BATON ROUGE, La. – If you own a multi-family dwelling that needs repairs and are willing to lease to eligible FEMA applicants, then you may be interested in the Multi-Family Lease and Repair Program (MLRP). This FEMA program provides funds to make rental units habitable again, and at the same time helps survivors of the severe August storms and floods.

Here’s how it works: After you and FEMA agree on the work that needs to be done and the associated costs, you may choose your own contractor and start the repairs. The repairs or improvements do not need to be storm- or flood-related. The value of the work will be deducted from the value of the lease agreement, but may not exceed its total value.

To qualify for MLRP funds your property must meet certain criteria. First, it must have five or more units to qualify as a multi-family dwelling. Second, it must have been previously used as a rental unit. And third, it must be located in one of the following parishes: Acadia, Ascension, Avoyelles, East Baton Rouge, East Feliciana, Evangeline, Iberia, Iberville, Jefferson Davis, Lafayette, Livingston, Pointe Coupee, St. Helena, St. James, St. Landry, St. Martin, St. Tammany, Tangipahoa, Vermilion, Washington, West Baton Rouge, or West Feliciana.

In addition, the property must be accessible to community services like schools and grocery stores, and not be located in a flood-prone area. FEMA will require a lease of exclusive use of the property as temporary housing for a period of at least 18 months. The property owner must provide all property management services, and repairs must comply with local building codes, standards, permitting, inspection requirements and other laws.

ATLANTA, Ga. — September is National Preparedness Month and as tropical storm activity increases this week, FEMA encourages residents in the Southeast to make disaster preparedness a priority.

“National Preparedness Month focuses on the need to be ready for disasters and emergencies,” said FEMA Region IV Regional Administrator Gracia Szczech. “September is also the peak of hurricane season, so preparing now is even more critical for families and businesses in the Southeast.”

Across the nation, disasters are occurring with greater frequency, and are larger and more complex. Severe weather and other emergencies can strike with little or no warning and can have disastrous impacts. Already this year, states across the Southeast have experienced destructive severe storms and flooding. Seven named tropical cyclones have formed this summer, and they serve as a reminder to be ready for hurricanes.

“Make preparedness a part of your everyday life,” said Szczech. “Prepare for the hazards that are most likely to occur where you live and work. Talk to your family and make a family disaster plan. But don’t stop there. Practice your plan. Practicing in advance of a disaster makes you better prepared to handle any emergency you may encounter.”

Don’t Wait. Prepare for Emergencies Today.

The Governor’s Office of Homeland Security and Emergency Preparedness and FEMA are making manufactured housing units (MHUs) available to some survivors displaced by the recent severe storms and floods.

  • You may be able to live temporarily in an MHU if you’re eligible for FEMA help, but are unable to utilize rental assistance due to a lack of places to rent in your area.
  • The models are different from housing units used following other Louisiana federal disaster declarations.
  • All units are constructed in accordance to U.S. Department of Housing and Urban Development and FEMA standards.
  • Units range from one to three bedrooms to suit your family’s size.
  • Eligible survivors who have access and functional needs will receive accommodating units to include modifications like ramps or platform steps.
  • If you’re eligible to receive an MHU, you and your family may be able to place a unit on your property or a commercial park.
  • FEMA may provide you a unit for up to 18 months. However, it’s important to show a continued housing need and progress toward a permanent housing plan in order to continue living in a unit.
  • FEMA can only consider helping you with a place to stay after you apply for federal disaster assistance. You can apply two ways:

 

  • Go online to DisasterAssistance.gov.

Louisiana, FEMA Provide Manufactured Housing Units to Some Survivors

ATLANTA, Ga. — With FEMA’s updated free app you can get weather alerts from the National Weather Service for up to five locations across the nation. You can receive alerts on severe weather happening anywhere in the country, even if your phone is not located in the area. That makes it easy to follow severe weather that may be threatening your family and friends, especially now as the height of hurricane season approaches.

“Emergency responders and disaster survivors are increasingly turning to mobile devices to prepare for, respond to and recover from disasters,” said Craig Fugate, FEMA administrator. “This new feature empowers individuals to assist and support family and friends before, during, and after a severe weather event.”

Mobile apps are an essential way to receive the life-saving severe weather warnings. According to a recent survey by Pew Research, 40 percent of Americans have used their smartphone to look up government services or information. Additionally, most smartphone owners use their devices to keep up to date with breaking news and what is happening in their community. Every minute counts when severe weather threatens. These alerts are another tool in the toolbox to build a nation that’s ready, responsive, and resilient.

The new weather alert feature adds to the app’s existing features: a customizable checklist of emergency supplies, maps of open shelters and Disaster Recovery Centers, and tips on how to survive natural and manmade disasters. Some other key features of the app include:

WASHINGTON – Today, the Federal Emergency Management Agency (FEMA) is calling on individuals and families across the nation to prepare for the 2016 Atlantic Hurricane season, which begins today and runs through November 30.

The effects of hurricanes can stretch far beyond just coastal areas, impacting communities hundreds of miles inland. When a hurricane hits, it can bring high winds, heavy rainfall, coastal and inland flooding, rip currents, and even tornadoes. Storm surge produced by hurricanes poses the greatest threat to life and property along the coast. Taking action now, in advance of a storm, can save lives and enables families and communities to recover more quickly should disaster strike.

“The United States has not had a significant impact from a hurricane or tropical storm since Hurricane Sandy struck in 2012,” said FEMA Administrator Craig Fugate. “But luck isn’t a strategy when it comes to being ready. If you live in a potentially affected state, you are at risk for storm surge, extreme winds and flooding during a hurricane. Now is the time for you to learn your evacuation routes and develop a hurricane evacuation plan. Prepare now and enjoy the summer with confidence that if a storm threatens you’ll be ready.”

To prepare for these powerful storms, FEMA is encouraging families, businesses, and individuals to take the following steps to prepare:

  • Know Your Risk: Residents should learn what types of natural disasters are common in their stateNOAA’s historical hurricane tracks tool provides information on the severity and frequency of past hurricanes. 
     
  • Know your evacuation zone: Evacuation zones are areas that may be impacted by hurricane flooding. Many communities have designated evacuation zones and routes to get citizens to safety. This information can often be found on the websites of state, county, or town emergency management offices. If a hurricane threatens a community and local officials say it’s time to evacuate, residents should evacuate immediately. Do not wait for the next forecast.   
     
  • Download the FEMA app: The FEMA app contains important information on what to do before, during, and after a hurricane. The app also allows users to receive weather alerts from NOAA’s National Weather Service, lifesaving safety tips, and provides access to disaster resources should survivors need them. The app is available in the Apple App store or the Google Play store. The FEMA app is also available in Spanish.
     
  • Make a plan, build a kit and practice what to do: When a hurricane hits, communications systems can go out, transportation can be limited, and it could be days before emergency responders are able to reach communities that need help. FEMA encourages residents in potentially affected states to do the following:
    • Make a Family Communication Plan: Family members should discuss how they contact one another in an emergency and check in with each other from different locations.  Families should plan how to care for children or members with access and functional needs, and learn how to get in touch if cell phone, internet, or landlines don’t work. Be sure to practice your plan so everyone will know what to do in the event of an emergency.
    • Emergency Supply Kit: A ‘go kit’ is a bag that contains basic items families may need, during an emergency. Kits should contain non-perishable food, water, and other supplies, such as flashlights, local maps, and a battery-powered radio, to last you and your family for at least 72 hours. Ready.gov contains a complete list of items.
    • Pets: Many local shelters do not permit pets, but laws require them to accept service animals. Families should have a plan for pets should they need to evacuate.

Push Notifications to Remind Users to Take Simple Steps to Prepare for Disasters, Provide Easy Access to Information on How to Be Ready for Fires, Severe Weather, and other Hazards

WASHINGTON – Today, the Federal Emergency Management Agency (FEMA) launched a new feature to its free smartphone app that will enable users to receive push notifications to their devices to remind them to take important steps to prepare their homes and families for disasters. The reminder feature allows users to receive pre-scheduled safety and preparedness tips, including testing smoking alarms, practicing a fire escape plan, updating emergency kits and replacing smoke alarm batteries.

“Our lives are increasingly busy and on-the-go,” said Deputy Administrator of Protection and National Preparedness Tim Manning. “Today, we turn to mobile devices and technology to help us stay more organized and connected. This new feature to FEMA’s app will make it easier for families to remember to take potentially life-saving actions that we all should be thinking about more often.”

“In just two minutes, a home fire can become life-threatening,” said U.S. Fire Administrator Ernest Mitchell Jr. “Remembering to take small steps to prepare, such as ensuring your smoke alarm is properly maintained and practicing your home fire escape plan, will reduce fire fatalities and ensure our communities are safer. We hope this new feature to FEMA’s app will help save lives by encouraging more families to be prepared.”

The new reminder feature builds upon several innovative tools already built into the app.  In addition to push notifications, the app also provides a customizable checklist of emergency supplies, maps of open shelters and open recovery centers, and tips on how to survive natural and manmade disasters. FEMA Launches New Preparedness Feature to Smartphone App

PINE RIDGE, S.D. – For six months, FEMA has had a continued presence on the Pine Ridge Indian Reservation, supporting the Oglala Sioux Tribe in response and recovery efforts following a series of severe storms and flooding in May 2015.  As part of that team, FEMA has hired about 20 tribal members to assist in operations.  FEMA frequently hires within communities impacted by disasters for the local knowledge and expertise that such individuals can bring, and at Pine Ridge that has been no exception.

Ellen Martinez is a caseworker.  In this role, she partners with a FEMA Individual Assistance program specialist and serves as a liaison to tribal members who have applied for disaster aid.

“One of the challenges is that people don’t want to let their damaged home go because of all the family history there,” Martinez said. “They are used to what they have.  So we need to talk to them and explain that the new home will be healthier, safer and more secure, because people struggle with letting go of what they have.”

Martinez, like many of the local hires, started as an emergency liaison, going out with FEMA inspectors to view damage of homes.  She is also in the unique position of being a disaster survivor in addition to working with FEMA.  Her home was damaged in the storm and she received a new manufactured home.  She shares her experience with the other applicants that she works with.

 “FEMA is changing people’s lives”, Martinez said. “A lot of people didn’t know what FEMA is.  They just registered but they didn’t understand the process.  I can help explain that to them.  I like helping people.  I like the look on their face when they receive a new home.  They are so grateful.”

Nancy S. Hussman came to FEMA after a lengthy career of service with tribal government.  That background gave her a solid understanding of how the tribe works and how to get things done, helpful in her current position as a Voluntary Agency Liaison (VAL).  As a VAL, she coordinates with agencies that seek to come on to the reservation and provide aid to tribal members in ways that FEMA can’t.

In addition to supporting the current disaster recovery effort, the experience gained by the tribal FEMA employees will end up serving the community in the future.

“It’s so great that FEMA has hired tribal members”, said Hussman. “When FEMA leaves there will be people who have been trained.  We hope to keep a VAL department and we will be prepared to address a new disaster if we have one.  And we will have one, whether it be tornado, fires or floods and we want to be better prepared.  This is something that FEMA is teaching us.”

The tribal local hires have been able to help bridge the gap between federal government officials and the tribal community.

 “We have been able to teach the FEMA people about our culture,” said Martinez. “How people look at things differently on the reservation.  We’ve been able to show them how to approach tribal members as someone from off the reservation.”

“I think the FEMA staff have been receptive and they are learning about our culture,” said Hussman. “And that means a lot to our people.  Because in general, many people are leery of the government.  But FEMA has hired tribal members and because of that people have welcomed us into their homes and we have been able to do inspections and provide assistance.”

The newest members of the FEMA team have played an integral role, serving both the agency and their tribal community.

Oglala Sioux Tribal Members Valuable Part of FEMA Team

AUSTIN, Texas – So, you and your family survived the big storm.

The water has been pumped out of your basement. Your walls and floors are dry. Your roof seems to be intact. Your electrical appliances are working fine. And your flood-soaked refuse has been removed to the landfill. You are grateful it’s all over. But is it really? Ask yourself, “Are my house and property ready for the next big one? Will my family be safe the next time we flood?”

Mitigation experts at the Federal Emergency Management Agency (FEMA) say there is no better time than now for homeowners to start thinking about what can be done to prepare for the next flood.

For the big jobs, homeowners will want to hire a reputable licensed contractor. FEMA mitigation officials suggest getting bids from two or three contractors. And ask for references. Many other repairs may be easy work for handy do-it-yourselfers. Tasks like relocating basement or first floor electrical equipment and appliances, however, may require the help of a professional.

Start with the main circuit breaker or fuse box. Move it up to at least 12 inches above the Base Flood Elevation (BFE) for your home or building. Your insurance agent or local flood plain administrator will be able to tell you what that number is.

Check with your local building department. If the electrical code allows, raise electrical outlets and switches above flood level.                                                                                                                                

If you need to replace a flood-damaged furnace, water heater or air conditioner, have the new one installed on a higher floor. If your air conditioner or heat pump is outdoors, install it on a raised platform. Place washers and dryers on blocks, making sure they will not vibrate off the blocks during use. A 1- or 2-foot waterproof floodwall around appliances will protect them from shallow flooding.

More do-it-yourself tips for repairing flood-damaged buildings:

  • Walls. If the wallboard and insulation were removed, wash and disinfect the exposed vertical wooden studs, and the horizontal wooden sills at their base. If rebuilding, consider metal studs and sills as they are less damaged by water than wooden ones.

  • Wallboard. If you install the wall board horizontally (4 feet high), you’ll only have to replace half the wall if the next flood is less than 4 feet deep. Leave the wall open 1 inch above the sill. The baseboards will hide the gap, and all you have to do after the next flood is remove the baseboard and the wall cavity will drain freely and air will circulate better.
  • Floors. Particle board or plywood fall apart when wet for lengthy periods. Floor joists and some wood floors regain their shape when naturally dried. Use screws or screw nails on floors and stairs to minimize warping. Completely dry subflooring before laying new flooring or carpeting. Renail, then sand or place a new underlayment for a new floor.

  • Paints. Completely dry the surface before painting. This may take several weeks, but paint will peel if applied over a damp surface. Coat concrete surfaces with penetrating sealer for easier future cleanup.

  • Windows and Doors. When appropriate, replace flood damaged windows with vinyl or metal framed windows. Hollow core or polysty­rene foam filled metal doors are water resistant.

Despite all that you have done, natural disasters are unpredictable, and even the best preparations may not hold up in the next flood.

The first step in moving on after a flood is getting rid of damaged or destroyed personal property that can’t or should not be saved. FEMA mitigation experts tell flood survivors to always throw out flood-dirtied cosmetics, medicines, stuffed animals, baby toys and food that may be spoiled. It’s also a good idea to get rid of mattresses, pillows, rugs, books and other paper products. Should you throw away this or that? Good advice from one FEMA mitigation specialist: If you have to ask, throw it away.

Next, dry out your house – lower the humidity. Open doors and windows to let fresh air circulate. Open closet and cabinet doors; remove drawers from their cabinets. Run dehumidifiers and fans. Give your housed plenty of time to dry. The rule of thumb is, if it takes one week for visible moisture to disappear, it will take at least another week for unseen parts to dry.

Alternatively, you may want to turn the job over to a flooding and storm damage professional. Go online to search “water damage restoration” or “dehumidifying.”

Cargo bikes can haul loads weighing 200 pounds or more of food, water and medical supplies. In addition to hauling supplies, cargo bikes provide a transportation option that is more nimble than cars, especially in the aftermath of an earthquake when transportation and fuel infrastructure will be severely damaged. 

The DRTs will be hosted by the University of Portland, with checkpoints spread out in a “hub and spoke” style, in which supply routes circle back to the university campus. At each checkpoint, riders will complete challenges such as overcoming a 3-foot barrier and riding over rough terrain to gather critical supplies.

Riders compete at several difficulty levels ranging from “Family,” which includes carrying kids and limited additional cargo for approximately 15 miles, to “Responder,” which includes carrying at least 50 pounds and traveling about 30 miles.

In addition to the Portland event, an event will take place in Eugene, Ore., on the same day. Previous DRTs have taken place in Seattle, San Francisco and Vancouver, British Columbia.

The Portland DRTs, to be held from noon to 4:30 p.m., will run simultaneously with an Earthquake Information Fair hosted by the Cascadia Region Earthquake Workgroup.
