CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released $262,420 in Hazard Mitigation Grant Program (HMGP) funds to the City of Lansing, Mich., for the acquisition and demolition of four flood-prone homes.

“The Hazard Mitigation Grant Program provides funding for mitigation activities that reduce disaster losses and protect life and property from future disasters,” said Andrew Velasquez III, regional administrator, FEMA Region V. “This project will help to eliminate future structural losses in Lansing by permanently removing these four buildings from the floodplain and will also greatly reduce the financial impact on individuals and the community.”

“I strongly encourage our communities to seize the opportunity for hazard mitigation assistance to enhance the safety of Michigan’s residents,” said Capt. Chris A. Kelenske, Deputy State Director of Emergency Management and Homeland Security and commander of the Michigan State Police, Emergency Management and Homeland Security Division. “With federal aid, our communities can initiate projects to save lives and protect public property and health.”

HMGP provides grants to state, local and tribal governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay 75 percent of the $349,893 eligible project cost.  The remaining 25 percent of the funds, $87,473, will be provided by the City of Lansing.

FEMA Awards $262,420 Grant to the City of Lansing

WASHINGTON — As part of the U.S. Department of Homeland Security’s (DHS) ongoing efforts to support state, local, tribal, and territorial partners, Secretary Jeh Johnson today announced final allocations for eight Fiscal Year 2015 DHS preparedness grant programs, including the Homeland Security Grant Program. These allocations total more than $1.6 billion to assist states, urban areas, tribal and territorial governments, non-profit agencies, and the private sector with their preparedness efforts.

Together with previous grant funding awarded since 2002, DHS has awarded over $40 billion to these partners. Preparedness grants strengthen our nation’s ability to prevent, protect against, mitigate, respond to, and recover from terrorist attacks, major disasters, and other emergencies in support of the National Preparedness Goal and the National Preparedness System.

The FY 2015 grants focus on the nation’s highest risk areas, including urban areas that continue to face the most significant threats. Consistent with previous grant guidance, dedicated funding is provided for law enforcement and terrorism prevention activities throughout the country to prepare for, prevent, and respond to crimes and other precursors or indicators of terrorist activity.

Preparedness Grant Program Allocations for Fiscal Year 2015:

Homeland Security Grant Program (HSGP)—provides more than $1 billion for states and urban areas to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other threats. 

  • State Homeland Security Program (SHSP)—provides $402 million to support the implementation of the National Preparedness System to build and strengthen preparedness capabilities at all levels.
  • Urban Areas Security Initiative (UASI)—provides $587 million to enhance regional preparedness and capabilities in 28 high-threat, high-density areas.
  • Operation Stonegarden (OPSG)—provides $55 million to enhance cooperation and coordination among local, tribal, territorial, state, and Federal law enforcement agencies to jointly enhance security along the United States land and water borders where there are ongoing Customs and Border Protection missions.

Awards made to the states and urban areas for HSGP carry pass-through requirements.  Pass through is defined as an obligation on the part of the State Administrative Agency (SAA) to make funds available to local units of government, combinations of local units, tribal governments, or other specific groups or organizations.  The SAA must obligate at least 80 percent of the funds awarded under SHSP and UASI to local or Tribal units of government.  

Per the Homeland Security Act of 2002, as amended, DHS/FEMA is required to ensure that at least 25 percent of grant funding appropriated for HSGP and the Tribal Homeland Security Grant Program are used for law enforcement terrorism prevention activities (LETPA).  DHS/FEMA ensures that this requirement is met in part, by requiring all SHSP and UASI recipients to ensure that at least 25 percent of the combined HSGP funds allocated under SHSP and UASI are dedicated towards LETPA. This 25 percent can be from SHSP, UASI, or both.  The 25 percent LETPA allocation is in addition to the 80 percent pass-through requirement to local units of government and Tribes.

Emergency Management Performance Grant (EMPG) Program—provides over $350 million to assist local, tribal, territorial, and state governments in enhancing and sustaining all-hazards emergency management capabilities. 

Tribal Homeland Security Grant Program (THSGP)—provides $10 million to eligible tribal nations to implement preparedness initiatives to help strengthen the nation against risk associated with potential terrorist attacks and other hazards.

Nonprofit Security Grant Program (NSGP)—provides $13 million to support target hardening and other physical security enhancements for nonprofit organizations that are at high risk of a terrorist attack and located within one of the 28 FY 2015 UASI-eligible urban areas.

Intercity Passenger Rail – Amtrak (IPR) Program—provides $10 million to protect critical surface transportation infrastructure and the traveling public from acts of terrorism and increase the resilience of the Amtrak rail system.

Port Security Grant Program (PSGP)—provides $100 million to help protect critical port infrastructure from terrorism, enhance maritime domain awareness, improve port-wide maritime security risk management, and maintain or reestablish maritime security mitigation protocols that support port recovery and resiliency capabilities.

Transit Security Grant Program (TSGP)—provides $87 million to owners and operators of transit systems to protect critical surface transportation and the traveling public from acts of terrorism and to increase the resilience of transit infrastructure.

Intercity Bus Security Grant Program (IBSGP)—provides $3 million to assist operators of fixed-route intercity and charter bus services within high-threat urban areas to protect bus systems and the traveling public from acts of terrorism, major disasters and other emergencies.

DHS Announces Grant Allocations for Fiscal Year (FY) 2015 Preparedness Grants

CHICAGO – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) released $708,653 in Hazard Mitigation Grant Program (HMGP) funds to Plainfield Township, Mich., to acquire and demolish 15 residential structures in the Grand River floodplain.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V Administrator, Andrew Velasquez III. “The acquisition and demolition of these homes permanently removes the structures from the floodplain and greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.”

FEMA Awards $708,653 Grant to Plainfield Township

WASHINGTON—The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), the West Virginia Division of Homeland Security and Emergency Management, the West Virginia Broadcasters Association, and others will conduct a statewide test of the Public Alert and Warning System on Wednesday, September 17, 2014. The test will begin at approximately 2:00 P.M. Eastern Daylight Time (EDT) and will last approximately two minutes.  

“During an emergency, federal, state and local public safety officials must be able to provide the public with life-saving information quickly,” said Damon Penn, Assistant Administrator of FEMA’s National Continuity Programs. “This test will help us assess the operational readiness of the Public Alert and Warning System to ensure the residents of West Virginia have the information they need in the event of an emergency.”

The test will be seen and heard over radio, television and cable TV systems as part of the regular monthly testing of the Emergency Alert System (EAS) conducted by West Virginia broadcasters. The test is designed to have limited impact on the public with only minor disruptions of radio and television programs that normally occur when broadcasters test EAS in their area.

“Periodic testing of the Public Alert and Warning System capabilities is an important step to ensure that West Virginia’s public safety officials are prepared to alert and warn the whole community during an emergency,” said Jimmy Gianato, Director of West Virginia’s Division of Homeland Security and Emergency Management. “Whether it’s severe weather or another emergency in our community, it’s a reminder that everyone should make preparedness a priority.”

September is also National Preparedness Month, and FEMA reminds the residents of West Virginia to be informed about emergencies that could happen in their community. This year’s theme, Be Disaster Aware and Take Action to Prepare, encourages states, territories, local governments, tribal communities, individuals, families, schools, businesses, faith-based and community-based organizations to be informed and to practice what to do in advance of a disaster to be better prepared to handle any type of emergency they may encounter.

FEMA, West Virginia Division of Homeland Security and Emergency Management Announce a Statewide Test of the Public Alert and Warning System in West…

PHILADELPHIA – The Department of Homeland Security’s Federal Emergency Management Agency (FEMA), through its regional office in Philadelphia, Pa., continues to work in close coordination with the West Virginia Division of Homeland Security and Emergency Management to support state and local efforts to ensure public health and safety, in response to emergency conditions resulting from a chemical spill in Charleston, West Virginia on Thursday.

This morning, President Barack Obama signed an emergency declaration making federal disaster assistance available to West Virginia to supplement state and local response efforts in Boone, Clay, Jackson, Kanawha, Lincoln, Logan, Putnam and Roane counties to alleviate the impacts of the emergency. Earlier today, Secretary of Homeland Security Jeh Johnson spoke with West Virginia Governor Earl Ray Tomblin to convey concern for those impacted by this incident and to make sure there were no unmet needs as the response continues.

FEMA has identified a regional staging area in Charleston, West Virginia.  FEMA will deliver more than a million liters of water, which is currently on its way from FEMA’s distribution centers in Cumberland and Frederick, Maryland, to the area for use by the state as needed.

In support of state and local response efforts, a FEMA liaison and an Incident Management Assistance Team are on site in Charleston, and a Mobile Emergency Response team is en route to help coordinate assistance to the state as needed.  In addition, FEMA’s Regional Response Coordination Center in Philadelphia is activated to support coordination efforts and assist in mobilizing resources. 

“We urge those in the affected area to continue to follow the direction of local officials,” FEMA Regional Administrator MaryAnn Tierney emphasized. “Monitor local radio and TV reports for the latest emergency information.”

FEMA Supporting West Virginia Response Efforts Urges Residents in Affected Area to Listen to Local Officials

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced that federal disaster aid has been made available for the Standing Rock Sioux Tribe and ordered federal aid to supplement the Tribe’s efforts in the area affected by severe storms and flooding during the period of May 25 to June 1, 2013.

Federal funding is available to the Standing Rock Sioux Tribe and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms and flooding.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for the Tribe. 

Gary R. Stanley has been named as the Federal Coordinating Officer for Federal recovery operations in the affected area.  Stanley said additional designations may be made at a later date if requested by the Tribe and warranted by the results of further damage assessments.
