President Declares Major Disaster for Louisiana

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced that federal disaster assistance has been made available to the state of Louisiana to supplement state, tribal and local recovery efforts in the area affected by severe storms and flooding beginning on March 8, 2016, and continuing.

The President’s action makes federal funding available to affected individuals in Bossier, Claiborne, Grant, Morehouse, Ouachita, Richland, and Webster parishes.  Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.     

The President’s action makes federal funding available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by a severe storms and flooding in the Bossier, Claiborne, Grant, Morehouse, Ouachita, Richland, and Webster parishes.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures statewide.

Gerard M. Stolar has been named as the Federal Coordinating Officer for federal recovery operations in the affected area. Stolar said additional designations may be made at a later date if requested by the state and warranted by the results of further damage assessments.

Individuals and business owners who sustained losses in the designated area can begin applying for assistance tomorrow by registering online at www.DisasterAssistance.gov or by calling 1-800-621-FEMA (3362) or by web enabled mobile device at m.fema.gov.  Disaster assistance applicants, who have a speech disability or hearing loss and use TTY, should call 1-800-462-7585 directly; for those who use 711 or Video Relay Service (VRS), call 1-800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. (local time) seven days a week until further notice.

Monday, March 21, is the final day to register for federal assistance

JEFFERSON CITY, Mo. – Missourians in 33 counties designated for individual assistance have only 10 days left to register for federal disaster assistance. The final day to register is Monday, March 21, 2016.

Survivors may be eligible for grants from the Federal Emergency Management Agency (FEMA) and low-interest disaster loans from the U.S. Small Business Administration (SBA).

  • FEMA grants may help eligible individuals and families pay for rent if the disaster displaced them from their homes, make basic home repairs, or cover other disaster-related losses.
  • SBA low-interest disaster loans may help businesses of all sizes, most nonprofit organizations, homeowners and renters. 

Survivors can register online at www.DisasterAssistance.gov or by calling toll-free 800-621-3362 (FEMA), 7 a.m. to 10 p.m. seven days a week. Multilingual registration assistance is available. They may also register using the FEMA app for smartphones.

Free FEMA advice available at more south central Missouri area stores

JEFFERSON CITY, Mo. – Two more home improvement stores— in Laclede and Pulaski counties — are teaming up with the Federal Emergency Management Agency (FEMA) to provide local residents with free information, tips, flyers and brochures to prevent and lessen damage from disasters. 

FEMA mitigation specialists will be available over the next six days to answer questions and offer home improvement tips on making homes stronger and safer against disasters. Most of the information is geared toward do-it-yourself work and general contractors.

Advisers will be available March 10 – 15 at the following locations . . .

The President’s action makes federal funding available to commonwealth, tribal, local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storm and snowstorm in Albemarle, Arlington, Caroline, Clarke, Culpeper, Fairfax, Fauquier, Frederick, Highland, King George, Loudoun, Louisa, Madison, Page, Patrick, Prince William, Rappahannock, Spotsylvania, Stafford, and Warren counties, and the independent cities of Alexandria, Falls Church, Manassas, Manassas Park, and Winchester.

Federal funding is available to the commonwealth, tribal, and eligible local governments on a cost-sharing basis for snow assistance for a continuous 48 hour period during or proximate to the incident period in Albemarle, Arlington, Caroline, Clarke, Culpeper, Fairfax, Fauquier, Frederick, Highland, King George, Loudoun, Louisa, Madison, Page, Patrick, Prince William, Rappahannock, Spotsylvania, Stafford, and Warren counties, and the independent cities of Alexandria, Falls Church, Manassas, Manassas Park, and Winchester.

Federal Aid Programs for the District of Columbia Declaration

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s disaster declaration issued for the District of Columbia.

Assistance for the District Can Include as Required:

  • Payment of not less than 75 percent of the eligible costs for removing debris from public areas and for emergency measures taken to save lives and protect property and public health.  Emergency protective measures assistance is available to the District and eligible local governments on a cost-sharing basis for emergency protective measures, including snow assistance, for a continuous 48-hour period during or proximate to the incident period.  (Source: FEMA funded, District administered.).

FEMA Awards $1.4 Million to Chelan County Public Utility District for Wildfire Assistance

DUPONT, Wash. – More than $1.4 million has been awarded to the Chelan County Public Utility District No. 1 to help reimburse the utility for costs to restore power to thousands of residents during the summer 2015 wildfires, according to officials from the Washington Military Department’s Emergency Management Division (EMD) and Federal Emergency Management Agency (FEMA).

The utility district will receive $1,459,947 from FEMA for reimbursement of expenses to restore power to 9,000 customers. The grant helps cover costs for replacing burned poles, damaged transformers, utility lines and miles of fiber optic line. The money will also help pay the cost of overtime for employees who worked around the clock to restore service.

“The utility district worked tirelessly to meet the needs of its customers during the wildfires,” said State Coordinating Officer Kurt Hardin of EMD. “This federal grant will help the district recover some of the enormous costs it incurred in doing so.”

The grant comes from FEMA’s Public Assistance (PA) program, which reimburse the state and state agencies, local and tribal governments, and certain private nonprofit organizations for their eligible expenses for disaster-related response and recovery.

Although funds go to government entities and nonprofits, the PA program is intended to benefit everyone — communities, cities and states. PA dollars help pay for efforts to keep residents and property safe during an event and clean up communities of disaster-related debris. They also help put utilities, roads and bridges, public parks and other infrastructure back in order after the disaster.

The disaster declaration for the Aug. 9 to Sept. 10, 2015, wildfires makes PA grants available to eligible applicants in Chelan, Ferry, Lincoln, Okanogan, Pend Oreille, Stevens, Whatcom and Yakima counties and the Confederated Tribes of the Colville Reservation.

“FEMA has been working closely with EMD since the wildfire outbreak this summer, and our commitment to Washington’s recovery remains strong,” said Federal Coordinating Officer Thomas Dargan of FEMA. “These Public Assistance funds are a demonstration of that commitment.”

Under the PA program, FEMA reimburses applicants for 75 percent of eligible expenses, while the other 25 percent is the nonfederal share. The federal portion is paid directly to the state, which then makes disbursements to the local and tribal jurisdictions and organizations that incurred costs.

Deadlines Approaching for FEMA’s Public Assistance and Mitigation Programs

COEUR D’ALENE, Idaho – Help is available for state agencies, local and tribal governments and eligible private nonprofits affected by storms in December that knocked out power, blocked roads and damaged infrastructure. Applicants in Benewah, Bonner and Kootenai counties have until March 2 to apply for assistance from the Idaho Bureau of Homeland Security (IBHS) and the Federal Emergency Management Agency (FEMA).

Grants are available to eligible applicants under FEMA’s Public Assistance (PA) Grant Program and Hazard Mitigation Grant Program (HMGP). The deadline to submit a Request for Public Assistance (RPA) or an HMGP Letter of Intent to IBHS is March 2.

Potential applicants needing more information on the PA program may phone IBHS Recovery Coordinator Jarod Dick at 208-258-6515. For help concerning the HMGP, potential applicants may call Idaho State Hazard Mitigation Officer Susan Cleverley at 208-258-6545.   

“The PA and HMGP programs are designed to help communities rebuild in ways that will make them more resilient,” said Federal Coordinating Officer Dolph Diemont of FEMA. “FEMA and IBHS are working closely with our state, local and tribal partners so that together, we can build a stronger Idaho.”

Assistance to Idaho is available under President Obama’s February 1 major disaster declaration for the Dec. 16-27, 2015, severe winter storms. Under the PA program, FEMA reimburses 75 percent of eligible expenses for protecting citizens during the storm, and cleaning up and repairing afterwards. The other 25 percent is the non-federal share. As the HMGP program administrator, IBHS evaluates applications and then works with FEMA to award grants on a cost-sharing basis.
