BATON ROUGE, La. – FEMA flood-insurance rate maps identify areas subject to flooding and establish various zones in a community on which to base premiums. But they can do something else: help first responders, government officials and others prepare for an oncoming deluge.

It was these maps that kept an older gentleman from being trapped during the floods of August. William Wilson grew concerned as the rains fell heavily in the area around his southern Louisiana home, between the Amite River and Jones Creek. Wilson’s son, Houston landscape architect Kirk Wilson, routinely uses FEMA flood maps in his work. He knew the maps might be critical in assessing his father’s looming problem.

“My dad called to tell me that local authorities expected the Amite to crest at 46 feet, higher than the devastating 1983 flood, and he feared his home would be inundated.”

Kirk Wilson, who vividly remembered the devastating ‘83 floods from his childhood, shared his father’s concerns. He told his dad to go online to the Louisiana State University’s AgCenter’s online map center. They studied the maps, with Kirk guiding his father through the data by phone.

He explained to his father how to determine his property’s Base Flood Elevation (commonly called BFE). Once they had that number, the Wilsons looked at the National Oceanic and Atmospheric Administration’s projections for the rising waters. “So we estimated the crest would be 36 feet, two feet higher than dad’s BFE,” said Wilson.

Wilson warned his father that while the house itself might not be in danger, his evacuation routes would almost surely be under water. A small, narrow bridge over Jones Creek was William’s only route to higher ground. Kirk told his father he was certain the bridge would be flooded and impassable, urging him to get out as soon as possible. The elder Wilson took the advice. The floodwaters lapped up just short of the house; the bridge was swamped.

TALLAHASSEE, Fla. – Florida residents returning to or repairing homes damaged by Hurricane Matthew should keep in mind that safety should always be their first consideration when inspecting and cleaning up buildings damaged by flood waters.

Below are a few simple guidelines to follow that will make the clean-up and salvage process safer and easier:

  • Always wear protective clothing including long-sleeved shirts, long pants, rubber or plastic gloves and waterproof boots or shoes.

  • Before entering your home, look outside for damaged power lines, gas lines and other exterior damage.

  • Take photos of your damage before you begin clean up and save repair receipts.

  • Your home may be contaminated with mold, which raises the health risk for those with asthma, allergies and breathing conditions. Refer to the Center for Disease Control for more info on mold: www.cdc.gov/disasters/hurricanes/pdf/flyer-get-rid-of-mold.pdf.

  • Open doors and windows so your house can air out before spending any length of time inside.

  • Turn off main electrical power and water systems and don’t use gas appliances until a professional can ensure they are safe.

  • Check all ceilings and floors for signs of sagging or other potentially dangerous structural damage.

  • Throw out all foods, beverages and medicines exposed to flood waters or mud including canned goods and containers with food or liquid.

  • Also, throw out any items that absorb water and cannot be cleaned or disinfected (mattresses, carpeting, stuffed animals, etc.).

  • Beware of snakes, insects, alligators and other animals that may be on your property or in your home.

  • Remove all drywall and insulation that has been in contact with flood waters.

  • Clean all hard surfaces (flooring, countertops, appliances, sinks, etc.) thoroughly with hot water and soap or detergent.

Before returning to your home, make sure you have the following items among your clean-up and salvage supplies: government-issued photo ID (driver’s license, etc.) and proof of address; bottled water and non-perishable foods; first aid kit; cleanser or hand cleaning gel; hygiene products and toilet paper; insect repellent and sunscreen; flashlights and extra batteries; camera or cell phone to document damage; a list of important phone numbers; and plenty of cash (ATMs may not work).

It’s also smart to create a back-up communication plan with family and friends in case you’re unable to call from your home or other areas affected by the hurricane.

Tips for Cleaning Your Home after Hurricane Matthew

AUSTIN, Texas – So, you and your family survived the big storm.

The water has been pumped out of your basement. Your walls and floors are dry. Your roof seems to be intact. Your electrical appliances are working fine. And your flood-soaked refuse has been removed to the landfill. You are grateful it’s all over. But is it really? Ask yourself, “Are my house and property ready for the next big one? Will my family be safe the next time we flood?”

Mitigation experts at the Federal Emergency Management Agency (FEMA) say there is no better time than now for homeowners to start thinking about what can be done to prepare for the next flood.

For the big jobs, homeowners will want to hire a reputable licensed contractor. FEMA mitigation officials suggest getting bids from two or three contractors. And ask for references. Many other repairs may be easy work for handy do-it-yourselfers. Tasks like relocating basement or first floor electrical equipment and appliances, however, may require the help of a professional.

Start with the main circuit breaker or fuse box. Move it up to at least 12 inches above the Base Flood Elevation (BFE) for your home or building. Your insurance agent or local flood plain administrator will be able to tell you what that number is.

Check with your local building department. If the electrical code allows, raise electrical outlets and switches above flood level.                                                                                                                                

If you need to replace a flood-damaged furnace, water heater or air conditioner, have the new one installed on a higher floor. If your air conditioner or heat pump is outdoors, install it on a raised platform. Place washers and dryers on blocks, making sure they will not vibrate off the blocks during use. A 1- or 2-foot waterproof floodwall around appliances will protect them from shallow flooding.

More do-it-yourself tips for repairing flood-damaged buildings:

  • Walls. If the wallboard and insulation were removed, wash and disinfect the exposed vertical wooden studs, and the horizontal wooden sills at their base. If rebuilding, consider metal studs and sills as they are less damaged by water than wooden ones.

  • Wallboard. If you install the wall board horizontally (4 feet high), you’ll only have to replace half the wall if the next flood is less than 4 feet deep. Leave the wall open 1 inch above the sill. The baseboards will hide the gap, and all you have to do after the next flood is remove the baseboard and the wall cavity will drain freely and air will circulate better.
  • Floors. Particle board or plywood fall apart when wet for lengthy periods. Floor joists and some wood floors regain their shape when naturally dried. Use screws or screw nails on floors and stairs to minimize warping. Completely dry subflooring before laying new flooring or carpeting. Renail, then sand or place a new underlayment for a new floor.

  • Paints. Completely dry the surface before painting. This may take several weeks, but paint will peel if applied over a damp surface. Coat concrete surfaces with penetrating sealer for easier future cleanup.

  • Windows and Doors. When appropriate, replace flood damaged windows with vinyl or metal framed windows. Hollow core or polysty­rene foam filled metal doors are water resistant.

Despite all that you have done, natural disasters are unpredictable, and even the best preparations may not hold up in the next flood.

The first step in moving on after a flood is getting rid of damaged or destroyed personal property that can’t or should not be saved. FEMA mitigation experts tell flood survivors to always throw out flood-dirtied cosmetics, medicines, stuffed animals, baby toys and food that may be spoiled. It’s also a good idea to get rid of mattresses, pillows, rugs, books and other paper products. Should you throw away this or that? Good advice from one FEMA mitigation specialist: If you have to ask, throw it away.

Next, dry out your house – lower the humidity. Open doors and windows to let fresh air circulate. Open closet and cabinet doors; remove drawers from their cabinets. Run dehumidifiers and fans. Give your housed plenty of time to dry. The rule of thumb is, if it takes one week for visible moisture to disappear, it will take at least another week for unseen parts to dry.

Alternatively, you may want to turn the job over to a flooding and storm damage professional. Go online to search “water damage restoration” or “dehumidifying.”

FEMA Region III Releases Preparedness Infographics

CHICAGO – May is Building Safety Month, a public awareness campaign to help individuals, families and businesses understand what it takes to create safe and sustainable structures by increasing awareness about how building codes and code officials improve and protect the places where we live, learn, work, worship and play.

“We’re all at some level of disaster risk,” said Andrew Velasquez III, FEMA Region V administrator.  “It is important that we prepare now for the impacts that disasters can have on our homes, our businesses and in our communities.”

The power of natural disasters can be overwhelming. While you can’t stop natural disasters from happening, there are steps you can take to increase your home’s chance of survival, even in the face of the worst Mother Nature can dish out.

1. Reinforce your Residence. Consider retrofitting options, or steps to improve your home’s protection from natural disasters, including high wind events. One of the most common types of wind damage to a structure is called “uplift”— which occurs when a roof lifts and collapses back down on the house causing costly damage. Fortunately, you can minimize the chances of this happening by installing straps connecting the structural members of your roof to the wall studs or columns.

Other risk reduction ideas include:
a. Use shingles rated for 90+ mph wind and use a minimum of four nails per shingle.
b. Make sure windows and doors are properly shimmed and nailed into the framed opening, tying the window and door frames into the adjacent studs, and 
c. Install a garage door that is designed for higher wind speeds.

FEMA recommends consulting with a certified home inspector to determine if these are viable options for your home. For even more home strengthening options, click here.

2. Fortify Your Home’s Floors. Homeowners can secure their structure to the foundation by using anchors or metal straps. Your builder should ensure there are properly installed anchor bolt connections between the plate and the foundation at least every four feet to ensure maximum fastening to the foundation.

3. Trim & Tighten. High velocity winds from thunderstorms and tornadoes can turn patio furniture, grills and tree branches into destructive missiles. In addition, if the area immediately surrounding your house contains trees, outbuildings, trash cans, yard debris, or other materials that can be moved by the wind, your house will more likely be damaged during a tornado or windstorm.

All storage sheds and other outbuildings should be securely anchored, either to a permanent foundation or with straps and ground anchors. The straps and ground anchors used for manufactured homes can be used as anchoring systems for outbuildings, such as garden sheds, which are not placed on a permanent foundation. Outdoor furniture and barbecue grills can be secured by bolting them to decks or patios or by attaching them to ground anchors with cables or chains. Trees should also be trimmed so they’re at a safe distance away from your home.
                               
4. Elevation is a Smart Renovation. Flooding is a real risk, and elevating your home and its critical utilities can significantly reduce the risk of water damage. Elevating your home may even reduce your flood insurance premiums. Contact your local floodplain manager to learn the flood risk and elevation requirements for your residence. 5. Assure You’re Fully Insured. Take the time to review your insurance coverage. Are you adequately insured for the risks your community faces? Are you covered for wind, flood and sewer backup? Contact your insurance agent to get these questions answered and ensure your home is financially protected.

Residents are encouraged to bring their elevation certificates and/or flood insurance policies to the event in order to get the best information about how their flood insurance rates may change as a result of the new preliminary flood maps and legislative reforms.

The Open Houses will cover flood hazard and FIRM map information only. No information will be available concerning outstanding insurance claims or disaster-related recovery efforts.

Please plan to attend this event if your property is currently mapped within a Special Flood Hazard Area (SFHA), newly mapped into an SFHA, or if you are unsure of your flood risk and/or you have any questions on flood insurance. Using interactive flood hazard maps at this Open House, representatives from the State, County, FEMA and their mapping partners, will be available to answer flood risk and insurance questions, and explain the preliminary flood hazard maps. Residents are encouraged to bring their elevation certificates and/or flood insurance policies to the event in order to get the best information about how their flood insurance rates may change as a result of the new preliminary flood maps and legislative reforms. 

The Open Houses will cover flood hazard and FIRM map information only. No information will

be available concerning outstanding insurance claims or disaster-related recovery efforts.

Please plan to attend this event if your property is currently mapped within a Special Flood Hazard Area (SFHA), newly mapped into an SFHA, or if you are unsure of your flood risk and/or you have any questions on flood insurance. During the past year and a half, the Federal Emergency Management Agency (FEMA) Region II office has released updates to the flood hazard maps, known as Flood Insurance Rate Maps (FIRMs), for New Jersey’s coastal communities. The FIRMs identify areas of flood risk in these coastal communities.

These Preliminary FIRMS identify areas of flood risk in the following Essex County communities:

North Caldwell, Borough of

Newark, City of

Township of Belleville,

Township of Bloomfield,

Township of Fairfield,

Township of Montclair,

Township of Nutley,

Township of West Caldwell,

Community and county officials in Essex County have arranged for the Flood Risk Open House to assist residents and property owners with questions and concerns regarding flood hazards and flood insurance rate maps.

If you think you may be in a flood zone, or already know you are, feel free to attend the open house between the hours of 4 p.m. and 8 p.m. No formal presentation will be made and no appointment is necessary.

The preliminary flood hazard maps that will be shared at the Open House are an update of the existing FIRMs. These preliminary FIRMs and the associated Flood Insurance Study (FIS) provide the basis for flood risk education and floodplain management measures. Each community is required to adopt updated maps to continue participating in the National Flood Insurance Program (NFIP), which makes flood insurance available to the community.

Insurance companies use FIRMs to determine flood insurance rates for buildings, and lenders utilize this information to determine flood insurance requirements. Residents and property owners in these areas are encouraged to learn more about their flood risk and the updates shown on the preliminary flood hazard maps by entering their property’s address in the “What’s my BFE?” tool at www.region2coastal.com
