FRANKFORT, KY – Two Disaster Recovery Centers operated by the Commonwealth of Kentucky and the Federal Emergency Management Agency will open at noon Thursday, May 7th in Lawrence and Madison counties.

Specialists from FEMA and the U.S. Small Business Administration will be on hand to answer questions and provide information on the types of assistance available to survivors.

People who suffered losses in Bath, Bourbon, Carter, Elliott, Franklin, Jefferson, Lawrence, Madison, Rowan and Scott counties can get person-to-person assistance at the centers from specialists skilled in many disaster-related subjects. Specialists can help with registration; check an individual’s case; answer questions about their claim; or review information needed to process their claim.

Individuals and business owners who sustained losses from the severe storms, tornadoes, flooding, landslides and mudslides April 2 -17, 2015 should register for assistance before visiting a center.

Registration is available online at www.DisasterAssistance.gov or by calling 1-800-621-3362 (FEMA), or by web-enabled mobile device at m.fema.gov.  Disaster assistance applicants who have a speech disability or hearing loss and use TTY should call 1-800-462-7585 directly; those who use 711 or Video Relay Service may call 1-800-621-3362. The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. Eastern Daylight Time seven days a week until further notice.

Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

Disaster Recovery Centers Open In Lawrence and Madison Counties

WASHINGTON—The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA), in coordination with state and tribal emergency managers and state broadcasting associations, will conduct a test of the Emergency Alert System (EAS) on Wednesday, March 18, 2015 in Kentucky, Michigan, Ohio, and Tennessee. The test will begin at 2:30 p.m. Eastern Daylight Time (EDT) and will last approximately one minute. 

“The goal of the test is to assess the operational readiness and effectiveness of the EAS to deliver a national emergency test message to radio, television and cable providers who broadcast lifesaving alerts and emergency information to the public,” said Damon Penn, Assistant Administrator of FEMA’s National Continuity Programs. “The only way to demonstrate the resilience of the system’s infrastructure is through comprehensive testing to ensure that members of tribes, and the residents of Kentucky, Michigan, Ohio, and Tennessee, receive alerts when an emergency occurs.”

The test will be seen and heard over radio and television in Kentucky, Michigan, Ohio, and Tennessee, similar to regular monthly testing of the EAS conducted by state officials and broadcasters. The test message will be nearly identical to the regular monthly tests of the EAS normally heard by public. Only the word “national” will be added to the test message: “This is a national test of the Emergency Alert System. This is only a test…” 

The test is designed to have limited impact on the public, with only minor disruptions of radio and television programs that normally occur when broadcasters regularly test EAS in their area. Broadcasters and cable operators’ participation in the test is completely voluntary. There is no Federal Communications Commission regulatory liability for stations that choose not to participate.

In 2007, FEMA began modernizing the nation’s public alert and warning system by integrating new technologies into existing alert systems. The new system is known to broadcasters and local alerting officials as the Integrated Public Alert and Warning System or IPAWS. IPAWS connects public safety officials, such as emergency managers, police and fire departments, to multiple communications channels to send alerts to warn when a disaster happens. FEMA, State Broadcasters and Emergency Managers to Conduct a Test in Four States of the Emergency Alert System

Seattle, WA – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Watermelon Hill Fire, burning in Lincoln and Spokane County, Washington.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Watermelon Hill Fire threatened such destruction as would constitute a major disaster.  Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on July 19, 2014 at 11:14 p.m. PDT.

On July 19, 2014, the State of Washington submitted a request for a fire management assistance declaration for the Watermelon Hill Fire, burning in the Counties of Lincoln and Spokane.  At the time of the request, 200 primary homes were threatened and approximately 300 people had evacuated the area.  At the time of the request the fire threatened;  a major BNSF/UP rail line, overhead power lines, Eastern Washington University, the Cheney Medical Center Community Hospital and the Turnville Wild life Preserve.  The fire started on July 19, 2014, and has burned approximately 5,000-7,000 acres of Federal, State, Bureau of Land Management, and private land.  Firefighting resources supporting this incident are from local, out of state and Federal who are providing fire suppression support with air resources, engines, and dozers on the fire line.  State firefighting resources have been exhausted, and out of state and international firefighting support is being requested. The Federal Principal Advisor confirmed the threat to homes, overhead power lines, and rail line.  The fire is at zero percent contained.  

A state of emergency was declared by the Governor late Tuesday, July 14 in 20 Eastern Washington counties in response to multiple wildfires threatening homes, businesses, public infrastructure, and natural resources in many parts of the state as fire crews face continued severe fire weather conditions.

The authorization makes FEMA funding available to pay 75 percent of Washington State’s eligible firefighting costs under an approved grant for managing, mitigating and controlling designated fires. These grants provide reimbursement for firefighting and life-saving efforts. They do not provide assistance to individuals, homeowners or business owners and do not cover other infrastructure damage caused by the fire.

Fire Management Assistance Grants are provided through the President’s Disaster Relief Fund and made available by FEMA to assist in fighting fires that threaten to cause a major disaster. Eligible items can include expenses for field camps; equipment use, repair and replacement; mobilization and demobilization activities; and tools, materials and supplies.

Seattle, WA – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Saddle Mountain Fire, burning in Kittitas County, Washington.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Saddle Mountain Fire threatened such destruction as would constitute a major disaster.  Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on July 19, 2014 at 10:43 a.m. PDT.

On July 19, 2014, the State of Washington submitted a request for a fire management assistance declaration for the Saddle Mountain Fire, burning in Kittitas County.  At the time of the request, 5 homes had been burned, 80 homes were threatened and about 90 people had evacuated the area.  One shelter in the Kittitas School District was operating around the clock at the time of the request.  The fire has reached the Wanapum Dam and Crease Rapids Dam, both hydropower facilities, and three (3) main power transmission lines, which provides power to the City of Yakama, population of nearly 93,000, and to southeast Washington State.  The fire is also threatening the Kittitas Valley Community Hospital.  The fire has damaged or threatened the Ginko Petrified Forest, multiple cultural resources sites, historical sites, and recreational sites.  The fire started on July 18, 2014, and has burned approximately 38,000 acres.  The Federal Principal Advisor confirmed the threat to homes, dams, overhead power lines, and rail line.  The fire is at zero percent contained.

Seattle, WA – The Federal Emergency Management Agency (FEMA) has authorized the use of federal funds to help with firefighting costs for the Carlton Complex Fire, burning in Okanogan County, Washington.

FEMA Region X Regional Administrator, Kenneth D. Murphy determined that the Carlton Complex Fire threatened such destruction as would constitute a major disaster.  Murphy approved the state’s request for federal Fire Management Assistance Grant (FMAG) on July 17, 2014 at 12:25 a.m. PDT.

On July 16, 2014, the State of Washington submitted a request for a fire management assistance declaration for the Carlton Complex Fire burning in Okanogan County.  At the time of the request,

no homes had been burned, but 80 primary homes were threatened and approximately 80 people had evacuated the area.  One shelter in the Twisted Community Center was operating around the clock at the time of the request.  State highway 153 and local roads were closed, as well as bridges. The fire has damaged or threatened electrical distribution lines and substation, with the potential to shut off power to the area. Impacts to irrigation facilities, wildlife and cultural resources were a concern in and around the fire perimeter. The fire started on July 15, 2014, and has burned approximately 3,500 acres of Federal, State, and private land.  The fire is about one mile from the Town of Charlton.  Firefighting resources committed to this incident include: mixed air platforms, helicopters, although limited because of visibility due to smoke, engines, water tenders and a Type 2 Incident Management Team. The Federal Principal Advisor confirmed the threat to homes. The fire is at approximately 40 percent contained.

Residents Should Follow the Direction of Local Officials

WASHINGTON – The Federal Emergency Management Agency (FEMA) is closely coordinating with states potentially impacted by severe winter weather across the southern United States. FEMA, through its regional offices in Atlanta, Philadelphia, New York, and Denton TX, and its National Watch Center in Washington, D.C. as well as its federal partners, including the National Weather Service, continues to closely monitor the severe winter weather currently impacting the South and Southeast, and forecasted to move up the Eastern Seaboard.

Today, President Obama declared an emergency for 45 counties in the State of Georgia, at the request of Georgia Governor Nathan Neal, authorizing FEMA to support the state in its efforts to respond to the storm. FEMA has deployed a Federal Coordinating Officer and a liaison to support the state emergency operations center in Atlanta.

FEMA continues to be in close, continuing contact with state, tribal and local partners in potentially impacted areas and stands ready to support its partners, if requested and needed. FEMA has also enhanced staffing at its Regional Watch Center in Atlanta and at its National Watch Center in Washington D.C.

According to the National Weather Service, a major winter storm will impact locations from Texas to the Southeast today before it moves up the Eastern Seaboard on Wednesday. Residents along the path of the storm can find their local forecast at www.weather.gov.

When natural disasters like severe weather strike, the first responders are local emergency and public works personnel, volunteers, humanitarian organizations, and private organizations who provide emergency assistance required to protect the public’s health and safety and to meet immediate human needs.

Get to know the terms that are used to identify winter storm hazards and discuss with your family what to do if a winter storm watch or warning is issued.

  • A Blizzard Warning is issued for winter storms when the following conditions are expected to last for at least three hours: winds of at least 35 miles per hour with considerable snowfall that reduces visibility to ¼ of a mile or less. 
  • A Winter Weather Advisory means cold, ice and snow are expected.
  • A Winter Storm Watch means severe weather such as heavy snow or ice is possible in the next day or two.
  • A Winter Storm Warning means severe winter conditions have begun or will begin very soon.
  • An Ice Storm Warning is when freezing rain produces a significant and possibly damaging accumulation of ice.
  • Freezing Rain creates a coating of ice on roads and walkways.
  • Sleet is rain that turns to ice pellets before reaching the ground. Sleet also causes roads to freeze and become slippery.

Avoid traveling by car, but if you must, make sure you have an emergency supply kit in the trunk of your car. FEMA encourages families to maintain an emergency supply kit both at home and in the car to help prepare for winter power outages and icy or impassable roads.

An emergency supply kit should include a three-day supply of food and water, a battery-powered or hand-crank radio and extra flashlights and batteries.  Thoroughly check and update your family’s emergency supply kit and add the following supplies in preparation for winter weather:

  • Rock salt to melt ice on walkways;
  • Sand to improve traction;
  • Snow shovels and other snow removal equipment; and
  • Adequate clothing and blankets to help keep you warm. 

Ensure your family preparedness plan and contacts are up to date and exercise your plan.  Learn about the emergency plans that have been established in your area by your state and local government, and ensure your home and car are prepared for the winter weather.

FEMA Urges Residents Across the South and Southeast to Prepare for Severe Winter Weather

KANSAS CITY, MO –Superman, Wonder Woman, Batman and Captain America bring very familiar images to mind. This September, the Federal Emergency Management Agency’s (FEMA) Ready Campaign and FEMA Region VII, in partnership with Citizen Corps and the Ad Council call on all Americans to embrace their own heroic powers to prepare themselves and others for disasters.

“Like so many of the superheroes we grew up watching, the overarching concept behind being a ‘hero’ is helping others, particularly those who may not be able to help themselves or may need some extra assistance,” said FEMA Region VII Administrator Beth Freeman. 

On September 1, National Preparedness Month Community members across the nation will respond to the call to help prepare their families, businesses and communities for emergencies of all kinds. This spring’s deadly tornado in Moore, OK, summer flooding in the Midwest, and the not-so-distant Hurricane Sandy which struck the Eastern Seaboard in 2012, demonstrate that disasters can happen anywhere at any time.

This year’s National Preparedness Month campaign slogan, “You Can Be the Hero”, seeks to transform awareness into action by encouraging all Americans to be the heroes in their own homes, businesses, schools and other common places, taking the necessary steps to ensure their communities and the people within those communities are prepared for emergencies of all kinds.  

Localizing the national theme with an emphasis on issues true to the Nation’s Heartland, FEMA Region VII will launch its regional campaign, Be A Hero, Preparing Means Caring, in conjunction with National Preparedness Month. The initiative includes extensive outreach throughout the Region VII states of Iowa, Missouri, Kansas and Nebraska.

Freeman said “Our goal in adopting a regional focus for National Preparedness Month is to promote the importance of taking an inclusive approach to disaster preparedness because everyone, regardless of abilities, has something to offer when it comes to preparedness. 

“We can be heroes by learning what it takes to prepare, by understanding the variety and complexity of needs in our communities – particularly for people with access or functional needs and to ensure the well-being of pets – and by exercising a few simple activities now to ensure everyone within our community circles is prepared.”

Through FEMA Region VII’s Be A Hero, Preparing Means Caring campaign, information will be distributed on a variety of topics and issues to consider when practicing preparedness including: caring for the elderly and those with disabilities, ensuring your business is resilient and accessible, and building an emergency supply kit to care for pets.

As the baseline for all FEMA emergency preparedness information, the campaign focuses on starting preparedness with four simple steps:

  1. Be informed about emergencies that could happen in your community, and identify sources of local information that will be helpful before, during and after an emergency.
  2. Make a plan for what to do in an emergency.
  3. Build an emergency supply kit.
  4. Get involved.

September 1 Marks the Start of National Preparedness Month; Citizens invited to ‘Be a Hero’ All Year Long

Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for the Eastern Band of Cherokee Indians.

  • Application procedures for the Tribal governments will be explained at a series of federal/Tribal applicant briefings with locations to be announced in the affected area by recovery officials. Approved public repair projects are paid through the Tribe from funding provided by FEMA and other participating federal agencies.

Federal Aid Programs for Eastern Band of Cherokee Indians

WASHINGTON – The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) today announced that federal disaster aid has been made available for the Eastern Band of Cherokee Indians and ordered federal aid to supplement the Tribe’s efforts in the area affected by severe storms, flooding, landslides, and mudslides during the period of January 14-17, 2013.

Federal funding is available to the Eastern Band of Cherokee Indians and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe storms, flooding, landslides, and mudslides.

Federal funding is also available on a cost-sharing basis for hazard mitigation measures for the Tribe. 

Michael Bolch has been named as the Federal Coordinating Officer for Federal recovery operations in the affected area.  Bolch said additional designations may be made at a later date if requested by the Tribe and warranted by the results of further damage assessments.

Federal Disaster Aid in Connecticut Following Hurricane Sandy Tops $45.4 Million

WINDSOR, Conn. — More than $45.4 million in federal disaster grants and loans has been approved for Connecticut survivors of Hurricane Sandy, the Federal Emergency Management Agency announced today.

As of close of business Feb. 14:

  • More than 12,380 Connecticut residents in the counties of Fairfield, Middlesex, New Haven and New London, and the Mashantucket Pequot Tribal Nation and the Mohegan Tribal Nation located within New London County have registered for federal disaster assistance;
  • More than $11,552,000 has been approved for housing assistance, including short-term rental assistance and home repair costs;
  • More than $920,000 has been approved to cover other essential disaster-related needs, such as medical and dental expenses and lost personal possessions;
  • More than 6,322 inspections of damaged properties have been conducted statewide;
  • More than $32,189,000 in low-interest disaster loans for homeowners, renters, businesses and private nonprofit organizations has been approved by the U.S. Small Business Administration;
  • More than $9,380 in Disaster Unemployment Assistance has been approved as a result of Sandy; and
  • More than $808,000 in Public Assistance grants has been obligated to municipalities statewide for Sandy-related expenses. Under the PA program, FEMA expects to reimburse the state, local governments and tribal nations for $52,465,131 in storm-related expenses, which represents the 75 percent federal share of such projects.

 

Additionally, 3,761 flood insurance claims totaling $135,433,203 have been paid to date, representing nearly 70 percent of total National Flood Insurance Program claims in the state of Connecticut following Hurricane Sandy.

Although the deadline has passed for hurricane survivors to register for assistance, survivors may check status of applications or receive other assistance by calling the FEMA Helpline, 800-621-3362. Helpline hours are from 7 a.m. to 10 p.m. Eastern, seven days a week. The TTY number is 800-462-7585. Multilingual operators are available. Check status online at www.DisasterAssistance.gov, or at m.fema.gov on a smartphone or other web device.

The U.S. Small Business Administration is the federal government’s primary source of money for the long-term rebuilding of disaster-damaged private property. SBA helps homeowners, renters, businesses of all sizes, and private, nonprofit organizations fund repairs or rebuilding efforts and covers the cost of replacing lost or disaster-damaged personal property. These disaster loans cover losses not fully compensated by insurance or other recoveries and do not duplicate benefits of other agencies or organizations.
