New York – The Federal Emergency Management Agency, at the request of the State of New York, has approved a 14-day extension to the Transitional Sheltering Assistance program, which allows eligible survivors from Hurricane Sandy who cannot return to their homes to stay in participating hotels or motels.

The new extension will allow applicants to remain in participating hotels until Jan. 27, 2013. FEMA will call applicants eligible for the extension to notify them of the extended Jan. 27 checkout date.   

“The Transitional Sheltering Assistance program is a temporary solution for folks who need a place to stay as we continue working with our state and local partners to help get people back into longer-term housing,” said FEMA’s Federal Coordinating Officer Michael F. Byrne. “That’s our number one priority.”

“On behalf of Governor Cuomo, I thank FEMA for approving the State’s request to extend the Transitional Sheltering Assistance program,” said Jerome M. Hauer, Commissioner of the NYS Division of Homeland Security and Emergency Services.  “The extension of this important program provides necessary assistance to those affected by Hurricane Sandy as they continue to recover and rebuild.”

This is a short-term program that places families in hotels while they transition into longer-term housing.

The new extension will allow applicants to remain in participating hotels during the holiday season. FEMA will call applicants eligible for the extension to notify them of the extended four-week period and the checkout date of Jan. 12, 2013.   

“This much-needed extension will allow families who lost everything in Hurricane Sandy to have a place to stay throughout the holiday season,” Governor Cuomo said. “We will continue to work together with city and federal partners to help those displaced by this devastating storm find housing solutions.”

This is a short-term program that places families in hotels in areas with significant rental shortages. Families can stay in area hotels for a short time while they work toward a housing plan.

“Our top priority is to help get people into rental units and longer term housing as fast as we can,” said FEMA’s Federal Coordinating Officer Michael F. Byrne. “We recognize that the holidays can be an emotional time for disaster survivors and this extension will provide immediate shelter through the season.”

Governor Cuomo Announces FEMA Extends Transitional Sheltering Assistance Program in NY for an Additional Four Weeks

NEW ORLEANS – The Federal Emergency Management Agency and the city of New Orleans recently announced more than $3.5 million in additional recovery aid to restore the city’s Municipal Auditorium, which was damaged during Hurricane Katrina. 

As a component of the New Orleans Cultural Center, located alongside the Mahalia Jackson Theater for the Performing Arts in Louis Armstrong Park, the Morris F.X. Jeff Sr. Municipal Auditorium, as it’s formally called, served pre-Katrina as a public facility with a 6,000-seat capacity to host civic events.

“The Municipal Auditorium has been an important New Orleans landmark with a rich cultural history for decades,” New Orleans Mayor Mitch Landrieu said. “These federal recovery dollars are an encouraging step forward and will supplement the money FEMA has already allocated. We are making progress every day and will continue to work with FEMA to identify new eligible funding for this storm-damaged building so that we can one day get it back into commerce. FEMA continues to be an important partner in our recovery from Hurricane Katrina.”

In recovery partnership with the city of New Orleans, FEMA Public Assistance staffers recently re-evaluated the eligible damages at the Municipal Auditorium and determined the additional funding was necessary to support disaster-related roof damages not previously taken into account. Likewise, the current funding also covers determined architectural finishes that will require asbestos abatement and remediation of disaster-impacted lead-based paint.

“Regarding roof damages, FEMA’s earlier site visits were limited to visual observations of damages, but more recent investigations with the city included roof sampling and the use of technology-based moisture surveys to best identify Katrina’s overall impact,” said FEMA’s Louisiana Recovery Office Acting Executive Director

Andre Cadogan. “As a result, the total area of damaged roofing was increased to approximately 110,000 square feet, which FEMA’s most recent funding encompasses.”   

FEMA’s previous funding addressed architectural damages in the Municipal Auditorium’s basement through fifth floors, excluding damages attributed to mold, asbestos and lead paint.

“In order for the city to move forward safely with these repairs, recent site investigations also focused on identifying architectural areas where damage to lead-based paint and asbestos materials had occurred. These findings are now represented in our recent grant and will enable the city to move this recovery project along as needed,” added Cadogan.

To date, FEMA has obligated approximately $6.4 billion in public assistance funding for Katrina and Rita related recovery work throughout the city of New Orleans.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed. 

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.

FEMA Provides Millions More to Restore the City of New Orleans’ Municipal Auditorium

More than $120 million in Individual Assistance Approved for Disaster Survivors

WASHINGTON – At the direction of President Obama, the Federal Emergency Management Agency (FEMA) continues to lead the federal government’s effort to provide assistance and support to states affected by the aftermath of Hurricane Sandy, ensuring the federal family and its public and private partners continue to provide all available resources to support state, local, territorial and tribal communities in affected areas.  This morning, the President convened a briefing at that National Response Coordination Center at FEMA headquarters to receive the latest update on federal efforts to support state and local response and recovery activities. At FEMA, the President was joined by cabinet members and other senior officials from his team. During the briefing the President heard directly from Connecticut Governor Dannel Malloy, New Jersey Governor Chris Christie, and New York Governor Andrew Cuomo, as well as borough presidents and mayors from across the affected area, who joined by phone.

Today, Department of Homeland Security Secretary Janet Napolitano traveled to West Virginia and Long Island, New York to meet with state and local officials and discuss ongoing response and recovery efforts to Hurricane Sandy.  Assistant to the President for Homeland Security and Counterterrorism John Brennan joined officials from FEMA, the Department of Transportation and the Army Corps of Engineers in Hoboken, Newark, and Jersey City, N.J., as well as Staten Island, N.Y. Secretary of Housing and Urban Development Shaun Donovan visited public housing developments in the Rockaways and toured Breezy Point, N.Y. Secretary Health and Human Services Kathleen Sebelius visited hospital workers, residents impacted by the storm, and local officials in the Manhattan and Brooklyn boroughs of New York City. Small Business Administrator Karen Mills joined Governor Dannel Malloy and other state and local officials, and small business owners in Norwalk and Bridgeport, Conn.

As of 3:00 p.m. today, more than 139,000 individuals in Connecticut, New York and New Jersey have registered for assistance, and more than $120 million has been approved in FEMA Assistance.  Disaster Recovery Centers continue to open in the hardest hit areas. Seven Disaster Recovery Centers are open in New York, two in New Jersey and three in Connecticut, and more continue to open. Additional disaster recovery centers are being planned. Specialists from the state, FEMA and the U.S. Small Business Administration (SBA) will be on hand to answer questions and provide information on the types of assistance available to survivors. Individuals and business owners who sustained losses in the designated counties in Connecticut, New York and New Jersey can apply for assistance by calling 1-800-621-FEMA (3362).  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362.  The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.  Those in affected areas with access to the internet may register by web enabled mobile device at m.fema.gov, or online at www.disasterassistance.gov.  FEMA is asking that those with ability to register online do so to keep phone lines open for those without connectivity and to share this information with friends and neighbors. 

For those who are unable to return home, states, tribes, localities and the Red Cross continue to operate emergency shelters along the East Coast.  As of last night, more than 280 shelters across 9 states supporting more than 17,700 residents.  To find a shelter, people can download the Red Cross Hurricane app, visit the Red Cross web site, call 1-800-RED CROSS (1-800-733-2767), or check local media outlets. FEMA also has activated, at the request of the states, its Transitional Sheltering Assistance (TSA) program for New York and New Jersey. This program allows eligible survivors who are in shelters and cannot return to their homes due to damages caused by Hurricane Sandy to stay in participating hotels or motels until more suitable housing accommodations are available.  

“Individuals are registering for disaster assistance all the time, which means we’re getting more help directly to the survivors of this storm,” said FEMA Administrator Craig Fugate. “Impacted residents and business owners in Connecticut, New York and New Jersey can apply for federal assistance by phone at 1-800-621-FEMA (3362), via mobile devices at m.fema.gov or online at www.DisasterAssistance.gov.”

Residents are experiencing long lines at gas stations in the impacted areas and it will take some time for the region’s fuel supply chain to get back to full capacity.  We are taking immediate steps that will provide relief in the short term at the President’s direction, and working with the National Guard and the Governors of New York and New Jersey. The Defense Logistics Agency is providing much needed fuel to the region, which will be moved directly into the most impacted areas in close coordination with state and local partners.

The national task force, established at the direction of the President continues to work to restore power to people as quickly possible and address fuel shortages. Members include Department of Defense (DoD), Department of Transportation (DOT), Department of Energy, U.S. Army Corps of Engineers and representatives from the private sector and local law enforcement. 

The Department of Energy is working with industry partners to ensure that the infrastructure to deliver petroleum is up and running to meet fuel demands.  Normal operations have already resumed at two major refineries in Delaware and New Jersey, and pipeline companies have restored services to six pipelines servicing New Jersey, Pennsylvania, and north to Maine. Yesterday, the President declared that Hurricane Sandy has created a severe energy supply interruption and directed the Energy Department to loan DoD ultra-low sulfur diesel.

Yesterday, the Defense Logistics Agency (DLA) was directed to purchase up to 12 million gallons of unleaded fuel and up to 10 million gallons of diesel fuel for distribution in areas impacted by the storm to supplement ongoing emergency work and private sector efforts.  Fuel has begun to be distributed throughout New York, New Jersey and other communities impacted by the storm. The federal government also has provided hundreds of generators to help critical infrastructure sites and fuel stations operate until full power is restored. 

Today, Secretary Napolitano announced the expansion of the temporary, blanket waiver of the Jones Act, issued yesterday, to also facilitate the transportation of feedstocks, blending components, and additives used to produce fuels. As a result of impacts caused by Hurricane Sandy, yesterday Secretary Napolitano issued a temporary, blanket waiver of the Jones Act to immediately allow additional oil tankers coming from the Gulf of Mexico to enter Northeastern ports, to provide additional fuel resources to the region. This will provide more fuel to the region.  The U.S. Coast Guard’s continuing efforts are focused on removing all restrictions on vessel movement in the Port of New York and New Jersey, as well as its associated waterways, approaches, and anchorages, and to facilitate the delivery of fuel and other critical commodities.  In addition, the Environmental Protection Agency has exercised its authority under the Clean Air Act, earlier this week, to temporarily waive certain federal gasoline requirements for gas sold and distributed in more than a dozen states.  This waiver will help ensure an adequate supply of fuels in the impacted states.

To assist with the metropolitan flood fight, the U.S. Army Corps of Engineers (USACE) continues to aggressively support a de-watering mission of critical infrastructure at the direction of FEMA. De-watering pumps have been deployed and additional large capacity pumps are en route. Teams are in place at critical areas around the New York City vicinity, as identified by local officials and pumping water operations are underway.  Additional USACE teams are at ports and the waterways in both New Jersey and New York clearing debris, and technical assistance personnel have been deployed to support emergency temporary power operations. 

At all times, FEMA maintains commodities, including millions of liters of water, millions of meals and hundreds of thousands of blankets strategically located at distribution centers throughout the United States and its territories, if needed and requested.  In advance of the storm, FEMA and the Department of Defense established Incident Support Bases (ISBs) in Westover, Mass. and Lakehurst, New Jersey to pre-position supplies including water, meals, blankets and other resources closer to impacted areas.  An additional ISB has been established at Lakehurst Naval Air Station to focus on temporary emergency power, to serve as a staging area for generators from FEMA, the Department of Defense, General Services Administration (GSA) and other agencies throughout the country.  Seven federal staging areas are also operating in affected areas.  As of 4 p.m., more than 2.9 million liters of water and more than 2.3 million meals have been transferred to states to supplement their existing inventory.

In support of New York and New Jersey, FEMA has transferred resources such as food, water, and fuel to the state to distribute to individuals at Points of Distribution (POD) sites. Points of Distribution are centralized points where supplies are delivered and the public travels to the site to pick up commodities following a disaster or emergency. The state, in coordination with local governments, identifies the location of the PODs which are currently operating in hard-hit disaster areas. Individuals should contact their local emergency management for more information.

More than 4,400 FEMA personnel are working to support response operations, including search and rescue, situational awareness, communications and logistical support in states affected by the storm.  Community relations teams are on the ground in the hardest hit areas of the Mid-Atlantic going door-to-door to inform disaster survivors about available services and resources and to gather situational awareness.  FEMA continues to coordinate with the federal family to deploy and mobilize hundreds of staff from various federal agencies to support community relations and operational activities. More than 1,400 housing inspectors are on the ground, meeting with disaster survivors to identify damages to homes, to further expedite assistance to individuals.   

Today, the President expanded the Rhode Island declaration to include assistance for state, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities in the counties of Bristol, Newport, and Washington. Earlier in the week, the President signed federal emergency declarations for Connecticut, Delaware, District of Columbia, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Virginia and West Virginia.  This allows FEMA to provide resources directly to state, tribal and local government engaged in life-saving and sustaining activities.

Federal and state personnel are on the ground to conduct joint preliminary damage assessments in several states.  These assessments are designed to give the governor of each state a better picture of damages, and to determine if a request for further federal support is needed. Other assessments may be scheduled as needed and requested.

In addition, the following federal activities are also being coordinated:

The U.S. Small Business Administration (SBA) has more than 120 employees on the ground in New York, New Jersey and Connecticut.  As of November 2, the SBA has issued more than 100,000 disaster loan applications to residents and businesses in the three declared states. Disaster loans up to $200,000 are available to homeowners to repair or replace disaster damaged or destroyed real estate.  Homeowners and renters are eligible up to $40,000 to repair or replace disaster damaged or destroyed personal property.  Applicants may apply online using the Electronic Loan Application (ELA) via SBA’s secure website at https://disasterloan.sba.gov/ela.

The Corporation for National and Community Service (CNCS) has 924 national service members that have been deployed to seven states, with more than 850 more on standby for assignments.  These duties include assisting with shelter operations, call centers, debris removal, and mass care in Connecticut, Maryland, New Jersey, New York, Pennsylvania, Rhode Island, and West Virginia.  Members include AmeriCorps, Senior Corps, and 41 of 42 FEMA Corps teams.

The U.S. Coast Guard’s continuing efforts are focused on removing all restrictions on vessel movement in the Port of New York and New Jersey, as well as its associated waterways, approaches, and anchorages, and to facilitate the delivery of fuel and other critical commodities. 

The Defense Logistics Agency (DLA) has purchased millions of gallons of unleaded and diesel fuel that is being distributed in areas throughout New York, New Jersey and other communities impacted by the storm to supplement ongoing private sector efforts. 

The U.S. Department of Labor announced that national emergency grant funds will be awarded to both New Jersey and New York to assist with cleanup and recovery efforts. More than $15.5 million will be available to the New Jersey Department of Labor and Workforce Development to assist with the restoration of public lands and infrastructure while also providing temporary work to those in need of employment.  More than $27.7 million will be available to the New York Department of Labor to assist with the restoration of public lands and infrastructure.  

The Environmental Protection Agency (EPA) has approved temporary fuel waivers to assist states impacted by Hurricane Sandy. EPA has exercised its authority under the Clean Air Act to temporarily waive certain federal clean gasoline requirements for gasoline sold and distributed in Tennessee, North Carolina, South Carolina, Mississippi, Georgia, Alabama, District of Columbia, New York, Maryland, Connecticut, Delaware, Massachusetts, New Jersey, Pennsylvania, Virginia, New Hampshire, and Rhode Island. The waiver was granted by EPA in coordination with the Department of Energy (DOE).  On November 1, the US Environmental Protection Agency (EPA), in consultation with the U.S. Department of Energy, expanded the emergency waiver of the Ultra-Low Sulfur Diesel (ULSD) fuel specifications to allow the use of high-sulfur heating oil in diesel-powered highway and non-road equipment in addition to non-road vehicles in New Jersey. The waiver will be in effect through November 20.

The U.S. Department of Transportation (DOT) is making $17 million in quick-release emergency relief funds immediately available to New York, North Carolina and Rhode Island to help begin repairing the damage to roads, bridges, and tunnels. Assessments continue throughout the Northeast to determine the full extent of the damage.

The Department of Energy (DOE) continues to work closely with FEMA, and in support of state, tribal, and local officials as the electric industry engages in power restoration efforts.  Daily Situation Reports that detail the storm’s impacts and the restoration activities being taken by the energy sector are available at www.doe.gov.    

The Internal Revenue Service recently announced it is granting taxpayers and tax preparers affected by Hurricane Sandy until Nov. 7 to file returns and accompanying payments normally due on October 31.

The Department of Defense (DoD) continues to coordinate with FEMA, U.S. Northern Command and the National Guard Bureau on providing lifesaving and life sustaining assets to FEMA and governors, as requested, and is available for disaster response to support recovery efforts.  

U.S. Northern Command Regional Defense Coordinating Officers (DCO), and portions of the Defense Coordinating Element (DCE) remain on the ground to validate, plan and coordinate Department of Defense (DoD) support of FEMA’s response operations and to facilitate DOD support of life-saving and response operations. Today, in support of power restoration efforts, Air Mobility Command heavy airlift aircraft supported movement of 61 power restoration vehicles, associated equipment, non-medical personnel and cargo from Travis and March Air Force Bases, Cal., to Stewart International Airport in Newburgh, New York.

The U.S. Department of Housing and Urban Development (HUD) is coordinating with FEMA and affected states to identify housing providers who may have available housing units, including public housing agencies and multi-family owners.  HUD is also speeding federal disaster assistance to Connecticut, New York and New Jersey to provide support to homeowners and low-income renters forced from their homes in the most heavily impacted areas.  The President’s major disaster declarations for Connecticut, New York and New Jersey allow HUD to offer foreclosure relief and other assistance to some families in the designated counties.  This week, HUD also announced it will speed federal disaster assistance to the State of New Jersey, State of New York and State of Connecticut and provide support to homeowners and low-income renters forced from their homes due to Hurricane Sandy.

The Federal Family and Partners Continue to Support States Affected by Storm

BATON ROUGE, La. — The Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program provides supplemental financial assistance to state and local government agencies, certain private nonprofit organizations and federally recognized tribal governments to help pay for response and recovery expenses incurred because of Hurricane Isaac. Assistance is available to eligible applicants in 55 Louisiana parishes.

What type of work is eligible for PA reimbursement? Two types of work are eligible:

  • Emergency Work including removal and disposal of disaster-related debris and emergency measures taken to protect lives and property before, during and after the storm
  • Permanent Repair to roads and bridges, water control facilities, public buildings and equipment, public utilities, and parks and recreational and other facilities that received disaster-related damage

What kinds of nonprofit organizations are eligible? Nonprofits that provide critical services to the public such as:

  • Hospitals and other medical treatment facilities
  • Fire, police and other emergency services
  • Power, water and sewer facilities
  • Educational institutions

And, those that provide essential services* to the public such as:

  • Libraries, museums and zoos
  • Community centers
  • Homeless shelters and rehabilitation centers
  • Senior citizen centers and daycare centers

*Private nonprofits that provide essential services are eligible for PA for emergency work. For permanent repairs they must apply to the U.S. Small Business Administration for a low-interest disaster loan before applying to FEMA.

Who manages the Public Assistance reimbursement program?

The PA program is based on a partnership among FEMA, the state and applicants. FEMA approves grants and provides technical assistance to the state and applicants. The state informs potential applicants about the process, works with FEMA to manage the program and is responsible for disbursing funds and monitoring the grants awarded. Applicants are responsible for identifying damage, providing information necessary for FEMA to approve grants, managing the funded projects and providing documentation to the state that project expenses have been paid.

Does FEMA reimburse 100 percent of eligible expenses?

FEMA’s PA program is a cost-sharing, reimbursement program. FEMA pays 75 percent of eligible costs and the state and/or applicant pays the remaining 25 percent.

What is the sequence of delivery for the PA process?

Submission – The state with FEMA support holds Applicant Briefings throughout the disaster-affected areas to provide an overview of the PA program and answer questions. Applicants usually have 30 days from the date of declaration or designation of the parish to submit a Request for Public Assistance (RPA) to the Governor’s Office of Homeland Security and Emergency Preparedness. Applications are reviewed for eligibility by state and FEMA officials.

Approval – FEMA and state PA specialists meet individually with an applicant at a kick-off meeting to discuss specific needs. Teams visit damage sites and reach a consensus on work needed to return the site to pre-disaster condition.  Applicants have 60 days from kick-off to identify damage. A project worksheet is developed that outlines the scope of work, describes damages and dimensions and estimates the cost for the project. The project is reviewed by FEMA and state environmental and historic preservation specialists, and PA and mitigation specialists, to ensure it complies with all relevant state and federal regulations. If the project is approved it is funded. If the project is denied the applicant has 60 days to appeal the decision.

Emergency measure projects must be completed within 6 months of the declaration or designation of the parish. Permanent repair projects must be completed within 18 months of declaration or designation.

Reimbursement – FEMA provides the approved funds to the state. The state disburses the funds to the applicant. As the project proceeds, the applicant periodically requests funds from the state as invoices are submitted. The state holds the balance of funds until project completion.

Closeout – The state determines the final cost of accomplishing the eligible work and submits information on the completed project to FEMA. The state certifies the actual costs were incurred to complete the eligible work. Applicants must maintain records of completed work for three years after the official closeout. Projects are subject to state and federal audits.

Questions and Answers About FEMA’s Public Assistance Grant Program

BATON ROUGE, La. — The Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Grant Program provides supplemental financial assistance to state and local government agencies, certain private nonprofit organizations and federally recognized tribal governments to help pay for response and recovery expenses incurred because of Hurricane Isaac. Assistance is available to eligible applicants in 55 Louisiana parishes.

What type of work is eligible for PA reimbursement? Two types of work are eligible:

  • Emergency Work including removal and disposal of disaster-related debris and emergency measures taken to protect lives and property before, during and after the storm
  • Permanent Repair to roads and bridges, water control facilities, public buildings and equipment, public utilities, and parks and recreational and other facilities that received disaster-related damage

What kinds of nonprofit organizations are eligible? Nonprofits that provide critical services to the public such as:

  • Hospitals and other medical treatment facilities
  • Fire, police and other emergency services
  • Power, water and sewer facilities
  • Educational institutions

And, those that provide essential services* to the public such as:

  • Libraries, museums and zoos
  • Community centers
  • Homeless shelters and rehabilitation centers
  • Senior citizen centers and daycare centers

*Private nonprofits that provide essential services are eligible for PA for emergency work. For permanent repairs they must apply to the U.S. Small Business Administration for a low-interest disaster loan before applying to FEMA.

Who manages the Public Assistance reimbursement program?

The PA program is based on a partnership among FEMA, the state and applicants. FEMA approves grants and provides technical assistance to the state and applicants. The state informs potential applicants about the process, works with FEMA to manage the program and is responsible for disbursing funds and monitoring the grants awarded. Applicants are responsible for identifying damage, providing information necessary for FEMA to approve grants, managing the funded projects and providing documentation to the state that project expenses have been paid.

Does FEMA reimburse 100 percent of eligible expenses?

FEMA’s PA program is a cost-sharing, reimbursement program. FEMA pays 75 percent of eligible costs and the state and/or applicant pays the remaining 25 percent.

What is the sequence of delivery for the PA process?

Submission – The state with FEMA support holds Applicant Briefings throughout the disaster-affected areas to provide an overview of the PA program and answer questions. Applicants usually have 30 days from the date of declaration or designation of the parish to submit a Request for Public Assistance (RPA) to the Governor’s Office of Homeland Security and Emergency Preparedness. Applications are reviewed for eligibility by state and FEMA officials.

Approval – FEMA and state PA specialists meet individually with an applicant at a kick-off meeting to discuss specific needs. Teams visit damage sites and reach a consensus on work needed to return the site to pre-disaster condition.  Applicants have 60 days from kick-off to identify damage. A project worksheet is developed that outlines the scope of work, describes damages and dimensions and estimates the cost for the project. The project is reviewed by FEMA and state environmental and historic preservation specialists, and PA and mitigation specialists, to ensure it complies with all relevant state and federal regulations. If the project is approved it is funded. If the project is denied the applicant has 60 days to appeal the decision.

Emergency measure projects must be completed within 6 months of the declaration or designation of the parish. Permanent repair projects must be completed within 18 months of declaration or designation.

Reimbursement – FEMA provides the approved funds to the state. The state disburses the funds to the applicant. As the project proceeds, the applicant periodically requests funds from the state as invoices are submitted. The state holds the balance of funds until project completion.

Closeout – The state determines the final cost of accomplishing the eligible work and submits information on the completed project to FEMA. The state certifies the actual costs were incurred to complete the eligible work. Applicants must maintain records of completed work for three years after the official closeout. Projects are subject to state and federal audits.

FEMA Disaster Workshop Brings Tribal Leaders to the Bay Area to Prepare for, Respond to, Recover from Catastrophic Events
FEMA Region 9 strengthens tribal policies, relationships with hundreds of sovereign Indian Nations in California, Arizona, and Nevada

OAKLAND, Calif. —  Nearly 200 tribal leaders, emergency managers, first responders and other disaster preparedness officials, representing more than 60 tribal governments are meeting this week  in Oakland, Ca. with Federal Emergency Management Agency officials , to discuss  how to jointly  prepare for, respond to and recover from the next catastrophic disaster that could strike tribal communities with or without warning in California, Arizona or Nevada.

Regional Administrator Nancy Ward spoke at this year’s second annual Disaster Preparedness Partnership meeting along with Mark Ghilarducci, Secretary for the California Emergency Management Agency. 

“FEMA recognizes that even with the best planning, disasters are inevitable,” said Nancy Ward, FEMA Region 9 Administrator.  “This conference is one of the largest gatherings of its kind, and an excellent venue for tribal, state, and federal leaders and emergency management professionals to share success strategies and apply that knowledge to the unique issues facing our tribal partners today.”

This year’s conference will cover many pressing topics, including the Presidential Preparedness Directive (PPD- 8), tribal grants, the National Disaster Recovery Framework, “Tribes leading Tribes” mentoring program and critical infrastructure resources.  During the current fiscal year, FEMA has provided more than $6 million dollars in federal funding aimed at strengthening core tribal capacities.

Tribal governments are essential partners in building resilient communities and the federal government has a unique government-to-government relationship with federally-recognized tribal governments. 

“This is truly a wonderful collaboration,” said Mark Romero, Chairman, Executive Board, Inter Tribal Long Term Recovery Foundation.  “Especially in light of recent California wildfires it’s so critical that we all work together to establish the best emergency management practices.” 

Tribal lands in Region 9 range from small allotments of a few acres to the Navajo Nation, the largest tribal territory in the country.  More than 28% of these native homes are at or below the poverty level and face unique challenges when confronted by disasters on tribal lands.

Tribal leaders slated to speak at this week’s conference include: Don Watahomigie, Chairman of the Havasupai Tribe; Robert Holden, Deputy Executive Director for the National Congress of American Indians; Cliff Puckett, Emergency Manager for the Salt River Pima Maricopa Indian Community; Ed Naranjo, Chairman for the Goshute tribes of Nevada & Utah; LaVonne Peck, Chairwoman of the La Jolla Tribe; Gary Fredericksen, Fire Chief for the Yocha Dehe Wintun Tribe; Mike Chandler, Fire Commission Member for the Yocha Dehe Fire Department; Wayne Burke, Chairman, Pyramid Lake Paiute Tribe; and Randall Vicente, Governor of the Pueblo of Acoma.

FEMA also provides no-cost training for tribal leaders, emergency planners, first responders, and others.  The following courses are offered at FEMA’s Emergency Management Institute in Emmitsburg, Maryland:

– Emergency Management Framework for Tribal Governments (E580) provides a basic understanding of emergency management principles and how those principles can be used to help develop and implement emergency management systems.

SAN JUAN, PR – As the peak of the hurricane season rapidly approaches and to manage accurate expectations, Federal Emergency Management Agency (FEMA) officials explain the response process to an emergency event and the course of action for any potential federal declaration.

 

“At the local, state and federal governments we are prepared and ready to effectively respond to, recover from, and mitigate against any disaster, but it is important to highlight that it also takes all aspects of a community, volunteer, faith and community-based organizations, the private sector, and the public, including survivors themselves, to prepare because it is possible that assistance could take up to 72 hours to arrive ,” explained FEMA’s Caribbean Area Division Director, Alejandro De La Campa.

 

When an emergency incident occurs, whether a natural or man-made event, the local, state and federal governments engage in a series of responding procedures, which include emergency response measures, communication protocols, organizational structure, terminology and key resources to achieve an even surge of efforts in responding to incidents at all levels of government.

 

In the Territory of the US Virgin Islands (USVI), as well as in the United States, if an effective response is beyond the capability of local and state governments and voluntary organizations, the magnitude and severity of the damage is assessed to determine if federal assistance is needed. This evaluation, known as a preliminary damage assessment (PDA), is conducted by local, state and federal governments and estimates the extent of the disaster and its impact on individuals and public facilities.

 

The Governor of USVI must request a disaster declaration to the President of the United States through the Regional FEMA office. The USVI is under the jurisdiction of FEMA Region II based in New York, which serves New York, New Jersey and Puerto Rico, as well. The request should explain the insufficiency of state and local resources and include: damage estimates, committed resources and requested assistance. 

 

Normally, the PDA is completed prior to the submission of the Governor’s request. However, when an obviously severe or catastrophic event occurs, the Governor’s request may be submitted prior to the PDA. Nonetheless, the Governor must still make the request.

 

A presidential declaration activates assistance under the Stafford Act that includes Individual Assistance for individuals and family households, Public Assistance for government infrastructure and Hazard Mitigation, which grants assistance to local, state governments and certain nonprofit organizations to implement hazard mitigation measures in the declared jurisdiction.

NEW ORLEANS – The Federal Emergency Management Agency recently announced approximately $230,000 to the Louisiana Technical College, officially now named the Capital Area Technical College, for the replacement of contents damaged during Hurricane Gustav throughout their Iberville Parish Westside Campus.

LTC is a public, state technical college with campuses throughout Louisiana. During Hurricane Gustav, LTC’s Region 2 Westside Campus, located at 59126 Bayou Road in Plaquemine, was significantly impacted. The storm’s strong winds damaged the roof of the Main Manual Arts and Multipurpose Classroom Buildings, letting rain enter the buildings and inundate their contents.

In total, FEMA has provided approximately $515,000 for all Gustav-related damages at LTC’s Westside Campus, with the agency’s recent grant of nearly a quarter of a million dollars given for content replacements. Contents damaged by the roof leakages include computers, servers, wireless network adapters and routers, copiers, shredders, video projectors and projector screens.

“This improved project grant supports LTC’s recovery needs at their Westside Campus by providing a simplified funding solution. The college is now able to replace items across general categories versus replacing damaged items individually,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan.

As requested by LTC, FEMA’s latest aid will fund contents under the following four major categories—furnishings, office equipment and supplies, information technology and educational equipment.

“Capital Area Technical College Westside is a public, nonprofit state college that serves students in Iberville and surrounding parishes. In the state’s current economic climate, it would have been extremely challenging to fully recover the losses from Hurricane Gustav. The students, faculty and staff are very grateful that FEMA is covering the damages incurred at the Westside Campus,” said Dr. Kay McDaniel, director of Capital Area Technical College.

To date, FEMA has obligated approximately $15.3 million overall in public assistance funding for recovery efforts at all of LTC’s campuses throughout Louisiana, including those related to hurricanes Katrina and Rita in addition to the mentioned Hurricane Gustav efforts.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.

  • U.S. Department of Energy (DOE), the lead agency for Emergency Support Function 12 – Energy, issues a DOE situation report.

Wednesday, July 4

  • FEMA continues to stage and transfer supplies such as food, water, kits for infants and toddlers, and durable medical equipment to the states as needed, and requested.
  • Twenty-nine FEMA community relations staff work with the West Virginia National Guard Bureau, visiting residents door-to-door to help spread the word about cooling stations, to assess needs and provide situational awareness to the state. In Ohio, Federal Coordinating Officer Michael Moore, highlights the importance of neighbors helping neighbors.

  • FEMA’s Regional Disability Integration Specialists in Philadelphia, Pa. and Chicago, Ill. send out information on Cooling Stations to the disability community, including through the National Federation for the Blind and Deaf advocacy groups, and reached out to these groups to determine needs of affected persons with disabilities.

Saturday, June 30

  • President Obama issues emergency disaster declarations for the State of Ohio for all 88 counties in the state, and the State of West Virginia for all 55 counties in the state. The declaration authorizes FEMA and its federal partners to provide direct federal assistance under the Public Assistance to protect lives and property.
  • President Obama speaks with Ohio Governor John Kasich, Virginia Governor Bob McDonnell, Maryland Governor Martin O’Malley, and West Virginia Governor Earl Ray Tomblin to receive an update on the severe storms, and to express his condolences for the loss of life and his concern for individuals and first responders still confronting the destruction and loss of power that is impacting communities as a result. The President tells the Governors that he has directed FEMA to ensure they continue to provide necessary support to state and local officials in impacted areas as they respond to these events.
  • The President receives an update from FEMA Administrator Fugate on impacts and response activities in states, including parts of Indiana, Kentucky, Ohio, West Virginia, Virginia, Maryland, Pennsylvania, as well as the District of Columbia. The President asks Administrator Fugate to stay in close contact with our partners on the ground to make sure FEMA and federal partners are providing all available support, and to keep him updated as the response and recovery continues.
  • DHS Secretary Napolitano speaks with the Governors of the affected states to express condolences for the loss of life and to ensure that federal support is provided to the states as needed.
  • FEMA Administrator Fugate contacts District of Columbia Deputy Mayor for Public Safety to provide support as needed.
  • A Mobile Emergency Response Support (MERS) team deploys to West Virginia to provide secure and non-secure voice, video, and information services, operations, and logistics support to state response operations, if needed.
  • FEMA activates the National Response Coordination Center (NRCC), a multi-agency center based at FEMA headquarters in Washington, D.C. The NRCC provides overall coordination of the federal response by bringing together federal departments and agencies to assist in the preparations for and response to disasters. Select emergency support functions are activated to support state operations.
  • FEMA activates its Regional Response Coordination Centers (RRCCs) in Chicago, Ill. and Philadelphia, Pa. to support state requests for assistance.
  • FEMA deploys Incident Management Assistance Teams (IMAT) and liaison officers to West Virginia and Ohio State Emergency Operations Centers to coordinate with state and local officials to identify needs and shortfalls impacting disaster response.
  • FEMA Administrator Craig Fugate holds a video teleconference call to discuss the latest developments with the National Weather Service, partner agencies and regional representatives and to assess their needs or shortfalls.

Friday, June 29

  • A line of severe thunderstorms moved across parts of Indiana, Kentucky, Ohio, West Virginia, Virginia, Maryland, Pennsylvania and the District of Columbia causing widespread wind damage and there have been reports of significant power outages and debris.
  • FEMA through its regional offices in Chicago, Ill. and Philadelphia, Pa., begins constant contact with affected states’ emergency management officials. FEMA Region III Regional Administrator MaryAnn Tierney and Region V Regional Administrator Andrew Valasquez III make direct contact with the Emergency Management Directors of the affected states.
