BATON ROUGE, La. – You may be able to get FEMA help even if you were receiving U.S Department of Housing and Urban Development (HUD) rental assistance before you were displaced from your home by Louisiana’s recent severe storms and floods.

You can apply for FEMA help even if you were receiving any of the following types of rental assistance and your home is uninhabitable:

  • Living in HUD-assisted public housing.

  • Living in a privately-owned apartment that provides rental assistance from HUD.

  • Living in a private home using a Section 8 Housing Choice Voucher from a housing authority.

Here is some FEMA assistance you may receive if you’re eligible:

  • Temporary assistance to pay for a place for you and your family to live.

  • Grants to replace essential contents—such as clothing and essential household items—and medical, dental and burial expenses.

Those who have HUD rental assistance may receive FEMA help to pay for a place to live until:

  • You relocate back to public housing;

  • You relocate back to the private housing that provides HUD assistance; or

  • You sign a lease with a private property owner using a Section 8 voucher.

The first step to be considered for FEMA help is to apply. There are three ways:                     

  • Log onto DisasterAssistance.gov with any computer, smartphone or tablet.

  • Download and use the FEMA app. You can also use the app to check the status of your application.

  • If you cannot access the website or FEMA app, call the FEMA helpline at 800-621-3362. If you use TTY, call 800-462-7585. If you use 711 or Video Relay Service (VRS), call 800-621-3362.

Did You Receive HUD Rental Assistance Before the Flood? You May Still Get FEMA Help

NEW YORK – The Federal Emergency Management Agency and our federal partners are working closely with the state to address the housing needs of New Yorkers displaced by Hurricane Sandy. Our priority is to help survivors move out of hotel rooms and into apartments or their safe, repaired homes.

FEMA has identified rentals in the area damaged by Hurricane Sandy and is working to match survivors to that available housing. A goal is to place survivors in rentals within their neighborhoods, or as close as possible to those areas. This not only is better for survivors, it helps neighborhood businesses.

Our goal is to maximize the number of people who are able to move back into their own homes; and for them to get home as quickly as possible.

There are several programs in place to help ease this housing crunch in a place where there is always a housing crunch.

The STEP Program

FEMA has authorized an emergency program designed to make damaged homes safe so survivors can return during the recovery process. The program, Sheltering and Temporary Essential Power (STEP), pays for those temporary and necessary repairs that help restore power, heat and hot water to primary residences prior to permanent repairs. This program is implemented by NYC, Nassau and Suffolk counties.

First, if it’s safe to inspect the home, damages will be assessed. If it’s practical, electricity will be restored along with other basic repairs.

Some homes may be eligible for other temporary repairs. Temporary repairs could include securing broken windows, covering damaged exterior walls and roofs, and patching and securing damaged exterior doors.

An inspector will decide what elements of the STEP Program are available for each residence.
Certain defined components of STEP are included in New York City’s Rapid Repair Program.

  • Residents in NYC can call 3-1-1 or go a New York City Restoration Center.
  • Nassau County residents: 888-684-4267.
  • Suffolk County residents: 2-1-1.

Transitional Sheltering Assistance

To get people out of shelters, FEMA activated the Transitional Sheltering Assistance (TSA) program to move eligible survivors into hotels or motels if they can’t return to their damaged homes. TSA lodging expenses are paid directly to the hotel by FEMA.

The program has been extended four weeks. The new extension will allow applicants to remain in participating hotels during the holiday season. FEMA will call applicants eligible for the extension to notify them of the extended four-week period and the checkout date of Jan. 12, 2013.

Rental Assistance

Renters with a need for housing because of storm damage to their dwelling may be eligible for a FEMA temporary rental grant. This assistance may be provided while renters are working to accomplish a permanent housing plan.

Returning to a permanent home is a significant milestone on the road to recovery. FEMA rental assistance may last for up to 18 months from the date of declaration. So it’s important for survivors to have a permanent housing plan.

FEMA has a Housing Portal at http://asd.fema.gov/inter/hportal/home.htm to help families find rental units. In addition to apartments or homes normally available, the portal identifies units provided by our federal partners.

To be eligible for possible rental assistance, survivors must first register with FEMA. There are many ways to register.

The deadline to register with FEMA is Jan. 28, 2013.

U.S. Department of Housing Urban Development

The U.S. Department of Housing and Urban Development, led by Secretary Shaun Donovan, is also playing an active role in providing temporary housing to storm-displaced families. HUD has identified thousands of available units in HUD-assisted housing and is getting that information to displaced individuals, primarily at Disaster Recovery Centers.

The Department has also increased fair market rental allowances to make it easier for displaced Section 8 voucher recipients to find replacement housing, and is allowing owners of HUD-funded senior developments the flexibility to open up vacant units to storm evacuees.

Secretary Donovan was also instrumental in bringing together New York City and State government officials and real estate trade groups in the aftermath of the storm to find housing for New York displaced families. This has led to a government and private sector partnership that gives displaced families greater options in finding vacant apartments that are affordable and safe.

FEMA Helps Survivors Solve Housing Needs

WASHINGTON, D.C. — As part of ongoing efforts to ensure families and individuals impacted by Hurricane Sandy get the support they need, the Federal Emergency Management Agency (FEMA) announced today that the agency is increasing the amount of rental assistance that it may provide eligible disaster survivors in New York and New Jersey.  The rental amount, based on existing HUD Fair Market Rates (FMR) for fiscal 2013, is being increased by an additional 25 percent. 

HUD FMR rates are rental cost estimates that include the cost of the shelter and all other tenant-paid utilities except telephone, cable, and internet services. HUD designs annual FMR levels to be high enough to allow for a wide selection of available units, yet low enough so that as many units as possible may be rented and provided to low-income families.

Immediately after the recent disasters in the Northeast, FEMA evaluated the number of available rental resources within Metropolitan New York and Northern New Jersey that might be available to house disaster survivors. It was quickly apparent that the cost of available rental units could become a limiting factor, so FEMA authorized funds to increase the existing rental assistance in New York and New Jersey to exceed current FY2013 levels by 125 percent. The increase will be implemented when the survivor is recertified for a continued need for temporary housing assistance.  Disaster survivors are free to rent properties above the 125 percent FMR, but will only receive assistance up to the 125 percent FMR.

The approved FMR increase is expected to make an additional 1,800 rental resources available for temporary housing of disaster-impacted families in New York, and an additional 1,200 rental resources available for similar families in New Jersey.

The increase in the FMR for New York and New Jersey is one of many ways FEMA is committed to supporting survivors in the Northeast and Mid-Atlantic states as they begin their disaster recovery efforts.

FEMA encourages all the affected states to take the lead in identifying their local needs and resources by convening state-led Housing Task Forces. These individualized task forces help ensure the states continue to have the authority to select from available temporary housing solutions they deem sufficient to meet the needs of their residents following a disaster. The state Housing Task Forces in New York and New Jersey have already begun meeting with FEMA representatives and recovery housing plans are underway.

Families and individuals in the declared counties who are registered for federal disaster assistance and seeking rental resources can search through hundreds of listings on the FEMA Housing Portal at asd.fema.gov/inter/hportal/home.htm. The site is updated regularly but families are advised that properties listed in the Housing Portal are only potential housing options, and they should contact the property owner to check if the listed unit is still available.

The FEMA Housing Portal consolidates rental resources identified and provided by a variety of federal agencies, such as the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Agriculture (USDA), and the U.S. Veterans Administration (VA), but also lists rental properties provided by private organizations and property owners willing to help their neighbors during these difficult times.

FEMA Announces Temporary Housing Rental Assistance Increase in New York and New Jersey
