Flood maps show the extent to which areas are at risk for flooding, and when updated maps become effective, they are used to help determine flood insurance and building requirements.

The open houses provide residents of these coastal areas the opportunity to see the preliminary maps, learn about their risk of flooding and ask questions about what the new maps will mean for their property. Residents can meet one-on-one with specialists who will be available to talk about flood insurance, engineering, building permits and more.  Home and business owners, renters, real estate agents, mortgage lenders, surveyors and insurance agents are encouraged to attend the open house.

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) is pleased to announce the members of the 2015-2016 National Youth Preparedness Council (Council).

Created in 2012, the Council brings together youth leaders from across the country that are interested in advocating on behalf of preparedness and making a difference in their communities. The Council supports FEMA’s commitment to involving youth in preparedness-related activities. It also provides an avenue to engage youth by taking into account their perspectives, feedback and opinions.  Council members will meet with FEMA staff members throughout their term to provide input on strategies, initiatives and projects.

Preparedness education empowers youth to keep themselves and others safe in an emergency; encourages them to share preparedness information with their families, schools and communities; and reduces anxiety about potential disasters.

The six new members of the Council were selected based on their dedication to public service, community involvement and potential to expand their impact as national advocates for youth preparedness. The members selected in 2015 are:

Digital Preliminary Flood Maps For Polk County Ready For Public Viewing

ATLANTA—Ten years ago “Ivan the Terrible,” as the deadly hurricane was dubbed, ripped across the Gulf Coast as the strongest storm of the 2004 season. Ten years later, Hurricane Ivan serves as a reminder that the time to prepare for the next hurricane is now.

Ivan is remembered for its storm surge, extensive rains, and 117 tornadoes that caused coastal and inland flooding and tornado damage across much of the southeastern United States. Strong winds spread well inland—damaging homes, and downing trees and power lines. Ten states from Louisiana to New York received federal disaster declarations, including five in the southeast.

Ivan made its first U.S. landfall on September 16, as a strong Category 3 hurricane, just west of Gulf Shores, Alabama, with its strongest winds occurring near the Alabama-Florida panhandle border. Wind and high surf caused extensive damage to Innerarity Point and Orange Beach, Alabama. In Florida, storm surge took out portions of the Interstate 10 bridge system in Pensacola Bay and Perdido Key was significantly damaged. Thousands of homes in Baldwin County (Alabama) and Escambia, and Santa Rosa Counties in Florida were damaged or destroyed. In Escambia County alone debris piles were more than three-quarters of a mile long and 70 feet high. In all, Ivan was the most destructive hurricane to affect this area in more than 100 years.

“Hurricane Ivan serves as a reminder, especially during National Preparedness Month, that we all need to be ready for disasters and emergencies,” said FEMA Region IV Acting Regional Administrator Andrew Velasquez III. “September is also the height of hurricane season, so preparing now is even more critical for families and businesses in the Southeast.”

The new maps were produced through a partnership between Palm Beach County, the South Florida Water Management District, and the Federal Emergency Management Agency (FEMA). They are more precise than older maps because better flood hazard and risk data and the latest science available have been applied to make the maps more accurate, with the ultimate goal of protecting property owners and the community from the risks associated with flooding. Additionally, flood risks change over time due to construction and development, environmental changes, floodplain widening or shifting, and other factors—which is why it’s important that maps are updated periodically.

Flood maps are being updated for communities across the country. This is a collaborative process, during which FEMA works closely with local communities to incorporate the latest and most accurate information into the maps so that they better reflect the risk that communities face.

Property owners—both homeowners and business owners—renters, realtors, mortgage lenders, surveyors and insurance agents are encouraged to attend the open house and take advantage of this opportunity to meet with specialists and ask questions, and learn more about flood risk and hazard mitigation within their communities. Residents may also visit their local community’s office to view the maps in person, or call their local floodplain manager with questions about where their property is located on the preliminary maps.

Palm Beach County’s preliminary maps have not yet been officially adopted and will become effective after a public comment period. This period allows property owners to submit comments and appeals if they can show that the maps are in error. Specialists will be available at the open houses to address questions that residents may have about this process. Once all comments are received and addressed, Palm Beach County may adopt the maps. 

By law, federally regulated or insured mortgage lenders require flood insurance on properties that are located in areas at high risk of flooding. Even people living outside of high-risk areas can experience flooding, which is the most common and costly natural disaster in the U.S. That’s why everyone, regardless of their flood zone, should take steps to financially protect themselves from a disaster which affects far too many communities each year. The primary way to do that is by purchasing flood insurance. It’s available at affordable rates through the National Flood Insurance Program (NFIP), a voluntary program administered by FEMA.

Standard homeowners’, business owners’, and renters’ insurance policies don’t cover flood damage, so flood insurance is an important consideration for everyone. NFIP policies can be purchased from any state licensed property and casualty insurance agents who people already deal with for other property insurance needs. Palm Beach County Residents Invited To See Preliminary Flood Maps

ATLANTA – September 5 marks 10 years since Hurricane Frances hit Florida and brings timely reminders to be prepared for hurricanes.

Floridians were still recovering from Hurricane Charley as Frances bore down on the east coast of Florida three weeks later. Frances was as big as the state of Texas and twice the size of Charley. As Frances moved slowly over the ocean and approached the coast, orders were given and 2.8 million residents of 41 Florida counties evacuated—the largest evacuation in Florida’s history since Hurricane Floyd in 1999. Frances made landfall on Florida’s east coast as a Category 2 hurricane early on September 5, crossed the Florida Peninsula, and later that night made a second landfall in the Big Bend region.

While Hurricane Frances is remembered for the evacuation, situations requiring people to leave their homes, can happen without warning. Hurricanes may give residents a day or two to move to a safer location, but a fire, chemical spill or transportation accident may require immediate evacuation. Many disasters allow little time for people to gather even the most basic necessities, which is why planning now is essential.

  • More than $649 million for emergency protective measures, or for the repair or replacement of public infrastructure and public utilities;
  • More than $99 million in funding for mitigation projects to help reduce damage from future storms.

The U.S. Small Business Administration provided:

  • More than $227 million in low-interest disaster loans to nearly 11,000 renters and homeowners;
  • More than $200 million to nearly 2,000 businesses.

Ten Years Later: Remembering Hurricane Frances

ATLANTA – September’s National Preparedness Month reminds us of the importance of preparing for hurricanes. While the southeast is no stranger to life-changing hurricanes, this September marks 10 years since hurricanes Charley, Frances, Ivan and Jeanne affected Florida and other states, 15 years since Hurricane Floyd crossed North Carolina’s coast and 25 years since Hurricane Hugo in South Carolina. Each storm left its own unpredictable mark on the people and communities they touched. Some hurricanes brought fierce winds that tore through everything in their path, and others, storm surge and flooding that destroyed coastlines and infrastructure. Several had the wicked combination of dangerous wind and rain.

The most valuable lesson each of those storms provides for us today is that – the time to prepare for the next hurricane is now.  Each week in September, FEMA will focus on a specific area of preparedness. National Preparedness Month culminates on September 30 with America’s PrepareAthon!, a national day of action to encourage individuals, businesses, organizations and communities to take part in preparedness activities.

The Florida Four—August 13, September 5, 16, and 26, 2004

Charley, Frances, Ivan and Jeanne, known as the “Florida four in ‘04,” had widespread impact beyond just the Sunshine State.  However, their impact on Florida was particularly unique. It was the first time four hurricanes hit a single state in one year since the 1886 Texas hurricane season.  

Hurricane Charley, a fast and windy storm, struck Punta Gorda, Fla. on Friday, Aug. 13 and later moved through South Carolina. Hurricane Frances was a slow-moving, large storm that made landfall on Sept. 5 and brought notable storm surge to both Florida coasts. In addition to creating more than 100 tornadoes, Frances dumped heavy rain across the eastern U.S. causing near-record flooding.

On Sept. 16, Hurricane Ivan made landfall just west of Gulf Shores, Ala., with its strongest winds over the southern Alabama/western Florida panhandle border. The storm also brought significant rain and tornadoes across much of the southeastern United States. Ten days later, on Sept. 26–seven weeks after Hurricane Charley–Hurricane Jeanne made landfall just east of Stuart, Fla. Jeanne moved across central Florida then across Georgia with heavy rain.

In Florida alone, FEMA provided nearly $4 billion to individuals and communities for the recovery from the four storms. This included grants for rental assistance, home repair, and other disaster related expenses, crisis counseling, disaster legal services, disaster unemployment assistance, manufactured housing, debris removal, and the repair or replacement of infrastructure. At the time, FEMA’s response to the four hurricanes was the largest in the agency’s 26-year history.

Hurricane Floyd—September 16, 1999

Slow-moving and massive, Hurricane Floyd hit the North Carolina coast near Cape Fear weakening from a Category 4 to a Category 2 hurricane just before landfall. Florida, Georgia, South Carolina and North Carolina experienced the largest evacuation effort in American history at that time. Traffic engineers estimated 3 million people took to the highways creating the largest, longest, and most incredibly snarled traffic jam ever known.

Whole North Carolina towns, such as Princeville in Edgecombe County and Seven Springs in Wayne County, were inundated. Water rose to rooftops and traffic lights and stayed there for weeks. In all, it is estimated that Floyd’s floodwaters damaged 57,000 structures in North Carolina — 7,000 of which were destroyed, and 17,000 classified as uninhabitable. The state opened 230 shelters and housed up to100,000 homeless flood survivors. Two-thirds of the state was declared a disaster.

Floyd continued along the coast of the Mid-Atlantic into New England bringing significant flooding to areas already saturated by Tropical Storm Dennis two weeks earlier. In addition to North Carolina, 12 states received federal disaster declarations from Florida to Maine. FEMA provided more than $2.4 billion for recovery in the 13 states.

Hurricane Hugo—September 21, 1989

Hurricane Hugo made landfall just north of Charleston, South Carolina, at midnight Sept. 21, 1989, as a Category 4 hurricane with 135 mph winds and rolled through South Carolina on a northwest path.

The storm’s high winds extended far inland and storm surge inundated the South Carolina coast from Charleston to Myrtle Beach. Hours later, the storm tore through much of North Carolina. It was

the strongest hurricane on record to hit South Carolina, and the second strongest hurricane (since reliable records began in 1851) to hit the East Coast north of Florida. Only Hurricane

Hazel of 1954 (Category 4, 140 mph winds) was stronger.

More deadly and destructive than Hurricane Hugo’s 135 mph winds were the surging tides accompanying landfall. The combination of high tide, the tidal surge preceding Hugo and waves generated by the storm inundated a wide area of coastal plain.

In Charlotte, North Carolina, residents lost power for up to 18 days as thousands of trees, broken limbs and debris severed power lines.

In South Carolina alone, FEMA provided $82 million to individuals and families for housing and other disaster-related expenses and $236 million for debris removal, public utility and infrastructure repair or replacement and emergency protective measures.

A Decade After 2004 Storms, FEMA Urges Hurricane Preparedness

PENSACOLA, Fla. – Those affected by the spring storms and flooding will still be able to reach the Federal Emergency Management Agency for follow-up questions and will have access to other disaster services and resources after today’s registration deadline of July 21.

Florida survivors in designated counties of Escambia, Jackson, Okaloosa, Santa Rosa and Walton counties who still haven’t registered for disaster assistance, should contact DisasterAssistance.gov or m.fema.gov on a smartphone by 11:59 p.m. EST or by calling 800-621-3362 or TTY 800-462-7585 by 10 p.m. EST.

Applicants who have registered before the deadline, but discover that their insurance has not covered all losses, have up to a year to submit additional documentation to FEMA. Assistance may be available for essentials, such as septic systems, if they are not covered by homeowner insurance policies.

Those who would like to contact FEMA after the deadline for additional information can call FEMA’s helpline at 800-621-3362 or TTY 800-462-7585. Helpline hours are 7 a.m. to 10 p.m. seven days a week. Multilingual operators are available.

Since the May 6 disaster declaration, the SBA has approved more than $37.6 million in low-interest disaster loans for qualified homeowners, renters, businesses of all sizes and private nonprofit organizations. More than $33 million from FEMA’s Individual Assistance program has been approved for homeowners and renters. This includes more than $27.3 million in rental expenses and essential home repairs, and nearly $5.7 million to help cover other expenses, such as lost or damaged personal property.

FEMA Deadline Not the End of Flood Recovery in Florida

PENSACOLA, Fla. – Those affected by the spring storms and flooding will still be able to reach the Federal Emergency Management Agency for follow-up questions and will have access to other disaster services and resources after today’s registration deadline of July 21.

Florida survivors in designated counties of Escambia, Jackson, Okaloosa, Santa Rosa and Walton counties who still haven’t registered for disaster assistance, should contact DisasterAssistance.gov or m.fema.gov on a smartphone by 11:59 p.m. EST or by calling 800-621-3362 or TTY 800-462-7585 by 10 p.m. EST.

Applicants who have registered before the deadline, but discover that their insurance has not covered all losses, have up to a year to submit additional documentation to FEMA. Assistance may be available for essentials, such as septic systems, if they are not covered by homeowner insurance policies.

Those who would like to contact FEMA after the deadline for additional information can call FEMA’s helpline at 800-621-3362 or TTY 800-462-7585. Helpline hours are 7 a.m. to 10 p.m. seven days a week. Multilingual operators are available.

The U.S. Small Business Administration also has a customer service line for survivors who have questions about their low-interest disaster loans. For information, call 800-659-2955 or TTY 800-877-8339, or send an email to DisasterCustomerService@sba.gov.

Since the May 6 disaster declaration, the SBA has approved more than $37.6 million in low-interest disaster loans for qualified homeowners, renters, businesses of all sizes and private nonprofit organizations. More than $33 million from FEMA’s Individual Assistance program has been approved for homeowners and renters. This includes more than $27.3 million in rental expenses and essential home repairs, and nearly $5.7 million to help cover other expenses, such as lost or damaged personal property.

Survivors who are experiencing stress as a result of the spring storms and flooding can call the disaster distress helpline any time at 800-985-5990. Residents can also text “TalkWithUs” to 66746.

Survivors who need additional help can call the 2-1-1 information helpline to connect with more than 2,000 local health and human service programs. Residents may also text their zip code to 898-211. FEMA Deadline Not the End of Flood Recovery in Florida

PENSACOLA, Fla. – Sixty days after a violent storm system brought massive flooding to Northwest Florida, $66.5 million in disaster assistance has been approved to help homeowners, renters and business owners recover.

Residents affected by the storms and flooding from April 28 to May 6 in Escambia, Jackson, Okaloosa, Santa Rosa and Walton counties have until Monday, July 21, to register for disaster assistance with the Federal Emergency Management Agency.

Survivors can register online at DisasterAssistance.gov or at m.fema.gov on a smartphone. Survivors may also apply by phone at 800-621-3362 or TTY 800-462-7585.

More than 14,200 survivors have been in touch with FEMA seeking help or information on disaster assistance following what local officials called the worst flood in this part of the state in decades.

Since the May 6 disaster declaration, more than $32.1 million in Individual Assistance has helped more than 6,600 homeowners and renters who were affected by the spring storms and flooding. This includes more than $26.6 million in rental expenses and essential home repairs, and nearly $5.5 million to help cover other essential disaster-related needs, such as medical and dental expenses and lost personal possessions.

In addition, the U.S. Small Business Administration has approved more than $34.4 million in low-interest disaster loans for qualified homeowners, renters, businesses of all sizes and private nonprofit organizations.

The Public Assistance cost-share program may also be available to reimburse state agencies, local governments and certain private nonprofit organizations. These reimbursements can help pay for debris cleanup, repairs to damaged facilities and infrastructure, and for costs incurred in protecting lives and property during the floods. The program also provides mitigation funds to help rebuild infrastructure that is better able to withstand future storms.

In addition to state and federal disaster assistance programs, survivors have benefitted from a wider array of disaster services and resources, including disaster unemployment assistance, free legal services, disaster-related stress help and guidance on flood insurance.

FEMA is continuing to work with state and local partners to connect survivors to recovery resources in their communities. Survivors who need extra help are encouraged to call Florida’s 2-1-1 information helpline or visit HelpNWFLrecover.org.

Several voluntary agencies, local community- and faith-based organizations and other nonprofit groups are working with survivors to help them tackle their longer term needs. Among these voluntary agencies are the American Red Cross, United Way, Volunteer Florida, Operation Blessing, Florida Baptists and Samaritan’s Purse.

FEMA housing inspectors have completed more than 11,100 home inspections – an important step in determining eligibility for housing assistance.

Several crews of FEMA disaster survivor assistance specialists and FEMA Corps members arrived in the affected area just days after the major disaster declaration to provide on-site registration assistance, as well as on-the-spot needs assessments and referrals. Crews met with more than 7,000 survivors and registered 815 individuals and households.

Approximately 5,880 visits were made to five disaster recovery centers and a temporary registration intake center to get information and apply for disaster assistance.

More than 3,300 people have met with FEMA mitigation specialists at disaster recovery centers and home improvement stores for advice and tips on how to rebuild safer and stronger.

62 requests have been made for FEMA’s Public Assistance program by eligible state agencies, local governments and certain private nonprofits. Requests for public assistance start the process of getting eligible costs reimbursed, which helps get communities back on track following a disaster.
