MONTGOMERY, Ala. – Some disaster survivors think that U.S. Small Business Administration loans are only for businesses. That is not the case – it is the primary source of federal funds for long-term recovery assistance for disaster survivors.

SBA offers disaster loans at rates as low as 2.188 percent to homeowners and renters, at 4 percent for businesses of all sizes and at 2.625 percent for private nonprofit organizations for physical damage from the April 28 through May 5 severe storms, tornadoes, straight-line winds and flooding in the following Alabama counties: Baldwin, Blount, DeKalb, Etowah, Jefferson, Lee, Limestone, Mobile and Tuscaloosa counties.

Economic injury disaster loans also are available to provide working capital to eligible small businesses and nonprofit organizations located in the counties listed above and the adjacent counties.

There are good reasons for FEMA applicants who have been contacted by SBA to submit a completed disaster loan application before the July 1, 2014 deadline. Reasons include:

  • A future insurance settlement may fall short. Survivors may find out they are underinsured for the amount of work it takes to repair or replace a damaged home. An SBA low-interest loan can cover the uninsured costs. By submitting the loan application, survivors may have loan money available when it is needed. SBA can approve a loan for the repair or replacement of a home up to $200,000. The loan balance will be reduced by a survivor’s insurance settlement. However, the opportunity for an SBA disaster loan will be lost if they wait until after the application deadline.
  • SBA can help renters repair or replace disaster damaged personal property. Renters as well as homeowners may borrow up to $40,000 to repair or replace clothing, furniture, appliances and damaged vehicles.
  • By submitting an SBA loan application, survivors keep the full range of disaster assistance available as an option. SBA may refer applicants who do not qualify for a home loan to FEMA for “Other Needs” grants to replace essential household items, replace or repair a damaged vehicle, cover medical, dental and funeral expenses and other serious disaster-related needs. But if survivors do not submit their disaster loan applications, the assistance process stops. Survivors are not required to accept a loan offer.

Recovery Center in Jefferson County to Close June 6; Re-Opens June 7 as an SBA Center

JACKSON, MS – Mississippians engaged in agriculture or aquaculture who sustained damage from recent tornadoes or storms might be eligible for financial assistance for damage or losses occurring during that period.

Along with residents of the 12 counties named in the presidential major disaster declaration for tornado and storm damage April 28 through May 3, they may be eligible for federal help to repair or replace their primary residence.

Additionally, there are federal programs directed specifically at some categories of farm and ranch disaster losses. Those benefits do not require a presidential disaster declaration and thus could be available for storm losses in any Mississippi county.

FEMA grants to help repair damage to a primary residence are available from FEMA’s Individual Assistance program. Additionally, long-term, low-interest disaster assistance loans may be available from the U.S. Small Business Administration (SBA) to help repair or replace their primary residence. The starting point for both funding sources is registration with FEMA.

Individuals and households in those counties can register for FEMA’s Individual Assistance program online at DisasterAssistance.gov, via smartphone or tablet at m.FEMA.gov or by calling the FEMA helpline at 800-621-FEMA (3362). People who are deaf, hard of hearing or have a speech disability and use a TTY should call 800-462-7585. Lines are open 7 a.m. to 10 p.m. (central time) and assistance is available in multiple languages.

Producers who suffered production agriculture losses, including loss of livestock, honeybees, farm-raised fish, orchards, bushes or vines, may be eligible for federal disaster program assistance as well as low-interest farm loans from the U. Agricultural and Aquaculture Businesses May Be Eligible for Disaster Aid

EVERETT, Wash. – Starting Monday, May 12, local, state and federal representatives will continue to meet individually with SR530 Slide survivors at the Snohomish County Family Resource Center in Darrington.

At the center, the U.S. Small Business Administration (SBA) will operate a Disaster Loan Outreach Center (DLOC). SBA representatives will continue to answer questions, explain the application process, help homeowners, renters and owners of businesses of all sizes apply for low-interest disaster loans.

SBA’s low-interest, federal disaster loans are available to homeowners, renters, businesses of all sizes and private, nonprofit organizations to repair or replace property damaged or destroyed by the disaster. So far, SBA has approved more than $700,000 in low-interest disaster loans to residents and businesses.

SBA provides federal low-interest disaster loans up to $200,000 to homeowners to repair or replace damaged or destroyed real estate. Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property.

Businesses of any size and private, nonprofit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets. SBA can also lend additional funds to homeowners and businesses to help with the cost of making improvements that protect, prevent or minimize the same type of disaster damage from occurring in the future.

EVERETT, Wash. – SR530 Slide survivors who are notified by the U.S. Small Business Administration (SBA) that they may be eligible for low-interest disaster loans should work with the SBA to complete the application, according to officials with the Washington Emergency Management Division (WEMD) and the Federal Emergency Management Agency (FEMA).     

Whether a loan is wanted or not, the SBA loan application may trigger additional grant assistance through FEMA’s Other Needs Assistance (ONA) program. The State of Washington administers the ONA grant funding for survivors who are not offered an SBA loan but who need additional recovery assistance.

SR530 Slide survivors have only a few weeks remaining to register with FEMA for possible assistance. FEMA registration is possible through June 2. Registration is available online at DisasterAssistance.gov or by phone at (800) 621-3362. TTY survivors should use (800) 462-7585 with Video Relay Service survivors calling (800) 621-3362.  Phone lines are open seven days a week from 4 a.m. to 8 p.m., PDT.  

The SBA is authorized, when a federal disaster is declared, to offer low interest loans to individual homeowners and renters as well as businesses of all sizes and private nonprofit organizations. Eligible homeowners may receive up to $200,000 for home repair or replacement of primary residences and eligible homeowners and renters up to $40,000 to replace disaster-damaged or destroyed personal property. 

Small businesses suffering economic impact due to the SR530 slide can apply for up to $2 million for any combination of property damage or economic injury under SBA’s Economic Injury Disaster Loan (EIDL) program. 

Interest rates for SBA disaster loans can be as low as 2.25 percent for homeowners and renters, 2.625 percent for private nonprofit organizations and 4 percent for businesses, with terms up to 30 years. SR530 Slide survivors have until June 2, 2014 to apply for SBA loans. Small businesses applying for only the EIDL program have until Jan. 2, 2015.

Don’t let misinformation keep you from registering for disaster assistance.

Sometimes unexpected, uninsured expenses arise weeks or even months after a disaster. For example, you might identify additional damage to your home in the spring when temperatures rise and contractors are able to conduct a more comprehensive inspection. If your insurance settlement is delayed, you may qualify for temporary rental assistance if your home is uninhabitable. Or you may exhaust the additional living expenses provided by your insurance company. FEMA and U.S. Small Business Administration disaster assistance may help cover some of these expenses.

Registering with FEMA is quick and easy. You should register even if you have insurance and regardless of your income level or the level of damage your home sustained. Register online at DisasterAssistance.gov, with a mobile device by using the FEMA app or going to m.fema.gov, or by calling 800-621-FEMA (3362). Rental assistance is available if you have been displaced as a result of the storms.

If you are making repairs to or rebuilding your home, you may be eligible for assistance from FEMA to cover temporary rental expenses if your home is uninhabitable – but you must register with FEMA to be considered. Call 800-621-FEMA (3362) or visit a Disaster Recovery Center if you have questions or need help finding a rental property. You can also go Nestrent.com or IlHousingSearch.org to identify available rental properties.

FEMA decision letters are not the end of the line for disaster assistance.

After registering with FEMA, you will receive a letter explaining the status of your application. The letter may state that you’re ineligible for assistance, but this isn’t necessarily a final decision. It is important to read the entire letter carefully because it states exactly what needs to be submitted for potential federal assistance. If you have insurance, you must submit all of your insurance information for FEMA to review your eligibility. Sending your insurance declaration page is not sufficient. You need to submit actual insurance settlement information. If you are unsure of how to obtain this document, contact your insurance company, call the FEMA helpline (800-621-FEMA) or visit a Disaster Recovery Center. Insurance documents will be reviewed, then an inspector may arrange a visit to the damaged home or apartment to determine if there are uninsured, eligible losses. Federal disaster assistance may assist in covering some expenses not covered by insurance. You can appeal FEMA’s decision. Appeals must be filed within 60 days of the date of the determination letter. More information is available by calling 800-621-FEMA (3362) or by taking the letter to a Disaster Recovery Center. You can locate the nearest center by going to fema.gov/drclocator.

Help is available to repair damaged vehicles.

If you had a vehicle damaged or destroyed in one of the counties affected by the Nov. 17 Illinois tornadoes, you may be eligible for federal disaster assistance. Even if you are not a resident of one of the designated counties, you may still be eligible for this assistance if you were working or visiting one of the counties. You must register with FEMA to be considered for eligibility. In addition to FEMA assistance, homeowners and renters may be eligible to borrow up to $40,000 through SBA’s low-interest disaster loan program to repair or replace personal property, including automobiles damaged or destroyed in the disaster.
