Disaster Recovery Centers Open in Two Louisiana Parishes

Baton Rouge, La. – State and federal recovery officials urge Louisiana residents affected by the March flooding events throughout the state to watch for and report any suspicious activity or potential fraud.

As government agencies and charitable groups began providing disaster assistance, scam artists, identity thieves and other criminals may attempt to prey on vulnerable survivors. The most common post-disaster fraud practices include phony housing inspectors, fraudulent building contractors, bogus pleas for disaster donations and fake offers of state or federal aid.

The Governor’s Office of Homeland Security and Emergency Management (Louisiana) and the Federal Emergency Management Agency advise all residents that no individual with a government disaster assistance agency will call or text asking for financial account information.

Survivors also should keep in mind that federal and state workers never ask for or accept money and always carry identification badges. There is no fee required to apply for or to get disaster assistance from FEMA, the U.S. Small Business Administration or the state.

Scam attempts can be made over the phone, by mail or email, text or in person. Unfortunately, there seems to be no limit to the inventiveness of those wanting to commit fraud. Louisiana residents are asked to remain alert, ask questions and require photo identification when someone claims to represent a government agency.

Those who question the validity of a contact or suspect fraud are encouraged to call the toll free FEMA Disaster Fraud Hotline at 866-720-5721. Complaints also may be made by contacting local law enforcement agencies.

Disaster Declaration Process and Cleaning Up After a Disaster

DENTON, Texas – Cleaning up after a flood? FEMA has some suggestions:
•    Check for damage. Check for structural damage before re-entering your home. If you suspect damage to water, gas, electric or sewer lines, contact authorities.
•    Remove wet contents immediately. Wet carpeting, furniture, bedding and anything else holding moisture can develop mold within 24 to 48 hours. Clean and disinfect everything touched by floodwaters.
•    Tell your local officials about your damages. This information is forwarded to the state so state officials have a better understanding of the extent of the damages.
•    Plan before you repair. Contact your local building inspections or planning office, or your county clerk’s office to get more information on local building requirements.
•    File your flood insurance claim. Be sure to provide: the name of your insurance company, your policy number and contact information. Take photos of any water in the house and damaged personal property. Make a detailed list of all damaged or lost items.
There are also questions about when Federal Assistance is available after a disaster. In simple terms, here’s the process:
A disaster happens. Local officials and first responders respond. These officials see that their communities need assistance in dealing with it. They ask the state for help. The state responds. Sometimes, the state sees that the response is beyond its resources. That’s when the state reaches out to FEMA for assistance.
Typically, before asking for a Major Disaster declaration, the state asks for a preliminary Damage Assessment. This is done by teams composed of state and federal officials. They arrive in the disaster damaged area and local officials show them the most severely damaged areas that they can access.
Among the items considered are:
•    The amount of damage
•    How widespread the damages are, and the number of insured and uninsured properties involved
•    Special needs populations
•    Other disasters the state may be working.
Governors use this information to decide whether to request a disaster declaration. Once a governor decides to request a declaration, it is processed as quickly as possible.
If the President decides there’s a need, he signs a Major disaster declaration for either Individual Assistance, Public Assistance or both, for designated counties.
Individual Assistance means:
Individuals and business owners may be eligible for rental assistance, grants for repairs, or low interest loans from the U.S. Small Business Administration (SBA)for damages to uninsured or underinsured property.
Public Assistance means:
Government entities and certain private non-profit agencies may be eligible to be reimbursed for the cost of repairs to uninsured or underinsured facilities, as well as some costs for labor and materials.
If there is a Major Disaster declaration, survivors may register for assistance at www.disasterassistance.gov, or by calling 1-800-621-3362 or (TTY) 1-800-462-7585.
The Preliminary Damage Assessment teams often take photographs of damaged areas. After a Major Disaster declaration, photographs of your damages are accepted as documentation, in addition to your receipts.

Disaster Declaration Process and Cleaning Up After a Disaster

SACRAMENTO, Calif. – To date, $27 million in total federal assistance has made a large impact on helping survivors of the Butte and Valley wildfires repair and rebuild. The Federal Emergency Management Agency (FEMA), California Governor’s Office of Emergency Services (Cal OES), and the U.S. Small Business Administration (SBA) know it takes a whole community effort to recover.

When personal resources, insurance, and government loans and grants are not sufficient to meet the needs of disaster survivors, local long-term recovery groups (LTRG) are formed to provide safety nets.

LTRGs are coordinated with support from Cal OES and FEMA to help individuals, families, and their communities recover. These groups, which are comprised of representatives from local, state, non-profit, and faith-based organizations, help identify the unmet needs of individuals and families.

“Calaveras Recovers” and “Team Lake County” have established themselves as the LTRGs in their respective counties. Each team consists of organizations that can bring experience, money, manpower, and material to assist with recovery needs. They have executive boards, mission statements, by-laws and subcommittees. Fiduciary sponsors participate to ensure monetary donations are properly managed.

The LTRGs organize community volunteers; provide technical assistance to help nonprofit organizations access whole community resources; and assist in determining the most effective and efficient recovery strategies.

“These LTRGs bring together a wealth of local knowledge, from what people are lacking, to who can provide the help. They truly are a safety net for disaster survivors,” said Tim Scranton, FEMA’s federal coordinating officer for the fires in Calaveras and Lake Counties.

“The services and information provided by LTRGs is another valuable resource to help wildfire survivors recover,” said Charles Rabamad, California’s deputy state coordinating officer for the wildfires.

Backing and guiding the LTRGs are the Voluntary Agency Liaisons (VAL). VALs, consisting of state and FEMA representatives, serve as a source of knowledge for LTRGs based on years of providing disaster recovery efforts and addressing unmet needs.

An LTRG team that is well integrated with local emergency management and is following best practices can have a dramatic positive impact on community recovery. It can become an ongoing resource to address unmet survivor needs, support community efforts to recover, and increase awareness of hazard mitigation measures.

Calaveras Recovers has established a website, www.calaverasrecovers.net, to maintain communication with the public. Site visitors can learn about meetings and see the list of LTRG member organizations.

What is an SBA disaster loan?

When a federal disaster is declared, the SBA is authorized to offer low-interest disaster loans to businesses of all sizes (including landlords), private nonprofit organizations, and to individual homeowners and renters who have sustained damage in the designated counties – in this case  Calaveras and Lake counties.

What’s the most common misunderstanding about SBA disaster loans?

The most common misunderstanding about an SBA disaster loan is the assumption that they are only for businesses. While SBA offers loans to businesses of all sizes, low-interest disaster loans are available to individual homeowners, renters and to private nonprofit organizations alike.

Why should survivors apply?

Survivors referred to the SBA must apply with SBA even if they feel they cannot afford or do not want a loan in order to receive some FEMA assistance.

Whether a loan is wanted or not, the SBA loan application may trigger additional grant assistance through FEMA’s Other Needs Assistance (ONA) program, administered by the state of California.

Some of these additional FEMA grants could include reimbursement for lost personal property, vehicle repair or replacement, moving and storage expenses.

What is available as part of the SBA low-interest disaster loan programs?

Eligible homeowners may borrow up to $200,000 for home repair or replacement of primary residences.

Eligible homeowners and renters may borrow up to $40,000 to replace disaster-damaged or destroyed personal property.

Businesses of all sizes can qualify for up to $2 million in low-interest loans to help cover physical damage.

Small businesses and most private nonprofits suffering economic impact due to the wildfires can apply for up to $2 million for any combination of property damage or economic injury under SBA’s Economic Injury Disaster Loan (EIDL) program.

What are the loan terms?

Interest rates for SBA disaster loans can be as low as 1.875 percent for homeowners and renters, 4 percent for businesses and 2.625 percent for private nonprofit organizations, with terms up to 30 years.

What if I decide to relocate?

You may use your SBA disaster loan to relocate. The amount of the relocation loan depends on whether you relocate voluntarily or involuntarily. If you are approved for an SBA disaster loan you should discuss relocation with your case manager for details on your specific situation.

Is there help available for refinancing?

SBA can refinance all or part of prior mortgages that are evidenced by a recorded lien, when the applicant:

  • Does not have credit available elsewhere,
  • Has suffered substantial uncompensated disaster damage (40 percent or more of the value of the property), 
  • Intends to repair the damage.

Homes: Homeowners may be eligible for the refinancing of existing liens or mortgages on homes, and in some cases up to the amount of the loan for real estate repair or replacement.

Businesses: Business owners may be eligible for the refinancing of existing mortgages or liens on real estate, machinery and equipment, and in some cases up to the amount of the loan for the repair or replacement of real estate, machinery and equipment.

When SBA loan officers discuss their approval recommendations they will include a discussion on refinancing if applicable to your application. 

What are the deadlines to apply?

California survivors have until Nov. 23, 2015 to apply for SBA disaster loans. This is also the deadline for survivors to register with FEMA.

Eligible small businesses applying for only the EIDL program have until June 22, 2016 to apply.

Disaster survivors who are notified by the SBA that they may be eligible for low-interest disaster loans should work directly with the SBA to complete the application.

SACRAMENTO, Calif. – Since wildfires swept Lake and Calaveras counties, the California Governor’s Office of Emergency Services (Cal OES), the Federal Emergency Management Agency and the U.S. Small Business Administration’s (SBA) mission has been to help individuals, families and businesses recover from the disaster.

As of today, FEMA and the SBA have approved more than $20 million in federal disaster assistance for California survivors.

Here is a snapshot of the disaster-recovery effort as of Oct. 29, 2015:

  • The SBA has approved more than $10.3 million in low-interest disaster loans to businesses, private nonprofit organizations, homeowners and renters.
  • More than 3,500 Californians have contacted FEMA for information or registered for assistance with FEMA and nearly $9.7 million has been approved. 
    • Housing Assistance approved: more than $6.4 million
    • Other Needs Assistance approved: nearly $3.3 million
  • Three Disaster Recovery Centers (DRC) are open in the affected areas. To date, more than 3,300 survivors have been assisted at DRCs in Calaveras and Lake counties. To locate the nearest center, survivors can go to FEMA.gov/DRC or call the FEMA helpline, 800-621-FEMA (3362); TTY 800-462-7585; 711 or Video Relay Service (VRS), call 800-621-3362.
  • Inspectors in the field have made 2,671 home inspections – completing 99 percent of those required to date.
  • Disaster Survivor Assistance teams have had 7,300 survivor interactions and made more than 1,700 whole community referrals.

Survivors who sustained disaster-related losses in Calaveras and Lake counties should register with FEMA by the Nov. 23, 2015 deadline. Survivors can register online at DisasterAssistance.gov or by calling 800-621-3362; TTY 800-462-7585; 711 or Video Relay Service (VRS), call 800-621-3362.

FEMA’s temporary housing assistance and grants for public transportation expenses, medical and dental expenses, and funeral and burial expenses do not require individuals to apply for an SBA loan. However, applicants who are referred to SBA for a disaster loan must apply to be eligible for additional FEMA assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.

The SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps businesses of all sizes, private non-profit organizations, homeowners and renters fund repairs or rebuilding efforts and cover the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations. Federal Assistance for California Wildfire Survivors Tops $20 Million

SACRAMENTO, Calif. – The California Governor’s Office of Emergency Services will conduct applicant briefings in Lakeport Monday and in San Andreas Wednesday to inform representatives of local government agencies and certain private nonprofits how to file requests for assistance with losses caused by the Butte and Valley fires in Lake and Calaveras counties.

Affected local governments in the two counties are able to apply for Public Assistance from the Federal Emergency Management Agency to fund 75 percent of the approved costs for debris removal, emergency protective measures, and the repair, restoration or replacement of damaged public facilities.

Public Assistance may also be provided for damage to facilities owned by certain private non-profit organizations that operate and maintain educational, utility, emergency, medical, custodial care and other essential governmental-type service facilities.

California provides a cost share of 75 percent of the remaining 25 percent to local government.
