COLUMBIA, S.C. (Monday, Nov. 14) — In partnership with the State of South Carolina, the Federal Emergency Management Agency (FEMA) aims to hire dozens of workers for a variety of temporary jobs in Blythewood, Florence and North Charleston.

Those selected will join the team—made up of state and federal workers, voluntary agencies, and community leaders—already in place to help the state recover from Hurricane Matthew. Through local hires, FEMA can gain community insight and give an added boost to the area’s economy.

Many FEMA employees started as local hires in their own states following a declared disaster.

Nationwide the FEMA workforce of 8,000 people includes full-time employees and reservists who travel across the country to help survivors recover after a disaster, including floods, tornadoes, earthquakes, wildfires and hurricanes.

In South Carolina, FEMA has the following positions currently available:

  • Environmental Specialist
  • Historic Preservation (Structures) Specialist
  • Couriers
  • Voluntary Agency Liaison
  • Administrative Assistant
  • Hazard Mitigation Program Community Outreach Education Specialist

Salaries are between $14 and $28 an hour. If needed, FEMA will post more jobs to take advantage of the large pool of talented workers in South Carolina. Positions are temporary. Qualified applicants should possess strong customer service skills, whether the job entails helping survivors in the field or serving as support staff in the office.

Each FEMA job candidate must be a U.S. citizen 18 years of age or older. Candidates must pass a complete background investigation, fingerprint check and credit check prior to being hired by FEMA. Disaster work may require 10-hour workdays seven days a week.

FEMA Hires Local Residents for Disaster Recovery Jobs

WASHINGTON — Federal Emergency Management Agency officials announced funding awards for the Fiscal Year 2016 Continuing Training Grants program.

The Homeland Security National Training Program’s Continuing Training Grants will provide $11.5 million to selected recipients for the development and delivery of innovative training programs.  These programs will be national in scope and are designed to support communities to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and natural, man-made, and technological hazards.

FEMA’s administers these grants as cooperative agreements through the National Training and Education Division and are awarded to the following recipients for a number of categories:

  • Economic Recovery: The National Center for Disaster Preparedness at Columbia University receives $1,506,000.
  • Cybersecurity: The University of Texas at San Antonio, representing the National Cybersecurity Preparedness Consortium, receives $3,015,000.
  • Hazardous Materials: Georgia Tech Research Institute receives $1 million; and The International Association of Fire Fighters also receives $1 million.
  • Rural Preparedness: The Center for Rural Development, representing the Rural Domestic Preparedness Consortium, receives $5 million.

This highly competitive program attracted applicants from state, local, tribal, and territorial governments, along with eligible non-profit organizations to include colleges and universities.  This year, 27 applicants competed and FEMA made five awards.

FEMA Announces Funding Awards for Fiscal Year 2016 Homeland Security National Training Program Continuing Training Grants

 

FRANKFORT, Ky.  —  Officials from the Kentucky Education and Workforce Development Cabinet and the Federal Emergency Management Agency announced today that 10 Kentucky counties have qualified for Disaster Unemployment Assistance.

 

Kentuckians in Bath, Bourbon, Carter, Elliott, Franklin, Jefferson, Lawrence, Madison, Rowan and Scott counties who have lost work or whose businesses were damaged due to severe weather that occurred from April 2 to April 17, 2015, may be eligible for unemployment insurance benefits.

 

Farmers and self-employed people, who are normally not eligible for unemployment insurance benefits, may also qualify for disaster unemployment assistance, according to the Office of Employment and Training, an agency of the Education and Workforce Development Cabinet.

 

June 13, 2015, is the deadline for applying for benefits. All regular unemployment insurance benefits must be exhausted prior to receiving any disaster benefits. Applications can be filed at local Kentucky Career Center offices. To find a list of local offices, visit http://kcc.ky.gov/Office/Locations.aspx. When filing a claim, self-employed individuals should bring a copy of their 2014 income tax return. Other applicants need only a photo-identification card and their Social Security number.

June 13 Deadline for Severe Weather-related Unemployment Insurance

WARREN, MICH. – Staying in touch with the Federal Emergency Management Agency (FEMA) after registering for disaster assistance is one of the most important things Michigan flood survivors can do.

“Disaster survivors who have applied for federal disaster assistance should keep FEMA updated with their current contact information,” said Michigan State Police Capt. Chris A.  Kelenske, State Coordinating Officer and Deputy State Director of Emergency Management and Homeland Security. “Otherwise, they could be delayed in receiving federal dollars to help recover from August’s severe storms and flooding.”

FEMA has many ways for applicants impacted by the August severe storms and flooding to update addresses, phone numbers and personal information:

  • Log on to the website at www.DisasterAssistance.gov ; or
  • Call the toll-free Helpline at 800-621-3362, or TTY at 800-462-7585; or
  • Visit any of the four Disaster Recovery Centers in Macomb, Oakland and Wayne counties; or
  • Visit one of the many recovery support sites in the disaster-designated counties.

When updating information, refer to the nine-digit registration number issued when applying for FEMA disaster assistance. This number is displayed on all correspondence received from FEMA and is a key identifier in tracking assistance requests.

“We understand that people move frequently as they adapt to new situations,” said FEMA Federal Coordinating Officer Dolph Diemont. “FEMA needs to know current addresses and contact phone numbers so we are assured assistance goes to the right place.”

Applicants Should Stay in Touch With FEMA

WARREN, Mich. – Storm survivors in Michigan counties affected by the August floods and storms have plenty of options when it comes to registering for federal assistance and learning about programs to help them recover.

Federal Emergency Management Agency (FEMA) specialists are staffing four Disaster Recovery Centers, numerous recovery support sites and several informational areas at home improvement stores in Macomb, Oakland and Wayne counties.

At the Disaster Recovery Centers, survivors can meet face-to-face with specialists from various federal agencies and other organizations who can answer questions about disaster assistance programs. They can register for FEMA disaster assistance, check the status of their application and learn about other programs.

U.S. Small Business Administration (SBA) customer service representatives at the centers can explain low-interest loans available for homeowners, renters, businesses and certain private nonprofit organizations. FEMA mitigation specialists can offer free rebuilding advice. They have publications and information to help homeowners, renters and business owners protect their properties against damaging winds and floods, which may reduce the risk of damage from potential future hazards.

Disaster survivors also can visit recovery support sites located throughout the three counties to register for disaster assistance, learn the status of their existing applications and receive other disaster assistance information. FEMA’s disaster survivor assistance teams staff the sites. The best way to find a location since the sites are temporary and open on different days and at different times is to visit FEMA’s disaster-specific web page at www.fema.gov/disaster/4195.

Anyone can go to certain home improvement big-box stores to get publications and information on how to rebuild to reduce the risk from future storms. FEMA’s disaster survivor assistance specialists at these stores also can help disaster survivors register for federal disaster assistance.

Disaster Survivors Have Options to Access Federal Disaster Assistance

WARREN, Mich. – Four disaster recovery centers are opening tomorrow to assist residents of Macomb, Oakland and Wayne counties who suffered damages and losses in the August 11-13 severe storms and flooding.

Disaster recovery centers offer long-term opportunities for disaster survivors to reach out to the Federal Emergency Management Agency (FEMA), U.S. Small Business Administration and other organizations. The four centers are one-stop shops where disaster survivors can register for assistance, discuss types of disaster assistance programs with specialists, receive the status of their existing application and obtain other information.

The centers should not be confused with the recovery support sites located throughout neighborhoods in southeast Michigan.  The support sites are open for a short period of time and can quickly answer questions about disaster assistance programs.

Ad Council, FEMA and Disney launch “Big Hero 6” PSAs to Encourage Emergency Preparedness for Kids

WASHINGTON — Today, the Federal Emergency Management Agency (FEMA) announced a new strategy to educate young people about disaster prevention, protection, mitigation, response and recovery.  The National Strategy for Youth Preparedness Education: Empowering, Educating and Building Resilience (National Strategy) couples attention on emergency and disaster preparedness with community action that focuses specifically on youth readiness for disasters and related events. The National Strategy was developed in partnership with the American Red Cross and the U.S. Department of Education, and more than 25 organizations have affirmed their support.

Research shows that it is important to educate and empower young people to prepare for disasters. A 2010 study from Oregon State University showed that 14 percent of children and teens had experienced a disaster during their lifetime, and four percent had been in a disaster within the past year. Of those who had experience with disaster, a quarter reported experiencing more than one.

Recognizing that children have the ability to play an important role in preparing themselves, their families, and their communities for a disaster, Disney, the Ad Council and FEMA are releasing new Public Service Advertisements (PSAs) as an extension of the Ready campaign. These new PSAs highlight several steps that kids can take to prepare for emergencies: Make a Plan, Build a Kit and Know The Facts. The new English and Spanish ads feature leading characters from Walt Disney Animation Studios’ upcoming film “Big Hero 6,” and they encourage viewers to visit Ready.gov/Kids  to learn how to prepare for emergencies. 

“Children who learn about emergency preparedness experience less anxiety during an actual emergency or disaster,” FEMA Administrator Craig Fugate said. “This National Strategy will encourage communities and organizations to give children and their families the information they need to prepare for disasters.”

“When it comes to emergency preparedness, we know that communication and planning in advance are critical,” Ad Council President and CEO Peggy Conlon said. “Research has shown that children can play an important role in creating family emergency plans, which is why this extension of our longstanding campaign with FEMA incorporates wonderfully entertaining Disney characters that will both entertain and educate children.”

“Young people can do amazing things when given the chance,” said Richard Reed, senior vice president of Disaster Cycle Services at the American Red Cross. “Just watch an entire school full of kids evacuate in a couple of minutes for a fire drill, or listen to the story of the young man who gave his birthday money to buy smoke alarms for his community. At the Red Cross, we’re just delighted to stand with this coalition to help prepare young people and their families.”

The National Strategy presents nine priority steps to further youth preparedness education including: building partnerships to enhance, increase and implement youth preparedness learning programs; connecting young people with their families, communities, first responders and other youth; and increasing school preparedness. FEMA Unveils National Strategy to Strengthen Youth Preparedness

FEMA and Urban Assembly School for Emergency Management Improve Community Disaster Resiliency through America’s PrepareAthon!

New York, NY – New York and New Jersey have seen their share of weather disasters in recent years. Based on recent experience and on current assessments of the National Oceanic and Atmospheric Administration (NOAA), the region is likely to endure continuing shifts in weather patterns, prompting a need for emergency management expertise, as well as community preparedness for severe weather.

According to a 2012 national survey on preparedness by FEMA, a mere 39 percent of Americans reported having a household emergency plan, and almost 50 percent did not have supplies set aside in their homes for use in a disaster.

Playing a pivotal role in disaster preparedness is the new Manhattan-based Urban Assembly School for Emergency Management, the first high school in the United States devoted exclusively to emergency management.  This Wednesday, April 30, 120 of its students will interview some 1500 residents across New York City’s five boroughs about their families’ preparedness. Survey results will be used to determine how prepared the general public is post-Super Storm Sandy, and if preparedness levels differ in flood prone areas. The survey’s results will be made public on the school’s website.

The students will be joined by Jerome Hatfield, Regional Administrator of FEMA at the Staten Island Ferry Terminal in lower Manhattan at 10:30 am this Wednesday. This event is being held in coordination with the NYC Office of Emergency Management.  Mr. Hatfield will be available for interviews on the role of the new emergency management school and the need for preparedness, as well as the evolving weather climate in FEMA’s Region II, which includes New York, New Jersey, Puerto Rico, and the Virgin Islands.

The joint effort by FEMA and the Urban Assembly School for Emergency Management to interview and inform the public about emergency preparedness constitute one of many events occurring across the country as part of America’s PrepareAthon!, a national community day of action encouraging millions of individuals, organizations, and communities to take action to improve their levels of disaster preparedness.

Changing Weather in the Northeast Calls for Greater Local Preparation

Hartford, Conn. – Today, the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) and the American Radio Relay League (ARRL) announced a Memorandum of Agreement (MOA) that increases cooperation between FEMA and ARRL in the area of disaster communication.  FEMA Administrator Craig Fugate, KK4INZ, and ARRL President Kay Craigie, N3KN, signed the agreement during the ARRL National Centennial Convention at the Connecticut Convention Center in Hartford, Connecticut.

This agreement will allow FEMA and ARRL to work together to provide resources, services and personnel, as available, in order to strengthen capacity in areas of emergency communications, mass care and emergency assistance, disaster preparedness, response and recovery, while also raising public awareness about the use of Amateur Radio as a public safety resource.

“Radio is one of the most resilient communications technologies we have,” Fugate said. “When the power is out and telecommunications are down, the Amateur Radio community can serve as a vital resource in support of emergency responders and survivors during a disaster.  This MOA will strengthen FEMA’s partnership with ARRL and build upon our work to expand emergency communications capabilities and the use of Amateur Radio in emergency management.”

The agreement outlines the ways in which FEMA and ARRL will cooperate to carry out their respective responsibilities, with respect to disaster mitigation, preparedness, response and recovery operations in the event of a natural or man-made disaster. The agreement sets forth the terms by which FEMA and ARRL will provide resources, services and personnel, as available, in order to strengthen capacity in areas of emergency communications, mass care and emergency assistance, disaster preparedness, response and recovery.

“From the earliest days of experimentation with radio to the present time, amateur radio volunteers have combined their passion for exploring radio technology with their devotion to assisting the governmental and charitable agencies that respond to disaster,” Craigie said. “This combination of inventiveness and service has saved lives for a century. We look forward to working with FEMA to further develop opportunities for trained, equipped and prepared amateur radio operators to serve the public interest whenever and wherever disasters affect our country and its communities.”

Amateur Radio operators have been responding to disasters since the beginning of the Amateur Service in the early 1900s. Through the ARRL-sponsored Amateur Radio Emergency Service (ARES) and other groups, federally licensed Amateur Radio operators have volunteered their time, equipment and expertise to their communities and country for all kinds of public service events and disaster efforts.

Following recent events, ARRL has supported local communities as they prepare for and recover from the devastation caused by disasters. As part of this agreement, FEMA and ARRL will strengthen their partnership and encourage first responders and citizens to consider joining the ranks of radio amateurs and their long and legendary history of public service to the nation.

$4 Million Federal Grant for Disaster Counseling

DENVER-Crisis counseling services will continue over the next nine months for survivors of the Colorado flooding disaster in September 2013 because of a $4 million federal grant. FEMA and the Substance Abuse and Mental Health Administration have awarded the $4,058,060 grant to the Colorado Department of Public Health and Environment through the 2014 Crisis Counseling Assistance and Training Program (CCP).  

The new grant will allow counselors to continue door-to-door services and community outreach counseling programs. Since the disaster, Colorado Spirit crisis counselors have:

  • Talked directly with 18,178 people and provided referrals and other helpful information to more than 88,000;
  • Met with nearly 1,200 individuals or families in their homes.

CCP was established by the Stafford Disaster Relief and Emergency Assistance Act to provide mental health assistance and training activities in designated disaster areas. The program provides the following services:

  • Individual crisis counseling and group crisis counseling to help survivors understand their reactions and improve coping strategies, review their options and connect with other individuals and agencies that may assist them;
  • Development and distribution of education materials such as flyers, brochures and website information on disaster-related topics and resources;
  • Relationship building with community organizations, faith-based groups and local agencies.
