FEMA disaster assistance may be available for reinterment efforts in Louisiana cemeteries, where floodwaters have dislodged or destroyed caskets, vaults, and mausoleums.

FEMA disaster assistance for reinterment of exposed human remains or dislodged burial vessels is available to individual survivors and cemeteries on a case-by-case basis. Factors that affect eligibility for assistance include where the cemeteries are located, who has legal responsibility for them, and who has legal ownership of them.

Private versus Public Cemeteries

When determining eligibility for FEMA reinterment assistance,

  • Private refers to:
    • Cemeteries owned and operated by a private entity
    • Cemeteries owned and operated by a private nonprofit (PNP) entity
    • Cemeteries maintained by an individual or family on their own private property
  • Public refers to:
    • Cemeteries owned and operated by a governmental entity
    • Abandoned private cemeteries for which a governmental entity has assumed full legal responsibility

FEMA Reinterment Assistance Regarding Private Cemeteries

  • Reinterment costs may be eligible, regardless of the cemetery type, when those costs are the legal responsibility of an individual and not the cemetery
  • Individuals or families who maintain a cemetery on their own private property may also be eligible for reinterment assistance through the Other Needs Assistance provision of FEMA’s Individuals and Households Program
  • In order to be considered for reinterment assistance from FEMA, individuals or families must register with FEMA and provide the following documentation:
    • A signed statement from an authoritative medical official (e.g., a coroner or medical examiner) stating that the disinterment was a direct result of the flooding
    • Receipts or verifiable estimates for reinterment expenses that prove the cost for reinterment will fall upon the individuals being considered for assistance
    • Any applicable documentation of burial insurance or prior reinterment assistance from any voluntary or governmental agency
  • Survivors can register with FEMA by going online with any computer, smartphone or tablet to DisasterAssistance.gov, calling the FEMA helpline at 800-621-3362, or downloading the FEMA mobile app
  • Individuals or families who receive reinterment assistance may be reimbursed for:
    • Transferring remains
    • Caskets, containers, vaults or urns that were damaged
    • Markers or headstones that were damaged
    • Necessary costs related to identifying remains
    • Necessary work at the gravesite to reinter remains
  • Individuals or families who receive FEMA reinterment assistance are responsible for understanding and abiding by any applicable local, parish,or state laws or ordinances regarding human remains and their interment

FEMA Reinterment Assistance for Public Cemeteries

  • Public cemeteries may be eligible for FEMA reinterment assistance through FEMA’s Public Assistance program
  • In order to be considered for FEMA reinterment assistance through the Public Assistance program, the owner and/or operator of the public cemetery must apply via louisianapa.com
  • Owners and/or operators of public cemeteries who receive FEMA reinterment assistance are responsible for understanding and abiding by any applicable local, parish, or state laws or ordinances regarding human remains and their interment

BATON ROUGE, La. – A disaster recovery center is opening Sunday, Sept. 4, in Acadia Parish to assist Louisiana flood survivors. The center is open 8 a.m. to 6 p.m., seven days a week, until further notice.

Disaster recovery centers are staffed by representatives from the Governor’s Office of Homeland Security and Emergency Preparedness, the Federal Emergency Management Agency, U.S. Small Business Administration, National Flood Insurance Program specialists, volunteer groups and other agencies. These representatives are available to provide information about disaster assistance, flood insurance, personal and property risk reduction and low-interest disaster loans for homeowners, renters and businesses. They can also help survivors apply for federal disaster assistance.

Disaster Survivor Assistance (DSA) teams are canvassing many affected areas and are able to register people for FEMA assistance if needed. Sometimes these teams will remain in certain locations convenient to the community, such as a library or mayor’s office. When residents require further assistance the teams may refer them to a disaster recovery center nearby.

It is not necessary to visit a center to register for and receive federal disaster assistance. If possible, survivors should register with FEMA before visiting a recovery center.

Disaster survivors who are deaf, hard of hearing or have a speech disability and use a TTY may call 800-462-7585 to register. Those who use 711 or Video Relay Service or require accommodations while visiting a center may call 800-621-3362. All disaster recovery centers are accessible and equipped with tools to accommodate disaster survivors who need disability-related communication aids. Low-interest disaster loans from the SBA are available for businesses of all sizes including landlords, private nonprofit organizations, homeowners and renters. Disaster loans cover losses not fully compensated by insurance or other recoveries.

Disaster Recovery Center to Open in Acadia Parish for Louisiana Survivors

BATON ROUGE, La. – If you are cleaning out your home and removing flood-damaged materials, be aware of potentially hazardous wastes and dispose of them properly.

Hazardous waste should always be separated from non-hazardous materials. Types of hazardous waste includes:

  • Cleaning products such as bleach, ammonia, and polishes

  • Pesticides and repellants

  • Automotive fluids

  • Paints, varnishes, and solvents

  • Batteries, fluorescent lightbulbs, and items containing mercury

  • Fire starters, accelerants, and other flammable items

Materials contaminated with flammable products should be separated from all other waste and stored in a well-ventilated area. If stored outdoors, flammable materials should be placed in a covered, fire-resistant container to prevent soil or groundwater contamination.

In the case of a chemical or oil spill, survivors are encouraged to call local authorities before contacting the Louisiana Department of Environmental Quality (DEQ) at 1-888-763-5424.

Take Extra Care with Hazardous Waste

CHARLESTON, W.Va. – Thousands of West Virginians were displaced from their homes by the June 22-29 severe storms, floods, landslides and mudslides. FEMA gave grants to more than 2,500 households to help them pay for a temporary place to live. If your household received rental assistance from FEMA, you must let FEMA know if you have a continuing need for it.

Perhaps repairs to your home may be completed and you can move back in. If you’re seeking a new home, you may have found it.  However, your home may not be ready to return to or you may not yet have found more permanent housing. If that is your situation, you can ask FEMA for additional rental assistance.

You should have received a letter explaining the process and a form to fill out and return to FEMA along with:

  • Utility bills from before and after the disaster.

  • If you are a renter, a copy of your pre-disaster lease.

  • For renters or homeowners, a copy of the current lease or rental agreement signed by the person who applied for FEMA assistance and the landlord.

  • Rental receipts, canceled checks or money orders showing that you used your rental assistance to pay rent or a security deposit.

  • Income statements from before and after the disaster for all wage earners living in the household.

You must complete the FEMA application to apply for continued rental assistance. FEMA evaluates the information to determine if your household has a financial need for additional assistance.

CHARLESTON, W.Va. – If you applied for assistance from the Federal Emergency Management Agency (FEMA) and were referred to the U.S. Small Business Administration (SBA), there are many good reasons to submit a loan application.

The deadline to apply for an SBA low-interest disaster loan is Wednesday, Aug. 24. If you don’t apply before that date, you may not be eligible to receive the help that may be available to you, not only from SBA but also from FEMA.

SBA offers low-interest disaster loans to homeowners, renters, businesses of all sizes and private nonprofit organizations for physical damage from the severe storms, flooding, landslides and mudslides that occurred June 22-29. The following counties are eligible to apply: Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers and Webster.

Some of the top reasons for submitting an SBA loan application include:

  • SBA can help renters and homeowners repair or replace disaster-damaged personal property. Renters, as well as homeowners, may be eligible to borrow up to $40,000 to repair or replace clothing, furniture, appliances and damaged vehicles.

  • A future insurance settlement may fall short. You may find out that you are underinsured for the amount of work it takes to repair or replace your damaged home. An SBA low-interest disaster loan can cover the uninsured costs. By submitting the application, you may have loan money available when it’s needed. SBA may approve a loan for the repair or replacement of a home up to $200,000. The loan balance may be reduced by your insurance settlement. However, the opportunity for an SBA loan may be lost if you wait until after the deadline expires on Aug. 24.

  • You are not required to accept a loan even if you qualify for one.

  • If SBA determines you aren’t eligible for a home loan, they will refer you back to FEMA. This could make you eligible for more FEMA aid.

  • Interest rates on SBA loans may be more affordable than you think. Get in touch with an SBA representative to get details.

Many good reasons to apply for an SBA loan before the Aug. 24 deadline

CHARLESTON, W.Va. – If you are a disaster survivor in West Virginia you may not know you can get help from the U.S. Small Business Administration (SBA) that could lead to a smarter, faster recovery for businesses, homeowners, renters or private nonprofits.

The first step is to register with the Federal Emergency Management Agency (FEMA). Once you have done that, both FEMA and SBA encourage you to apply for a low-interest disaster SBA loan to help fund your recovery and to ensure the federal disaster recovery process continues. 

An SBA low-interest disaster loan is a primary source of funds for real estate property repairs and for replacing contents destroyed in the severe storms, flooding, landslides, and mudslides that occurred June 22-29.

Physical Damage Disaster Loans

Businesses and private nonprofit organizations of any size may borrow up to $2 million to repair or replace disaster damaged or destroyed real estate, machinery and equipment, inventory and other business assets.

If your SBA loan application is approved, you may be eligible to borrow additional funds to cover the cost of improvements that will protect your property against future damage. Examples

include elevating utilities, water heaters and furnaces, and installing retaining walls and sump pumps. Applicants may be eligible for an SBA loan increase, for mitigation purposes, of up to 20 percent of their physical damage.

Interest rates are as low as 4 percent for businesses and 2.625 percent for nonprofit organizations, with terms up to 30 years. Loan amounts and terms are set by the SBA and are based on each applicant’s financial condition.

Economic Injury Disaster Loans

SBA also offers a working capital loan to relieve the economic injury caused by the disaster. A disaster loan is available to eligible businesses as well as private nonprofits even if the property was not damaged by the June storms.

These loans are for small businesses, small agricultural cooperatives, small businesses engaged in aquaculture and certain private nonprofit organizations of all sizes to cover unpaid bills and lost business due to the disaster. Economic Injury Disaster Loans are available in amounts up to $2 million. The total of both physical damage and economic injury loans cannot exceed $2 million.

Eligible counties for both Physical and Economic Injury Disaster Loans

The disaster declaration covers the counties of Clay, Fayette, Greenbrier, Jackson, Kanawha, Lincoln, Monroe, Nicholas, Pocahontas, Roane, Summers and Webster in West Virginia, which are eligible for both Physical and Economic Injury Disaster Loans from the SBA. 

Eligible counties for Economic Injury Disaster Loans only

Small businesses and most private nonprofit organizations in the following adjacent counties are eligible to apply only for SBA Economic Injury Disaster Loans: Boone, Braxton, Cabell, Calhoun, Lewis, Mercer, Logan, Mason, Mingo, Pendleton, Putnam, Raleigh, Randolph, Upshur, Wayne, Wirt and Wood in West Virginia; Alleghany, Bath, Craig and Giles and Highland in Virginia; and Meigs in Ohio

Deferred Disaster Loan payments

The first payment for a disaster loan is due five months from the date of the SBA note.

Deadlines

The deadline to apply for an SBA Physical Damage loan is Aug. 24, 2016.

The deadline to apply for an SBA Economic Injury Disaster loan is March 27, 2017.

  • You can submit your SBA disaster loan application in one of three ways:  online at https://disasterloan.sba.gov/ela/; in person at a Disaster Recovery Center (DRC); or by mail. SBA has staff at all DRCs to provide one-on-one assistance to businesses of all sizes, homeowners and renters in submitting their application.

Do not wait for an insurance settlement before submitting an SBA loan application. You can begin your recovery immediately with a low-interest SBA disaster loan. The loan balance will be reduced by the insurance settlement if you receive one. SBA loans may be available for losses not covered by insurance or other sources.

Remember, you don’t have to accept the loan if you qualify for one.

SBA Disaster Business Recovery Centers (BRCs) help businesses get back on their feet from damage they sustained during the storms. The BRCs are a resource where businesses can meet face-to-face with SBA representatives to learn how a low-interest disaster loan can help them recover. The deadline to apply for an SBA physical damage loan is the same as for FEMA assistance, Wednesday, Aug. 24. There is no fee to apply for a loan and you do not have to accept one even if it is offered.

Charleston, W.Va – All survivors who sustained damage or losses from the June flooding can get help from local Disaster Recovery Centers (DRCs).

If you need an accommodation or assistance due to a disability, please notify Federal Emergency Management Agency (FEMA) staff at the time of registration or anytime throughout the assistance process.

Survivors can meet face-to-face with various agencies and service providers at each DRC. All FEMA DRCs are equally accessible to people with disabilities and provide assistance tools. Use the DRC Locator at http://asd.fema.gov/inter/locator/home.htm to find the DRC closest to you.

The DRCs meet Rehabilitation Act standards:

CHARLESTON, W. Va. – Effective Sunday, July 17, Disaster Recovery Centers (DRCs) in West Virginia will be closed on Sundays and begin operating weekly under new hours.

The new operating hours are Monday through Saturday, 8 a.m. to 6 p.m. All DRCs will be closed on Sundays, including this Sunday, July 17.

BATON ROUGE, La. – The people of Louisiana have had a rough time. Almost everyone knows someone who is still getting their life back on track after the March 8 through April 8 floods. You may be one yourself.

You owe it to yourself to see if you qualify for help from the Federal Emergency Management Agency before the deadline to register expires Monday, June 13.

Don’t miss out. If you live in one of the 36 designated parishes and had disaster related damage or loss, here’s how you can find out what may be available. Be sure to do it by June 13:
