EATONTOWN, N.J. – Many of the boardwalks in New Jersey that were damaged or destroyed during Hurricane Sandy have been successfully rebuilt in the two years that have passed since the storm.

Construction in most shore towns began as soon as it was feasible, and the boardwalks were complete and open for the start of the summer tourism season. Spring Lake used a composite material to rebuild its boardwalk, while Sea Girt used recycled boards for part of its repairs. Atlantic City repaired the damaged northern section of its boardwalk with ipe wood and is upgrading access ramps and adding more lighting.

One exception was Long Branch, where city officials waited to rebuild until they could secure federal funds, including assistance from the Federal Emergency Management Agency, which obligated $79 million for 84 Sandy-related boardwalk and beach restoration projects.

In January 2014, Long Branch received $14.5 million from FEMA to repair an approximately 1-mile section of boardwalk and bluffs. The project is expected to be completed in 2015.

The bluffs will serve as the support system for the boardwalk and new roadway from Melrose Place south to Brighton Avenue. They will be repaired with a new concrete foundation, 95,740 cubic yards of additional material, and 11,489 square yards of dune grass.

Plans call for 69,850 square feet of the boardwalk to be demolished and rebuilt. New lights, railings, and ramps will be installed from the boardwalk to the beach.

In October, the Long Branch City Council introduced a $30.4 million bond ordinance that includes $18.1 million for repairs to the boardwalk and bluff. The council anticipates that FEMA will reimburse the city for the cost of the boardwalk repairs and bluff construction, which Business Administrator Howard Woolley Jr. said could begin in the spring of 2015.

Belmar took the opposite approach, rebuilding its boardwalk first, and then working on a design for protective dunes. Belmar reopened its boardwalk in May 2013 before announcing plans for new dunes. The dunes will be sturdy, with 30-foot-long pieces of steel driven into the sand to a depth of 26 feet so the bulkhead stands out approximately 4 feet. The steel infrastructure will be covered with sand and plants will be added so that it looks like a natural dune. The $6 million dunes will shield the $8 million boardwalk from future hurricanes.

Two Years After Sandy, Most Of New Jersey’s Boardwalks Rebuilt

DENTON, Texas –Homeowners, renters and business owners in the Texas counties of Aransas and San Patricio are encouraged to look over newly released preliminary flood maps in order to determine their flood risks and make informed decisions.

County officials and the Federal Emergency Management Agency (FEMA) are presenting the preliminary maps to communities and unincorporated areas in order to help leaders and residents identify known flood risks and use that information to make decisions about buying flood insurance and how the community should move forward with any development.

The Texas-based coastal flood mapping effort follows the release of a new, comprehensive storm surge study that gives updated information on coastal flood risks. To share that data, public workshops are scheduled in each of the counties where interested citizens can obtain more information about the proposed changes.

Flood Risk Open House to View Maps in Aransas and San Patricio, TX

WARREN, MICH. – Staying in touch with the Federal Emergency Management Agency (FEMA) after registering for disaster assistance is one of the most important things Michigan flood survivors can do.

“Disaster survivors who have applied for federal disaster assistance should keep FEMA updated with their current contact information,” said Michigan State Police Capt. Chris A.  Kelenske, State Coordinating Officer and Deputy State Director of Emergency Management and Homeland Security. “Otherwise, they could be delayed in receiving federal dollars to help recover from August’s severe storms and flooding.”

FEMA has many ways for applicants impacted by the August severe storms and flooding to update addresses, phone numbers and personal information:

  • Log on to the website at www.DisasterAssistance.gov ; or
  • Call the toll-free Helpline at 800-621-3362, or TTY at 800-462-7585; or
  • Visit any of the four Disaster Recovery Centers in Macomb, Oakland and Wayne counties; or
  • Visit one of the many recovery support sites in the disaster-designated counties.

When updating information, refer to the nine-digit registration number issued when applying for FEMA disaster assistance. This number is displayed on all correspondence received from FEMA and is a key identifier in tracking assistance requests.

“We understand that people move frequently as they adapt to new situations,” said FEMA Federal Coordinating Officer Dolph Diemont. “FEMA needs to know current addresses and contact phone numbers so we are assured assistance goes to the right place.”

WARREN, Mich. – The Federal Emergency Management Agency (FEMA) announced that nearly $84 million in federal disaster grants and loans has been approved for Michigan survivors of the Aug. 11-13 storms and flooding.

As of close of business Oct. 16:

  • Nearly 80,000 Michigan residents in Macomb, Oakland and Wayne counties have registered for federal disaster assistance;
  • Nearly $56 million has been approved for housing assistance, including rental assistance and home repair costs;
  • More than $17 million has been approved to cover other essential disaster-related needs, such as medical and dental expenses, lost personal possessions and child care;
  • More than $11 million in low-interest disaster loans for homeowners, renters, businesses and private nonprofit organizations has been approved by the U.S. Small Business Administration;
  • More than 100 disaster survivor assistance specialists are in the affected communities and available to explain the types of disaster assistance;
  • 3,177 residents have visited four Disaster Recovery Centers in Macomb, Oakland and Wayne counties since they opened in early October;
  • 2,845 people have received rebuilding advice from mitigation specialists located at home improvement big-box stores and special events in the affected communities;
  • Housing inspectors in the field have completed nearly 67,000 inspections of damaged properties.

Federal Disaster Aid in Michigan Tops $84 Million

WARREN, Mich. – Local governments and certain private nonprofit organizations in Macomb, Oakland and Wayne counties are eligible to apply for federal disaster funds due to the severe storms and flood damage that occurred from Aug. 11-13.

The major federal disaster declaration for severe flooding and storms requested by Gov. Rick Snyder and granted by President Obama on Sept. 25 makes public assistance available in the form of grants to those affected local governments and eligible nonprofit organizations.

Projects covered include debris removal, emergency protective measures and permanent restoration of public facilities and infrastructure, such as schools and roads.

Those applicants that are eligible and want to apply for aid must complete and submit a Request for Public Assistance (RPA) form to the Michigan State Police, Emergency Management and Homeland Security Division (MSP/EMHSD) by Oct. 25.

After the MSP/EMHSD receives the RPA form, state and federal agencies will provide one-on-one assistance to discuss damages, assess needs and put a plan of action in place.

“We want to make sure all eligible local governments and nonprofit organizations have the opportunity to complete and submit this form,” said Capt. Chris A. Kelenske, State Coordinating Officer and commander of the MSP/EMHSD. “It only takes a few minutes to complete.”

Federal Emergency Management Agency Federal Coordinating Officer Dolph A. Diemont further emphasized, “The application is a necessary first step in receiving the dollars communities need to recover and rebuild.”

Last week, representatives from the MSP/EMHSD and the Federal Emergency Management Agency (FEMA) conducted applicant briefings with community officials throughout the affected disaster areas in southeast Michigan. These meetings addressed application procedures, administrative requirements, funding and program eligibility.

Deadline Approaching for Governments and Nonprofits to Apply for Federal Assistance

WARREN, Mich. – The Federal Emergency Management Agency (FEMA) encourages disaster survivors to visit one of the four Disaster Recovery Centers in Macomb, Oakland and Wayne counties to learn about the many paths toward recovering from the August severe storms and flooding.

The recovery centers are one-stop shops where disaster survivors can register for assistance, discuss types of disaster assistance programs with specialists, receive the status of their existing application and obtain other information.

The advantage of already being registered before visiting a recovery center is that FEMA staff can look up an applicant’s case and tell how it is progressing. The same information is available at FEMA’s toll-free number, but the face-to-face experience at the centers makes it easier.

U.S. Small Business Administration (SBA) customer service representatives at the recovery centers can explain the several different kinds of low-interest, long-term disaster assistance loans available. Not only businesses and private nonprofit organizations, but homeowners and renters can apply for SBA disaster recovery loans.

Rebuilding stronger and safer homes is the specialty of FEMA’s mitigation specialists. They are at the centers and can explain how to protect property against damaging winds and floods, and reduce damages from future events.

The centers should not be confused with the recovery support sites located throughout neighborhoods in southeast Michigan. The support sites are open for a short period of time and are staffed with FEMA personnel who can help survivors register and quickly answer questions about disaster assistance programs.

It is not necessary to go to a recovery center to register for the various federally-funded recovery programs that can be accomplished better by phone or on the web.

FEMA Says Disaster Recovery Centers Are One-Stop Shops

CHICAGO –The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has released $820,211 in Hazard Mitigation Grant Program (HMGP) funds to the village of Downers Grove, Ill., for the acquisition and demolition of four residential structures in the floodplain. Following demolition, these properties will be maintained as permanent open space in the community.

“The Hazard Mitigation Grant Program enables communities to implement critical mitigation measures to reduce the risk of loss of life and property,” said FEMA Region V acting administrator Janet Odeshoo.  “The acquisition and demolition of these structures permanently removes them from the floodplain and greatly reduces the financial impact on individuals and the community when future flooding occurs in this area.”

“This grant is good news for Downers Grove and residents who have been hit by flooding many times in the past,” said Jonathon Monken, director of the Illinois Emergency Management Agency. “The residents can now move to higher ground and avoid future heartache and property losses, and the village will no longer need to wage costly flood fights.”

HMGP provides grants to state and local governments to implement long-term hazard mitigation measures. Through HMGP, FEMA will pay 75 percent of the $1,093,614 eligible project cost.  The remaining 25 percent of the funds, $273,403, will be provided by the village of Downers Grove.

FEMA Awards $820,211 Grant to the Village of Downers Grove: Hazard mitigation funds will be used to acquire and demolish four flood prone structures

EMMITSBURG, MD. — Jeffrey Scheurer of Flemington, Hunterdon County, New Jersey, will be one of 107 fallen firefighters to be honored at the 2014 National Fallen Firefighters Memorial Service on Sunday, October 12.

The service will take place at 10 a.m. at the National Fire Academy in Emmitsburg, Md.   Scheuerer, 35, a member of the New Jersey State Forest Fire Service, was on duty conducting a controlled burn along Route 629 near Round Valley Reservoir in Clinton Township when he was struck by a vehicle and killed.

Mr. Scheurer was also a 21-year member of the Readington Volunteer Fire Company, in which he had served since he was a teenager. Further information about Mr. Scheurer can be found on the Fallen Firefighter Honor Roll at http://www.firehero.org/fallen-firefighter/jeffrey-scheuerer/

His name will be added to the National Fallen Firefighters Memorial on the Academy grounds. The national tribute is sponsored by the National Fallen Firefighters Foundation (NFFF) and the Department of Homeland Security’s U.S. Fire Administration.

 More than 5,000 people, including members of Congress, Administration officials and other dignitaries, members of the fire service, and families and friends of the fallen firefighters are expected to attend.

Families of the fallen heroes will receive memorial flags flown over the U. S. Capitol and the National Memorial. Members of the fire service, honor guard units and pipe and drum units from across the U.S. will participate in this national tribute.

Mr. Scheurer was one of two New Jersey firefighters who lost their lives in 2013. Hightstown Fire Police Lieutenant David C. Lidke, 51, of Hightstown Engine Company No. 1 died after returning from an emergency call on December 23, 2013.

The annual tribute for fallen firefighters is sponsored by the National Fallen Firefighters Foundation and the Federal Emergency Management Agency’s U.S. Fire Administration.

More than 440,000 in Missouri to Participate in Nationwide Drill            

KANSAS CITY, Mo. — With just one week to go, communities throughout Missouri are preparing for the fourth annual Great Central U.S. ShakeOut Earthquake Drill, scheduled for October 16 at 10:16 a.m. 

Great ShakeOut Earthquake Drills are occurring in more than 45 states and territories — nationwide more than 19 million people are expected to participate in the activity.  During the drill, participants simultaneously practice the recommended response to earthquake shaking:

  • DROP to the ground
  • Take COVER by getting under a sturdy desk or table, or cover your head/neck with your arms, and
  • HOLD ON until the shaking stops

The ShakeOut is free and open to the public.  Participants include individuals, schools, businesses, local and state government agencies and many other groups. The goal of the program is to engage individuals to take steps to become better prepared for earthquakes and other disasters. 

“Participating in this drill is a quick, simple thing we should all do—at work, at home, alone or with family or co-workers—to prepare for earthquakes,” said Regional Administrator Beth Freeman, FEMA Region VII. “When we practice ‘drop, cover and hold on’ it makes it more likely we will react appropriately during an earthquake and that can and does save lives.”

States participating in the Great Central U.S. ShakeOut include Alabama, Arkansas, Illinois, Indiana, Kentucky, Missouri, Mississippi, Ohio, Oklahoma, and Tennessee.
