The Administration, through FEMA, is committed to providing support to Midwest and Mid-Atlantic states affected by the storms. FEMA, through our National Response Coordination Center and Regional offices in Chicago, Ill. and Philadelphia, Pa., has been in constant coordination with our federal partners as well as impacted states since the storms first struck on Friday, to make sure there are no unmet needs.

The following timeline provides an overview of federal activities, to date, in support of the impacted states, families and communities.

Tuesday, July 3

  • U.S. Department of Energy (DOE), the lead agency for Emergency Support Function 12 – Energy, issued a DOE situation report.
  • At the request of the State of Maryland, FEMA is deploying two Region Liaison Officers to the state Emergency Operation Center to coordinate potential federal resources requirements.
  • FEMA has deployed community relations teams to West Virginia to support state and local efforts to check on residents without power, provide informational resources, and provide situational awareness about conditions in impacted communities.

Monday, July 2

  • The U.S. Department of Health and Human Services deployed representatives to the West Virginia State EOC to assess medical needs and requirements for access and functional needs support.
  • FEMA continuedto distribute water and generators to various staging areas in Ohio and West Virginia, to support state and local response efforts.
  • FEMA’s Regional Disability Integration Specialists in Philadelphia, Pa. and Chicago, Ill. send out information on Cooling Stations to the disability community, including through the National Federation for the Blind and Deaf advocacy groups, and reached out to these groups to determine needs of affected persons with disabilities.

Sunday, July 1

  • FEMA staged water and generators in West Virginia as well as Columbus, Ohio to transfer to the State to support affected communities.
  • One Mobile Communications Office Vehicle (MCOV) onsite in Morgantown, W.Va.; 2 MCOVs en route to Charleston, W.Va.
  • In coordination with FEMA, the U.S. Department of Energy deploys experts to West Virginia and FEMA Headquarters in Washington D.C., and is supporting FEMA’s regional offices in Chicago, Ill. and Philadelphia, Pa.
  • The U.S. Army Corps of Engineers (USACE) deployed personnel to Ohio to support assessments and generator installations for emergency power.
  • A FEMA Disability Integration Specialist participated in a coordination call with West Virginia Emergency Management to support identifying the needs of affected populations with access and functional needs.

Saturday, June 30

  • President Obama issues emergency disaster declarations for the State of Ohio for all 88 counties in the state, and the State of West Virginia for all 55 counties in the state. The declaration authorizes FEMA and its federal partners to provide direct federal assistance under the Public Assistance to protect lives and property.
  • President Obama speaks with Ohio Governor John Kasich, Virginia Governor Bob McDonnell, Maryland Governor Martin O’Malley, and West Virginia Governor Earl Ray Tomblin to receive an update on the severe storms, and to express his condolences for the loss of life and his concern for individuals and first responders still confronting the destruction and loss of power that is impacting communities as a result. The President tells the Governors that he has directed FEMA to ensure they continue to provide necessary support to state and local officials in impacted areas as they respond to these events.
  • The President receives an update from FEMA Administrator Fugate on impacts and response activities in states, including parts of Indiana, Kentucky, Ohio, West Virginia, Virginia, Maryland, Pennsylvania, as well as the District of Columbia. The President asks Administrator Fugate to stay in close contact with our partners on the ground to make sure FEMA and federal partners are providing all available support, and to keep him updated as the response and recovery continues.
  • DHS Secretary Napolitano speaks with the Governors of the affected states to express condolences for the loss of life and to ensure that federal support is provided to the states as needed.
  • FEMA Administrator Fugate contacts District of Columbia Deputy Mayor for Public Safety to provide support as needed.
  • A Mobile Emergency Response Support (MERS) team deploys to West Virginia to provide secure and non-secure voice, video, and information services, operations, and logistics support to state response operations, if needed.
  • FEMA activates the National Response Coordination Center (NRCC), a multi-agency center based at FEMA headquarters in Washington, D.C. The NRCC provides overall coordination of the federal response by bringing together federal departments and agencies to assist in the preparations for and response to disasters. Select emergency support functions are activated to support state operations.
  • FEMA activates its Regional Response Coordination Centers (RRCCs) in Chicago, Ill. and Philadelphia, Pa. to support state requests for assistance.
  • FEMA deploys Incident Management Assistance Teams (IMAT) and liaison officers to West Virginia and Ohio State Emergency Operations Centers to coordinate with state and local officials to identify needs and shortfalls impacting disaster response.
  • FEMA Administrator Craig Fugate holds a video teleconference call to discuss the latest developments with the National Weather Service, partner agencies and regional representatives and to assess their needs or shortfalls.

Friday, June 29

  • A line of severe thunderstorms moved across parts of Indiana, Kentucky, Ohio, West Virginia, Virginia, Maryland, Pennsylvania and the District of Columbia causing widespread wind damage and there have been reports of significant power outages and debris.
  • FEMA through its regional offices in Chicago, Ill and Philadelphia, Pa., begins constant contact with affected states’ emergency management officials. FEMA Region III Regional Administrator MaryAnn Tierney and Region V Regional Administrator Andrew Valasquez III make direct contact with the Emergency Management Directors of the affected states.

FEMA Supports Legislative Change to Allow Tribal Governments to Directly Apply for Federal Disaster Aid

WASHINGTON, D.C. — FEMA Administrator Craig Fugate released a letter of support for specific legislation in both the United States Senate and House of Representatives that would allow federally recognized tribal governments to make a request for a federal emergency or disaster declaration directly to the President. In December last year, FEMA announced its support to amend the Robert T. Stafford Disaster Relief and Emergency Assistance Act to allow tribes to make a request directly to the President for declarations. Currently, only states and their governors can make such requests.

“Our country’s tribal nations and leaders are an integral part of our national fabric,” said Fugate. “FEMA is committed to supporting Indian Country in its efforts to build resilient communities that are prepared for all hazards.”

Currently, the law states that only the governor of an affected state can request a major disaster or emergency declaration from the President under the Stafford Act. Federally recognized tribes are excluded from making such a direct request for a Presidential declaration and must make a request through the state or states in which they are geographically located.

This process, however, limits FEMA from effectively working with federally recognized tribes on a government-to-government basis. To improve the way we serve and engage the entire community in emergency management, FEMA and the Obama Administration support a legislative change to the Stafford Act that would authorize tribal governments to make requests directly to the President for a federal emergency or disaster declaration. Additionally, FEMA supports a legislative change that would also give tribal governments the option to receive assistance as they do presently, as part of a declaration for a specific state.

Legislative proposals to change the Stafford Act in favor of this amendment have been introduced in both the United States Senate and the United States House of Representatives. If passed, such an amendment would acknowledge the right of federally recognized tribes to ask for direct assistance in a major disaster scenario, enhance FEMA’s working relationship with tribal governments, and improve emergency and disaster responsiveness throughout Indian Country.

FEMA affirms its commitment and is actively working with Indian Country and our Congressional partners to support and facilitate the passage of such a change in the law. FEMA Administrator Fugate has conducted listening sessions and has committed to reviewing all existing Agency policies and programs to ensure tribal concerns are addressed. This support for an amendment to the Stafford Act, allowing for direct tribal government emergency and major disaster declaration requests, is a result of the President’s focus on working more closely with tribes on disaster relief.

MIAMI, Fla. — Secretary of Homeland Security Janet Napolitano today joined FEMA Administrator Craig Fugate, Deputy Administrator Rich Serino, NOAA National Hurricane Center Director Bill Read and Florida Governor Rick Scott to discuss the 2012 Atlantic hurricane season outlook and preparedness measures with leadership of hurricane-prone states.

“We may not know exactly what Mother Nature will bring this year, but we are leaning forward in our preparations, utilizing the ‘Whole Community Approach’,” said Secretary Napolitano. “As part of this approach, we are engaging the broadest possible set of partners in our preparedness efforts—integrating planning across federal, state, local, tribal and territorial governments as well as with private sector, community, non-governmental, and faith-based partners.”

Hurricane season begins June 1 and extends through November 30. Being aware of risks and hazards and taking the steps to prepare can reduce the impacts of hurricanes.

“Hurricane season officially begins today and yet we have already had two named storms,” said FEMA Administrator Fugate. “When it comes to preparing for disasters, don’t simply focus on the calendar … focus on the need to be prepared. FEMA Dollars Fund New Louisiana SPCA Facility In New Orleans

NEW ORLEANS – The Federal Emergency Management Agency recently announced nearly $8 million in consolidated funding to the Louisiana Society for the Prevention of Cruelty to Animals, allowing the private, nonprofit to construct their new animal control facility on higher ground.

Pre-Katrina, the Louisiana SPCA’s animal control facility, which provided care and basic medical services for homeless animals, was located on 1319 Japonica Street in New Orleans. During the storm, the building sustained significant damages—both from wind and floodwaters.

“Given the level of damages at their original facility, the Louisiana SPCA asked us if they could utilize FEMA funding to build their post-Katrina facility at a new location—one that makes them less vulnerable to future flooding. Our recent grant approves this request, supporting not only their recovery efforts, but preparedness efforts as well,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan.

Through FEMA’s grant, the Louisiana SPCA plans to construct their new, animal control facility at 1700 Mardi Gras Boulevard, which—because of its proximity to the riverbank—is on higher ground within New Orleans. While its space configuration and capacity will be different than before (since it qualified as an improved project under FEMA’s Public Assistance Program), the new animal control building will replace the same function of the pre-Katrina facility.

In total, including recent funding for the Louisiana SPCA, FEMA has provided approximately $1.3 billion in public assistance grants to date to nonprofit organizations across the state for recovery efforts related to hurricanes Katrina and Rita.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.

NEW ORLEANS – As the construction of Our Lady of Lourdes School’s new cafeteria nears completion, the Federal Emergency Management Agency announced today $984,241 in additional funding to the Archdiocese of New Orleans for the Katrina-related recovery project.

This new funding brings the federal agency’s total monetary support for the cafeteria’s construction to nearly $3.5 million. More than $23.2 million has gone toward the recovery efforts at Our Lady of Lourdes School—a prekindergarten through eighth grade Catholic School located in Slidell, LA.

“We greatly appreciated FEMA’s ongoing work with us that make capital projects such as the Our Lady of Lourdes cafeteria, and entire campus, possible post-Katrina. This allows us to continue our mission to educate children of the community, and as we are very aware of in our area, education is a key element in the fight against poverty and violence,” said Archbishop Gregory Aymond.

Like many schools owned and operated by the Archdiocese of New Orleans, Our Lady of Lourdes campus incurred significant damages during Hurricane Katrina. The cafeteria, which provided meals to students and also served as a general assembly center at the school, qualified for FEMA assistance after floodwaters rendered the facility completely inoperable and in need of complete reconstruction.

“Meal services for students are currently provided out of temporary facilities at Our Lady of Lourdes’ campus,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan. “Our recent funding, along with previously provided grants, ensures that a more permanent cafeteria will once again serve students in the near future.”

Construction of Our Lady of Lourdes’ post-Katrina cafeteria is expected to be completed during the 2012-2013 school year.

In addition to FEMA’s recent aid, on an even larger scale, FEMA has supported Our Lady of Lourdes School’s overall recovery, including funding the replacements of a majority of the school’s classrooms and administration offices.

To date, FEMA has obligated approximately $323.5 million in public assistance funding to the Archdiocese of New Orleans for Katrina-related recovery efforts across Archdiocesan-owned schools in Orleans, St. Tammany, Jefferson and St. Bernard parishes.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. NEW ORLEANS – The Federal Emergency Management Agency announced today approximately $103,000 in consolidated public assistance funding to the Louisiana Judicial System, helping the Orleans Parish Criminal District Court in New Orleans replace contents damaged during Hurricane Katrina.

During the storm, floodwaters fully inundated the basement of the courthouse, located at 2700 Tulane Avenue within the city. Pre-Katrina, this area provided office space for various Orleans Parish Criminal District Court departments, including the Judicial Administration Office which handles administrative functions required for the court to operate.

“Katrina’s floodwaters stayed in the courthouse’s basement for approximately two weeks following the storm, damaging all contents within these offices,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan. “Our recent grant assists with replacing damaged contents, helping Louisiana’s Judicial System fully recover from Hurricane Katrina as needed.”

Contents to be replaced with FEMA’s aid include computer equipment and two-way radios, as well as drug testing equipment.

ESSEX JUNCTION, Vt. — Governor Peter Shumlin and Vermont lawmakers have weighed in, and now state and federal officials want to hear the public’s thoughts on plans to rebuild the flood-damaged state office complex in Waterbury.

The Federal Emergency Management Agency and State of Vermont will hold a public hearing on Wednesday, May 30, 2012, in Waterbury seeking public input on the state’s proposal to re-occupy the Waterbury State Office Complex as well as add new buildings at the site.

“We’re asking for feedback on the potential effects of the proposed work on historic and environmental resources, including the planned demolition of some buildings and some new construction,” said Federal Coordinating Officer James N. (Nick) Russo, the head of FEMA’s operations in Vermont.

The hearing, which will take place at 7:00 p.m. in Thatcher Brook Primary School cafeteria on Stowe Street, will be preceded by an open house starting at 6:30 p.m. where the public will have the opportunity to view general information and talk directly to federal and state representatives.

“We are proposing to remove some buildings and take other steps to reduce future flooding and restore the floodplain,” said Rob Evans, River Corridor and Floodplain Manager with the Vermont Agency of Natural Resources. “We’re hoping to hear the public’s thoughts on the impact to the historic campus, as well as on the floodplain.”

Public comments are being sought as part of FEMA’s development of an Environmental Assessment as part of the review process required by the National Environmental Policy Act (NEPA).

A preliminary copy of the Draft Environmental Assessment is available at the Waterbury Municipal Offices, 43 South Main Street from 8:00 a.m. to 4:30 p.m., Monday to Friday, and the Waterbury Public Library, 28 North Main Street from 10:00 a.m. to 8:00 p.m. Monday through Wednesday, 10:00 a.m. to 5:00 p.m. Thursday and Friday, and 9:00 a.m. to 2:00 p.m. on Saturday.

After the meeting, public comments will continue to be accepted until 4 p.m. on June 15, 2012, and can be mailed to Peter Thomas, FEMA Essex Junction Joint Field Office, 30 Allen Martin Drive, Essex Junction, Vermont, 05452.

NEW ORLEANS – The Federal Emergency Management Agency announced today a consolidated grant totaling approximately $559,000 to Jefferson Parish for the replacement of playground contents damaged during Hurricane Katrina.

“This grant best supports Jefferson Parish’s efforts to restore an essential element of their recreational system—their playgrounds,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan. “Our funding enables Jefferson Parish to pool together contents funding from all of their playground facilities and distribute it as best needed.”

Prior to this grant, FEMA funded these damages through nine separate project worksheets, all the result of “content assessments” across eight of Jefferson Parish’s damaged playgrounds and other facilities, including the Recreational Department’s East Bank Administration Building. The eight playgrounds include the Johnny Bright Playground, Terrytown Playground, Harvey Playground, Pontiff Playground, Girard Playground, Lakeshore Playground and Jefferson Playground.

FEMA’s recent grant, as requested by Jefferson Parish, will fund contents under the following six major categories—information technology, parks and recreational building equipment and supplies, athletic equipment and supplies, furnishings, office equipment and supplies, and kitchen equipment and supplies.

“Jefferson Parish is grateful for the assistance from FEMA, which will allow us to move forward in the ongoing recovery from hurricanes Katrina and Rita. Our playgrounds are an essential part of the quality of life our children and families enjoy in Jefferson Parish. This recent grant will ensure repairs and restoration at eight of our playgrounds so that our citizens can continue to benefit from these outstanding recreational facilities,” said Jefferson Parish President John Young.

In total, FEMA has provided approximately $529.8 million for recovery work throughout Jefferson Parish related to hurricanes Katrina and Rita, of which $50.8 million—including FEMA’s recent grant for playgrounds—was provided specifically for the restoration of recreational facilities within the parish.
