ATLANTA– People who live in Cheatham County including Pegram, Kingston Springs;  Williamson County including Fairview, Franklin, Brentwood; and Dickson County, Tenn., are invited to look at newly revised preliminary digital flood insurance rate maps at a public open house on March 3, 2015. Flood maps show the extent to which areas are at risk for flooding, and are used to help determine flood insurance and building requirements.

The open house will provide the residents within this watershed and its counties and municipalities with the opportunity to see the preliminary maps, learn about their risk of flooding, and ask questions about what the new maps will mean for their property. Residents can meet one-on-one with a variety of specialists who will be available to talk about flood insurance, engineering, building permits and more.

The new maps were produced through a partnership with Harpeth Watershed counties and municipalities, the state of Tennessee, and the Federal Emergency Management Agency (FEMA). They are more precise than older maps because better flood hazard and risk data and the latest science available have been applied to make the maps more accurate. The ultimate goal is to protect property owners and the community from the risks associated with flooding. Flood risks do change over time due to construction and development, environmental changes, floodplain widening or shifting, and other factors—which is why it’s important that maps are updated periodically.

Property owners—both homeowners and business owners—renters, realtors, mortgage lenders, surveyors and insurance agents are encouraged to attend the open house and take advantage of this opportunity to meet with specialists and ask questions, and learn more about flood risk and hazard mitigation within their communities. Residents may also visit their local community’s office to view the maps in person, or call their local floodplain manager with questions about where their property is located on the preliminary maps.

The Harpeth River Watershed preliminary maps will not be officially adopted until after a public comment period for the effected counties and municipalities takes place. This allows property owners to submit comments and appeals if they can show that any part of the maps is in error. Specialists will be available at the open houses to address questions that residents may have about this process. Once all comments are received and addressed, counties and municipalities may adopt the maps. 

By law, federally regulated or insured mortgage lenders require flood insurance on properties that are located in areas at high risk of flooding. Even people living outside of high-risk areas can have flooding, which is the most common and costly natural disaster in the U.S. That’s why everyone, regardless of their flood zone, should take steps to financially protect themselves from a disaster which affects far too many communities each year. The primary way to do that is by purchasing flood insurance. It’s available at affordable rates through the National Flood Insurance Program (NFIP), a voluntary program administered by FEMA.

Standard homeowners’, business owners’, and renters’ insurance policies don’t cover flood damage, so flood insurance is an important consideration for everyone. NFIP policies can be purchased from any state licensed property and casualty insurance agents who people already deal with for other property insurance needs. Harpeth River Watershed Residents Invited to See Preliminary Flood Maps

DENTON, Texas –– New flood maps become effective in Pittsburgh County on June 2, 2015.

Local, state and federal officials encourage everyone to view the maps before Tuesday, June 2, 2015 in order to understand their flood risk and then consider buying flood insurance.

Most homeowner insurance policies do not cover the effects of flooding. People in the special flood hazard areas (SFHA) and with a federally backed mortgage are required to insure their structure and contents, either through a private policy or through the National Flood Insurance Program (NFIP).  This is a voluntary program administered by the Federal Emergency Management Agency (FEMA).  NFIP policies are available to anyone living in a participating community, including business owners.   

Flooding is the #1 natural disaster in the U.S. and only flood insurance covers these unexpected, damaging and sometimes fatal events. “It is critical that everyone is prepared for the hazards and risks in their communities.  Knowing your risk of flooding is the first step in taking the appropriate actions to prepare,” said FEMA Region 6 Administrator Tony Robinson.  To learn if your community participates in the NFIP and to review the new flood maps, contact your local floodplain administrator (FPA). Revised Preliminary Flood Maps in El Paso County, Texas Ready for Public View

NEW YORK – The time limit to file proof of loss claims for policyholders affected by Hurricane Sandy is Oct. 29, 2014.

The National Flood Insurance Program (NFIP) usually requires policyholders to submit a fully documented, signed and sworn proof-of-loss claim within 60 days from the date of their loss.

The magnitude of the Sandy disaster is the reason the filing deadline was extended for two years  to give policyholders additional time to file claims. 

The Proof of Loss document is included in the claims package that documents flood losses. The claims package should include:

  • photos and/or video of the flooding and resulting damage
  • a comprehensive, itemized list of what was damaged
  • receipts, if possible, for damaged items along with any other supporting documents showing the value of what you lost

As for filing, the location is dependent upon who wrote the policy. If a Standard Flood Insurance Policy was issued by a Write Your Own program-participating insurance company, the claimant should contact their insurance agent or the carrier directly to find out the proper address for submitting the Proof of Loss with supporting documentation.

The Filing Deadline for the National Flood Insurance Program is October 29

DENTON, Texas — Cities and agencies in Texas have been awarded more than $2.3 million in non-disaster hazard mitigation funding from the Federal Emergency Management Agency (FEMA).

These grants are part of FEMA’s Cooperating Technical Partner (CTP) program and pay for efforts to maintain up-to-date flood hazard maps and other flood hazard information.

The cities and agencies that received the grants include:

• The city of Arlington – $40,000;
• The city of Dallas – $556,250;
• The city of Fort Worth – $350,000;
• The Harris County Flood Control District – $150,000;
• The North Central Texas Council of Governments – $503,000;
• The North Central Texas Council of Governments – $12,559;
• The San Antonio River Authority – $600,000; and
• The Texas Water Development Board – $100,000.

The CTP Program is an innovative approach to creating partnerships between FEMA and participating National Flood Insurance Program (NFIP) communities, regional agencies, state agencies, Tribal Nations and universities that have the interest and capability to become more active participants in the FEMA flood hazard mapping program. Fundable activities include program management, base map acquisition, scoping and outreach.

Texas Cities and Agencies Receive More than $2.3 Million in FEMA Grants to Assist with Flood Mapping Activities

EATONTOWN, N.J. — September is National Preparedness Month, and the latter half of the year is an ideal time for people to review their insurance policies. Understanding the details of what specific policies cover and what the policyholder is responsible for after a disaster is important as both clients’ needs and insurance companies’ rules change.

Insurers’ decisions and legislative changes have the biggest effect on changes in policies. Consumers should make themselves aware of possible changes in these areas and know what to look for while reviewing their policies.

What’s Covered

The first check is the most obvious: the actual coverage. Policyholders should look at the specifics of which property is covered and the type of damage that is covered. Property owners should know that floods are not covered by standard insurance policies and that separate flood insurance is available. Flood insurance is required for homes and buildings located in federally designated high risk areas with federally backed mortgages, referred to as Special Flood Hazard Areas (SFHAs). Residents of communities that participate in the National Flood Insurance Program (NFIP) are automatically eligible to buy flood insurance. According to www.floodsmart.gov, mortgage lenders can also require property owners in moderate to low-risk areas to purchase flood insurance.

There are two types of flood insurance coverage: Building Property and Personal Property. Building Property covers the structure, electrical, plumbing, and heating and air conditioning systems. Personal Property, which is purchased separately, covers furniture, portable kitchen appliances, food freezers, laundry equipment, and service vehicles such as tractors.

What’s Not Covered

Policy exclusions describe coverage limits or how coverage can be purchased separately, if possible. Property owners should know that not only is flood insurance separate from property (homeowners) insurance, but that standard policies may not cover personal items damaged by flooding. In these cases, additional contents insurance can be purchased as an add-on at an additional cost. Some policies may include coverage, but set coverage limits that will pay only a percentage of the entire loss or a specific dollar amount.

The Federal Emergency Management Agency’s Standard Flood Insurance Program (SFIP) “only covers direct physical loss to structures by flooding,” FEMA officials said. The SFIP has very specific definitions of what a flood is and what it considers flood damage. “Earth movement” caused by flooding, such as a landslide, sinkholes and destabilization of land, is not covered by SFIP.

Structures that are elevated must be built at least to the minimum Base Flood Elevation (BFE) standards as determined by the Flood Insurance Rate Maps (FIRMs). There may be coverage limitations regarding personal property in areas below the lowest elevated floor of an elevated building.

Cost Impact of Biggert-Waters

The Biggert-Waters Flood Insurance Reform Act of 2012 extends and reforms the NFIP for five years by adjusting rate subsidies and premium rates. Approximately 20 percent of NFIP policies pay subsidized premiums, and the 5 percent of those policyholders with subsidized policies for non-primary residences and businesses will see a 25 percent annual increase immediately. A Reserve Fund assessment charge will be added to the 80 percent of policies that pay full-risk premiums. Un-elevated properties constructed in a SFHA before a community adopted its initial FIRMs will be affected most by rate changes.

In March 2014, the Consolidated Appropriations Act of 2014 and the Homeowner Flood Insurance Affordability Act (HFIAA) of 2014 were signed into law, lowering rate increases on some policies, preventing rate increases on others, and delaying the implementation of Section 207 of Biggert-Waters, which was to ensure that certain properties’ flood insurance rates reflected their full risk after a mapping change or update. HFIAA also repeals a portion of Biggert-Waters that eliminated grandfathering properties into lower risk classes. Many of the changes have not yet been implemented because the necessary new programs and procedures have not been established.

Other Conditions

The General Conditions section informs the consumer and the insurer of their responsibilities, including fraud, policy cancellation, subrogation (in this case, the insurer’s right to claim damages caused by a third party) and payment plans. Policies also have a section that offers guidance on the steps to take when damage or loss occurs. It includes notifying the insurer as soon as practically possible, notifying the police (if appropriate or necessary) and taking steps to protect property from further damage.

“FEMA’s top priority is to provide assistance to those in need as quickly as possible, while also meeting our requirements under the law,” FEMA press secretary Dan Watson said. “To do this, FEMA works with its private sector, write-your-own insurance (WYO) company partners who sell flood insurance under their own names and are responsible for the adjustment of their policy holders’ claims.”

Review, Update Your Insurance Policies

MONTGOMERY, Ala. – In 2013, the National Weather Service issued 332 flash flood and flood watches/warnings for the state. The state also reported one tropical storm in the Gulf Coast. More severe weather came this spring with tornadoes and more than two feet of rain.

Between the Gulf Coast’s tropical storms and the numerous rivers and streams, the potential for flooding in Alabama is ever present, according to the National Weather Service Office in Birmingham.

“Flooding due to heavy rains is a serious threat to all residents of our state,” said Alabama Emergency Management Director Art Faulkner.  “Many of the homes and businesses flooded in the recent historic rain events were not in a flood zone. For the best protection, a flood policy available through the National Flood Insurance Program is a wise investment. Flood insurance will not keep rising water out of your home or business, but it will protect the investment you have in them.”

Flood insurance is important regardless of your flood zone. In fact, people outside high-risk areas file more than 25 percent of flood claims nationwide. And according to the flood insurance program, from 2003 to 2012, the agency averaged $4 billion in claims per year nationwide.

In Alabama, only 57,000 of the estimated 1.8 million households have flood insurance.  Yet, the state is highly susceptible to the ravages of flooding, according to FEMA’s Federal Coordinating Officer in charge of Alabama’s disaster recovery Joe M. Girot.

“Here are two important points people need to understand,” he said. “First, homeowner insurance policies do not cover flooding. Second, flood insurance policyholders can file a claim even if a storm doesn’t trigger a federal disaster declaration.

“Flood insurance is available to homeowners, business owners and renters in communities that participate in the National Flood Insurance Program and enforce their local flood damage prevention ordinances,” Girot said.

Homeowners in a floodplain (or Special Flood Hazard Area) must buy flood insurance if they have a mortgage from a federally regulated lender. An interactive guide to determine your flood risk is available online at FloodSmart.gov. The site also provides information on the NFIP.

Flood insurance, with an average premium running about $600 per year, can save homeowners thousands of dollars in repairs. Just three inches of floodwater in a home will require replacing drywall, baseboards, carpets, furniture and other necessary repairs that can cost an estimated $7,800, according to the National Flood Insurance Program.

The deeper the floodwater, the more it will cost – 18 inches of water means repairs to the electrical system and the heating and cooling system. It also means replacement of doors, appliances and cabinetry, adding another $26,000 to the bill.

Homeowners can insure their homes for up to $250,000 and contents for up to $100,000. Renters can cover their belongings for up to $100,000. Nonresidential property owners can insure a building and its contents for up to $500,000 each.

There is normally a 30-day waiting period when purchasing a new policy. Flood insurance is sold through private companies and agents and is backed by the federal government.

Flood Insurance is an Essential Ingredient for Protecting Your Family

WASHINGTON — The Federal Emergency Management Agency (FEMA) and its federal partners continue to monitor Hurricane Arthur’s impact and northward track. The agency encourages those in Arthur’s path to listen to their local officials, monitor storm conditions and take steps to be prepared.

“Residents are urged to continue to listen to the instructions of your local officials,” said Craig Fugate, FEMA Administrator.  “As the storm continues to move along the east coast, there are a number of areas that can be affected by strong winds, storm surge, inland flooding and tornadoes. If you evacuated and are considering returning home, make sure local officials have deemed the area safe to return.” 

Through regional offices in Atlanta, Philadelphia, New York and Boston, FEMA remains in close contact with emergency management partners in North Carolina and potentially affected states and has a liaison in the emergency operations center in Massachusetts. FEMA is also working in coordination with the National Weather Service and National Hurricane Center.

In advance of the storm, FEMA had liaisons in the emergency operation centers in North Carolina and South Carolina and an Incident Management Assistance Team (IMAT) in North Carolina to coordinate with state, tribal and local officials should support be requested or needed. Additional teams from around the country are ready to deploy to impacted states and tribes as necessary.

According to the National Weather Service, Tropical Storm Warnings remain in effect for portions of the east coast as Hurricane Arthur moves northward. The latest storm tracks, local forecasts and warnings are available at hurricanes.gov and weather.gov.

As the first hurricane of the Atlantic hurricane season, Hurricane Arthur serves as a reminder for residents in areas prone to tropical storms and hurricanes to refresh their emergency kits and review family emergency plans. Those who do not have an emergency kit or family plan can learn about steps to take now to prepare for severe weather at ready.gov.

Safety and Preparedness Tips

  • Residents and visitors in potentially affected areas should be familiar with evacuation routes, have a communications plan, keep a battery-powered radio handy and have a plan for their pets. Individuals should visit ready.gov or listo.gov to learn these and other preparedness tips for tropical storms.
  • Know your evacuation zone and be sure to follow the direction of state, tribal and local officials if an evacuation is ordered for your area.
  • Storm surge is often the greatest threat to life and property from a hurricane. It poses a significant threat for drowning and can occur before, during, or after the center of a storm passes through an area. Storm surge can sometimes cut off evacuation routes, so do not delay leaving if an evacuation is ordered for your area.
  • If you encounter flood waters, remember – turn around, don’t drown.
  • Driving through a flooded area can be extremely hazardous and almost half of all flash flood deaths happen in vehicles. When in your car, look out for flooding in low lying areas, at bridges and at highway dips. As little as six inches of water may cause you to lose control of your vehicle.
  • If your home has flood water inside or around it, don’t walk or wade in it. The water may be contaminated by oil, gasoline or raw sewage.
  • Hurricanes have the potential for tornado formation. If you are under a tornado warning, seek shelter immediately in the center of a small interior room (closet, interior hallway) on the lowest level of a sturdy building. Put as many walls as possible between you and the outside.
  • Stay off the roads in impacted areas. Emergency workers may be assisting people in flooded areas or cleaning up debris. You can help them by staying off the roads and out of the way.
  • If your power is out, safely use a generator or candles.
    • Never use a generator inside a home, basement, shed or garage even if doors and windows are open.
    • Keep generators outside and far away from windows, doors and vents. Read both the label on your generator and the owner’s manual and follow the instructions. 
    • If using candles, please use caution. If possible, use flashlights instead.
  • Avoid downed power or utility lines; they may be live with deadly voltage. Stay away and report them immediately to your power or utility company.
  • When the power comes back on, wait a few minutes before turning on major appliances, to help eliminate problems that could occur if there’s a sharp increase in demand. If you think electric power has been restored to your area but your home is still without power, call your local power company.
  • Get to know the terms that are used to identify severe weather and discuss with your family what to do if a watch or warning is issued.

For a Tropical Storm:

  • A Tropical Storm Watch is issued when tropical cyclone containing winds of at least 39 MPH or higher poses a possible threat, generally within 48 hours.
  • A Tropical Storm Warning is issued when sustained winds of 39 MPH or higher associated with a tropical cyclone are expected in 36 hours or less.

For coastal flooding:

  • A Coastal Flood Advisory is issued when minor or nuisance coastal flooding is occurring or imminent.
  • A Coastal Flood Watch is issued when moderate to major coastal flooding is possible.
  • A Coastal Flood Warning is issued when moderate to major coastal flooding is occurring or imminent.

FEMA: Preparedness for Hurricane Arthur Still Essential along Northeast Coast Residents and Visitors Should Follow Direction of Local Officials

NEW YORK – FEMA has granted a six-month extension for National Flood Insurance Program (NFIP) policyholders affected by Hurricane Sandy to file proof-of-loss claims.

The deadline is Oct. 29, 2014.

NFIP usually requires policyholders to submit a fully documented, signed and sworn proof-of-loss claim within 60 days from the date of their loss.

The magnitude of the Sandy disaster is the reason for this extension that will give policyholders additional time to file claims. This is the third six-month extension.

The Proof of Loss document is included in the claims package that documents flood losses. The claims package should include:

• photos and/or video of the flooding and resulting damage

• a comprehensive, itemized list of what was damaged

• receipts, if possible, for damaged items along with any other supporting documents showing the value of what you lost
