Crisis Counseling for Sandy Survivors

WARWICK, RI – The Disaster Recovery Center in Westerly relocates Saturday, Nov. 24, 2012, to the Misquamicut Fire Station from its current location at St. Clare Church. The Westerly Center will continue to serve disaster survivors in the area until further notice as will the Centers in South Kingstown and Middletown. Locations for the current DRCs are:

Washington County

  • Misquamicut Fire Station, 65 Crandall Avenue, Westerly, RI. (Opens Saturday)
  • Union Fire Station (Community Room), 131 Asa Pond Road, South Kingstown, RI.

Newport County

  • Middletown Police Station (Community Room), 123 Valley Road, Middletown, RI.

Hours of operation for all DRCs are Monday through Saturday from 8:00 a.m. to 6:00 p.m., and Sundays from 1:00 p.m. to 6:00 p.m. All three DRCs will be closed Nov. 22, 2012, in observance of the Thanksgiving holiday.

NEW YORK — Since Hurricane Sandy struck New York, the Federal Emergency Management Agency has approved more than $564 million to help individuals and families recover from the disaster.

FEMA is reaching out to all 13 designated counties with attention focused on the hardest hit areas of New York State. To date, more than $564 million has been approved. Assistance to the hardest hit areas includes:

  • Bronx $1,043,794
  • Kings $110,617,942
  • Nassau $201,620,599
  • New York $5,063,854
  • Queens $152,299,955
  • Richmond $57,956,106
  • Suffolk $33,641,959

FEMA provides the following snapshot of the disaster recovery effort as of Nov. 20:

  • Nearly 219,000 New Yorkers have contacted FEMA for information or registered for assistance with FEMA and more than $564 million has been approved. More than 112,000 have applied through the online application site at www.disasterassistance.gov, or on their smart phone at m.fema.gov.
     
  • 34 Disaster Recovery Centers (DRCs) are open in the affected areas. These include mobile sites as well as fixed sites, and to date more than 40,000 survivors have been assisted at DRCs in New York state.
     
  • Nearly 1,300 inspectors in the field have completed more than 102,000 home inspections.
     
  • 1,062 Community Relations (CR) specialists are strategically positioned throughout affected communities, going door to door explaining the types of disaster assistance available and how to register. More teams continue to arrive daily.
     
  • 6 Points of Distribution (PODs) are open and providing supplies to the affected residents and 10 fixed feeding sites are being operated by the New York City Office of Emergency Management. 
     
  • 4 Disaster Medical Assistance Teams (DMATs), 1 Rapid Deployment Force (RDF) and 1 National Veterinary Response Team (NVRT) from the Department of Health and Human Services are deployed in New York.
     
  • 13 New York counties are designated for both individual and public assistance, including: Bronx, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster and Westchester.
     
  • The U.S. Small Business Administration (SBA) has staff members at 18 Business Recovery Centers in the New York area to provide one-on-one help to business owners seeking disaster assistance and has approved more than $11 million in disaster loans.
     
  • The U.S. Army Corps of Engineers (USACE) is using sixteen 500-ton barges and one 2,200-ton barge to transport Hurricane Sandy debris from a temporary storage site at Fresh Kills Landfill in Staten Island to permanent disposal sites in upstate New York.
     
  • The Occupational Safety and Health Administration (OSHA) has had field staff out in impacted areas to make sure that workers and businesses are aware of the hazards involved with the clean-up and recovery operations. As of Nov. 19th, OSHA personnel have performed 507 safety and health briefings reaching 12,423 workers, including 2,966 that don’t speak English. Additionally, OSHA has conducted 764 direct interventions at worksites that are involved in storm recovery operations, removing 2,656 employees from recognized hazards.

Federal Support to New York State for the Response to Hurricane Sandy

WINDSOR, Conn. – Hurricanes roll through with strong winds and storm surges that leave an ugly path in their wake. But not all damage is immediate or obvious, so survivors who experienced high winds, flooding or water damage should check their furnaces thoroughly.

As cold weather continues, concerns about furnaces include:

  • Leaks in gas lines and oil pipes;
  • Corrosion of electrical wiring from exposure to salt water;
  • Problems with oil pumps moved or shaken by high winds or flooding;
  • Debris lodged in chimneys; and,
  • Sediment or mold that could blow into the house from ducts exposed to water.

“Recovery is a process that involves many steps, but don’t forget to think safety first,” said Federal Coordinating Officer Albert Lewis of the Federal Emergency Management Agency. “Local codes may require you to hire a licensed professional to check your wiring or gas lines, so check your local ordinances.”

Disaster Recovery Center to be Open Three Days in Stratford

WINDSOR, Conn. – Hurricane survivors who receive a loan application from the U.S. Small Business Administration after registering for disaster assistance from the Federal Emergency Management Agency need to complete and return it. The application deadline is Dec. 31, 2012.

While SBA’s low-interest disaster loans represent the major source of federal funding for recovery, the application itself may open the door to other FEMA grant programs. People who do not qualify for a loan may be eligible for grants to replace essential household items, replace or repair a damaged vehicle, or cover storage expenses.

“In a disaster, SBA helps individuals as well as businesses,” said Federal Coordinating Officer Albert Lewis. “No one is obligated to accept an SBA loan. If you receive a loan application, it’s important to fill it out and return it. If you don’t submit the loan application, the assistance process may stop prematurely.”

Registering with FEMA often prompts SBA to send an application for a low-interest disaster loan. The application takes little time to complete.

FEMA grants are designed to jump-start the recovery process and may not cover all damage or property loss. SBA low-interest disaster loans up to $200,000 are available to eligible homeowners to repair or replace disaster-damaged or destroyed real estate. Homeowners and renters may apply for loans up to $40,000 for personal property. Loan amounts cannot exceed uninsured losses.

Businesses and private nonprofit organizations may borrow up to $2 million to repair or replace real estate, machinery and equipment, inventory and other business assets.

Recovery officials note several reasons for completing the application. For instance:

  • An insurance settlement may fall short. A survivor may be underinsured for the amount of work needed to repair or replace a structure. An SBA low-interest disaster loan can cover the cost. Survivors are encouraged not to miss the filing deadline by waiting for an insurance settlement. A settlement can be used toward the loan.
  • SBA can offer a loan that fits an applicant’s budget. SBA specialists can help with an affordable low-interest loan. In some cases, SBA can refinance all or part of an existing mortgage.
  • SBA can help renters replace household contents and vehicles. Renters and homeowners may borrow up to $40,000 to repair or replace clothing, furniture, cars or appliances damaged or destroyed in the hurricane.

Returning SBA Loan Application May Open Doors to More FEMA Assistance
