It is not uncommon for those living through a disaster to suffer anxiety, sorrow and depression. These emotions can emerge days, weeks or even months later.

Everyone has a different way of coping. Many find that talking about what has happened with trusted friends or family helps them move forward. Seeking and accepting help from counseling services also can be effective and health-restoring.

Some of the most common signs of stress include:

  • Difficulty communicating or sleeping.
  • Depression, sadness or feelings of hopelessness.
  • Increased use of drugs and/or alcohol.
  • Limited attention span and poor performance at work or school.
  • Headaches and stomach problems, flu-like symptoms, disorientation or confusion.
  • Reluctance to leave home (temporary agoraphobia).
  • Mood swings and frequent bouts of crying.
  • Overwhelming feelings of guilt and self-doubt.

Disaster-related anxiety can be especially acute among older adults, particularly those living alone and somewhat isolated from friends and family. It is not unusual for seniors to become withdrawn, agitated and disoriented in the wake of terrifying events. Family and others should be on the lookout for these and other stress-related problems and try to address them immediately.

Children also can be severely affected by a disaster. Some simple ways to help calm their anxieties include:

  • Keeping routines as consistent as possible and answer questions openly and honestly at a level a child can understand.
  • Allowing your kids to talk about the disaster. Listen to their concerns and questions. Let them know it is OK to feel angry or sad.
  • Reassuring them that they are loved and will be cared for.
  • Providing a peaceful household to the extent possible under the circumstances.
  • Limiting their exposure to frank adult discussions and lurid news reports about the disaster.

Reach Out For Help When Disaster-Related Stress Strikes

WARWICK, R.I.–Americans live in the most severe weather-prone country on Earth, according to The National Weather Service. To raise public awareness of severe weather threats and the importance of being prepared, The National Weather Service and FEMA have designated March 3 to 9 as National Severe Weather Preparedness Week.

Each year, Americans cope with an average of 100,000 thunderstorms, 10,000 of which are severe; 5,000 floods; 1,000 tornadoes; and an average of 2 landfalling deadly hurricanes.  And this on top of lethal winter storms, summer heat, high winds, wild fires and other severe weather.

“Severe weather can happen anytime, anywhere,” said FEMA Administrator Craig Fugate. “We urge everyone to take steps in advance and to pledge to prepare, take action and share what you have done with others.”

We have more information than ever before to let us know when severe weather is approaching. “But this information can save lives and property only if individuals and communities know when and how to take proper action,” said Dr. Louis Uccellini, director of the National Ocean and Atmospheric Administration’s National Weather Service.

Be Prepared: Severe Weather Is on the Way

WINDSOR, Conn. – Springtime brings with it the risk of flooding, but flood damage is not covered by homeowner’s insurance. Only a policy from the National Flood Insurance Program provides flood insurance, but it takes 30 days to go into effect.

The sooner a homeowner or business owner purchases flood insurance, the sooner their property will be covered against the destructive hazard of flooding. A separate policy is required to cover a structure’s contents.

Be Prepared for Severe Weather: Get Flood Insurance and Develop a Disaster Plan

BATON ROUGE, La. The Louisiana Department of Agriculture and Forestry will receive a $3.7 million federal grant to reimburse some of the costs associated with the delivery of fuel and fuel tanks meant to maintain vital citizen services during and after Hurricane Isaac, the Federal Emergency Management Agency (FEMA) said Friday.

The department will receive $3,720,547 in Public Assistance grant funds to help cover the costs of fuel distribution to agencies such as Louisiana’s Department of Children and Family Services, Department of Transportation and Development, Department of Wildlife and Fisheries and Correctional Institute for Women. During the storm and subsequent days, the Department of Agriculture and Forestry dispensed more than 375,000 gallons of diesel fuel and more than 67,000 gallons of unleaded gasoline to 14 agencies across the state.

“During and after Hurricane Isaac, the department distributed essential fuel to provide emergency power to keep food supplies safe and run temporary pet shelters,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “This distribution offered a vital public service for the citizens of Louisiana.”

The newly awarded funds are a portion of the nearly $223 million in total Public Assistance recovery dollars approved for the state since the Aug. 29, 2012, disaster declaration.

Once FEMA reimburses the state of Louisiana, it is the state’s responsibility to manage the funds, which includes making disbursements to local jurisdictions and organizations that incurred costs.

FEMA Awards $3.7 Million to Louisiana Department of Agriculture and Forestry for Hurricane Isaac Recovery

WASHINGTON — The U.S. Department of Homeland Security’s Federal Emergency Management Agency, through its regional offices in Chicago, Atlanta, Denton, Texas; Philadelphia, New York, and Boston, is closely monitoring the storm system that is forecast to affect the upper Ohio Valley southward to the central Gulf Coast and eastward to the Mid-Atlantic and Southeast coast.                                    

FEMA has been in touch with its state counterparts, and also is in close contact with federal partners at the National Weather Service.  The severe weather is forecast to include the threat of widespread damaging winds, along with the possibility of tornadoes, through the evening and overnight hours.

Although there have been no requests for federal assistance at this time, FEMA encourages all individuals in areas where severe weather is expected to monitor NOAA Weather Radio, and local news for severe weather updates and warnings and to always follow the direction provided by local officials. When natural disasters like severe weather and tornadoes strike, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and numerous private interest groups who provide emergency assistance required to protect the public’s health and safety and to meet immediate human needs.

Everyone should become familiar with the terms used to identify a severe weather hazard and discuss with your family what to do if a watch or warning is issued. Some of the more common terms used to describe severe weather and tornado hazards include the following:

  • Severe Thunderstorm Watch – Tells you when and where severe thunderstorms are likely to occur. Watch the sky and stay tuned to NOAA Weather Radio, commercial radio or television for information.
  • Severe Thunderstorm Warning – Issued when severe weather has been reported by spotters or indicated by radar. Warnings indicate imminent danger to life and property to those in the path of the storm. 
  • Tornado Watch – Tornadoes are possible. Remain alert for approaching storms. Watch the sky and stay tuned to NOAA Weather Radio, commercial radio or television for information. 
  • Tornado Warning – A tornado has been sighted or indicated by weather radar. Take shelter immediately.

FEMA Urges Southeast and Mid-Atlantic Residents to Monitor Conditions and Be Prepared for Severe Weather

Duluth, Minn.  – September is National Preparedness Month, a great time to organize and update your emergency plans and supplies. Disasters can happen with little or no warning.  If   you currently don’t have supplies on hand, now is the perfect time to prepare so you can care for yourself and family before, during and after any emergency.

You can start by planning for the types of disasters that can happen in the area where you live. Create a personalized emergency plan and kit based on the requirements of your family. For example, if you have infants, you will need to include items such as diapers, formula and a few toys in your kit.  And don’t forget to include your pets when making your emergency plans.   

Being prepared in case of an emergency does not have to cost a lot of money. Make a checklist of the most important items your family will need.  Next, budget emergency preparedness items as a normal expense. Shop the sales and use coupons when you can.  Try to buy one item from your list each time you go to the grocery store.  The reward of knowing you are prepared before disaster strikes makes it all worthwhile.

Be Prepared, All Year Long

BATON ROUGE, La. The Louisiana Department of Children and Family Services (DCFS) will receive a federal grant totaling more than $1.8 million to reimburse the agency for expenses incurred during Hurricane Isaac, the Federal Emergency Management Agency (FEMA) said Wednesday.

The FEMA Public Assistance grant, totaling $1,803,935, will cover 75 percent of the costs for emergency protective measures the department took before, during and after the late August hurricane to help evacuate and shelter Louisianians.

Between Aug. 26 and Sept. 10, 2012, Hurricane Isaac and its aftermath required the state of Louisiana to activate plans, procedures, staff and contracts to ensure a comprehensive response for the safe evacuation and sheltering of Louisianians. DCFS is responsible for providing sheltering, mass care, emergency assistance and housing to residents affected by a disaster.

“The department played a critical role in helping people remain safe, dry and healthy under extremely difficult circumstances,” said Federal Coordinating Officer Gerard M. Stolar of FEMA. “The grant will help DCFS recover its expenses for that important effort.”

Under a cost-sharing formula, FEMA reimburses the state for 75 percent of the total costs, while the state and/or applicant pay the remaining 25 percent. The newly obligated funds are a portion of the nearly $175.7 million in total Public Assistance recovery dollars approved for the state since the Aug. 29, 2012, disaster declaration.

Once FEMA reimburses the state of Louisiana it is the state’s responsibility to manage the funds, which includes making disbursements to local jurisdictions and organizations that incurred costs.

FEMA Obligates $1.8 Million to Louisiana Agency for Hurricane Isaac Recovery

NEW YORK – State and federal disaster officials urge survivors of Hurricane Sandy to come forward and ask questions they may have about registering for disaster assistance. Accurate information is readily available and can help dispel misleading rumors.    

Here are some questions that are commonly asked:

Q. How do I apply for FEMA disaster assistance?
A.
You can apply at www.DisasterAssistance.gov or m.fema.gov, or call the FEMA Helpline at 800-621-3362. If you have a speech disability or hearing impairment and use a TTY, call 800-462-7585 directly. If you use 711 or Video Relay Service (VRS), call 800-621-3362.

Q. What happens after I apply for disaster assistance?
A.
FEMA will mail you a copy of your application and a copy of Help After a Disaster: Applicant’s Guide to the Individuals and Households Program that will answer many of your questions.

  • If you do not have insurance: An inspector will contact you after you apply to schedule a time to meet you at your damaged home.
  • If you have insurance: You need to file your insurance claim and provide FEMA with a decision letter (settlement or denial) from your insurance company before FEMA issues an inspection.
    • There is an exception for damages caused by flooding; if you have flood insurance, FEMA will issue an inspection before receiving a copy of your flood insurance decision letter to evaluate your eligibility for temporary living expenses since these are not covered by flood insurance.
  • About 10 days after the inspection FEMA will decide if you qualify for assistance. If so, FEMA will send you a check by mail (or direct deposit) with an explanation of what the money covers (i.e. rent or home repair).
  • If FEMA determines that you are ineligible for any reason, you will receive a letter and be given a chance to appeal. Appeals must be in writing and mailed within 60 days of the determination. Read the letter carefully for the reason of ineligibility before filing your appeal.
  • If you get a Small Business Administration (SBA) Disaster Loan application in the mail, you must complete and return it to be considered for a loan or certain types of grant assistance, such as transportation, personal property, and moving and storage.

Q. Why didn’t I receive rental assistance when my home can’t be lived in?
A.
If you cannot live in your home because of disaster damage and you did not receive rental assistance, please contact FEMA to check on your status.  It could be that during the inspection you indicated that you were unwilling to relocate. If so, FEMA would not move forward to issuing a rental assistance check for you to move to another location. 

Q. I received a rental assistance check, how do I find a new place to rent?
A.
The FEMA Housing Portal is intended to help individuals and families, who have been displaced by a disaster, find a place to live. The portal consolidates rental resources to help individuals and families find available rental units in their area.  This information can be accessed by visiting www.fema.gov and searching “Housing Portal,” or by calling 800-621-3362.

Q. Will my family get assistance faster if we each apply separately?
A.
No. If two members of the same household apply for the same damaged home, FEMA assistance could actually be delayed. If more than one member of a household has applied, the additional registrants should call the FEMA Helpline, 800-621-3362 to withdraw their applications. Once this occurs, the original registration for the household can be processed for assistance.

Q. If I received a settlement from my insurance but still have additional needs, what can I do?
A.
As soon as you receive an insurance settlement, you should provide a copy to FEMA and identify any unmet needs you have. Although FEMA cannot duplicate benefits that your insurance provided, FEMA may be able to assist you with lost essential items not covered by insurance and can also help you find resources through other recovery partners.

Q. Why did I get a different amount of home repair assistance than my neighbor?
A.
Each survivor’s case is unique. There are several factors involved, including insurance status and the extent and type of damage found during the home inspection.

If you feel that the assistance you received does not cover your needs – for example, the funding you received for repairs are less than the estimates you’ve received from contractors and you have not yet met the FEMA maximum grant – you can appeal.

Q. Will FEMA provide additional rental assistance beyond the initial assistance period if I still cannot return to my home?
A.
Rental assistance can be provided for up to 18 months from the date of declaration while you are setting up your permanent housing plan. After your initial period of assistance, you will be sent a letter on how to “recertify” if you need additional rental assistance.  

Q. Could FEMA assistance affect my Social Security benefits, federal taxes, food stamp (SNAP) eligibility, or Medicaid?
A.
No. FEMA assistance does not affect benefits from other federal programs and is not considered taxable income.

Q. I’ve already cleaned up the damage to my home and made repairs. Is it too late to register once the work is done?
A.
No. You may be eligible for reimbursement of your cleanup and repair costs, even if repairs are complete. The important thing is to document the expenses you incur. It is a good idea to take before-and-after photos for your records.

Q. If I received disaster assistance last year, could I get it again this year?
A.
Assistance may be available if you also suffered damages from a previously federally declared disaster. 

Q. My child is a U.S. citizen, but I am not. Can I apply for FEMA disaster assistance?
A.
If anyone in an affected household is a U.S. citizen, non-citizen national or qualified alien (a “Green Card” holder), they are eligible to apply for FEMA disaster assistance. If a minor child is eligible by these criteria, even when other members of the family are not, the family can file an application on the child’s behalf.

In this case, all identification documents have to be in the child’s name and Social Security number. The copy of the child’s Social Security card and birth certificate are acceptable verification. This information can be mailed to FEMA or brought to a Disaster Recovery Center.

NEW YORK – Thirteen Disaster Recovery Centers have changed their hours as they continue to assist survivors of Hurricane Sandy in New York.

Disaster Recovery Centers are one-stop shops for eligible storm survivors to get face-to-face assistance as quickly as possible.

The State of New York and the Federal Emergency Management Agency closely monitor visitor traffic at all New York Disaster Recovery Centers. When traffic slows at a certain time, a center may change its hours accordingly.

ATLANTA – Today marks the end of the 2012 Atlantic Hurricane Season, but disasters aren’t limited to hurricanes or a specific time of year.  Emergencies can happen anytime, anywhere, and it’s important to be prepared year round.

“While today is the end of an active hurricane season, it serves as an important reminder of just how critical it is for all of us to be prepared so that we can protect our families, homes, businesses and communities from the potentially devastating effects of a disaster,” said Phil May, Federal Emergency Management Agency Region IV Administrator. “There are some simple steps we should all take, such as make a family communications plan and put together a disaster supplies kit, which will help keep us safe when we’re faced with an emergency.”

Emergencies can range from natural disasters such as flooding, tornadoes and hurricanes, to events such as power outages. Visit www.Ready.gov to learn about different hazards, and how to prepare for them.

Here are a few tips to help you get ready:

  • Most communities may be impacted by several types of hazards during a lifetime–be informed about the hazards that exist in your area.
  • When tailoring your family communications plan, consider working with others to create networks of neighbors, relatives, friends and co-workers who will assist each other in an emergency.
  • Among the items in your basic disaster supplies kit, include enough food for at least three days, and one gallon of water per person per day.
  • Since you can’t predict where you will be for disasters, it’s important to have plans and supplies for the locations you and your household go to regularly.
  • Flooding is the most common and costly natural disaster, but standard homeowners insurance doesn’t cover flooding. To protect your property, consider getting flood insurance through the National Flood Insurance Program.
  • Check out opportunities to get involved  in programs and activities to make your family, home and community safer from risks and threats.
