Monroe Civic Center, 401 Lea Joyner Expressway, will close on Thursday, June 2 at 6 p.m. The
center will reopen at a new location. Officials will announce the new location once that
information is available.

Residents can still register for disaster assistance or ask questions by calling the FEMA helpline
at 800-621-3362 or (TTY) 800-462-7585. Those who use 711/VRS can call 800-621-3362.
Lines are open 7 a.m. to 10 p.m. seven days a week until further notice. They can also register

Help Remains for Louisiana Disaster Survivors While Disaster Recovery

RIDGELAND, Miss. – The Mississippi Emergency Management Agency and the Federal Emergency Management Agency encourage survivors of the March storms and flooding in Mississippi to keep their recovery process on track by calling the FEMA helpline. The deadline to register with FEMA was May 24, but survivors can still call to check on the status of their applications, appeal decisions, update contact information, or ask questions about the process.

The FEMA helpline number is 800-621-3362 (voice, 711 and video relay service). Survivors who are deaf, hard of hearing or who have difficulty speaking may call 800-462-7585 (TTY).

Disaster survivors who registered before the deadline and discover that their insurance has not covered all losses have up to a year to submit additional documentation to FEMA. Assistance may be available for expenses not covered by insurance.

Applicants receiving temporary rental assistance will need to update their permanent housing plan and may need to document the need for continuing rental assistance. FEMA expects all families who receive temporary rental assistance to return to their damaged home when it is repaired or to locate and occupy affordable housing without FEMA rental assistance when possible to do so.

March Flood Survivors: Stay in Touch With FEMA to Keep Recovery Going

DENTON, Texas—The Federal Emergency Management Agency (FEMA) announced this week the selectees for the 2016-2018 National Youth Preparedness Council.

Chandler Villa, a rising senior from Mart High School, will be the sole representative from FEMA Region 6, which serves Texas, New Mexico, Arkansas, Oklahoma and Louisiana.

Created in 2012, the council brings together youth leaders from across the country who are interested in preparedness and making a difference in their communities. Council members will also complete preparedness projects.

The 17-year-old first got involved with the Mart High School Teen Community Emergency Response Team (CERT) a year ago after talking to some of her teachers about it.

“I’ve always had a desire to help others,” Villa said. “I was the kid at the playground with band aids in my backpack.”

The team was recognized for their accomplishments last year. The group received honorable mentions in two categories of the 2015 FEMA Individual and Community Preparedness Awards: Outstanding Achievement in Youth Preparedness and Outstanding Community Emergency Response Team.

That year, the team was deployed to the City of Marlin during a two week water crisis. The team assisted in the distribution of water to residents. Other team activities have include ride along training with paramedics, which is what Villa is most interested in.

Villa has plans to continue her education in the medical field. She has an interest in becoming an Emergency Medical Technician (EMT); and perhaps study to be a nurse and physician assistant in college. She credits the CERT team experience with teaching her more about herself.

“Honestly, there are many things that stick out because I have a really great team with a great instructor,” Villa said. “Marlin was really cool to see what it’s really like with the press conferences, see what else is going on aside from what the public sees in the news.”

Villa will take part in the Youth Preparedness Council Summit July 19-20, 2016, in Washington, D.C.

The summit gives members the opportunity to share their ideas and questions with national organizations. The students will have an opportunity to plan their legacy project.  The council will also meet with FEMA community preparedness staff, who will serve as their ongoing support mentors.

The council supports FEMA’s commitment to involve youth in preparedness-related activities. It also provides an avenue to engage youth by taking into account their perspectives, feedback and opinions.

Mart ISD Student is Lone Texan Selected for National Youth Preparedness Council

RIDGELAND, Miss. – Local governments in Issaquena and Lawrence counties are now eligible to receive federal assistance to help cover expenses and repair damage associated with the Mississippi March floods, according to state and federal officials.

The Mississippi Emergency Management Agency and the Federal Emergency Management Agency said the two counties have been added to the disaster declaration issued by President Obama on March 25, 2016. That declaration authorized assistance for local governments in Bolivar, Claiborne, Clarke, Coahoma, Covington, Forrest, Greene, Holmes, Jefferson Davis, Jones, Lamar, Leake, Leflore, Lincoln, Marion, Panola, Pearl River, Perry, Quitman, Sunflower, Tallahatchie, Tate, Tunica, Walthall, Washington and Wayne counties.

The disaster declaration makes designated state, county and local governments, as well as certain private nonprofit organizations, eligible to receive reimbursement through the Public Assistance program.

Under the Public Assistance grant program, FEMA pays 75 percent of the cost for infrastructure repairs, overtime and debris removal. Typically, the remaining 25 percent is split between state and local governments at 12.5 percent each. Eligible nonprofits are responsible for the full 25 percent. The program is administered by the state.

The state and FEMA are working to schedule applicant briefings with officials of eligible entities and nonprofit organizations in the newly designated counties. MEMA and FEMA will provide information on the application process, as well as deadlines for submission of necessary documents to receive federal reimbursement.

The applicant briefings may be followed by face-to-face meetings in local communities between FEMA, state officials and eligible applicants.

Additional Mississippi Counties Approved For Infrastructure Disaster Aid

AUSTIN, Texas – Texans who suffered damage or loss from the April flooding and were referred to the U.S. Small Business Administration could lose some income-based FEMA grants if they don’t complete and submit SBA’s loan application.

Other Needs Assistance grants may cover uninsured losses for furniture, appliances and other personal property, even vehicles. Survivors will not be considered for this type of assistance unless they have completed and returned the SBA loan application.  The information on the application is used to determine eligibility for income-based assistance.

Applicants from Austin, Colorado, Fayette, Fort Bend, Grimes, Harris, Liberty, Montgomery, Parker, San Jacinto, Waller and Wharton counties should complete the SBA loan application, even if they don’t want a loan.

“If you don’t complete the SBA loan application, you could be leaving ‘money on the table’ for your recovery,” said Federal Coordinating Officer Kevin Hannes, who is in charge of FEMA’s operations in Texas. “We use that application to check eligibility for additional grants.”

Some types of Other Needs Assistance—medical, dental and funeral expenses—are not SBA dependent and completing the loan application is not required. However, it is always recommended by recovery experts.

SBA is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property, offering low-interest disaster assistance loans to businesses of all sizes, private nonprofit organizations, homeowners and renters.

Survivors should start the loan process as soon as possible, and those who qualify for an SBA loan are under no obligation to accept it.  If approved and the loan is not accepted, the survivor may be ineligible for additional federal assistance.

Submit an SBA loan application even if you are waiting for an insurance settlement.  You may be able to begin your recovery immediately with a low-interest SBA disaster loan. The loan balance will be reduced by the settlement from your insurance. SBA loans may also be available for losses not covered by insurance.

Homeowners may borrow up to $200,000 from SBA to repair or replace their primary residence. Homeowners and renters may borrow up to $40,000 from SBA to replace personal property.

Businesses may borrow up to $2 million for any combination of property damage or economic injury. SBA offers low-interest working capital loans (called Economic Injury Disaster Loans) to small businesses and most private nonprofit organizations of all sizes having difficulty meeting obligations as a result of the disaster.

Fill Out an SBA Loan Application or You Could be Leaving Money on the Table

AUSTIN, Texas – State and federal recovery officials encourage Texans to watch for and report any suspicious activity or potential fraud from scam artists, identity thieves and other criminals. Also, FEMA does not endorse any commercial businesses, products or services.

FEMA encourages survivors as well as local residents and businesses to be especially vigilant for these common post-disaster fraud practices:

Fraudulent building contractors. When hiring a contractor:

  • Use licensed local contractors backed by reliable references.
  • Demand that contractors carry general liability insurance and workers’ compensation.
  • Do not pay more than half the costs of repairs upfront.

Bogus pleas for post-disaster donations. Often, unscrupulous solicitors may play on the emotions of disaster survivors, residents and business owners. Be aware that disaster aid solicitations may arrive by phone, email, letter or face-to-face visits. To ensure a charity is legitimate:

  • Ask for the requestor’s name as well as the charity’s exact name, street address, phone number and website address – then call the charity directly to confirm the person asking for funds is an employee or volunteer.
  • Whether making a donation by cash or with a credit card, request a receipt including the charity’s name, street address and phone number.
  • With text messages, the five-to-six digit numbers known as a short code makes it difficult to tell who is on the receiving end. A legitimate charity will not ask for personal information or a credit card number by text.

Identity theft. Beware of visits, calls or e-mails from people claiming to be from FEMA, the state of Texas or a volunteer group. They will ask for an applicant’s Social Security number, bank account number or other sensitive information because their real goal is to steal personal identity and money.

  • Don’t fall for scam artists who promise a disaster grant and ask for large cash deposits or advance payments in full.
  • Federal and state workers do not solicit or accept money. FEMA and the U.S. Small Business Administration staff never charge applicants for disaster assistance, inspections or help in filling out applications.

Phony housing inspectors. Homeowners and registered FEMA applicants should watch out for housing inspectors claiming to represent FEMA or the SBA.

  • Inspectors already have each applicant’s nine-digit registration number and a FEMA inspector will not ask for this number.
  • FEMA inspectors NEVER require banking or other personal information.
  • The job of FEMA housing inspectors is to verify damage. Inspectors do not hire or endorse specific contractors to fix homes or recommend repairs. They do not determine eligibility for assistance.

Federal and state representatives carry photo identification. Ask to see it. If unsure, call FEMA to verify the employee at 800-621-3362 (FEMA) or TTY 800-462-7585.

If fraud is suspected, call the FEMA Disaster Fraud Hotline at 866-720-5721. If you are a victim, suspect a home repair scam, are contacted for unsolicited information, or believe a business is practicing price gouging, call the Office of the Texas Attorney General at 800-252-8011.

Flood Maps for Three Counties in Oklahoma Become Final

DENTON, Texas –– New flood maps become effective in Rogers, Tulsa and Wagoner counties on Sept. 30, 2016. Residents are encouraged to examine the maps so they can determine the need to buy flood insurance. By knowing their risks, individuals and community leaders can make informed decisions about building and development.

Most homeowner insurance policies do not cover the effects of flooding. Anyone without flood insurance risks uninsured losses to their homes, personal property and businesses. Flood insurance is available either through a private policy, or through the National Flood Insurance Program (NFIP). The NFIP is a voluntary program administered by the Federal Emergency Management Agency (FEMA).

Residents with federal mortgages must have flood insurance if the structures are in flood hazard areas. Flooding is the #1 natural disaster in the U.S. and only flood insurance covers these unexpected, damaging and sometimes fatal events.

To learn if your community participates in the NFIP and to see the new flood maps, contact your local floodplain administrator.  “Floods can happen anywhere,” said FEMA Region 6 Administrator Tony Robinson.  “We all need to learn what our risks are.”

Flood Maps for Three Counties in Oklahoma Become Final

AUSTIN, Texas – Texans whose vehicles were damaged or destroyed by this April’s flooding may be eligible to receive federal assistance to repair or replace the vehicle.

“Those who may be eligible include not just residents of the designated counties, but also those who were working in or visiting those areas between April 17 and April 24 and had disaster-related damage to their vehicle,” said Federal Coordinating Officer Kevin Hannes, who is in charge of FEMA’s operations in Texas.

The eight counties included in the federal disaster declaration are: Austin, Colorado, Fayette, Grimes, Harris, Parker, Waller and Wharton.

The following conditions apply to assistance for a damaged or destroyed vehicle:

  • The damaged vehicle must have complied with applicable state laws regarding title, vehicle registration and insurance requirements at the time of the damage.
  • Only those who maintain at least liability insurance will be considered to receive federal disaster assistance to repair or replace their vehicles. Liability coverage is the minimum insurance requirement for Texas drivers. Liability insurance policies do not cover storm-related damage. Survivors who register must submit proof to FEMA that they maintain liability coverage to be considered for federal disaster assistance to repair or replace their cars.
  • Survivors who have a comprehensive policy should first file a claim with their insurance company. Comprehensive policies usually pay for storm-related damage to a car. However, federal disaster assistance may help fill the gaps for those whose comprehensive insurance coverage does not pay for any or all storm-related damage costs.
  • Survivors need to return a completed U.S. Small Business Administration disaster-loan application. After registering with FEMA, the SBA may contact survivors concerning disaster loan applications. It’s important for survivors to submit their application. Homeowners and renters may be eligible to borrow up to $40,000 to repair or replace personal property, including automobiles damaged or destroyed in the disaster.
  • FEMA grants to repair or replace a vehicle must clear the SBA disaster loan process. A survivor may receive a grant from FEMA to repair or replace their car if insurance is insufficient and they were declined for an SBA home loan. Grants do not need to be repaid.
  • Keep documents. Federal disaster assistance is available to survivors only if their cars had damage during the severe storms and flooding April 17 to April 24. Survivors must submit an itemized document showing damage to the cars was storm-related and a receipt, estimate or verifiable bill of the repair or replacement costs.

FEMA officials advise anyone whose vehicle was damaged during the storms and flooding to register for assistance.

Aid May Be Available to Repair or Replace a Vehicle Damaged by April Floods

PHILADELPHIA – The Federal Emergency Management Agency (FEMA) will evaluate a biennial emergency preparedness exercise for the Salem/Hope Creek Nuclear Generating Station, Emergency Planning Zone portion in Delaware. The station is located in the State of New Jersey. The exercise will occur during the week of May 16th to test the ability of the State of Delaware to respond to an emergency at the nuclear facility.

“These drills are held every other year to test government’s ability to protect public health and safety,” said MaryAnn Tierney, Regional Administrator for FEMA Region III. “We will assess state and local emergency response capabilities in Delaware within the 10-mile emergency-planning zone of the nuclear facility as well as the adjacent support jurisdictions within the State of Delaware.”

Within 90 days, FEMA will send its evaluation to the Nuclear Regulatory Commission (NRC) for use in licensing decisions. The final report will be available to the public about 120 days after the exercise.

FEMA will present preliminary findings of the exercise in a public meeting at 10 a.m. on May 20, 2016, at the Residence Inn by Marriott, 600 Jefferic Blvd, Dover, Del. Scheduled speakers include representatives from FEMA, NRC, and the State of Delaware.

FEMA created the Radiological Emergency Preparedness (REP) Program to (1) ensure the health and safety of citizens living around commercial nuclear power plants would be adequately protected in the event of a nuclear power plant accident and (2) inform and educate the public about radiological emergency preparedness.

REP Program responsibilities cover only “off-site” activities, that is, state and local government emergency planning and preparedness activities that take place beyond the nuclear power plant boundaries. On-site activities continue to be the responsibility of the NRC.
