NEW YORK – Four Disaster Recovery Centers in Nassau and Suffolk counties will become Disaster Loan Outreach Centers beginning at 9 a.m., Wednesday, May 1.

The centers, operated by the U.S. Small Business Administration, will be open Monday through Friday, 9 a.m. to 6 p.m., and Saturday, 9 a.m. to 3 p.m.

A disaster loan outreach center focuses on funds needed for long-term rebuilding and recovery. Homeowners, renters and businesses will be able to talk individually with SBA representatives. Specialists from the Federal Emergency Management Agency will also available.

At these centers:

  • Businesses of any size and certain nonprofits with or without physical damage may apply for an Economic Injury Disaster Loan (EDIL), a working capital loan for disaster-related cash flow problems.
  • Businesses, homeowners and renters may check on the status or ask any questions about their SBA disaster loan application.
  • Applicants may check the status of their FEMA registration and get clarification of any written correspondence received.

Disaster Recovery Centers transitioning to Disaster Loan Outreach Centers in Nassau and Suffolk Counties

NEW ORLEANS – The Federal Emergency Management Agency recently announced an additional $1.2 million in recovery aid to Louisiana Facility Planning and Control to rebuild the physical plant at the Louisiana State University School of Dentistry, including mitigation measures to help prevent damage from future storms. 

“The LSU School of Dentistry has been a New Orleans landmark since 1972,” said FEMA’s Louisiana Recovery Office Deputy Director of Programs Andre Cadogan. “The school educates a significant number of future dentists, hygienists and lab technicians and could not afford to be lost to Katrina. We have all worked together to bring this school back, not only as it was before but with added mitigation efforts to strengthen it against future hurricanes.”

LSUSD, located at 1100 Florida Avenue on a 22-acre tract of land near New Orleans City Park, was flooded with approximately 5 feet of water from Hurricane Katrina. The water stood in the facility for two weeks, damaging, among other things, the physical plant’s architectural, mechanical and electrical components. Following Katrina, the school relocated to the South Campus of LSU in Baton Rouge until it was able to return to New Orleans in August 2007.

Prior to the hurricane, the physical plant, built in 1971, generated and supplied chilled water, soft water, hot water, compressed air and building steam to the administration and clinical buildings. As part of the renovation process, the school proposes to utilize FEMA’s Public Assistance mitigation funding to elevate mechanical, electrical and plumbing equipment and the incinerator. Additionally, mitigation will fund environmental control generators to provide power during a similar storm event.

“We are most appreciative of this next step towards a return towards normalcy of our campus and anxiously anticipate FEMA approval of the next important mitigation project related to our clinical and research facilities,” said Henry A. Gremillion, DDS, MAGD, Dean of the LSUHSC School of Dentistry.

More than 4,000 dentists, hygienists and lab technicians have been educated at LSUSD, equating to 75 percent of the dental health care workers in Louisiana having been trained at the school.

Louisiana Facility Planning and Control owns the Dental School facility, which is part of the larger Louisiana State University Health Sciences Center complex. To date, FEMA has obligated approximately $188.9 million in public assistance funding for Hurricane Katrina-related recovery work at LSU-HSC. This figure includes the recent $1.2 million in funding.

When FEMA approves projects through its supplemental Public Assistance grant, the funds are made available to the Governor’s Office of Homeland Security & Emergency Preparedness, who disburses them to the applicant for eligible work completed.

The Public Assistance program works with state and local officials to fund recovery measures and the rebuilding of government and certain private nonprofit organizations’ buildings, as well as roads, bridges and water and sewer plants. In order for the process to be successful, federal, state and local partners coordinate to draw up project plans, fund these projects and oversee their completion.

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced that federal disaster assistance has been made available to Texas to supplement state and local response efforts due to the emergency conditions resulting from explosions beginning on April 17, 2013, and continuing.

The President’s action authorizes the Department of Homeland Security, Federal Emergency Management Agency (FEMA), to coordinate all disaster relief efforts which have the purpose of alleviating the hardship and suffering caused by the emergency on the local population, and to provide appropriate assistance for required emergency measures, authorized under Title V of the Stafford Act, to save lives and to protect property and public health and safety, and to lessen or avert the threat of a catastrophe in McLennan County.

Specifically, FEMA is authorized to identify, mobilize, and provide at its discretion, equipment and resources necessary to alleviate the impacts of the emergency.  Emergency protective measures, including direct federal assistance, will be provided at 75 percent federal funding. 

Kevin L. Hannes has been named as the Federal Coordinating Officer for federal recovery operations in the affected area.

President Declares Emergency for Texas

CHICAGO – As severe storms and flooding continue to impact several states throughout the Midwest, the Federal Emergency Management Agency’s (FEMA) Region V office continues to monitor the situation and urges all residents to remain vigilant, and take extra caution as severe weather threatens.

FEMA Region V has maintained close contact with state emergency management officials, and continues to work with federal partners, including the National Weather Service, to monitor the severe weather moving through the Midwest. The National Weather Service forecasts that the storm system that brought hazards to the Central U.S. is moving to the eastern third of the nation.  Severe weather is likely from Florida to the Northeast U.S. and mixed wintry weather is also expected for part of the Great Lakes and into northern New England.

When natural disasters, such as severe storms and flooding occur, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations and the private sector who provide emergency assistance that may be needed to protect the public’s health and safety and to meet immediate needs.

FEMA encourages those in the areas affected or potentially affected by these storm systems to monitor local radio or TV stations for updated emergency information, and to follow the instructions of state, tribal and local officials.

 Residents whose homes are impacted by flooding should:

  • Document damages and keep track of expenses incurred;
  • Contact their insurance company to report damage/file a claim;
  • With extreme caution, take actions available to limit the damage to personal items such as remove them from the basement or raise them off the floor.

Federal Aid Programs for Emergency Declaration for Commonwealth of Massachusetts

BATON ROUGE, La. — Louisiana property owners whose homes or other structures were damaged during Hurricane Isaac-related flooding have only a short time remaining to file claims for their losses. Most policyholders have until April 22 to complete their proof of loss claims.

Because of the widespread destruction caused by the storm, the National Flood Insurance Program (NFIP) authorized four extensions to the initial 60-day filing deadline, increasing policyholders’ time to file to 240 days from the date of loss.

Hurricane Isaac first made landfall in Louisiana Aug. 28, 2012, with heavy rainfall and flooding occurring several days before and after it hit. For this reason the date of loss varies for property owners.

The NFIP is administered by the Federal Emergency Management Agency (FEMA). Since Isaac made landfall, 13,181 claims have been filed in Louisiana and NFIP has paid out nearly $472 million.

“Hurricane Isaac disrupted the lives of thousands of people here in Louisiana so it was important to give policyholders time to collect information and file their flood insurance claims,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “However, people who haven’t yet submitted claims to their agents should do so now before it’s too late.”

Policyholders with questions about flood insurance or concerns about their claims should call the Hurricane Isaac Flood Insurance Call Center at 1-866-331-1679 or 1-866-330-7286 or talk to their local insurance representative.

Deadline Approaching in Louisiana for Hurricane Isaac Flood Insurance Claims

TRENTON, N.J.–Tell your friends and neighbors who have not registered for assistance from the Federal Emergency Management Agency that the last day to register is May 1, 2013. Make sure they know the facts about FEMA registration; many Hurricane Sandy survivors are eligible for disaster assistance and just may not know it.

With about two weeks left to register, here are facts about FEMA assistance:

  • FEMA assistance does NOT affect benefits from other federal programs, such as Social Security benefits, taxes, food stamps or Medicaid.
  • FEMA assistance is available for renters; it is not exclusive to homeowners.
  • FEMA provides grants; it does not make loans. These grants do NOT have to be repaid, and they are NOT considered taxable income.
  • You may be eligible for reimbursement for repairs to your home, even if the repairs are already completed.
  • You may be eligible for FEMA assistance even if you have flood or homeowner’s insurance.
  • Income is NOT a consideration for eligibility for FEMA assistance.
  • A grant you may receive does not take away from another survivor’s assistance; FEMA has sufficient funding to assist all eligible survivors with their eligible disaster-related needs.
  • There is no paperwork to register with FEMA; the process normally takes between 15 and 20 minutes.

The rule of thumb is that if you’re unsure if you are eligible for assistance, call 1-800-621-3362 (FEMA) or go to DisasterAssistance.gov. If you have a speech disability or hearing loss and use TTY,call 1-800-462-7585directly. If using 711 or Video Relay Service, call 1-800-621-3362.

Although the assistance process may continue after the deadline, May 1 will be the last day to call or go online to register for FEMA and apply for SBA physical damage disaster assistance.

FEMA grants cover expenses for temporary housing, home repairs, replacement of damaged personal property and other disaster-related needs such as medical, dental or transportation costs not covered by insurance or other programs. The objective is to make damaged dwellings safe, sanitary and functional.

Some applicants may receive a loan application for the U.S. Small Business Administration (SBA) after registering with FEMA. The SBA provides low-interest disaster loans to renters, homeowners and businesses of all sizes. No one is obligated to take out a loan, but if they don’t complete the application they may not be considered for other federal grant programs.

The SBA may lend up to $200,000 to repair or replace homes and up to $40,000 to repair or replace personal property. Also, up to $2 million is available for businesses for their uncompensated disaster losses.

For more information about the SBA, call the SBA Customer Service Center from 8 a.m. to 6 p.m. (EDT) Monday through Friday, at 1-800-659-2955. Survivors may apply online at disasterloan.sba.gov/ela. Officials want to encourage those residents who may be hesitant to register for disaster assistance. Federal taxes are appropriated specifically to fund disaster assistance. Also, the assistance one individual may receive will not take away from another applicant’s federal assistance funds.

Spring’s First Widespread Severe Storm System is Here: Are You Ready?

BATON ROUGE, La. – Seven months after Hurricane Isaac slammed into the Louisiana coast, two Louisiana parishes are creating new paths to recovery with the help of state and federal partners.

Scores of residents and community leaders in St. John and Plaquemines parishes have gathered at open houses and community meetings over the past few months to learn how they can get involved in their communities’ recovery and to identify projects to help bring their visions of recovery to life.

In St. John Parish, a volunteer Citizens Advisory Committee launched the initiative “One Parish, One Future: Building Back Better and Stronger” in January to help rally public support for and participation in the local effort. Since then, residents of all ages and walks of life have contributed ideas and strategies for rebuilding — both in person at community events and through the parish’s online surveys. Plaquemines Parish, meanwhile, has held public input sessions and is forming committees to begin organizing its local initiative.    

“This kind of grassroots participation lays the foundation for successful recovery in any community,” said National Disaster Recovery Coordinator Wayne Rickard. “When the people who live and work in affected communities set their own recovery priorities, they take ownership of the plan and their enthusiasm infects their friends and neighbors – and that can help jumpstart a community’s cycle of success.”

One motivation behind both of the local efforts is the pledge of federal assistance in developing their plans – and the potential that state and federal agencies will help steer dollars their way.

“To have the support at the state and federal level not only during the disaster and immediately after it, but during the long haul, is something we’re extremely grateful for,” said St. John Parish President Natalie Robottom. “With the Framework, there are other agencies at the table that have an understanding of other resources. Their presence with us has been extremely powerful.”

This assistance has come under the aegis of the new National Disaster Recovery Framework, which defines an overall process by which hurricane-affected communities can capitalize on opportunities to rebuild stronger, smarter and safer. Rickard is the recovery coordinator at the federal level; Mark Riley serves as Louisiana’s disaster recovery coordinator.

Although the Framework relies greatly on government resources, the private sector also plays a role. At the local level, businesses may be able to contribute resources or personnel as well as participate in community recovery planning.  At the regional, state and national levels, corporations, foundations, individuals or other entities may be approached for technical assistance and grants or other resources.  

To help parishes identify potential resources, the National Disaster Recovery Support team in Louisiana has developed a Community Recovery Resource Guide containing Louisiana-specific information. Currently available on CD, the guide profiles nearly 900 specific recovery assistance programs through which communities can seek funding possibilities, grant writing guides, planning manuals and even examples of how governments can create recovery-related staff positions. 

Louisiana activated the Framework shortly after Hurricane Isaac hit the state in late August, opening the door for parishes to ask for technical assistance and guidance that fall outside the restrictions of the Stafford Act, the law under which the Federal Emergency Management Agency provides assistance immediately after a disaster. Plaquemines and St. John parishes soon named local disaster recovery managers to start the process. Additionally, Orleans Parish and the City of New Orleans sought technical assistance to add a recovery preparedness plan to the parish’s existing development plan.

St. John has used the Framework to organize local recovery and development planning around the economic development, health and social services, housing, infrastructure, and natural and cultural resources sectors. At the parish’s meetings and open houses, residents, business owners and others submitted dozens of ideas to move the parish’s recovery forward. Ideas have ranged from creating a farmers market to improving drainage capacity at critical points in the parish to initiating a St. John Parish cultural history project. Voting to prioritize those projects has just concluded.

Although state and federal agencies provide help, community leadership and local involvement are vital in developing recovery priorities and activities that are realistic, well-planned and clearly communicated.

“As the first parish or county in the nation to make full use of the resources outlined in the Framework, St. John one day may serve as a model for the recovery efforts of other communities across the nation,” Rickard said.

Indeed, St. John Parish officials note how working together has benefited the parish.   

“This whole process has made St. John stronger,” Robottom said. “We’re very pleased to be a part of this.”
