TRENTON, N.J. — Hurricane Sandy left behind more than physical destruction. As people in New Jersey begin to rebuild, every affected family has faced a disruption of their normal lives. Many must also confront the anguish of losing a home.

Children are particularly vulnerable to the stress that follows a natural disaster, and their symptoms may linger much longer than in adults, according to mental health experts. They also react to how adults behave in stressful situations, so it’s important for parents and caregivers to look after their own mental health in the wake of a disaster.

Parents and other caregivers should be alert to signs of stress-related troubles and learn how to deal with their children’s fears and unusual behaviors.

Children ages 5 or younger may cry more frequently than usual, become clingy, have nightmares, show excessive fear of the dark, fear of animals or fear of being alone. Appetites may change. They may speak with difficulty or revert to behaviors such as bed-wetting or thumb-sucking.

Children ages 5 to 11 may exhibit increased irritability, aggression, and competition with their siblings for parental attention. Some become preoccupied with the disaster and want to talk about it continually. They may also show anxiety through whining, withdrawing from their peers, and losing interest in normal activities.

Teenagers 11 to 18 may show outright rebellion, physical problems, and sleep disturbances. They may engage in risk-taking behaviors such as reckless driving or alcohol and drug abuse.

Those signs of anxiety often result from the losses, disruption to family life, and a sense of a hostile world created by a natural disaster. The following suggestions may help to reduce stress in children:

  • Spend time each day giving each child undivided attention, even if just for a few minutes. Share experiences. Reaffirm your love. Make plans together. Just “be there” for each other.
  • Encourage them to talk. Ask children to describe what they are feeling. Let them talk about the disaster and ask as many questions as they like. Listen to what they say. Assure them that the disaster was an act of nature and not caused by them. Include the entire family in the discussion, if possible.
  • Understand their fears. It is important that parents accept anxieties as being very real to children. Help them understand what causes their anxieties and fears. Recognize their losses, such as their pets, favorite toys and other personal items. Reassure them that everything will be all right.
  • Explain what is going on. Make every effort to keep children informed about what is happening. Explanations should be in simple language. With children 5 or older, rehearse safety measures for use in case of future disasters.
  • Reassure them. Parents can help reassure children by telling them they are safe, holding and hugging them frequently, restoring normal routines, providing play experiences for them, and making bedtime a special moment of calm and comfort.
  • Encourage activities with their peers. As with adults, social time with friends is a very important part of the recovery process.
  • Temporarily lower expectations of them. Allow for the fact that stress from the disastercan show itself in many ways over a period of time, and make appropriate allowances. 

The New Jersey Department of Human Services is coordinating statewide efforts to help individuals and communities manage the emotional impact of the storm. Crisis counselors are currently providing support in many shelters and assisting in FEMA Disaster Recovery Centers as needed. 

In addition to providing face-to-face disaster crisis counseling, the state provides informational materials about coping and they partner with the Mental Health Association in New Jersey to offer assistance through a toll free helpline: 877-294-4357 (also apples to VRS or 711-Relay users)or TTY 877-294-4356. Children Vulnerable To Disaster-Related Stress

LINCROFT, N.J. – On the evening of October 29, Hurricane Sandy made landfall along the New Jersey coast resulting in the most damaging disaster in state history. Since then, Federal funds obligated to assist the residents and communities in the state have totaled more than $730 million.

The federal effort deployed to assist the state included 18 agencies with more than 2,600 personnel. In addition, under the Emergency Management Assistance Compact (EMAC), 12 states have deployed

440 personnel and equipment to support New Jersey. This includes law enforcement teams providing security and emergency medical services supporting sheltering and other life support needs.

The New Jersey National Guard responded with a force of over 2,200 Guardsmen to support response efforts throughout the state. For New Jersey, it was the largest mobilization of National Guardsmen to a domestic emergency and the largest humanitarian effort the state has orchestrated. The Guard rescued more than 7,000 residents and their pets, operated three fuel distribution points, transported and delivered tens of thousands of basic needs commodities to armories within communities impacted by the storm and provided approximately 250 hours of helicopter lift support to civilian authorities.

Even before Sandy made landfall, FEMA positioned food, water and blankets and deployed experts from several federal agencies to New Jersey, including the U.S. Coast Guard and other components of the Department of Homeland Security, the Department of Defense, the Department of Transportation, the Department of Energy, and Housing and Urban Development to provide resources and guidance to the state. Together, critical life-saving needs were provided in the immediate aftermath: emergency medical care, search and rescue, power generators in critical facilities, fuel for first responders.

FEMA also has issued 235 mission assignments to support disaster response and recovery needs, totaling nearly $250 million in projected assistance. This includes federal operational support (support among federal agencies) totaling $67.8 million, technical assistance support (federal support to the state) of $11.2 million such as the expertise brought to New Jersey to support assessment of critical infrastructure throughout the state, and direct federal assistance of nearly $170.0 million.

Immediately following Hurricane Sandy’s landfall, the U.S. Army Corps of Engineers (USACE), working with FEMA and local and state authorities, identified critical locations that needed temporary emergency power. They installed 102 emergency generators between Oct. 31 and Nov. 19 to provide life-saving power to 9-1-1 centers, police and fire stations and medical facilities; life-sustaining facilities such as shelters, water and wastewater treatment and pumping facilities; and other municipal facilities required to reinstitute local command and control and post-event recovery.

FEMA and local and state authorities turned to USACE for its extensive experience removing debris following natural disasters, assigning a debris management technical assistance mission in New Jersey Nov. 6. USACE placed debris subject matter experts in Monmouth, Ocean, Atlantic, Bergen, Hudson, Essex, Middlesex and Union counties working with FEMA, state, county and local authorities to assess the quantities and types of debris and recommend courses of action for its removal. Quantities of various types of debris are still being calculated but are estimated to total around 6.2 million cubic yards, or enough debris to fill the MetLife stadium in East Rutherford, N.J.

The U.S. Fire Service provided 26 chainsaw teams totaling 520 personnel to assist with tree removal in neighborhoods throughout the state. They also provided four Incident Management Teams who assisted the state Fire Marshal with fire coordination and fire planning response.

President Barack Obama, Vice President Joe Biden, U.S. Secretary of Homeland Security Janet Napolitano, Secretary of Housing and Urban Development Shaun Donovan, Acting Secretary of Commerce Rebecca Blank, Deputy National Security Advisor John O. Brennan, Deputy Transportation Secretary John Pocari, FEMA Administrator Craig Fugate, and U.S. Army Corps of Engineers Commander Lt. Gen. Thomas Bostick have toured damaged New Jersey communities and met with local leaders and emergency responders to view recovery efforts while vowing to bring all available resources to bear to support state and local partners in assisting survivors in the 21 counties designated for assistance.

“FEMA and the entire federal family have been our partners from the beginning,” said State Coordinating Officer Lt. Jeff Mottley. “They anticipated many of our needs and when there were challenges, they quickly offered solutions.”

“Getting survivors the assistance they need has been our top priority from the beginning,” said Federal Coordinating Officer Michael J. Hall. “When families and businesses begin to recover, whole communities begin to recover. The faster we can get recovery dollars into the hands of survivors and reimburse communities for disaster expenses, the faster they will move forward in their healing.”

In the first 30 days, FEMA provided $286 million to assist individuals and families repair damaged homes, find temporary housing and assist with expenses such as medical and dental bills. More than 46,000 New Jersey families have benefitted from that assistance so far.

Restoring power to over 2.6 million homes, businesses and government customers represented a critical priority. The Department of Energy worked closely with the state Board of Public Utilities to coordinate the power restoration. Demonstrating a true whole community response, over 23,000 utility professionals came together from New Jersey’s utility companies and, through mutual aid agreements with companies across the country, worked to restore service across the state.

To meet a critical need at a critical time, nearly 3,000 families have taken advantage of the Transitional Sheltering Assistance (TSA) program by lodging in 340 hotels during the first four-week period.

Helping disaster survivors who were displaced from their homes due to damage or power loss find safe and secure shelter is a key priority of the response. At peak of sheltering operations, 107 shelters were open with 4,370 people. Through efforts across federal, state, local, private sector and voluntary agencies, the last of the shelters closed on November 21.

The U.S. Small Business Administration has opened 10 Business Recovery Centers in the state to provide one-on-one help to business owners seeking disaster assistance and has approved more than $21 million in disaster loans to both individuals and businesses.

The first FEMA Disaster Recovery Centers opened just days after the storm passed and continue to assist survivors at more than 36 locations where nearly 25,000 residents have been offered assistance and information about their recovery.

More than 650 FEMA community relations specialists have met with more than 86,000 storm survivors while going door-to-door. In total, nearly 150,000 homes were visited delivering information vital to disaster survivor’s recovery.

Even as Sandy was making its way up the east coast, FEMA and the Department of Defense established Incident Support Bases at Westover, Mass. and Lakehurst, New Jersey to position supplies and other resources close to areas in the hurricane’s path. Following the storm, more than 1.7 million meals and 2.6 million snacks have been served to survivors and first responders.

The Department of Health and Human Services deployed hundreds of personnel, including five Disaster Medical Assistance Teams and three Public Health Strike Teams to support hospitals and shelters in New Jersey. In total they were able to assist more than 750 people with medical needs.

FEMA also has teamed with the private sector network of business, industry, academia, trade associations, and other non-governmental organizations as equal partners in assisting with Sandy recovery.

The storm impact on New Jersey was historic in its severity. Storm surge impacts of up to 11 feet battered the coastline and wave heights of more than 14 feet were recorded. Peak wind gusts of 88 mph were clocked in Essex County. The devastating effects of Hurricane Sandy affected, damaged or destroyed more than 122,000 structures throughout all 21 counties.

As of Nov. 19th, OSHA personnel have performed 507 safety and health briefings reaching 12,423 workers, including 2,966 that don’t speak English. Additionally, OSHA has conducted 764 direct interventions at worksites that are involved in storm recovery operations, removing 2,656 employees from recognized hazards.

Disaster Recovery Center to be Open Three Days in Stratford

LINCROFT, N.J.– Everywhere they look, survivors of Hurricane Sandy see reminders of the destruction – fallen trees, washed out roads, smashed windows. But the most persistent reminder may be the least visible: mold.

The microscopic fungus grows wherever moisture is present – in debris, inside walls, under floors, in attics. If not treated, mold can cause disease, trigger allergic reactions and damage materials long after the storm.

The good news: mold, and its close relative mildew, can be controlled. Once a home is habitable, dry it out with fans, dehumidifiers and vacuums. Remove all wet items including carpeting, furniture, insulation, food products and bedding. Any material that has been wet more than 48 hours should be thrown out!

Unsaturated porous material, such as drywall, ceiling tiles, furniture that contains wood by-products and carpeting, and non-porous items – metal, glass, wood, plastic – can be treated in a few simple steps:

  • Wear gloves, a mask and eye protection. Make sure the area is well ventilated.
  • Wash items with non-ammonia based detergent and hot water and allow to dry.
  • Disinfect cleaned surfaces with a solution of a cup and a half of bleach in a gallon of hot water. Let the solution stay on the surface at least 10 minutes.
  • Rinse with clear water and allow to dry.
  • Monitor treated materials for several days. If mold develops, discard them. 

Severe mold infestations should be treated by qualified professionals. Survivors who have flood insurance should carefully document the damage with photos, receipts and samples from water-damaged goods. 

The primary concern is health. Survivors should take precautions, because mold affects the nervous system, causes headaches, mood changes, memory loss, respiratory problems, nasal and sinus congestion and skin, eye, nose and throat irritation.

WASHINGTON – Today, President Obama visited the Federal Emergency Management Agency’s (FEMA) National Response Coordination Center in Washington, D.C. to participate in a briefing with several members of his cabinet, including Homeland Security Secretary Janet Napolitano, Transportation Secretary Raymond LaHood, Health and Human Services Secretary Kathleen Sebelius, Department of Energy Secretary Steven Chu, Department of Defense Secretary Leon Panetta, and Department of Housing and Urban Development Secretary Shaun Donovan as well as National Security Advisor John Brennan, White House Chief of Staff Jack Lew, FEMA Administrator Craig Fugate, and many other senior government officials. Vice President Biden and USNORTHCOM Commander General Jacoby joined the briefing by video-teleconference.The President directed the federal family during the briefing to continue to bring all federal resources to bear that are needed without delay as they lean forward to support states, tribes, and communities in their response. FEMA continues to coordinate the federal government’s assistance to support the states in response and recovery of Hurricane Sandy.

Today, the President, Governor Chris Christie and FEMA Administrator Fugate toured the storm damaged New Jersey coast and met with disaster survivors and first-responders, and were briefed by state and local officials on response efforts. Tomorrow, November 1st, Secretary of Homeland Security Janet Napolitano will travel to Connecticut and New York to meet with state and local officials and view ongoing response and recovery efforts to Hurricane Sandy.

Also, at the direction of the President, a power restoration working group has been established to cut through the red tape, increase federal, state, tribal, local and private sector coordination and restore power to people as quickly as possible. Led by FEMA Administrator Fugate, this working group includes representatives from private sector utilities and includes government representatives from the Department of Defense, Department of Transportation, the Department of Energy, the U.S. Army Corps of Engineers and representatives from local law enforcement, among others.

More than 2,200 FEMA personnel are working to support response operations, including search and rescue, situational awareness, communications and logistical support.  Nine federal urban search and rescue task forces are supporting local search and rescue operations and an additional six teams are on alert should they be needed.  Community relations teams are on the ground in the hardest hit areas of the Mid-Atlantic going door-to-door to inform disaster survivors about available services and resources and to gather situational awareness.  Mobile Emergency Response Support (MERS) personnel and teams are located in storm-affected states to provide secure and non-secure voice, video, information services, operations and logistics support to response efforts in affected states.  14 Incident Management Assistance Teams and 12 liaison officers, positioned in affected states before the storm, continue to support response activities and ensure there are no unmet needs. 

More than 500 HHS personnel are deployed for storm response efforts, including nine Disaster Medical Assistance Teams (DMATs) from eight states and a team of U.S. Public Health Service officers who are providing care at medical shelters in the New York City area. HHS is setting up two Federal Medical Stations to augment these shelters. Two additional DMATs and four Federal Medical Stations are enroute to New York. One DMAT is deployed to provide care in two New Jersey shelters. Approximately 350 ambulances have been deployed with five liaison officers and two pharmacists through the National Ambulance Contract.

“First responders and emergency crews on the ground have the full support of the federal government,” said FEMA Administrator Craig Fugate. “We are actively engaged with the entire emergency management team – in and outside of government – to aggressively respond to the aftermath of this storm. Residents and business owners who were impacted by Sandy in the designated counties in Connecticut, New York and New Jersey should apply for assistance by calling 1-800-621-FEMA (3362), online at www.DisasterAssistance.gov or on mobile devices at m.fema.gov.”

States, tribes, localities and the Red Cross continue to operate emergency shelters along the East Coast.  To find a shelter, people can download the Red Cross Hurricane app, visit the Red Cross web site, call 1-800-RED CROSS (1-800-733-2767), or check local media outlets.

Yesterday, the President Obama declared major disasters for Connecticut, New York and New Jersey, making disaster assistance available to those in the heaviest hit areas affected by the storm.  Individuals and business owners who sustained losses in the designated counties in Connecticut, New York and New Jersey can begin applying for assistance by calling 1-800-621-FEMA (3362).   Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.  The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.  Those in affected areas with access to the internet may register by web enabled mobile device at m.fema.gov, or online at www.disasterassistance.gov.  FEMA is asking that those with ability to register online do so to keep phone lines open for those without connectivity.

The President also signed federal emergency declarations for Connecticut, Delaware, District of Columbia, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Virginia and West Virginia.  This allows FEMA to provide resources directly to state, tribal and local government engaged in life-saving and sustaining activities.

FEMA and the Department of Defense established Incident Support Bases in Westover, Mass. and Lakehurst, New Jersey to pre-position supplies including water, meals, blankets and other resources closer to potentially impacted areas, should they be needed and requested by states.  As of this morning, more than 305,000 liters of water and more than 185,000 meals in staging at Incident Support Bases in Westover, MA and Lakehurst, NJ, have been transferred to states to supplement their existing inventory.  The Incident Support Bases continue to be restocked in anticipation of additional requests for assistance from affected states.   

An additional Incident Support Base, dedicated to temporary emergency power, has been identified at Lakehurst Naval Air Station and will serve as a staging area for generators from FEMA, the Department of Defense, General Services Administration (GSA) and other agencies throughout the country.  At the request of the state, FEMA has established staging areas in Martinsburg and Charleston, West Virginia, to support state response operations. The staging area allows FEMA and federal partners to proactively stage commodities closer to areas affected by the severe weather, allowing supplies to be quickly moved throughout the affected state, should they be needed and requested.

In addition, the following federal activities are also being coordinated:

The Department of Defense (DoD) continues to coordinate with FEMA, U.S. Northern Command and the National Guard Bureau on providing lifesaving and life sustaining assets to FEMA and governors, as requested, and is available for disaster response to support recovery efforts.                   

The U.S. Navy is deploying three helicopter carrier ships to the coast off New York and New Jersey to help rescue operations.  The USS Wasp, USS Carter Hall, and USS Mesa Verde had been ordered to head to the area to provide landing platforms for Coast Guard, National Guard and civilian agency helicopters if needed. 

U.S. Northern Command Regional Defense Coordinating Officers (DCO), and portions of the Defense Coordinating Element (DCE) remain on the ground to validate, plan and coordinate potential Department of Defense (DoD) support of FEMA’s response operations and to facilitate DOD support of life-saving and response operations. 

The National Guard currently has more than 11,800 National Guard forces on duty supporting the governors of New York, Massachusetts, Virginia, New Jersey, Delaware, Connecticut, Pennsylvania, North Carolina, Rhode Island, New Hampshire and Maryland.  These forces are providing assistance to local first responders and FEMA with critical tasks such and assistance at evacuation  shelters, route clearance, search and rescue and delivery of essential equipment and supplies.

The U.S. Coast Guard has teams along impacted areas to conduct search and rescue missions, respond to and mitigate threats to public health and the environment, and assess and advise status of ports along the East Coast.

The U.S. Army Corps of Engineers (USACE) has more than 400 people engaged to support the response mission.  The USACE received an un-watering mission assignment from FEMA to assist with response efforts in areas that are flooded.  The U.S. Army Corps has deployed the 249th engineer battalion and other temporary emergency power assets to provide support to areas impacted by the storm.

The U.S. Department of Transportation is making $17 million in quick-release emergency relief funds immediately available to New York, North Carolina and Rhode Island to help begin repairing the damage to roads, bridges, and tunnels. Assessments continue throughout the Northeast to determine the full extent of the damage.

National Voluntary Organizations Active in Disaster (National VOAD) remains in close communication with the East Coast state VOAD’s to coordinate on a regional, multi-state level. Currently 15 states have activated their VOAD networks for readiness actions; the National VOAD is sharing their activities and needs with all VOAD members and partners.

The American Red Cross is responding across a large portion of the Mid-Atlantic and Northeast by helping people with safe shelter and food and water. On Tuesday night, more than 9,000 people stayed in 171 Red Cross shelters across 13 states.  Red Cross has mobilized 1,700 disaster workers from all over the county who have served more than 25,000 meals and snacks so far.  Red Cross has also activated 167 response vehicles and shipped in more than 230,000 ready-to-eat meals.

FEMA’s National Business Emergency Operations Center remains activated. More than 330 representatives from retail, transportation, food and groceries, building management, and other industries receive daily briefings on key federal response efforts. These briefings assist in federal and private sector planning efforts, and provide a forum to discuss response efforts and challenges for maintaining business operations and provides the opportunity to collaborate on innovative solutions.

The Nuclear Regulatory Commission (NRC) ensured inspectors independently verified that plant operators made the proper preparations and actions to ensure plant safety before, during and after the storm. All plants are functioning normally. The NRC will continue to coordinate with FEMA and other federal and state agencies as a normal business practice.

The National Oceanic and Atmospheric Administration (NOAA) Hydrometerological Prediction Center continues to track the remnants of Sandy and provides regular forecast updates. NOAA Navigation Response crews are commencing waterway surveys in the affected areas. NOAA Aircraft Operations Center has deployed aircraft to take high resolution photographs of affected areas to assist emergency responders.

The U.S. Department of Housing and Urban Development (HUD) is coordinating with FEMA and affected states to identify housing providers who may have available housing units, including public housing agencies and multi-family owners.  HUD is also speeding federal disaster assistance to Connecticut, New York and New Jersey to provide support to homeowners and low-income renters forced from their homes in the most heavily impacted areas.  The President’s major disaster declarations for Connecticut, New York and New Jersey allow HUD to offer foreclosure relief and other assistance to some families in the designated counties. 

The U.S. Department of Agriculture regional Food and Nutrition Service leadership is working with state commissioners and program administrators in the affected area to meet food needs for emergency shelters and feeding sites and to assist with Disaster Supplemental Nutrition Assistance Program (SNAP) requests. 

The U.S. Department of Interior bureaus are mobilizing incident management teams to assess natural resource and infrastructure damage at national parks, wildlife refuges, Indian reservations and other DOI facilities in impacted areas. More than 300 personnel are deployed in this effort.  The National Park Service is mobilizing 44 boats and crews to support DOI search and rescue efforts. Receiving numerous media requests for damage assessments and need to work with FEMA to coordinate how and when and who will respond. The U.S. Geological Survey continues to collect storm surge and tidal flow gages and assess coastal impacts and erosion.

The U.S. Postal Service has procedures in place to expedite recovery efforts, including making sure there is timely delivery of mailed ballots. Voters in areas affected by Hurricane Sandy as well as other customers can obtain updates on postal facility operation changes due to the storm on the Mail Service Updates page on the Postal Service website. FEMA and Federal Partners Continue Steadfast Support for Areas Affected by Superstorm

BATON ROUGE, La. — Louisianians who survived Hurricane Isaac — or saw neighbors or family experience loss — may suffer emotional stress as real as the hurricane’s physical destruction.

To help people experiencing post-disaster emotional stress, free crisis counseling is available in the parishes designated for Individual Assistance under the major disaster declaration. The program, funded by the Federal Emergency Management Agency (FEMA) and administered by the Louisiana Department of Health and Hospitals (DHH), is open to any child or adult in designated parishes.

“FEMA funds this important program because counseling can help people understand and process their emotional reactions to the disaster,” said Federal Coordinating Officer Mike Hall of FEMA. “The right support can help most survivors regroup and move on with their lives.”

Those who have suffered losses may be likely to experience at least one of several emotional responses, including anger, fatigue, loss of appetite, sleeplessness, nightmares, depression, inability to concentrate, hyperactivity, or increased alcohol or drug use. Children are particularly vulnerable to emotional stress after a disaster. Their stress symptoms may include excessive fear of the dark, crying, fear of being alone, and constant worry.

Trained counselors are provided by the network of state Human Services authorities and districts. Calls to the crisis lines are free of charge, as are face-to-face follow-up sessions for adults and children whose needs cannot be fully served through phone counseling.

Free Crisis Counseling Can Help Hurricane Isaac Survivors Cope

BATON ROUGE, La. – Now that Louisiana’s response to the Hurricane Isaac disaster has entered the recovery phase, a new collaborative will help communities find creative ways to fund solutions to their continuing needs.

The state of Louisiana, along with the Federal Emergency Management Agency (FEMA), has activated the National Disaster Recovery Framework (NDRF) for the first time. The framework recognizes that extended recovery requires a united effort beginning at the local level, plus the private sector and individuals – the whole community.

It all starts with input from the public, said Wayne Rickard, who was appointed the federal disaster recovery coordinator for Louisiana’s Hurricane Isaac recovery effort. Mark Riley has been designated as the state disaster recovery coordinator.

“People engage with their local officials to tell them their priorities for recovery,” Rickard said. “In turn, we ask those leaders what their communities need, and the team will figure out what we can do to help them make that a reality. By coordinating state and federal agencies from several disciplines, we may be able to identify other funding streams and technical assistance to help communities rebuild stronger and smarter.”

The NDRF names six recovery support functions that are led by designated federal coordinating agencies at the national level: 

  • Community Planning and Capacity Building (DHS/FEMA)
  • Economic (Department of Commerce)
  • Health and Social Services (Health and Human Services)
  • Housing (Department of Housing and Urban Development)
  • Infrastructure Systems (U.S. Army Corps of Engineers), and
  • Natural and Cultural Resources (Department of Interior). 

Most of the agencies already had a presence in Louisiana, Rickard said, and their roles in the recovery process are not too different from what they usually do. What is different is the level of collaboration among agencies.

“By pooling our resources and talents, we can make a bigger difference than we can working alone,” Rickard said.
