Seattle, WA – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Saddle Mountain Fire, burning in Kittitas County, Washington.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Saddle Mountain Fire threatened such destruction as would constitute a major disaster.  Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on July 19, 2014 at 10:43 a.m. PDT.

On July 19, 2014, the State of Washington submitted a request for a fire management assistance declaration for the Saddle Mountain Fire, burning in Kittitas County.  At the time of the request, 5 homes had been burned, 80 homes were threatened and about 90 people had evacuated the area.  One shelter in the Kittitas School District was operating around the clock at the time of the request.  The fire has reached the Wanapum Dam and Crease Rapids Dam, both hydropower facilities, and three (3) main power transmission lines, which provides power to the City of Yakama, population of nearly 93,000, and to southeast Washington State.  The fire is also threatening the Kittitas Valley Community Hospital.  The fire has damaged or threatened the Ginko Petrified Forest, multiple cultural resources sites, historical sites, and recreational sites.  The fire started on July 18, 2014, and has burned approximately 38,000 acres.  The Federal Principal Advisor confirmed the threat to homes, dams, overhead power lines, and rail line.  The fire is at zero percent contained.  

A state of emergency was declared by the Governor late Tuesday, July 14 in 20 Eastern Washington counties in response to multiple wildfires threatening homes, businesses, public infrastructure, and natural resources in many parts of the state as fire crews face continued severe fire weather conditions.

The authorization makes FEMA funding available to pay 75 percent of Washington State’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

Federal funds authorized to help fight Saddle Mountain Fire

RIDGELAND, Miss. — After a disaster, it takes many partners working together to rebuild communities. Two months after tornadoes and storms swept across the state on April 28, public, private and nonprofit organizations have made significant progress in responding to the needs of communities created by the disaster.

The Federal Emergency Management Agency’s Individual Assistance section has reached out a second time to the more than 5,000 people who registered with FEMA for help. The outreach, dubbed “100 percent touch,” is making sure registrants understand the application process, submit timely documentation and works to find solutions to unmet needs.

To date, nearly $19 million in total federal assistance has been approved for Mississippi disaster survivors. This includes more than $5.3 million for temporary housing and home repairs and other serious disaster-related needs, such as medical and dental expenses or funeral costs. And the U.S. Small Business Administration has approved just over $13.6 million in low-interest disaster loans to homeowners, renters, businesses of all sizes, and private nonprofit organizations.

During the 60-day registration period that ended June 30, FEMA Disaster Survivor Assistance crews visited more than 12,000 homes and interacted with more than 9,000 disaster survivors, helping them register with FEMA and making referrals to other agencies and organizations for specific needs outside of FEMA.

More than 4,000 disaster survivors made one or more visits to the 10 disaster recovery centers established in the disaster areas. The Mississippi Emergency Management Agency/FEMA centers in Brandon, Canton, Columbus, Laurel, Louisville, Mantachie, Tupelo and Waynesboro offered face-to-face contact with program representatives knowledgeable about disaster assistance and rebuilding.

FEMA mitigation representatives at the recovery centers and at home improvement stores in the disaster areas have met with more than 8,000 people, providing advice on how to rebuild stronger. Three teams will be at locations in or near the disaster area until mid-July.

MEMA and FEMA created a joint housing task force to address the complex housing needs of the 767 households left homeless in the aftermath of the tornadoes. Survivors have received rental assistance grants and FEMA’s direct housing mission has completed placement of nearly two dozen manufactured homes for the residents of Winston County. Temporary housing is installed in commercial parks for survivor use or on an individual homeowner’s property for use while the primary residence is being repaired or rebuilt.

Projects to repair public infrastructure damaged in the storm are being developed. FEMA reimburses 75 percent of eligible disaster-related repairs through its Public Assistance program administered by the state. At the June 30 deadline for receipt of the official notice to FEMA requesting participation, 53 eligible governments and certain private nonprofits such as utilities had signed up for the program. Applicants will work with MEMA and FEMA to be reimbursed for emergency protective measures, debris removal and permanent work such as road and building repairs.

Among the applicants are the City of Louisville, which seeks to rebuild a building leased to a wood products company and the Winston County Medical Foundation, which lost its Winston Medical Center, nursing home and outpatient clinic to the EF-4 tornado that struck the area. The hospital is operating temporarily out of the National Mobile Disaster Hospital, a FEMA-owned facility composed of 27 modular units that arrived in Louisville May 3.

Through its virtual Business Emergency Operations Center, MEMA is working with employers to stabilize jobs affected in the tornado; partners in recovery have donated equipment and materials for the volunteers to use in cleanup and rebuilding.

When the disaster struck April 28, the American Red Cross opened shelters that eventually provided 678 overnight stays and more than 47,000 meals or snacks. The Salvation Army opened eight mobile kitchens and three fixed feeding sites, serving more than 17,500 meals or snacks. Since then, many other volunteers have stepped up both from the local area and outside the region to clean up debris and begin rebuilding.

MEMA and FEMA Voluntary Agency Liaisons have helped connect unaffiliated spontaneous volunteers with affiliated groups and identify and organize groups that are not part of the Mississippi Voluntary Organizations Active in Disaster. VALs have also assisted in making referrals to appropriate agencies and helped establish the NE Mississippi Community Based Recovery Committee to address unmet needs of survivors in Lee and Itawamba counties.

Disaster survivors in Itawamba, Jones, Leake, Lee, Lowndes, Madison, Montgomery, Rankin, Simpson, Warren, Wayne and Winston counties who registered for assistance may check the status of their applications, update contact information or ask questions via the FEMA helpline, 800-621-3362. Mississippi Storm Recovery on Target at Two Months

JACKSON, Miss. – It was April 28 when tornadoes swept from west to east across Mississippi, the beginning of five days of severe storms that also brought rain and flooding. The National Weather Service confirmed 23 tornadoes in the state and 14 deaths. More than 1,200 homes and 90 businesses were destroyed or sustained major damage. Approximately 2,000 homes and 200 businesses were damaged in some way. Two days into the event, Governor Phil Bryant’s request for a federal disaster declaration was granted by President Obama.

A dozen counties were so badly damaged they soon qualified for federal Individual Assistance to help individuals and households. Public Assistance was also included to help local governments, and certain private nonprofits in 10 counties.

The American Red Cross quickly opened shelters for those displaced by the tornadoes and eventually operated six shelters which provided 678 overnights stays, 21,512 meals and 25,721 snacks by the time they closed. The Salvation Army opened eight mobile kitchens (“Canteens”) and three fixed feeding sites. They served 10,256 meals, 13,547 beverages and 7,328 snacks.

Only a week after the Louisville tornado destroyed the Winston Medical Center, the only hospital in the area, MEMA and FEMA, with the assistance of the State of North Carolina, delivered a replacement. The National Mobile Disaster Hospital, which FEMA kept in a state of readiness in North Carolina, was loaded onto 27 tractor-trailers and delivered to Louisville for installation. MEMA leased another dozen mobile units in Mississippi to be installed as patient exam rooms.

Mississippi’s State Medical Assistance Team from University of Mississippi Medical Center provided emergency medical care to the citizens of Winston County while the National Mobile Disaster Hospital was transported and assembled.

Less than three weeks after their hospital was destroyed, the staff of the Winston Medical Center opened their new temporary facility at 7 a.m. on May 19.

Meanwhile, on May 3, MEMA and FEMA opened the first three disaster recovery centers where disaster survivors could obtain recovery information in person. Those centers were in Louisville and Tupelo, which briefly had two centers. On May 5, three more centers opened in Brandon, Columbus and Mantachie. Eventually 10 centers would be opened, the last on May 12 in Laurel. Six remained open this week. The centers have received nearly 4,000 visits so far.

The U.S. Small Business Administration also staffs the disaster recovery centers to help individuals, households and businesses understand the process for obtaining low-interest, long-term loans. Currently the SBA has approved 95 home loans for homeowners and renters totaling just over $6.6 million dollars for rebuilding, repairing and replacement of damaged property.   

SBA continues to have staff at all disaster recovery centers to provide assistance with the completion and return of the loan applications. SBA advises there is no need to wait on an insurance settlement and encourages those with SBA loan applications to complete and return them as soon as possible.

For many Mississippians, the face of FEMA was a member of its Disaster Survivor Assistance cadre who are the eyes and ears of FEMA in impacted communities. They meet with local officials, community and faith leaders, business owners, schools and service organizations to identify disaster survivors who may need one-on-one help in registering and receiving FEMA assistance. They have visited more than 8,500 homes and interacted with more than 6,000 disaster survivors in Mississippi.

Mitigation is the word FEMA uses to describe the job of helping residents reduce the risk of damage in a future disaster. FEMA mitigation outreach teams can be found in home improvement stores, armed with situation-specific advice, booklets and pamphlets explaining how to repair or rebuild safer and stronger.

On another front, MEMA and FEMA created a joint task force to tackle the complex housing problem the disaster created. Statewide, 767 households were left homeless in the aftermath of the tornadoes.

Upon official review of assistance applications of homeowners and renters, more than a dozen cases were referred to the voluntary agency liaison for possible volunteer assistance to repair or rebuild their homes. More than 30 other disaster survivor households were identified as having access and functional needs. Their cases were referred to appropriate agencies. Overall, adequate temporary housing was determined to be available in 11 of the 12 counties eligible for FEMA Individual Assistance.

On May 20, FEMA approved a direct housing mission for residents of Winston County, where the most severe and concentrated tornado destruction happened. New, FEMA-owned mobile homes can be provided as temporary living quarters where no rental housing or other appropriate housing is available.

Where possible, temporary mobile homes will be installed on private sites while homes are rebuilt. Available vacant mobile home sites in existing parks also will be utilized.

But first, the tornado debris has to be cleared from properties of disaster survivors eligible for temporary use of a FEMA mobile home. By law, FEMA is not authorized to pay for debris clearance on private property. But skilled, disaster-experienced volunteers responded to Mississippi. They are helping survivors move debris off their lots and to the roadsides.

MEMA and FEMA are connecting those volunteers with the resources to get the job done. MEMA, through its newly-launched Business Emergency Operations Center, worked with private sector companies willing to donate tools and equipment, plus the diesel fuel to operate the heavy equipment.

In the fourth week of the disaster, the first applications for temporary mobile homes were approved and sites deemed suitable. Two will be placed on homeowner properties in Noxapater, Miss., and four will be installed on vacant pads in a trailer court in Louisville. More applications are being processed as quickly as possible.

Two temporary mobile homes arrived in Mississippi Tuesday; both are 34-foot, one-bedroom “park models.” One meets Uniform Federal Accessibility Standards for use by a disabled applicant. More units will make the three-hour trip from FEMA’s staging area in Selma, Ala. as applicants are approved and sites are prepared.

Volunteers from Mennonite Disaster Services, under agreement with MEMA and FEMA, are clearing sites of debris using their own equipment and fuel as well as donated equipment and fuel. Other volunteer groups, including Southern Baptist Disaster Relief, Samaritan’s Purse and Team Rubicon, have placed tarps on roofs of damaged homes and cleared debris.

This week, Public Assistance “kick-off” meetings were completed for the 10 counties eligible for FEMA grants to help local governments cover the costs of debris removal and emergency protective measures. Nine of the 10 counties also are eligible for help funding the repair or replacement of damaged public property.

Public Assistance benefits all taxpayers of designated counties to the extent that it relieves them of bearing costs of disaster response and rebuilding public facilities.

Disaster survivors in Itawamba, Jones, Leake, Lee, Lowndes, Madison, Montgomery, Rankin, Simpson, Warren, Wayne and Winston counties may be eligible for FEMA’s Individual Assistance program.

Whole-Community Rapid Response Marks First Thirty Days of Recovery

During the April 2011 tornadoes, Prattville, Ala. resident Ty Story took cover in a closet with his wife Becky and their three daughters using a mattress for extra protection.

“We were about a mile from where it hit,” he said of the EF-3 tornado that destroyed and damaged numerous homes in his community. “We knew it was close to us, but we couldn’t see it because our house is next to a tree line. But you could see all the trees going in different directions from the wind.”

Although the Story family and their home were undamaged, the devastation around their home and community made one decision very easy.  They quickly became one of the 4,267 Alabama families to register for and receive an individual safe room grant from the state of Alabama funded through the Federal Emergency Management Agency’s hazard mitigation program.

“The safety of Alabama’s residents was a main priority of Governor Bentley following the April 2011 storms,” said Alabama Emergency Management Agency Director Art Faulkner, whose agency administered the program. “Our directive was to assist every homeowner and municipality who submitted the required application within the deadline to ensure they would soon have a safe place to go.”

Following federally declared disasters, states are given grant money from FEMA, through the Hazard Mitigation Grant Program, to help their residents and communities be more resilient in preparation for future disasters. The April 27, 2011 event in Alabama resulted in 62 tornadoes creating a path of destruction more than 1,711 miles long and causing more than 250 deaths in the state. 

Due to that devastation, the state was eligible for more than $70 million in mitigation funds.

“We knew we never wanted to face this situation again,” Faulkner said. “We wanted to give Alabama families and communities the resources they needed to be prepared.”

Because the state established priorities for mitigation projects early, FEMA was able to provide up-front funding for program management costs, allowing the state to hire and train grant reviewers early in the process. Then, as grant applications came in from communities throughout the state, reviewers were already in place to handle them.

In addition, FEMA committed staff to work in Alabama for nearly two years to help process the mitigation grant applications, said FEMA Region IV Administrator Phil May.

 “A key component in Alabama’s recovery has been the state’s commitment to implement mitigation measures to lessen the impacts of future disasters,” he said. “This allowed FEMA and state staff to work hand-in-hand during the project application and approval process.”

The partnership between the federal and state government, along with the rapid ability to receive funding wasn’t lost on the Story family, whose storm shelter is now installed underground, through their garage.  The family received 75 percent of the cost through the grant program.

“Having the peace of mind we have now? That’s just huge,” he said. “We knew we wanted one after seeing the damage. But when we heard about the program and getting reimbursement to do this, well that was just a no-brainer. With three girls in school, I’m just glad FEMA and Alabama made this decision.”

Another example of the unified effort was the FEMA and AEMA co-sponsored “Safer Alabama Summit” held in June 2011 on the University of Alabama’s campus, which allowed storm survivors and elected officials to learn more about the importance of mitigation activities and how to make informed decisions on their recovery. The summit led to numerous other mitigation-related outreach meetings and events throughout the state.

In addition to safe rooms and storm shelters, state officials also obligated money to fund generators for critical infrastructure, alert notification systems, and a project to harden portions of the Druid City Hospital’s trauma center in Tuscaloosa that also sustained damages.

Alabama Mitigation Priorities:

  • $63 million for 4,267 individual & 282 community safe rooms/storm shelters.
  • $3.6 million for alert notification systems.
  • $5 million for generators to critical infrastructure facilities.
  • $1.3 million to harden Druid City Hospital’s trauma center.

Giving Alabamians A Safe Place To Go

ATLANTA – The Federal Emergency Management Agency (FEMA) has approved two grants which will help communities in Kentucky take steps to reduce future flood damage.

The first grant of more than $1.6 million will be used to remove 24 residential properties from flood-prone areas along the Banklick Creek in Kenton County, Ky. The properties are located in high-risk areas of flooding, causing them to be vulnerable to dangerous and costly flood damage. After the properties are acquired, they will be demolished and the land will be returned to a natural state to function as a floodplain for Banklick Creek. The land will have a conservation easement and will be transferred to Kenton County.  The total project cost is nearly $2.2 million, which includes the federal share and the remainder will come from non-federal sources.

The second grant of more than $1.8 million will be used to eliminate existing flooding and loss of service to Jewish Hospital and St. Mary’s Healthcare System (JHSMH) in Jefferson County, Ky. The project includes elevating portions of the parking lot so that it will no longer be flood-prone and to make channel improvements adjacent to the hospital.  The total project cost is nearly $2.5 million, which includes the federal share and the remainder will come from non-federal sources.

The grants are awarded through FEMA’s Hazard Mitigation Grant Program (HMGP), which provides funding to communities to implement long-term mitigation measures to reduce loss of life and property as a result of natural disasters. FEMA will obligate funding for these projects directly to the Commonwealth for it to manage and disburse to the communities. 

“This funding reflects all levels of emergency management working together so that people and structures are better protected from dangerous and costly flood damage.” said FEMA Southeast Regional Administrator Phil May. 

HMGP funds are made available following a major disaster declaration, such as the one for Kentucky after the August 2009 severe storms and flooding.  The HMGP is authorized under Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.

More than $3.5 Million Awarded to Kentucky to Reduce Future Flood Damage: FEMA Grants will Fund Projects in Kenton and Jefferson Counties

Activation of Emergency Operations Plan allowed hospital and nursing homes to remain open, treat patients during Hurricane Sandy

New York – The Federal Emergency Management Agency announced a $695,000 Public Assistance grant to Episcopal Health Services to reimburse some of the costs incurred before, during and after Hurricane Sandy. On October 27, 2012, in anticipation of the hurricane, the Episcopal Health Services activated its Emergency Operations Plan. Preparations included patient evacuation, setting up generators to provide back-up power and establishing a temporary medical facility capable of treating Sandy survivors.

Despite losing power because of the hurricane, Episcopal Health Services facilities not only continued operating but also accepted additional patients during and after the storm. St. John’s Episcopal Hospital experienced an estimated 40 percent increase in patients seeking treatment.

“The Episcopal Health Services had an emergency plan in place before the storm,” said Michael F. Byrne, FEMA federal coordinating officer.  “By implementing that plan and through the dedication of the doctors, nurses and staff, the Episcopal Health Services saved lives and provided shelter to residents in the Rockaways, Long Beach, Atlantic Beach and Five Town communities.”

“This money will go a long way in helping a key organization that stepped up when the medical community and local neighborhoods needed them,” said Jerome M. Hauer, Commissioner of the NYS Division of Homeland Security and Emergency Services.  “The preparation St. John’s Episcopal took ahead of time, and the influx of patients taken during the storm, shows how dedicated this region is and how we respond during times of disaster.”

Episcopal Health Services is a critical health care private nonprofit organization comprising three major entities: St. John’s Episcopal Hospital, Bishop MacLean Episcopal Nursing Home and Bishop Hucles Episcopal Nursing Home. The facilities lost power on October 29, 2012, but continued to provide medical care to patients by using generators until electrical power was restored on November 9, 2012.

Private non-profit agencies that provide what are defined as critical services to the community may file a Request for Public Assistance from FEMA for reimbursement of costs incurred for emergency work performed as a result of Hurricane Sandy.

Facilities that provide critical services include:

  • Hospitals and other medical-treatment facilities;
  • Fire, police and other emergency services;
  • Power, water and sewer utilities; and
  • Educational institutions.

Private nonprofits that provide what are defined as essential services to the community may also be eligible for PA to repair damage caused by Hurricane Sandy. However, these private non-profits must first apply to the Small Business Administration (SBA) for a low-interest loan.

Facilities that provide essential services include:

  • Libraries, museums and zoos;
  • Community centers;
  • Disability advocacy and service providers;
  • Homeless shelters and rehabilitation facilities; and
  • Senior citizen centers and day-care centers.

FEMA reimburses no less than 75 percent of the eligible costs for emergency protective measures and permanent restoration costs, including debris removal and infrastructure repair or replacement.

The deadlines for Requests for Public Assistance are:

  • Jan. 17, 2013 for Greene County;
  • Jan. 28, 2013: for Bronx, Kings, Nassau, New York, Richmond, Suffolk and Queens counties;
  • Feb. 1, 2013: for Rockland and Westchester counties; and
  • Feb. 11, 2013: for Orange, Putnam, Sullivan and Ulster counties.

FEMA awards $695,000 to Episcopal Health Services

TRENTON , N.J. New Jersey emergency managers in 21 counties will be briefed by New Jersey and Federal Emergency Management officials in a series of 17 meetings beginning Tuesday to help local governments who are seeking assistance in recovering from losses caused by Hurricane Sandy.

The meetings are designed to help local government officials, and any qualifying private entities that provide public access, to understand what is needed in preparing their requests for assistance. All applicants should contact their local emergency managers for further details.

The meetings are a process of a state-federal “Public Assistance” program that is designed to deal with infrastructure storm losses. They are not public events.

Seventeen New Jersey/FEMA Briefings to Begin Tuesday to Help Local Governments Who Apply for Hurricane Sandy Infrastructure Losses

REISTERSTOWN, MD—Kenneth Mallette, Director of the Maryland Emergency Management Agency, is urging all private nonprofit organizations who incurred costs from the severe storms and straight-line winds, which impacted Maryland beginning on June 29, 2012, to apply for disaster assistance under the Federal Emergency Management Agency’s (FEMA’s) Public Assistance Program.

Here are some qualifiers to help determine eligibility:

  1. Private nonprofit organizations must hold tax exempt status under Section 501 (c), (d) or (e) of the IRS Code or have State certification that your organization is a non-revenue producing nonprofit entity, organized or doing business under State law.
  2. Organizations must have incurred costs related to the June storm.  These costs could be for debris removal and clean-up, emergency protective measures (emergency response services, evacuation) or permanent damage to your facility.
  3. The service or facility being claimed must be open to the public.
  4. The organization must provide essential government-like services, and be in a county designated under the Federal disaster declaration.  The designated areas are Calvert, Charles, Kent, Montgomery and St. Mary’s Counties and the Independent City of Baltimore.
  5. Eligible damage must meet the $1,000 threshold.

If private nonprofit organizations feel they qualify and may be an eligible applicant, they should contact the Maryland Emergency Management Agency’s Public Assistance Program office at 410-517-3604 or 1-877-636-2872.                                                      

 An Applicants’ Briefing will be held at the Rice Auditorium, located on the grounds of Spring Grove Hospital Center, 55 Wade Avenue, Catonsville, MD 21228, on Wednesday, August 29, 2012, from 1:30 p.m. – 3:30 p.m.  Potential applicants are encouraged to attend.  The Request for Public Assistance (RPA) and PNP Questionnaire (attached) must be completed and received by the Maryland Emergency Management Agency by 09/01/2012.  Forms may be emailed to Kelly.devilbiss@maryland.gov or faxed to 410-517-3610.
