Over 3 Million People Still Under Hurricane Warning, Residents Advised to Heed Instructions from Local Officials

WASHINGTON – The Federal Emergency Management Agency (FEMA) urges residents to be prepared for severe, potentially record historic flooding as Hurricane Matthew continues to impact the eastern Carolinas. Hurricane Matthew remains a dangerous storm and FEMA urges residents in affected states to heed instructions from state, local, and tribal officials. As of 8 a.m. Eastern Time, over three million residents remained under a Hurricane Warning.

For residents in Georgia and the Carolinas, dangerous flooding continues in many areas and may worsen throughout the day into Sunday, particularly along and east of the I-95 corridor.  Flash flood warnings are in effect for significant portions of the Carolinas and the threat will continue for several more days. Driving through a flooded area can be extremely hazardous and almost half of all flash flood deaths happen in vehicles. If residents encounter flood waters, remember – turn around, don’t drown.

Residents should listen for local warnings and information and return home only when authorities indicate it is safe. Upon returning home, FEMA advises residents to be aware of emergency workers working on damaged infrastructure and assisting people in damaged areas. Residents should stay off the roads and out of the way.

“Residents need to stay focused on staying safe and be prepared,” said FEMA Administrator Craig Fugate. “This hurricane is still very dangerous and its effects can be deadly even after it passes. Take flooding seriously, avoid downed power lines, and return home only when local officials say it is safe to do so.” 

Shelters are open across the impacted states. Download the FEMA mobile app for shelter information, disaster resources, weather alerts, and safety tips, in English and in Spanish. The app provides a customizable checklist of emergency supplies, maps of open shelters and recovery centers, disaster survival tips, and weather alerts from the National Weather Service. The app also enables users to receive push notifications reminding them to take important steps to prepare their homes and families for disasters.

Residents in areas affected by Hurricane Matthew can use social media sites like Facebook or Twitter to reconnect with loved ones.

Earlier in the week, President Barack Obama declared emergencies for requested counties in Florida, Georgia, South Carolina, and North Carolina authorizing FEMA to provide support and resources necessary to save lives and protect property.   

Safety and Preparedness Tips

Get to know the terms that are used to identify severe weather and discuss with your family what to do if a watch or warning is issued:

For a hurricane:

  • A Hurricane Watch is issued when a tropical cyclone containing winds of at least 74 miles-per-hour poses a possible threat, generally within 48 hours. 
  • A Hurricane Warning is issued when sustained winds of 74 miles-per-hour or higher associated with a tropical cyclone are expected in 36 hours or less. A hurricane warning can remain in effect when dangerously high water or a combination of dangerously high water and exceptionally high waves continue, even though winds may be less than hurricane force.

For a tropical storm:

  • A Tropical Storm Watch is issued when tropical cyclone containing winds of at least 39 miles-per-hour or higher poses a possible threat, generally within 48 hours.
  • A Tropical Storm Warning is issued when sustained winds of 39 miles-per-hour or higher associated with a tropical cyclone are expected in 36 hours or less.

For flooding:

  • A Flood Watch is issued when conditions are favorable for flooding.
  • A Flood Warning is issued when flooding is imminent or occurring.

After the Hurricane

  • Listen to local officials for updates and instructions. Return home only when authorities indicate it is safe.
  • Check-in with family and friends by texting or using social media.
  • When you return to the impacted area, watch out for debris and downed power lines.
  • Avoid walking or driving through flood waters. Just 6 inches of moving water can knock you down, and fast-moving water can sweep your vehicle away.
  • Avoid flood water as it may be electrically charged from underground or downed power lines and may hide dangerous debris or places where the ground is washed away.
  • Photograph the damage to your property in order to assist in filing an insurance claim.
  • Do what you can to prevent further damage to your property, (e.g., putting a tarp on a damaged roof), as insurance may not cover additional damage that occurs after the storm.

JEFFERSON CITY, Mo. – Missouri residents who find themselves in need of legal advice as a result of the recent storms and floods can get free help from the Federal Emergency Management Agency (FEMA) and its partners.

FEMA’s Disaster Legal Services (DLS) program provides free legal assistance to low-income individuals who, prior to or because of the disaster, are unable to secure legal services adequate to meet their disaster-related needs. DLS is provided only to survivors of presidentially declared major disasters and is limited to cases that will not produce a fee.

The toll free number for DLS in Missouri is 800-829-4128. Local legal aid providers and pro bono attorneys are available to assist with almost any legal issue that arises from a presidentially declared major disaster including help with the following types of disaster legal assistance:

FRANKFORT, Ky.  – The Federal Emergency Management Agency has amended a recent disaster declaration for severe storms in July in order to make survivors in Leslie County eligible for its Individual Assistance program.

 

Individuals and business owners who sustained losses in Leslie County can apply for assistance by registering online at DisasterAssistance.gov or by calling 800-621-3362. Disaster assistance applicants who are deaf or hard of hearing should call 800-462-7585 (TTY); those who use 711 or Video Relay Service may call 800-621-3362. WASHINGTON – Today, the Federal Emergency Management Agency (FEMA) urges residents across the nation to prepare for the 2015 Atlantic Hurricane season, which begins today and runs through November 30. 

Hurricanes and tropical systems can cause serious damage on both coastal and inland areas. Their hazards can come in many forms including: storm surge, heavy rainfall, inland flooding, high winds, and tornadoes. To prepare for these powerful storms, FEMA is encouraging families, businesses, and individuals to be aware of their risks; know your sources of reliable information; prepare your home and workplace; and be familiar with evacuation routes.

“One hurricane hitting where you live is enough to significantly disrupt your life and make for a very bad hurricane season,” said FEMA Administrator Craig Fugate. “Every person has a role to play in being prepared – you should know if you live or work in an evacuation zone and take time now to learn that route so you’re prepared to protect yourself and your family from disaster.”

This year, FEMA is placing an emphasis on preparing communities to understand the importance of evacuations, which are more common than many people realize. When community evacuations become necessary, local officials provide information to the public through the media. In some circumstances, other warning methods, such as, text alerts, emails, or telephone calls are used. Information on evacuation routes and places to stay is available at www.ready.gov/evacuating-yourself-and-your-family.

Additionally, knowing and practicing what to do in an emergency, in advance of the event, can make a difference in the ability to take immediate and informed action, and enable you to recover more quickly.   • FEMA launched a new feature to its App, available for free in the App Store for Apple devices and Google Play for Android devices. The new feature enables users to receive weather alerts from the National Weather Service for up to five locations anywhere in the United States, including U.S. territories, even if the mobile device is not located in the weather alert area. The app also provides information on what to do before, during, and after a disaster in both English and Spanish.
  • The Ready campaign and America’s PrepareAthon! developed a social media toolkit that you can download and share with others at www.ready.gov/ready2015. The kit contains information on actions communities can take to practice getting ready for disasters.

While much attention is often given to the Atlantic Hurricane Season, there are tropical systems that can affect other U.S. interests as well. The center will be open from 9 a.m. to 6 p.m. (EDT) Monday through Saturday. The Rowan center is located at 314 Bridge St. (Morehead City Administration Building) in Morehead.

Specialists from FEMA and the U.S. Small Business Administration will be on hand to answer questions and provide information on the types of assistance available to survivors.

Survivors who suffered losses in Bath, Bourbon, Carter, Elliott, Franklin, Jefferson, Lawrence, Madison, Rowan and Scott counties can receive person-to-person assistance from specialists skilled in many disaster-related subjects.

Specialists can help with registration, check an individual’s case, answer questions about an application or review information needed to process an application.

Survivors who sustained losses from the severe storms, tornadoes, flooding, landslides and mudslides April 2 through April 17, 2015, should register for assistance before visiting a center.

Survivors can register by using the following methods:

·         Online at www.DisasterAssistance.gov.

  • By calling 800-621-3362 (TTY 800-462-7585, Video Relay Service 800-621-3362).
  • By smartphone or tablet at m.fema.gov.

The toll-free telephone numbers will operate from 7 a.m. to 10 p.m. Eastern Daylight Time seven days a week until further notice.

Assistance can include grants for temporary housing and essential home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.

FEMA’s temporary housing assistance and grants for public transportation expenses, medical and dental expenses, and funeral and burial expenses do not require individuals to apply for an SBA loan. However, applicants who receive SBA loan applications must submit them to SBA loan officers to be eligible for assistance that covers personal property, vehicle repair or replacement, and moving and storage expenses.
