program, which is fully funded by FEMA and administered by the state in partnership with nonprofit, community-based agencies.

Through this program, disaster survivors will have a single point of contact for a broad range of services to help identify resources to meet their needs.

“It’s going to take the whole community working together to help New Yorkers with their recovery,” said Federal Coordinating Officer Michael F. Byrne. “Disaster case management is an integral part of helping survivors become self-sufficient. This grant brings together the resources of the state and federal government, in coordination with local communities, nonprofit and faith-based organizations, to match the needs of survivors with the services available within their communities.”

Case managers will assist disaster survivors in developing a goal-oriented plan for their recovery, match survivors’ essential needs to available resources in the area and monitor their progress toward reaching recovery goals. Services are available to any survivor with disaster-caused unmet needs.

At the request of the state, the program is operating in Nassau, Orange, Putnam, Rockland, Suffolk, Sullivan, Ulster and Westchester counties and offering case management services for up to 24 months.

The State of New York is working with FEMA on a request for additional disaster case management assistance in the five boroughs of New York City.
