OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to assist the state of California combat the Day Fire currently burning in Modoc County.

On August 02, 2014, the State of California submitted a request for a fire management assistance declaration for the Day Fire. The authorization makes FEMA funding available to reimburse up to 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

At the time of the request, the fire was threatening 150 primary homes in and around the communities of Day with a population of 120, Lookout with a population of 150, and Community Lookout Ranchettes with a population of 150. Mandatory evacuations are taking place for approximately 270 people. The fires started on July 30, 2014, and has burned in excess of 12,700 total acres of Federal, State, and private land.

The Disaster Relief Fund provides funding for federal fire management grants (FMAG’s) through FEMA to assist in fighting fires which threaten to cause major disasters. Eligible costs covered by FMAG’s can include expenses for field camps; equipment use; repair and replacement; tools; materials; and supplies and mobilization and demobilization activities.

FEMA Provides Federal Funding to Combat Day Fire in Modoc County, California

OAKLAND, Calif. — The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to assist the state of California combat the Butts Fire currently burning in Napa County.

On July 1, 2014, the state of California submitted a request for a fire management assistance declaration for the Butts Fire. The authorization makes FEMA funding available to reimburse up to 75 percent of the eligible firefighting costs under an approved grant for managing, mitigating and controlling the fire.

“FEMA Region IX remains in constant contact with the state of California to identify needs and provide ongoing support as requested,” said acting FEMA Deputy Region IX Administrator, Farley Howell. 

At the time of the request, the fire was threatening 200 primary residence homes in and around the community of Berryessa Estates with a  population of 540. The State of California further reported that the fire had burned in excess of 2,700 acres of state and private land.

The President’s Disaster Relief Fund provides funding for federal fire management grants made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible costs covered by the grant can include expenses for field camps; equipment use, repair and replacement; tools, materials and supplies; and mobilization and demobilization activities.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce or eliminate the risk of loss of life and property,” said Andrew Velasquez III, regional administrator, FEMA Region V. “The construction of thissafe room will protect the lives of vulnerable citizens by providing a secure location to seek shelter from tornados and other high wind events.”

“People in Stearns County will be safer thanks to local leaders who joined with state and federal partners on this project,” said Kris Eide, director of the Minnesota Department of Public Safety Division of Homeland Security and Emergency Management. “Tornado safe rooms are one way communities across the state are reducing the risk that comes with disasters. We’re encouraging more cities and counties to apply for grants that will help them protect their residents.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMAwill pay $80,795, or 75 percent of the eligible project cost. Stearns County will contribute the remaining 25 percent, or $26,932.

The President’s action authorizes FEMA to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in Snohomish County.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.  Emergency protective measures, limited to direct federal assistance, will be provided at 75 percent federal funding. 

Michael J. Hall has been named as the Federal Coordinating Officer for federal response operations in the affected area.

President Obama Signs Washington Emergency Declaration

SANTA FE – Officials with the New Mexico Department of Homeland Security and Emergency Management (DHSEM) and the Federal Emergency Management Agency remind communities, tribal entities, and state agencies that March 21, 2014, is the deadline for submitting a Notice of Interest to participate in the statewide Hazard Mitigation Grant Program.

Interested communities, tribal entities or state agencies need to submit a Notice of Interest before the March 21 deadline. This form is available at www.nmdhsem.org/Grants.aspx. After the Notice of Interest is received, the eligible applicants will be contacted for a review of the formal application process.

The Hazard Mitigation Grant Program funding is a 75 percent federal and 25 percent non-federal grant program. The local jurisdiction, tribe or state agency is required to provide the 25 percent non-federal match, which can be in-kind or cash.

In order to be eligible for mitigation project funding, the community or tribe must have a FEMA approved Hazard Mitigation Plan. Creating a plan or updating an existing plan can also be funded with Hazard Mitigation Grant Program funding.

DR 4148 – Bernalillo, Colfax, Luna, Sandoval, Sierra, and Socorro counties as well as Cochiti, Sandia, Kewa (Santa Domingo), San Felipe Pueblos, and the Navajo Nation.

New Mexico Hazard Mitigation Grant Program Funds Deadline Approaching

WASHINGTON, D.C. – The U.S. Department of Homeland Security’s Federal Emergency Management Agency announced that federal disaster aid has been made available to the State of Georgia to supplement state, tribal, and local recovery efforts in the area affected by a severe winter storm during the period of February 10-14, 2014.

The President’s action makes federal funding available to state and eligible tribal and local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by a severe winter storm in Baldwin, Bulloch, Burke, Butts, Candler, Carroll, Columbia, Coweta, Dade, Emanuel, Fayette, Fulton, Gilmer, Glascock, Hancock, Haralson, Heard, Jasper, Jefferson, Jenkins, Johnson, Jones, Lamar, McDuffie, Meriwether, Monroe, Morgan, Newton, Pickens, Pike, Richmond, Screven, Spalding, Upson, Walker, Warren, Washington, Whitfield, and Wilkes counties.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

W. Michael Moore has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.  Moore said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

President Obama Signs Georgia Emergency Declaration

CHARLESTON, Wv. – The Federal Emergency Management Agency (FEMA) is on site in Charleston, W.Va., and through its regional office in Philadelphia, Pa., continues to work in close coordination with the West Virginia Division of Homeland Security and Emergency Management to support state and local efforts to ensure public health and safety, in response to emergency conditions resulting from a chemical spill in Charleston on Thursday.

At the request of the state, FEMA is continuing to provide supplies to a regional staging area in Charleston.  As of Sunday, FEMA has delivered over 2 million liters of water from its distribution centers in Cumberland and Frederick, Maryland, to the area for use by the state.  FEMA will continue to deliver supplies to the state for distribution, as needed and request.

Friday, President Barack Obama signed an emergency declaration for federal disaster assistance to West Virginia to supplement state and local response efforts.  Direct federal assistance is currently available to officials in Boone, Cabell, Clay, Jackson, Kanawha, Lincoln, Logan, Putnam and Roane counties to alleviate the impacts of the emergency.  FEMA is continuing regular on-going dialogue working closely with State officials with the state to ensure there are no unmet needs in helping those impacted by this incident as the response continues through its fourth day.

In support of state and local response efforts, a FEMA liaison, an Incident Management Assistance Team and a Mobile Emergency Response team are on site in Charleston to help coordinate assistance to the state as needed.  In addition, FEMA’s Regional Response Coordination Center in Philadelphia is activated to support coordination efforts and assist in mobilizing resources.

“Each day we are seeing higher stock levels of bottled water in the stores within the communities,” said Federal Coordinating Officer Michael Lapinski. “FEMA will continue to provide bottled water as requested to meet the needs of the state and its citizens, especially vulnerable populations who may have difficulty getting to stores or distribution centers.”  If you need water and can’t get to a distribution site due to accessibility issues, FEMA recommends you contact your local fire, police or emergency manager.
